Wisconsin’s Self-Funded Trail SystemBy legislative action, the State of Wisconsin has adopted a self-fundedsnowmobile trail system in which snowmobilers themselves pay for thevast network of trails that criss-cross the state. Funds are generated bysnowmobile registration and state gas taxes on that portion of the fuelused by snowmobilers. The fund is administered by the Department ofNatural Resources and by cooperating counties that have adopted theprogram. Counties contract with individuals or organizations, usuallylocal snowmobile clubs, to develop and maintain trails.
