▪ All inquiries regarding this solicitation are to be directed to

Solicitation Overview
The Houston Airport System Concessions Business
Unit proposes to issue a single Request for
Proposal (RFP) for Luggage Carts and Massage
Chairs,(collectively referred to as Luggage Carts
and Self-Serve Passenger Services), which replace
and combine both of the concession contracts
mentioned above.

Submittal Procedures
• Provide one (1) original proposal signed in BLUE ink and marked “original” along with ten (10) copies of the proposal in hard copy and on thumb drives.
• Provide two (2) hard copies (1-original and 1-copy) of Firms’ Financial Statements in a separate, sealed envelope bearing the assigned Solicitation Name and Number.
• All proposals must be delivered to 18600 Lee Road, Humble, TX 77338 by Thursday, July 25, 2019 at 2:00 P.M., CST.

PROPOSAL SUBMITTAL REQUIREMENTS
▪ Each Proposal must be organized and follow the required
format as stated in the RFP.
▪ Each Section must be appropriately tabbed and inclusive
of all required submittals.

▪ Responses will be evaluated by an Evaluation Committee
consisting of City of Houston personnel.
▪ The award of a contract(s) will be made to the
Concessionaire(s) offering the response which best meets
the needs of the COH and HAS. The COH reserves the right
to reject any offer if the Response submitted fails to satisfy the
COH that the Concessionaire is properly qualified to provide
the services contemplated as specified.

EVALUATION CRITERIA
Financial Capabilities (Pass/Fail)
▪ Provide audited financial statements or Federal Tax Forms Filed to the
Internal Revenue Service (IRS) for the past two fiscal years. At a
minimum, include the letter of opinion, balance sheet, schedules, and
related auditor’s notes.
▪ Firms that do not have audited financial statements shall submit
unaudited financial statements from the previous two years along with
federal income tax returns from the previous two years.
▪ Please note that this is a requirement and a firm’s failure to submit this
information will result in that firm not being considered for this
contract. A firm should not refer HAS to its website or any other
database to retrieve this information.
ACDBE Compliance (Pass/Fail)
▪ ACDBE Requirements and City required documents are listed as
Exhibits and Attachments. Please include any experience your firm
has with outreach programs to attract ACDBE firms. Only ACDBE
certified firms can be utilized towards the ACDBE goal. 11

Counting ACDBE Participation
• ACDBE can be counted under a concessions agreement, management contract or as a subcontractor.
• ACDBE must self perform the work in which they are being utilized.
• ACDBE participation can be counted by professional, technical, consultant, legal, security systems, advertising, building cleaning and maintenance, computer programming, or managerial services.
• Prime Concessionaires can purchase directly from an ACDBE manufacturer or dealer.
• Any deviations to the ACDBE participation during the tenure of the contract must first be approved by the Director of the Office of Business Opportunity.

Objectives
➢ Provide the five star luggage cart, massage chair and other self-serve
passenger services at the Airports that meet the desires of the traveling
public and provide travelers with exceptional services;
➢ Ensure that pricing of the services provides travelers value for their money
by pricing services reasonably and competitively;
➢ Meet the ACDBE good faith goals set forth herein;
➢ Provide uninterrupted services to travelers during all phases of the on-going
renovation and expansion projects at the Airports;

SCOPE
Specific Luggage Cart Services:
➢ Concessionaire shall at all times provide a sufficient number of
luggage carts and Cart Management Units (CMUs) throughout the
airports
- Minimum 1800 luggage carts in FIS at IAH and about 200 at HOU
➢ Luggage carts must be matching and must be new or like new,
equipped with non-marring wheels and bumpers
➢ All luggage carts must be in compliance with the Americans with
Disabilities Act (ADA)
➢ Luggage carts must be the type that are pushed by customers and
that are dispensed on a self service basis from the CMU, and cart
wheels should be made of a material that will reduce or eliminate the
noise caused by movement

CMUs Shall:
➢ Be free standing
➢ Be capable of being audited by the City
➢ Be capable of accepting U.S currency and credit cards
➢ CMUs must be attractive, functional and resistant to
rough usage, modular and have the capability of being
increased or decreased in size
➢ CMUs must remain in service at all times

SCOPE
Specific Massage Chairs Services:
➢ Be capable of being audited by Director
➢ Be capable of accepting U.S currency and the credit
cards
➢ Display fees, instructions on massage chair usage, and a
local
phone number of Concessionaire
➢Be equipped by an USB port for charging mobile devices;
➢Function with a high degree of reliability with at least 90%
of the massage chairs in each Airport functioning at all
times;
