SIRD & PR organized the two day training programme on “Mahatma Gandhi NREGA” for 4
Districts (Cuttack, Puri, Nayagarh & Ganjam) during 05th -06thSeptember, 2018 at SIRD & PR Training Hall.
The participants of this training programme include 15 participants from each of the 4 districts (five
participants each from Sarpanch, PEO & GRS from each districts). Fifty One number of participants
participated in the training programme organized during 05th -06thSeptember, 2018. The training
programme was coordinated by Ms. Namrata Das, SIRD & PR. Odisha.
OBJECTIVES OF THE TRAINING PROGRAMME:.
To equip the participants with the features & objectives of Mahatma Gandhi NREGA.
To acquaint the participants regarding the Convergence of Mahatma Gandhi NREGA with other
Schemes.
To equip the participants regarding the Permissible works under Mahatma Gandhi NREGA.
To sensitize the participants regarding Planning and Labour Budget.
At the outset participants were welcomed by Ms.
Namrata Das, Course Coordinator, SIRD & PR. After
that Mrs. Amita Patra, Asst. Director (Trg), SIRD & PR
explained about the objectives of the training
programme and how it will help them in discharging
their duties efficiently and successful implementation
of the MGNREGA at the field level in their respective
districts.

regarding the core objective & salient features of the scheme. He gave an insight into its key stake holders
and the implementation process of MGNREGS. He also briefly discussed regarding the Focus of the

Individual Assets for vunerable sections
Common Infrastructure for NRLM compliant SHGs
Rural Infrastructure In this session lecture also included brief description regarding the labour budget, grievance
redressal mechanism, Transparency, Accountability & Social audit, PIM (project initiative meeting),
Worksite Management etc.

Entitlements under Mahatma Gandhi NREGA

Entitlement 8&9- Right to notified wage rate and right to receive wage within 15 days
Entitlement 10- Right to time bound redress of grievances, right to conduct concurrent Social Audits and
Social Audits of all Mahatma Gandhi NREGA Expenditure.
Planning & Labour Budget under Mahatma Gandhi NREGS

Major Points of Discussion
Mrs Jena discussed that Labour Budget is an estimation on of anticipated demand for unskilled manual
work and preparing the plan for engagement of these Labourers in the works covered under MGNREGS &
it is prepared to estimate the amount of requirement of funds on the basis of projection of Labour Budget.
She also explained that In a Nutshell
i. The plan must assign priorities to the various identified works.
ii. The sub steps in this are:
a. Estimation of Demand
b. Identification of Needs
c. Identification of Resource Envelope
d. Preparation of Draft Development Plan
e. Approval by the Gram Sabha
In this session she also touched upon Labour Budget Time Line : A Time Bound Coordination, how to do
Online entry of Labour budget in the MIS of NREGA Website, Scrutinizing parameters of the Annual Plans and Preparation of Labour Budget etc.
She explained that the assessment of the Labour Budget will be based on the following factors:
Projection of Rural households Demanding Employment and Average Person days to be
generated per Household
Cost per person day
Her discussion also includes Recent Modifications of planning for works and preparation of Labour Budget
and the Labour Budget Format which designed to project the expected number of households demanding
work month-wise, projected persondays to be generated month-wise and the distribution of permissible
works in each district.

Convergence of Mahatma Gandhi NREGA with other schemes

Major Points of Discussion
Mr. Mishra started the session with showing video about the success of MGNREGA in Bankura, West
Bengal, focussing on convergence strategy adopted at district level.
Initially he discussed regarding the convergence strategy in MGNREGA:

Institutional
Integrated National Resource Management
Infrastructure
The various modes of convergence like sharing of funds, sharing of technical expertise and value
addition was also the stressed in the session.
He discussed that addressing the challenges of Poverty depends on four pillars of high economic
growth, increasing agriculture productivity, Skilling of youth and better targeting & implementation of safety-
net schemes.
• Right convergence of infrastructure development, entitlement and social mobilization programme
would have spiral and multiplier outcomes.
• Economic growth can accelerate poverty alleviation, but better execution of Government schemes
are imperative to reduce the inequality and inequity.
• Schemes like MGNREGS, PMAY-G, DAY-NRLM and DDU-GKY has strong potential for poverty
alleviation with proper & effective planning, prioritization & implementation
He said the Poverty Alleviation Interventions can be done in the following way:
Convergence and Rural Housing:
Eligible beneficiaries under Housing Schemes to be identified as per their need to provide at least any one
of the following individual assets out of MGNREGS:
Vermi-compost pit, Nadep Compost Pit, Goat Shelter, Cattle shed, poultry shed etc.
Convergence & Odisha Livelihoods Mission
All extension services will be provided by OLM to the beneficiaries of individual asset under MGNREGS in
the 750 “Mission Samrudhi” Gram Panchayats
Convergence CFC/SFC
Funds available under CFC/SFC may be converged to create following assets to mitigate scarcity of water
and to arrest ground water depletion:
Creation of New Water Bodies
Renovation of Existing Water Bodies
Development of Water Harvesting Structure
Labour component of the cost of these assets may be met out of MGNREGS Funds
Own Building for New GPs
Convergence Drinking Water & Sanitation

Permissible Activities under Mahatma Gandhi NREGA

Major Points of Discussion
In this session Mr. Swain gave an insight into the following permissible activities under mahatma Gandhi
NREGA
I. Public works relating to Natural resources management – (directly linked to agriculture through
land, water and trees )
II. COMMUNITY OR Individual assets for vulnerable sections (only for households in
Paragraph 5) (Directly linked to agriculture through land, water and trees )
III. Category C: Common infrastructure INCLUDING for NRLM compliant self help groups.
IV. Category D: Rural infrastructure
In addition to these above mentioned activities he also explained regarding Works Not To Be Taken Up in
MGNREGA:
Works which are:
• non-tangible,
• not measurable,
• repetitive such as, removing grass, pebbles, agricultural operations.
He also discussed that:
• Inter-departmental convergence till the last mile implementation level to improve the quality and
productivity of assets.
• ongoing or incomplete works are completed first.
• It is in conformity with the processes specified under the Act.
As per Para 22 of Schedule-1, MGNREGA, “As far as practicable, works execution shall be
performed by using manual labour and no labour displacing machines shall be used”. There may be
activities which cannot be carried out by manual labour, where use of machine may become essential for
the quality and durability of the works. Hence he briefly stressed on the suggestive list of machines which
can be used during the MGNREGA work. And he explained that in all such cases, the estimate of
MGNREGA work should contain machine rate, as per the prevailing SOR of the line departments in the
area and such items should be specifically social audited.
Transparency, Accountability and Social Audit in MGNREGA

Mr. Dash initiated his session by stating that Social accountability is an obligation and responsibility
on the part of the government to be answerable to the citizens for its actions. Social accountability ensures
the fulfillment of democratic and human rights for improving the efficiency of social programmes of
Government of India including MGNREGA, IAY, SRLMs and others. He explained the following social
accountability principles:
i. Information(Jankari)
ii. Involvement and participation (Bhagidari)
iii. Time bound action (Karyawahi)
iv. Protection of Citizens (Surakshya)
v. Citizen’s right to be heard ( Sunwai)
vi. Collective Platform ( Janta Ka Manch)
vii. Report Dissemination (Prasar)
Mr. Dash that Social Audit is the process by with an attempt is made to find out whether the
benefits of the project/activities reach the people for whom it is meant. It is a democratic process in which
all stakeholders involved in a particular project takes part. It is a verification of government records with
people and the work/project executed at the field level in great detail. He explained in detail about the
social objective, how it can help in Plug the loopholes within the governance system and Empower
Community as Performance Monitors. In his session it was mentioned that our state Odisha has
constituted an autonomous society called Odisha Society for Social Audit, Accountability and Transparency
(OSSAAT) to facilitate the conduct of social audit in MGNREGS. For the first time, OSSAAT has made
provisions for social audit to be undertaken at village level and mandated palli sabha to organize social
audit of MGNREGS in the village.
Process of Social Audit Consolidation of Records Consolidate and collate information Door to door verification Cross check of Records with beneficiaries (100%) Physical verification of works 100% verification of all works Gram Sabha At the end of verification - social audit gram sabhas will be organised. Findings of audit will be read out and discussed in GS Public Hearing
Process culminate with Public Hearing (Open Forum) at block level where social audit teams collectively share their findings
It provides the platform for immediate and effective grievance redressal
MIS and Mahatma Gandhi NREGA

In his session Mr. Samal he explained in detail on MGNREGSoft. In this he discussed regarding the
online MGNREGA module, implementation process of MGNREGA, registration and application of work GP
module, beneficiary module, how to do new work and sanction by DPC online including Work Module (GP/
PO / DPC), Works management module in MG NREGA, Entry/ Edit New Work, Steps for implementation e-Muster
Roll etc. He showed in detail the online format of demand for work, Demand For Work Entry At GP Login, work
allocation, work allocation at GP log in, how to do e-muster role data entry, online e-muster roll attendance , entry of
measurement book, entry of muster roll Wage, generation of wage list etc. He also explained about Electronic Fund
Management System (e-FMS) under Mahatma Gandhi NREGS in Odisha.
He in exhaustively mentioned about the MGNREGS: Activity Flow (Online) & generation of online reports of
the various activities under the same

In this last session the participants were given the evaluation / feedback sheets. And there was an open
house discussion regarding the challenges /difficulties they face while having a healthy convergence of
Mahatma Gandhi NREGA at the field level.
The training programme was ended with the vote of thanks, certificate distribution and group
photograph distribution.
