Solid Waste Management Infrastructure Projects
Short List of Sites
Why are we here?
summarize project development to date
present the short-listed sites for both the Organics Processing Facility and
Materials Management Facility
obtain feedback, comments, and questions in regards to the sites and
potential to co-locate facilities
outline next steps in the siting process
Solid Waste Management Infrastructure Projects
Short List of Sites
Why develop these facilities?
through the 2010 Solid Waste Management Strategy, County spoke strongly
about no new landfills
current operations leave us vulnerable to rising costs and limited capacity to
increase diversion or add new materials to our programs
demonstrates sound environmental leadership – an investment in diversion
allows us to increase diversion through expansion of the green bin program
reduces environmental impacts from export of waste
supports local agricultural initiatives
Materials Management Facility will save tax dollars for our residents –
approximately $13 million over the next 20 years

Outline of Presentation
brief overview of project development
siting process to date (presented by GHD Limited)
moving forward
Solid Waste Management Infrastructure Projects
Short List of Sites
Solid Waste Management Strategy prioritizes increasing our diversion
rate, reducing garbage, and securely managing our own transfer and
processing capacity
recommended assessing development of County facilities for transfer
(garbage, organics, and recycling) and processing of source-separated
organics
benefit from ownership and operation of our own facilities – secure
management of our own waste

Short List of Sites
What is a Materials Management Facility (MMF)?
location for consolidation and transfer of waste from multiple collection
vehicles for more economical shipment to other disposal or processing
locations
potential to co-locate a truck servicing facility
future potential for recycling processing
What is an Organics Processing Facility (OPF)?
location where organics (green bin material, potentially materials such as
leaf and yard waste, pet waste and diapers) are processed and
converted into other valuable products, such as compost or fertilizer

Short List of Sites
What are the benefits of these facilities?
reduction in greenhouse gas emissions by shortening haulage distances
local, long-term solution to securely and responsibly manage our own
organic waste
production of nutrient-rich compost or fertilizer to enhance local soil
conditions and support growing initiatives
environmental leadership by investing in diversion
ability to increase diversion by adding materials to our green bin
program such as pet waste, and in the long-term diapers
creation of local employment opportunities
operational flexibility and ability to adapt to growth and expansion of
services
better control of processing costs and long-term cost savings

Regulatory Framework
o General approach to siting and evaluating the County's OPF/ MMF
is modeled on the MOECC's Statement of Environmental Values
(SEV)
• Siting and development will consider the prevention of
impacts and protection of the existing environment
o The proposed undertaking (OPF/MMF) is not designated or
defined under the Ontario Environmental Assessment Act (OEAA),
or the Waste Management Regulation (O. Reg 101/07)
• Minimum threshold is a facility that transfers more than 1,000
tonnes of waste per day from the site (i.e. OPF/MMF) for final
disposal
o However, the County has modeled the siting process after the
OEAA by utilizing the broad definition of “environment” under the
OEAA as the basis for developing evaluation criteria
Regulatory Framework
o County must seek additional approvals, notably:
• Planning Act – Amendments to Official Plan and Zoning By-
Law
• Environmental Protection Act – Environmental Compliance
Approval (previously known as a Certificate of Approval or
CofA)
o Public Engagement and Consultation will continue
throughout the development of the OPF/MMF, including
during the additional approvals noted above.
Siting Process
o Part 1 – Planning – Siting Methodology and Evaluation
Criteria
• Approved by County Council in March 2015
o Part 2 – Long List Evaluation
• Application of Screen 1 and Screen 2 criteria
• Identification of short-listed sites
o Council approval, public consultation
o Part 3 – Short List Evaluation
• Application of Screen 3 criteria, comparative evaluation
• Identification of preferred site(s)
• Early 2016

Co-Location of OPF & MMF
o All short-listed sites for MMF also short-listed for OPF
o Advantages to co-location
• Reduced capital costs
• Reduced operating and maintenance costs
• Transportation efficiencies
• Smaller footprint
• Fewer neighbours
o Separate Screen 3 evaluation from individual assessment
of OPF & MMF sites

We’re Listening
We understand that siting these facilities is a sensitive undertaking.
Through the 2010 Solid Waste Management Strategy, County spoke strongly
about no new landfills.
We are committed to environmental leadership, securely managing our own
waste, and enhancing diversion programs.
As a regional government, we are undertaking this process to do the right thing
to improve our services.
Your feedback is important and will be heard throughout this process.
Comments can be submitted at www.simcoe.ca/opf and www.simcoe.ca/mmf,
through Customer Service, or by mail.
By November, we expect to have all public comments submitted for our
consultant to complete the final evaluation of the short-listed sites.
