Total population index continues at low levels. Fertilized femaleabundance is believed to be above threshold. The Alaska Departmentof Fish and Game's (ADF&G) length-based assessment model ouþutindicated there was 5.3 million legal males and 10.2 million mature fe-males. The fishery must be closed if fewer than 8.4 million fertilizedfemales are on the grounds.5.0 million lbs (2,268 metric tons, mt). The Alaska Board of Fisheries'new policy calls for an exploitation rate of 70vo of mature males undercurrent stock conditions rather than20Vo as in previous years. THE 1996 EASTERN BERING SEA SURVEY

The National Marine Fisheries ServiceNMFS) conducts an annual trawl survey inthe eastern Bering Sea (EBS) to determine thedistribution and abundance of crab andgroundfish resources. This report summa-rizes survey resuJts for commercially impor-tant crabs. It is intended to aid the fishingindustry in locating productive grounds anájudging overall availability of various spe-cies. Survey-derived data are also used aspart of the basis for management decisions.Results are presented for red king crab(P ar alitho d e s c am t s chøtic u s), btue kin g crab (p.pl aty p u s), h air crab (Er im a cr u s i s enb e ckü), T an-ner crab (Chionoecetes bairdù and snow crab (C.opilio). Information on groundfish resourcesis available from the Alaska Fisheries ScienceCenter, 7600 Sand Point Way NE, BIN C15700,Seattle, Washington 981 15.

Landing statistics for 7996 are prelimi-nary data obtained from the Alaska Depart-ment of Fish and Game (Skip Gish, ADF&G,Dutch Harbor, personal communication).Those needing final statistics should contactADF&G directly.

Survey Area and Methods

The 1996 EBS crab survey consisted of375 successful bottom trawl tows and cov-ered an area of approximately 739,200 squarenautical miles (nmi). This year's survey area(Fig. 1) was nearly identical to that of 1995.The survey was conducted aboard two char-tered vessels, the FIV Aldebaran and FIV Arc-turLl.s, between June 8 and July 28. The samevessels were used in 7993, 1994 and 1995.Methodology was identical to that of previ-ous surveys and most tows were made at thecenters of squares defined by a 20x20 nmigrid. Near St. Matthew Island and thePribilofs, additional tows were made at thecorners of squares.

Both vessels fished an eastern otter

trawl with an 83 ft headrope and a 772 ftfootrope. This has been the standard trawlsince 1982. Wingspread on this trawl rangesfrom 47-58 ft. For consistency with previousreports an effective width of 50 ft was as-sumed. Each tow was one-half hour in du¡a-tion; average length was 1.50 nmi. Crabs weresorted by species and sex, and then a sampleof crabs was measured (to the nearest milli-meter) to provide a size-frequency dist¡ibu-tion. Crab sizes are reportecl as carapacewidth (cw) for Tanner and snow crabs,and carapace length (cl) for all others. Proce-dures for estimating abundance were similarto previous years (Appendix A). Note thatpopulation estimates are indexes and aremost precise for large crabs; however, theymay not represent absolute abundance anda¡e least precise for females and small crabdue to vagaries in crab behavior and net per-formance.

Because of differences in the length ofeach tow, catches presented in accompanyingcharts and tables are standardized to thenearest whole number of crab caught persquare nmi. Where more than one tow wasmade in a square (including corner tows),charts indicate average crab densify for alltows. Tables 7-1,1 present data for all towswhere each species was caught, without av-eraging. It is advisable to cross-referencecharts and tables.

The following abbreviations are usedin the text: (in) inches, (mm) millimeters, (fm)fathoms, (lbs) pounds, ('C) degrees Celsius,(cl) carapace length, and (cw) carapace width.

The abundance index of legal male red kingcrabs in the Bristol Bay District (south of58"39'N and east of 168'W) was 5.6 millioncrabs (Table 1 and Fig. 2). The estimate rep-resents an l'l.Vo decrease from last year and issignificantly below the 25-year average (L3.1

million). Pre-recruit crab (110-134 mm cl) at3.5 million showed a decrease of 35%. Abun-dance of juveniles increased by79%. A modeobserved at a mean size of 55 mm cI in 1994grew to a mean size of 75 mm in 1995 Gig. 3)and to about 88 mm ur1996. The abundanceindex for total males is still very low. Thefishable stock will probably continue to de-cline in L997 but may increase thereafter asjuveniles grow and recruit to the fishery.About 5% of legal male crabs were in molt-ing or soft-shell condition, and 55% wereoldshell crabs (Appendix B).

The abundance index for large (> 90 mmcl) females in Bristol Bay was 11..9 millioncrabs. This was an increase of.49Vo relative to1995 and resulted in opening of the fishery

for the first time since L993 (see below). Fe-males are showing a recruitment pattern simi-lar to males. In June, 2'L% of sampled mafurefemales were still molting or soft-shell (vs.357o lasl year). Among sampled mature fe-males, the proportion which had molted andextruded new, uneyed eggs was 98% com-pared wifh8Z% last year. Fluctuations in thetiming of molting, mating, and embryoextrustion may be related to annual variationsin water temperature.

The length-based assessment (LBA)model, developed by ADF&G, was fitted tothe survey time series in order to evaluate theabundance of mature females relative to thethreshold and to establish a GHL (ADF&GRegional Information Reporr 5596-LÐ.ADF&G evaluations using the LBA modelgave values of 1.0.2 million matu¡e ( ) 90 mmcl) females,4.3 million pre-recruit males (110-134 mm cl) and 5.3 million legal males. Modelresults were, hence, very similar to sun¡eyresults. The new Alaska Board of Fisheries

policy requires a harvest rate of 10% of ma-fure males (> ttg mm cw)under current stockconditions as compared to 20% n previousfisheries.

The Bristol Bay fishery did not open in1994 or 1995 because the index of fertilizedfemales was below a threshold value of 8.4million crabs (AppendixA). The index of fer-tilized female abundance is derived from thenumber of mature females adjusted for theproportions carrying full and partial clutches.The 1996 fishery was opened on November 1

with a GHL of 5.0 million lbs. The 1996 fish-ery lasted four days and produced 8.4 mil-lion lbs landed by L96 vessels with a CPUEoÍ16 cr.ab/pot-lift.

Pribilof Islands Red King Crab

In the Pribilof District (south of 58" 39'Nand west of 168" W), the abundance index forlegal male red king crab was 0.5 million crabs,a decrease of 81,% from last year's 2.6 million

crabs. Most of these crabs were quitelarge;the mean length was774mm cl as com-pared to 165 mm cl in 1995. The index forlarge females decltned 62Vo. In previousyears male crab were highly concentrated atone station (Gzl),which resulted in additionalsampling. In 1996, no such "hot spot" wasfound. A combined fishery for red and blueking crab in the Pribilof District opened Sep-tember 15 with a GHL of 1.8 million lbs ofboth species. Landings were 0.2 milIion lbsof red king crab with a CPUE of 0.4 crab/pot-lift.

Historically, red king crab have notbeen abundant in the Pribilof Islands andlandings were taken incidentally during theblue king crab fishery. Red king crab wererelatively abundant from 1992 to 1995 butnow appear to be declining to a point wheretheir abundance relative to blue king crab issimilar to historical averages. Prior to 1992,the abundance of redking crab in the Pribilofswas nearly negligible.

Legal (> 6.5 in cw or 135 mm cl) maleswere found primarily north and east of St.Paul Island (Chart 2 and Table 8). The abun-dance index for legal males was 1.2 milliencrabs Gable 2 andFig.4), a40% decrease from1995, and is below the 22-year average (2.3

million). The number of pre-recruits (110-

134 mm cl) also decreased 37% andthe abun-dance of juveniles (<110 mm cl), showed a58% decrease. Size-frequency data (Fig. 5)show decreases in all sizes of crab. Shell con-ditions among legal males were none soft ormolting, 51-.% new-hardshells, and 497ooldshells, indicating that crabs were no longermolting during the sunrey.

The abundance index for large (>90

mm cl) females showed little change from lastyear. However, estimates of juvenile and fe-male abundance are usually very impreciseor biased due to the preference of such crabfor rocky habitat which is not sampled well

by trawls. Among sampled matu¡e females,47Vo were new-hardshells, of which 99% car-ried new eggs, and 53% were oldshells, ofwhich all carried empty embryo cases. Onlyone female carried a partial clutch of eyed eggsindicating hatching had recently occurred andwas nearing completion. Blue king crab arepredominantly biennial spawners. Only aportion of the female population spawns in agiven year, while the remainder is in the non-embryo-bearing phase. No females had softshells, indicating that molting was completedat the time of the survey.

This fishery was closed from 1987through 1994 due to low stock abundance. In7995, acombined fishery for red and blue kingcrabs was opened in the Pribilof District witha combined GHL of 2.5 million lbs and land-ings of 2.1 million lbs (1.3 million lbs wereblue king crab). In 1996 the combined GHLwas 1.8 million lbs and landings were L.1millien lbs including 0.9 million lbs of blueking crab. CPUE was 4.8 blue king crab/pot-

St. Matthew Island Blue King Crab(P. platypusl

Legal (> 5.5 in cw or 120 mm cl) maleswere captured primarily southwest of St.Matthew Island (Chart 2 and Table 8). Theabundance index for legal males was 3.4 mil-lion crabs Oable 3 and Fig. 6), representing a

76% increase from last year. The abundanceof pre-recruits (105-119 mm cl) showed a78Vo

increase. The distribution of size-frequenciesis shown in Figure 7.

At 3.4 million crabs, the index of legalmales is considerably above the long-terrn av-erage of 2.25 million. Among legal male s, 37o

were softshell, 75Vo werenew-hardshells, and22Vo oldshells, similar to last year. The indexfor large females (> 80 mm cl) is poorly deter-mined due to a habitat preference for inshore,rocky and untrawlable grounds. O^ly 38 ma-ture females were captured.

The 1995 fishery opened on September

15 with GHL of 2.4 million lbs, landings of3.2 million lbs and a CPUE of 13 crab/pot-lift(Fig. 6). Comparative figures Íor 1996 were aGHL of 4.3 million lbs , landings of 3.0 mil-lion lbs and CPUE of 7.9 crab/pot-lift.

Tanner Crab (C bairdiThe legal minimum size of 5.5 in cw

(spine tip to spine tip) is equivalent to 138mm cw measured between the spines (scien-tific measure). The data included in Table 4,however, define "large" crabs as males >135

mm, because this size has been used for along-term index since 7976.

Legal males were widely distributedwith regions of relatively high abundance inouter Bristol Bay (Chart 3 and Table 9). Theabundance index for large (> 135 mm cw)male C. bairdi in the Eastern District (east of773'W) is L2.5millioncrabs (Table4), of which9.1 million are legal size (> 138 mm cw). Le-gal crab abundance decreasedby 9% relativero 1995. About 26Vo of the legal crab were

located east of 163oW, and virtually all the le-galmales occurred inthe Eastern District. Theabundance index for large crabs showed a de-crease of 6% from last year (Table 4, Fig. 8)and is well below the t975-7996 average (30.8

million). The abundance index for pre-re-cruits (110-134 mm cw) showed a 27Vo de-crease and the index for small males (<110

mm cw) showed a30% increase. A strong co-hort of crabs which recruited to the fishery in7988-1992 has declined due to natural mor-tality and fishery removals.

Low abundance of juveniles in the 45-LLS mm cw range Gig. 9) suggests that thispopulation will continue to decline for sev-eral years.

As this population ages, the propor-tion of oldshell and very oldshell crabs hasincreased and that of newshell crabs de-creased. Among large males, ll%o weremolt-ing or softshell, only 2% were new-hardshells,and987o were oldshells. Old shelled crab arenot expected to molt again in their li.fe spans.

Abundance of legal males will continue to de-cline over the next few years for this reasonas well.

The abundance index of large (285 mmcw) females (all districts) showed a 25% de-crease and the abundance of small (<85 mm)females also showedaTl% decrease from lastyear. Among sampled mature females, <1%were softshells; 70Vo were new-hardshells, ofwhich 92Vo carried new eggs, and 90Vo wereolder shells, of which 667o carried new eggs.About 3\Vo o1. mature females sampled hadnot completed spawniog by the time of thesurvey.

In 1996, retention of Tanner crab wasallowed during the Bristol Bay red king crabfishery and 0.9 million lbs were taken. Addi-tionally, there was a GHL of 6.2millie¡ lbs inthe area west of 163'W which became avail-able seven days after the Bristol Bay red kingcrab fishery closed. Only 0.9 million lbs ofthe GHL were taken and the fishery wasclosed due to its poor performance relative

to pre-season expectations. The 1996 CPUEwas 5 crab/pot-lift as compared to 8 crab/pot-lift in 1995 (Fig. 8).

Snow Crab (C. opiliolAlthough the legal minimum size limit

for C, opilio is 3.1 in cw (78 mm), processorscurrently prefer a minimum size of 4.0 in cw(102 mm) and the mean size taken in the fish-ery is slightly above 110 mm cw. Therefore,the size ranges for male C. opilio used in thisreport are defined as follows: small, <4 in(102 mm); large,24.0incw (102mm); andveryIarge >4..3 in cw (110 mm). Estimates of abun-dance of large males (>4.0 in) are not shownprior to 7984 (Table 5 and Fig. 10) due to dif-ferences in a¡ea surveyed and minimum size

landed. The1996 abundance index for largemales was 171.6 million as compared to 69

million in 1995 and the 198+7996 average of186.7 million.

The distribution of large males showedan area of high concentration extending north-

west and eastward from the Pribilof Isla¡ds(Cha¡t 4 and Table 10). The abundance indexfor large (>102 mm cw) males (Eastern andWestern Districts combined) is 171..6 millioncrabs (Table5), andrepresents a149% increasefrom last year. Approximately 87% of thesewere in the Eastern District as compared to60% in 1995. Small males (<L02 mm cw)showed an34Vo decrease. The abundance in-dex for large females (> 50 mm cw) showed a

43% decrease.The abundance of large males decreased

from 1991-1995 due to natural mortality andfishery removals. However, good recruit-ment has occurred in the last few years and alarge mode in the size-distribution is now en-tering the fishery Gig. 11), possibly the resultof a strong year class hatched in the period1988-1990. Continued recruitment to thelarge size category should offset losses dueto fishing and mortality in 1998. This growthshould lead to a stable abundance of largemales next year but the lack of very small

crabs may indicate declining abundance overa longer term.

Among large male crabs,2TVo were inmolting or softshell condition, 67vo were new-hardshells indicating a recent molt, and12%were oldshells. Among sampled mature fe-males, 39Vo were new-hardshells, of which99Vo carried new eBBS, and 61Vo wltêoldshells, of which 93Vo carried new eggs.These numbers indicate that hatching andextrusion were nearly completed by the timeof the survey.

The GHL Íor 7997 has been set at 117.0million lbs for large crab ()4.0 in cw). Thefishery opened atnoon onJanuary 15. Irr 1996the GHL was 55.7 million lbs, landings were66 million lbs and the average CPUE was L02crab/pot-lift (Fig. 10).

Hair Crab (ErÍmacrus isenbeckÍi)Hair crab are widely scattered across

the EBS (Chart 5 and Table 11). Historically,areas of concentration have existed just northof the Alaska Peninsula and near the PribilofIslands. We have never found many femaleor small male crab during the suriey andhence, have little understanding of their dis-tribution. The abundance index for large malehair crabs declined from 198l-1992 but hasgenerally increased since 1992 Gig.12). Thecunent index of 8.4 million total males (Table6) represents a24% decrease during the pastyear but is simila¡ to the 1980-1996 average(8.2 million). The abundance index of 4.9 mil-lion large (> 3.25 in cw) males is similarly 26%lower than last year. The abundance index oftotal females shows an increase o152% fromlast year, but is unreliable and based on cap-ture of only ?crabs. Size-frequency data (Fig.

13) indicate that the large cohort fi¡st seen in1989-90 is maturing and recruitment of juve-niles is decreasing. Changes in abundanceindexes of hair crab are difficult to interpretdue to patchy distribution, burying habits,inshore distribution and suspected variabil-ity in catchability between years. Further,changes in fishery practices and managementover the time series decreases the usefullness

of correlations between fishery and surveydata. Themajorityof males (80To) andfemalesß1%) were new-hardshell crabs.

The directed fishery for hair crab in thePribilof Islands has no minimum legal size,so we have defined large crabs equivalent tothe industry-preferred minimum size of 3.25cw. Currently there are an estimated 4.4 mil-lion lbs of large male crab in the Pribilof Dis-trict. A GHL of 0.9 million lbs was set for thePribilof Disfrict n 1996 and 0.7 million lbswere taken by 21 vessels. CPUE was 1.3 crab /pot-lift. Landings in 1995 were 1.89 millionlbs, with CPUE of 3.4 crab /pot-tift (Fig. 12).

APPENDIXA

Methods of Estimating Crab Population Size

Population abundance indices are de-tennined by the 'area-swept' method, using a

stratified systematic sampling design. Dis-tance traveled by the trawl was determinedfrom positions recorded at the beginning andending of thetrawl. Areafished (= areasweptby the trawl) was calculated by multiplyingthe distance by the effective width of the trawl,assumed to equal50 ft.

All stations (grid squares) within a dis-trict or management area were used for esti-mating the abundance of each species. Sta-tions where multiple (corner or repeat) towswere made were grouped into strata; theseinclude a block of L2 stations southwest of St.Matthew Island and 16 stations around St.Paul Island.

The catch-per-unit-effort (CPUE) was cal-culated for each station as number of crabsper square nautical mile. Average CPUE wascalcuated within each multiple tow block andeach management district. Abundance indi-

ces were calculated by extrapolating the av-erage CPUE of each size/sex group over thegeographic area of each district. Variance andstandard error (SE) of the index were calcu-lated arithmetically. Confidence intervalswere calculated by adding or subtractng 2SEs to the population estimate. Note that,since the data are usually not normally dis-tributed, va¡iance estimates and confidenceintervals are approximate. Nevertheless,they are provided in order to indicate therange of the data relative to previous years'estimates.

Threshold levels have been establishedfor certain crab stocks by the Crab Plan Teamof The North Pacific Fishery ManagementCouncil. In accordance with Alaska Board ofFisheries policy, and the Alaska Departmentof Fish and Game's Management Plan forWestward Region Crab stocks, such fisherieswill be closed if the abundance index falls be-low the threshold level.

APPENDIX B

Crab Shell Condition

All crabs measured in the NMFS east-ern Bering Sea frawl survey are coded as toshell condition. Shell condition categorizesexoskeleton discoloration, scratching andwear, a¡d fouling by encrusting organisms,and can be used to estimate the time since acrab has last molted. The shell condition cat-egories used in this report and the estimatedtimes since last molting that they imply aregiven below:

Moltingl: Joints swollen and/or well devel-oped second exoskeleton present. Crab willmolt within days or is actively molting.

Softshelll: Carapace is still soft and pliabtef¡om recent molt. Crab has molted withinweeks.

New, hardshell: Carapace firm to hard andlacking scratches, wear, discoloration, and en-

crusting organisms. Crab has probablymolted within the last year.

Oldshell: Usually has at least some scratch-ing, spine wear. Crab may have da¡ker col-oration, and encrusting organisms are fre-quently present. Crab has probably notmolted within the last year.

Very oldshell: Undersides of legs yellowed;abundant scratches and stains; spines andclaws very worn; encrusting organisms al-most always present and often abundant.Time since the last molting is almost certainlygreater than one year but not definitelyknown.

Y"ry,very oldshell: Shells extensively stainedand usually with extensive cover of encrust-ing organisims. Time since the last moltingnot definitely known.
