Qnbn - A Government Initiative Qnbn leases passive fiber infrastructure to telecom

services Appropriate national wholesale prices are set to:

Ensure low retail rates across Qatar Give margin to operators Make Qnbn self-sufficient in the long-run

95% FTTH coverage nationwide using a combination of P2P and GPON technologies

Provide wholesale access and core fiber across Qatar Rollout network in greenfield areas and lease existing

ducts wherever available

Qatari government owns 100% of Qnbn Sufficient funding from the Government 100+ FTEs once fully operational

Affordable

Open

Rapidly Deployed

Infrastructure that supports 100+ Mpbs and beyond for in-country active connections

Available nationwide to achieve greater social inclusion

Affordable services to all segments of society and offers competitive retail and wholesale prices

Provide infrastructure access to operators in a fair and equal manner

Passive Layer

The Model

Active Layer

Services & Applications

▪ Retail operators compete based on separate services and applications

▪ Qnbn focuses on passive deployment only to save operators from investing in CAPEX and future upgrades

▪ Focus on passive removes possibility to create a monopoly in retail services

Broadband MEA 2013

▪ Operators compete based on active infrastructure to gain flexibility with technology choice

Page 8: Qatar’s Model for the National Broadband Initiative

The Approach

Existing areas with good

infrastructure

Existing areas requiring upgrade

Green-field areas

▪ Qnbn will lease ducts access and take responsibility for rolling out and maintaining fiber infrastructure▪ Fiber access is then leased on a wholesale basis

▪ Qnbn will roll out infrastructure in collaboration with government entities▪ Qnbn will invest in new or additional fiber to upgrade areas where fiber does not meet required standards

▪ Qnbn will invest and roll out fiber infrastructure, ensuring new developments are fiber-ready when complete
