Growth and Blue Tourism Odyssea:
Ecotouristic and Ecomobility Strategy of European port cities and their hinterland

Growth and Blue Tourism Odyssea Program aims to facilitate tourist touring, ecomobility along
the blue routes and green routes along water. It organizes touristic, cultural and economic link
between ports and their territories. For port cities, river halts, it’s a territorial model that brings a real
added-value to their current offers facilitating creation of new exemplary services, offers and hospitality.
It embodies a new economic model more fair, more ethical between port area, rural territories and
professional actors from nautical sector associated with other tourist sectors, and constituting a blue
growth economic cluster.
Growth and Blue Tourism Odyssea strategy proposes measures that improves accessibility,
connectivity and visibility of a new range of european blue tourist destinations that valorize the
economic potential of coastal and maritime tourism, and promote sustainability by reducing the
impact of tourism on the environment.
Successes and experiments carried out in the framework of Odyssea European, national and regional
cooperation policies over the period 2007-2013, allowed us to build a strategy for the future 20/20.
Capitalizing on this first experimental phase, European Grouping for Cooperation (GEC) Odyssea and
its partners, as French Federation of Marinas, carry now, on Regions and Europe, the vision of “Odyssea
Blue Growth 2014-2020”. This new strategy will allow us to give a new role to marinas, port cities and
territories making them major actors of a new tourism: Blue tourism.
Our strategy 2014-2020 answers the economic stakes of blue growth and the necessity of adapting
ourselves to the evolutions of boaters or land tourist clienteles that visit our ports.
As numerous studies underline it, the targets of clienteles of our business sector wish services with
higher value-added and in higher standards, with more relations between port and tourist hinterland. To
answer these stakes, 6 complementary major axes are enrolled to create new blue “Destinations of
Excellence” around the port cities and their hinterland:
Axis 1. Productive, innovative and eco-friendly investments for the development of more
competitive, attractive and cultural port destinations in link with their regional collectivity, and the
promotion of blue routes and green routes along water around port cities.
Axis 2. Implementation of an exemplary network and promotion of “Blue Ecotourism” offers of
4 seasons, organized and structured along a “Sea and Land” major european cultural route, its
cultural valuation and digital mediation.
Axis 3. The “Port and Port cities Quality” label: more services, more hospitality, accessibility for all,
respect of environment...
Axis 4. The exemplary environmental management and Eco-mobility: the concept of "Odyssea

Axis 5. The development of a new economy with more solidarity, more ethical, more
environmentally friendly, structured around an “economic cluster of blue routes” and with an
interregional and European cooperation.
Axis 6. The training of committed economic actors and the economic insertion of job seekers.

Growth and Blue Tourism Odyssea model highlights the historic, tourist and economic link between
ports and rural territories. It reinforces the notoriety of the territory, allows to develop its tourist
frequentation in the respect of environment, to ensure a better diffusion of flows of customers of the port
cities backwards country thanks to the creation of technological tools for geo-guidance, reading of
maritime and cultural landscapes. It organizes synergies between the various actors and operators,
which creates growth and employment.
The objective is to assure continuity and flow of the chain of movements from port office and along
Odyssea blue and green ways. The deployment of Odyssea Protect Eco-Stations is a strategic
stake for environment, employment, which allows at the same time tourist clienteles to reach
“cleanly” to an offer at 1 hour of port and port city, but also constitutes a real experience of
travel.
Odyssea Protect Eco-station which we find in marinas, with soft mobility (Zero emission with 100 %
electric transports, bicycles…), is going to make discover the hinterland, its heritage, museums,
traditions, know-how, identities as with “Wine heritage” for example.
Our objective is economic development via the creation of a Blue routes economic cluster, with
companies and territorial actors of the Sea - Port - and rural Territories: nautical rides, touring with boats
or on land with an electric vehicle and a precharged GPS to go to a tasting in wineries or olive
cooperative, to go to museum... It’s a real partnership with companies of sectors constituting the
4 themes of Odyssea stopovers: Culture, Savors, Nature, Water sports.
Digital tools realized within the framework of Growth and Blue Tourism Odyssea model facilitate these
maritime, river, land touring and discovery, as well as "the collection" of eco-touristic products of
4 seasons discoveries, “Landscapes that speak”, “Museums that speak”, “Wine that speaks”…
The application of the ICT to various spaces of high and low density, connecting the territories of the
maritime and river littoral to the back country, creates synergies, inducing an added-value for the project.
It will make it possible to sensitise the actors and the consumers on the environmental aspects by
approaching them in an innovating way thanks to a new model of integrated development.
Odyssea development model was officially recognized as an example to follow of original maritime and
coastal tourism in the Communication of the European Commission, “A European strategy for more
growth and jobs in coastal and maritime tourism” (COM (2014) 86 Final).
