There are two companies involved in uranium and rare earth mining activities
• Uranium National Company: for uraniummining and preparation
• Radioactiv Mineral Magurele: for uranium andrare earth prospecting and exploration
• Both are deeply involved in mining sitesrehabilitation
• Both are owned by Romanian State
In fact, all the mining sites for uranium and rareearth are administrated by this two companies
Radioactiv Mineral Magurele Legal Framework
• Romanian Guvernment Decision no: 729/2004 which transforms Branch 4 Magurele from Uranium National Company into Radioactiv Mineral Măgurele S.A. and take 227 geological perimeters for uranium, thorium and rare earth minerals.
• Mining Law no 85/2003• Nuclear activities, regulation, authorization and
control law no. 111/1996
WHAT WE'VE DONE IN 54 YEARS
Works in premises identification geological survey covering 55 % of the geographical area of Romania which resulted:
• 51 mining sites from which 5 were alreadyheld mining operations.
• 2 are prepared for mining in future.
According to Romanian Guvernment Decision
no: 729/2004, our company manages 46 sites for
uranium and rare earths exploration (mine
galleries, mining dumps, shafts, industrial
buildings) including one former ore mininig site
(Ilișova) and one posibble future ore mining ste
(Rănușa). Former, actual and future ore mining
sites, except by two ones, are manged by the
Uranium National Company.

Mine Closure Financial Framework
From a financial perspective, there are two types of mining sites:
• included in the financing scheme
• not included in the actual financing scheme
Inclusion in the funding scheme is achieved byGovernment decisions based on thedocumentation approved by the Ministry of Economics
According to art. 52. (3) from mining law no.85/2003: ”Mine closure and environmentalrehabilitation for mines or pits of explorationwork, stopped before 2003, and which is not thesubject to a license will be done with theagreement of the competent authority (NationalAgency for Mineral Resources), by the Ministryof Economy through specialized departmentswith budget funds.

From our point of view, the current form of financing isvery limited. We are in a situation where our companyand the Uranium National Company are the mostqualified for rehabilitation activities and which have builtand manage the sites, but with no access to funding forrehabilitation. The effect is the closure of two perimeterswithin 14 years. Our company can restore theenvironment in perimeters like Mehadia or Arieseni in 6-10 months but current legal framework, financialframework and low level of financing. The second aspectis related to the financing and how these mining siteshave priority.
Our Vision
• In Romania the mine closure program and rehabilitation is for all extracted useful substances such as coal, copper, gold, uranium, salt.
• We believe that the decontamination and rehabilitation for uranium mines should be decoupled from the rest of useful substances as it is a custom deep field.
• We consider appropriate to perform a council for management of former uranium mining.

Radioactive mineral exploration was carried out with strict control of radioactive materials and radiation exposure, radioactive minerals in our perimeters were relocated, with small areas exceeding legal normsof radioactivity.The main problems identified:• Water radioactivity: variation from the drift mines in particular
uranium mines that have opened undreground deposits;• Collapsing of mines: 80% of drift mines have collapsed.• Mining dumps are stable but there are phenomena of erosion
mainly due to water leakage at the bottom or on its surface• industrial buildings and other facilities were destroyed by the locals
including fences and warning signs that we replace every time
CONCLUSIONS
From our mineral exploration experience, we believe that the funding of maximum three million euros per year for about 8-10 years is sufficient for environmental cleanup and remediation of all sites we have of course if the projects prepared for this purpose uses the data that we have.Our ojective is to create, for all 45 sites, a monitoring center designed to provide all necessary data in real time, if it is possible, for radioactivity, dumps stability, revegetation and hydrological datas.Our company has locations that can be used, we can attract skilled personnel, we have know-how.Estimated cost for monitoring all company sites is around 1 million euros per year but we don`t have financing.Our company can solve all these problems in real financing conditions.
