The Draft Swan Street Structure Plan. V2 (DSSSP) is to provide a strate-gic approach for managing future development on Swan Street and thesurrounding study area.
At its September 2011 meeting, Yarra Council deferred adoption of theplan so further discussions and work could be undertaken on it.
The revised Draft Structure Plan. V2 is worse than the DSSSP Version1. The DSSSP V2 Built Form Map is included at Page 15 of this RE-SPONSE document.
Of particular interest is the built form, (preferred maximum buildingheights and setback). The study area involved in this DSSSP. V2 is fromthe Yarra River up to the top of Richmond Hill, (St Ignatius) and fromPunt Road all the way to Loyola Grove. (Burnley Golf Course).
SAY NO to the Yarra Councillors, acting to force high-density develop-ment towers upon (Richmond / Cremorne / Burnley), and creating a de-facto Melbourne Central Business District, (CBD) extension.
SAY NO to the proposed 7-10 Storey Built Form Towers.

Background
In September 2011 Save Dimmeys alerted residents about the
Draft Swan Street Structure Plan (DSSSP) Version 1 from Yarra
Council. Initially, the Council placed on public exhibition the Struc-
ture Plan with proposed built form building heights being 5-6 storeys
maximum except on a few designated sites.
We were pleased that with all your input and feedback to Yarra
Councillors, they elected to send it back to the drawing board
and delayed its adoption.
Version 2 of the Draft Swan Street Structure Plan (DSSSP) is now
in front of us, and regrettably it is far WORSE than the first! Yarra
Council has not taken the opportunity to remedy the deficiencies
in the Version 1 document. Nor has it addressed any concerns of
the submitters (residents). In fact it ignores everything raised bythe community.
DSSP V2. PUBLIC EXHIBITION - COUNCILLORS
As recently as 17 April, 2012, Yarra Council was under pressure and
again voted to put this ambiguous, incomplete and inconclusive Ver-
sion 2 document on exhibition, calling for public comment.The Councillors did not hear your response loud enough last
time.

At the Yarra Council Meeting on 17 April 2012,
Six (6) Councillors *voted to endorse the Draft Swan St StructurePlan. V2, and place it on Public Exhibition.

The SIX Councillors*will face the community on VOTING DAY,WHICH IS ONLY 165 DAYS AWAY, (Saturday October 27, 2012) .
The Councillors need to become our true representatives. They cannot
continue to act as defacto Council Officers and agents of the State De-
partment of Planning, serving to push a document which Ted Baillieu
(now Victorian Premier) said when he was Shadow Minister for Plan-
ning in 2004 Melbourne 2030 is a dud. The Government is adding
a new regime priority development zones , which will add newpowers that override Councils planning controls. We should be
very cautious about the way that Melbourne 2030 is proceeding
Structure Planning can be ignored. There have been activity cen-
tres that have been de-designated since by the Minister these deci-
sions are totally arbitrary. There is no way to appeal.
Dr Paul Mees, Senior Lecturer in University of Melbourne, Architec-
ture & Planning is also quoted in a report to Yarra Council on the 9 No-
vember 2004, talking at the Smith Street Bianco Redevelopment Pub-
lic Meeting stated: 85% of Activity Centres are Major Activity Cen-
tres like Smith Street. These are where large-scale redevelop-ment will occur. Arguably, there are no real criteria,they can be
de-designated and one Major Activity Centre has been de-
designated (BLACKBURN). .
THE DESIGN GUIDELINES FOR ACTIVITY CENTRES SAY NOTH-
ING ABOUT NEIGHBOURHOOD CHARACTER, HERITAGE
ETC..The Draft Swan Street Structure Plan study area encom-
passes much more real estate than just properties fronting Swan

Street. One look at the Draft Swan Street
Structure Plan will reveal huge tracts of
land far more than encompassed in the
vision of Major Activity Centres in Mel-
bourne 2030. The area involved in this
monstrosity is from the Yarra River up to
the top of Richmond Hill, (St Ignatius)
and from Punt Road all the way to Loyola
Grove. (Burnley Golf Course).
Clearly, the Draft Swan Street Structure
Plan as now publicly exhibitedVersion2
isaimed at facilitating and encourag-
ing an influx of developers intent on
high-density sky-scraper tower con-
struction, which have little or no ar-
chitectural merit nor community
benefit.
The infrastructure and services importantto encouraging and maintaining increases
in population growth, (such as envisaged
by higher density hi-rise tower construc-
tion within the Draft Swan Street Struc-
ture Plan study area), has been consis-
tently and steadily eroded since the early
1980s, e.g. Child Care Centres, Maternal
Health, Kindergartens, Primary School
and Secondary Schools and Public meet-
ing Spaces and open green spaces / Play-
grounds.
These facilities have all been eroded to the
detriment of the local community, and are
not proposed to be replaced even with the
influx of 20,000 new residents proposed
for Richmond. Existing services such as
Post, Police and Fire and Digital Commu-
nications will be sorely stretched to even
contemplate adequate coverage for such
an increase in density.
Yarra Councillors live no-where near
the Swan Street Structure area.
DIMMEYSThe Draft Swan Street Structure Plan
Version 1 and 2 both affect the DIM-
MEYS site. (DIMMEYS Stages 1 & 2
and any further in-fill tower propos-
als).
In Version 1, the Council voted that the
Draft Swan Street Structure Plan on theSouth Side of Swan Street (DIMMEYS
side) was to be four (4) storeys maximum.
This was in September 2011.
Now, the new Version 2 of the Draft
Swan Street Structure Plan reveals
the DIMMEYS South Side of Swan
the DIMMEYS South Side of Swan
Street is proposed to increase the
maximum height to six (6) storeys.
What remains of the two-storey exist-ing DIMMEYS building after the new
Glass Tower is built? IT IS PROPOSED

rently in hand with Yarra Council.
STAGE THREE: Possible In-fill Tower onDIMMEYS directly behind the MURAL,
preferred 6 Storeys? Probably much
higher, given the previous two precedents
of Stage One and Stage Two.In discussion with Councillors in 2011,
about DSSSP Version 1 plans and draw-
ings, and built form heights being so am-
biguous, and at odds with Council pre-
ferred height limit, it was revealed that
Councillors understood we all know that
is just the starting point. We want a maxi-
mum of six storeys and the developers

say we start at six storeys, because its just not viable for anything
lower.
BUILT FORM (HEIGHTS) AREAS
The DSSSP Version 2 recommended heights are shown on the associ-
ated maps as being:
RICHMOND STATION VILLAGE: 7-10 Storeys. Tanner Street Stewart Street. Wangaratta Street Punt Road. This is in addition
to the proposed signature landmark building of 20 Storeys above
the Richmond Station itself.Yellow Star on Map = Signature Build-ing, Higher Built Form. (Higher Tower).
[5 Stewart Street currently has a Planning Application for a 13 Sto-
rey Tower - VCAT hearing commenced 14 May 2012].
BOTHERAMBO STREET; 5-6 Storeys. (Swan Street - TannerStreet). Is now the preferred heights.
CAR WASH SITE:(Cnr Swan St & Punt Road, opposite RichmondStation), 5-6 Storeys. Possibly up to 20 Storeys on the Car Wash
site.Yellow Star on Map = Signature Building, Higher Built Form.
(Higher Tower).
BURNLEY STATION VILLAGE:7-10 Storeys. This is in addition tothe proposed signature landmark building possibly up to 20 Sto-
reys on the Station. Is now the preferred heights. Yellow Star on
Map = Signature Building, Higher Built Form. (Higher Tower).
PROMEDICUS BUILDING SITE:5-6 Storeys. Cnr Swan & Burn-ley Streets. (former State Savings Bank directly opposite Rising Sun
Hotel). Possibly up to 20 Storeys. Is now the preferred heights. Yel-
low Star on Map = Signature Building, Higher Built Form. (Higher
Tower).
EAST RICHMOND STATION VILLAGE: 5-6 Storeys. Is now thepreferred heights.
ROSELLA COMPLEX PRECINCT:7-10 Storeys. Is now the pre-
ferred heights.
PUNT ROAD PRECINCT: (Swan Street- S.E. Freeway) 5-6 Sto-reys. Is now the preferred heights. However, built form to appropri-
ately respond to conditions created by proximity to significant
transport routes. (PINK wriggle line) See map legend.
[Land Corner Punt Road & Rout Street, has a current Planning Ap-
plication for an 8 Storey Tower - VCAT hearing commenced 14 May
2012].
RICHMOND MALTINGS PRECINCT: Area surrounding NylexClock & Silos. 7-10 Storeys however a new signature building possi-
bly up to 20 Storeys in Cremorne St in this area. Will this block the
Nylex Clock? (Yellow Star on Map = Signature Building, Higher Built
Form. (Higher Tower).
SWAN STREET:South Side, 5-6 Storeys (DIMMEYS SIDE). (Punt
Road - Burnley Street). Is now the preferred heights.

IMPORTANT NOTE
THE BUILDING HEIGHTS AND SETBACKS PLAN IS INTENDED TO
BE A GUIDE ONLY. DEVELOPMENT PROPOSALS WILL BE AS-
SESSED AGAINST THE SITES CONTEXT, RELEVANT OBJECTIVES
OF THE STRUCTURE PLAN, STATE POLICY AND COUNCILS PLAN-
NING SCHEME (Map on Page 42 of the Draft Swan Street Structure
Plan V2).
This means in plain English that if a developer, wanted higher build-
ings, they will most likely get it approved, as Yarra Council does not
have mandated or prescribed (fixed) height limits in place anywhere
in the planning scheme.
Neither version of the DSSSP makes any reference to sustain-
able development. Yet Yarra Council has promoted on 25 April
2012, about $30,000 funding for a new Yarra Environment Strat-
egy 2013-2017, which for the first time will include policieslinked to climate adaptation and peak oil, we believe:
that to NOT include environmental aspects in the DSSSP.
V2 is reprehensible, and is a major deficiency in the docu-
ment and it currently does not include any renewable energy
assessment, requirement and obligation for any multi-storey de-
velopment.
In 2012, it is unbelievable that this type of incomplete Strategic Plan-
ning development and construction policy document is even consid-
ered.
Any credible strategic document of this type MUST include a
minimum of the following requirements for any multi-storey
development:
! Rainwater harvesting and filtration for potable use within thebuilding.
! Grey water recycling possibly for use as toilet flushing, alongwith filtration and cleansing of the water for garden use.
! Solar panels on rooftops and also worlds best practice SolarPanel Films on windows.
! Evacuated tube panels to be installed as window awnings foruse in hot water service / hydronic heating as necessary.
! The use of atriums in the core of the multi-storey building toprovide both light and thermal cooling to the interior of the
structure.

! LED lighting throughout the building including stand aloneSolar Powered security lighting.
! Green wall gardens to any multi-storey concrete construction.! Wind turbine small power generation for hot air and stale air
extraction.
Insulation of both walls and floors. Heat Reflective Metalised
Glazing film on all windows.
! Hydronic building heating, possibly re-using sanitised greywater.
! Storm water discharged to be sanitized to provide subterra-nean cooling / heating modules.
Councillors, say they are environmentally aware, yet allow totally en-
vironmentally deficient documents to pass out for public exhibition.
Once again, it falls to the community to tell the Councillors just what
their policy documents (which will be in effect for at least 5-10 years)should contain.
WHAT IS NEEDED? ..
A better and holistic outcome, for a viable and endur-
ing community and more sustainable growth. This
can easily be achieved by incorporating and adopting
the following factors:
1. De-designation of Swan Street to be a NeighbourhoodActivity Centre instead of being a Major Activity Centre.
2. Reduction of the area covered under the DSSSP Studyto include only Swan Street frontage properties.
3.Yarra Council should abandon the Draft Swan StreetStructure Plan. V2 in its current form, as it needs to be
completely re-written to include sustainability / envi-
ronmental zoning / building height setback issues.
4.!Yarra Council should consult to ascertain how Black-burn has had re-designation of its activity centre.
5.! Existing Business 1 Zone (B1) properties which front SwanStreet, and immediate vicinity only should be covered by
DSSSP not anywhere else / other zones.
6.! Existing Business 3 Zone (B3) / Comprehensive Zone andMixed Use Zone should only be 5-6 Storeys maximum
height.
7. Spot Rezoning to allow higher built form builings should
NOT be allowed.
8. Yarra Council should maintain its existing MSS (Munici-pal Strategic Statement) Policy for built form heights of5-6 Storeys preferred maximum height.
9. Yarra Councils MSS (Municipal Strategic Statement)
should only allow 5-6 storeys, subject to satisfying envi-
ronmental / sustainability strategy requirements.

10. A maximum of six (6) Storeys anywhere other than Heri-
tage Overlay areas. Buffer Zones should be prescribed
as at least 50 metres andshould be adhered to when con-
sidering applications adjacent to sensitive land uses.
11. The limit for acceptable multi-storey high-rise develop-
ment should be determined by the ability to walk-up
the building in the event of power failure (eg. Multi-
storey buildings require elevators).12. Swan Street frontage buildings (both sides) should be
three (3) storeys (as existing) height, but all further up-
per levels MUST be setback a minimum of six (6) me-
tres from the front of the building property line in Swan
Street. Existing Council position as per DSSSP Version 1
(retention of 4 storeys maximum building height in
Swan Street Heritage Overlay areas) to be formal-
ised and included into Planning Scheme ordinance.
13. Municipal Strategic Statement (MSS) policy to be revised
and re-written with the Council position of permitting nomore than three (3) storeys along Swan Street at the
street front property line and four (4) storeys maximum
only if set back a minimum of six (6) metres from Swan
Street frontage, and this revision incorporated into the
Planning Scheme Ordinance.
14. The existing Swan Street streetscape faades to be re-
tained. It is Heritage Overlay streetscape on both sides of
Swan Street. New construction design must be in accor-
dance with Heritage built form, urban context and be far
more responsive to its Heritage surrounds, than we are
currently witnessing at DIMMEYS sites.
15. The Draft Swan Street Structure Plan must look at includ-
ing all alternative measures for achieving the desired in-
crease in population growth, such as the use of existing
vacant shop tops for low cost housing, adaptive re-use of
existing vacant commercial properties for multi-
occupancy tenement housing; rezoning Business 3 Zone
(B3) to alternative zones which allow new housing oppor-
tunities to be created within existing buildings and pro-
motion of co-housing (retention of existing homes accom-
modating unrelated individuals who share common ar-
eas yet have their own private quarters under the same
roof).
The Council Minutes indicate that the Councillors have raised
the possibility of high density towers along the Yarra River
Corridor, with the ambiguous wording of the amendment
they moved. Particularly as the Draft Swan Street Structure
Plan Study area goes right down to the Yarra River.
At the April 17 Council Meeting, the Councillors moved an
amendment to the DSSSP V2: should higher buildingsgo along the Yarra River Corridor to take advantage
of amenity and views (see p28 and p36).
By keeping the DSSSP study area so large and extended to the
Yarra River, the possibility for High Density (Towers)
along the Yarra River Corridorcan be put into action, par-ticularly if you study the DSSSP map and the PINK wriggleline which is on: DSSSP. V2. Page 42. Figure 9. Built Form.
The PINK wriggle line is over: Punt Road. [Transport Corri-
dor]. All Railway Lines. [Transport Corridor] and;
Large sections of the Yarra River Corridor. The Built Form
Map legend states:

We need to permanently stop Richmond / Cremorne / Burn-
ley being the dumping ground for Housing Commission style
development, or mega commercial applications, which is the
aim of Planning Officers and Councillors.
SAY NO to the Yarra Councillors, acting to force high-
density development towers upon (Richmond / Cremorne /
Burnley), and creating a defacto Melbourne Central Busi-
ness District, (CBD) extension.SAY NO to the proposed 7-10 Storey Built Form Towers.

The Councillors cannot blame VCAT all the time for overdevel-
opment approvals.
This DSSSP V2 is straight out pushing the housing tar-
gets into Richmond / Cremorne / Burnley only.
Meanwhile, the areas where Councillors live, get a re-
prieve from high-density development.

MAJOR councils are pushing ahead with plans to allow more high density housingalong public transport routes despite a crackdown by the Baillieu Government.
Melbourne City Council and councils covering transport hubs such as Box Bill,Dandenong and Frankston have joined forces to promote multi-storey apartmentblocks in train and tram corridors.
Lord Mayor Robert Doyle said yesterday it was a viable alternative to outer suburbansprawl.
"We have all signed it saying that we all, as a policy position, encourage that greaterintensification of development for six-storey development along transport corridorsbecause thats the way we see population being accommodated using infrastructurebetter, but not detracting from the liveability of the city," he said.
"Weve got to get used to it its not for everybody but its why you are starting to seegreater residential development occurring along transport corridors and centralactivity districts." One of the first acts of the Baillieu Government was to dumpLabors policy of facilitating such development along transport routes.
Planning Minister Matthew Guy said: "It shouldnt be open slather along thosecorridors. Opening the city up as a construction site will cost us our hveability. Weneed to manage population growth and also manage our liveability." WithMelbournes population tipped to increase by more than 30 per cent by 2031, Mr Guysaid the Government wanted several options to accommodate growth "in and aroundthe CBD, in activities areas, in our growth areas and in regional areas".
Opposition planning spokesman Brian Tee said the Government had a hidden agendato dump housing development in certain suburbs and streets.
