General Requirements : - COC (Certificate of Conformity)- Destination Verification
► Bureau Veritas has been appointed by Central Organization for Standardization and Quality Control (COSQC) for verification of exports to the Republic of Iraq
► The program started the 1st of May 2011 with a transi tion periodof 2 Months. All importers must comply the 1st of J uly 2011.3 months after the publication of the Notice to importers in the official publications (Notice to importers expected within 6 weeks after the date of contract – signed on Dec 23, 2010)
► A Specific Certificate of Conformity (CoC) established according to the Iraqi or international safety standards is required to be able to import the goods into the Republic of Iraq
► Applicable standards depend on categories of products .Most of the Iraqi standards are based on international standards (few amendments may be applied such as marking, instructions, voltagerequirements …. )
► Destination Verification is performed when goods ente r into Iraq .

Request for Verification
► The importer or Exporter lodges a request for verification with Bureau Veritas. This request should include:
� Pro forma invoice / Final invoice / letter of credit…
� Conformity documents that may be available for the goods intended to be exported such as:
• Certificates, Test reports / Reports of analysis according to safety standards and /or regulation: Iraqi, ISO, IEC, EN, ECE orCodex Alimentarius standards
• Certificates related to the management of the quality / safety system: ISO 22000, ISO 9000, ISO/TS 16949 …
� Information regarding expected exporting mean (number of containers, trucks, vessels…)
� Information related to the location and provisional date of availability of goods

Documentary Verification / Testing
►Documentary VerificationBureau Veritas considers all information submitted by the exporter and verifies its consistency with the regulatory requirements on Iraqi compliance of imported products.
► Conformity Documents (test reports, reports of analysis, certificates)
► Registration of traders for risk assessment (selective inspection, selective checks of conformity proofs)

Documentary Verification / Testing
► Conformity of the goods:
Documents shall demonstrate conformity of imported goods to Iraqi / international standards.If documents do not demonstrate compliance, further assessment such as Testing in Accredited Laboratories will be required. Exporter will be requested to correct possible non-conformities.
Products with non conformities that cannot be corrected will be rejected and a discrepancy report will be issued.

Physical Inspection
Depending on the documentary verification,
Inspection is requested to check:
� that goods match the ones identified during the documentary review and do comply with standards
� declared production site
� possible counterfeit
� No witness of loading, no seal of containers

Fees : Fees for Pre-shipment inspection for Verification o f conformity of all items listed in the invitation excluding veh icles
► Fees for COC depend on the FOB value of goods – Net of any Tax.► COC fees shall be paid by exporters and/or importers.
� Fees are collected at the beginning of the inspection process. They cover documentary verification, physical inspection and certificate issuance. Acceptable tests reports or certificates have to be presented by the exporter to the Bureau Veritas office.
� When required, Bureau Veritas will propose testing in acceptable laboratory. A quotation will then be given to the exporter to cover testing and handling costs.
