PREFACE A. THIS SPECIFICATION This is a revised version of VicRoads specification developed to cover the requirements of Light Emitting Diode (LED) Road Lighting Luminaires. This version was originally developed to include the requirements of AS/NZS 60598.2.3:2015, Particular requirements Luminaires for road and street lighting and the new Australian Standards SA/SNZ TS 1158.6:2015 Technical Specification for road lighting luminaires. B. CHANGES TO THIS SPECIFICATION This Revision B has been developed to include the following updates:

Some minor edits. Inclusion of maximum number of variations to each luminaire type. Change to warranty requirements in line with other State Road Authority requirements. This

change has been made to bring VicRoads warranty period in line with other jurisdictions. The following table details previous versions to this specification:

SECTION 1 SCOPE AND GENERAL

1.1 SCOPE

1.1.1 This specification covers the requirements of LED road lighting luminaires intended for use in VicRoads Category V3 lighting.

1.1.2 All Category V3 LED road lighting luminaires intended for use in VicRoads owned lighting

schemes shall comply with:

SA/SNZ TS 1158.6, AS/NZS 60598.2.3, and This specification.

1.2 BACKGROUND

1.2.1 LED road lighting luminaires provide an energy efficient, environmentally friendly alternative to traditional high pressure sodium (HPS) road lighting luminaries for lighting applications on VicRoads freeways, State highways and main roads within the State of Victoria for new installations.

1.2.2 LED road lighting luminaires are intended to provide a one-for-one replacement option for

existing lighting installations. 1.2.3 Traditional HPS lamps typically provide an expected life of around 26,000 hours. LED road

lighting luminaires are designed to provide an expected life of 100,000 hours. See Appendix C for information on determining the life expectancy of LED luminaires.

1.2.4 High power surface mount (HPSM) LEDs are typically used for road lighting. A wide

viewing angle and high brightness make these LEDs suitable for this type of application. 1.2.5 The encapsulation resin contains UV inhibitors to minimize the effects of long term exposure

to direct sunlight, resulting in an expected stable light output over the life of the LED. 1.2.6 LED road lighting luminaires use less power than HPS and thus help reduce greenhouse gas

emissions and lower electricity costs. 1.2.7 LED road lighting luminaires produce a ‘white’ or ‘bluish-white’ light typically in the colour

temperature range of 4,000K (white) to 4,500K (bluish-white). This colour temperature range appears to the human eye similar to normal daylight.

1.2.8 This compares to HPS lamps which produce a yellow coloured light typically in the colour

temperature range of 2,500-2,800K. 1.2.9 The ‘whiter’ light source of the LED, and the ability to direct the light, results in better

roadway illuminance than HPS at lower luminance intensities.

1.2.10 The directionality of LED’s also substantially reduces light loss that is typically associated with HPS.

1.2.11 LED road lighting luminaries can produce the same amount of light (lumens) as HPS with

significantly less power use (watts). 1.2.12 Advantages of using LED include

No use of mercury or hazardous material; A white light; A better quality of light; Instant on ability; Longer lifer than traditional HPS. Lower power consumption than HPS Reduced CO2 emissions (approximately 29%)

1.3.1 The definitions used in AS/NZS 1158.0 shall apply to this specification.

SECTION 4 REQUIREMENTS

4.1 GENERAL REQUIREMENTS

4.1.1 The complete luminaire shall be capable of replacing existing HPS luminaires one-for-one and maintaining Category V3 lighting.

4.1.2 LED luminaires shall meet Category V3 lighting requirements at pole spacings and luminaire

heights detailed in Table A1 of Appendix A. 4.1.3 A maximum of two photometric variations per luminaire type (i.e. L1, L2 and L3) may be

provided in order to meet the requirements of all configurations detailed in Table A1 of Appendix A.

Note: An example of a luminaire version might be a luminaire designed with a standard

throw and a forward throw variation to cater for different carriageway widths. 4.1.4 Where a luminaire is available in different versions, the luminaire shall be clearly marked to

identify the version. See Clause 4.6 of this specification.. 4.1.5 The LED luminaire shall provide a minimum of 30% reduction of total system watts

compared to the equivalent HPS luminaire.

4.2 PHOTOMETRIC REQUIREMENTS

4.2.1 LED’s shall be subject to photometric testing as described in Section 5 of this specification. 4.2.2 Luminous intensity output shall be designed to meet the minimum requirements for Category

V3 road lighting after ten years field service. 4.2.3 LED luminaires shall provide a colour temperature within the range of 4,000-4,500K as

specified in Table 5.3 of SA/SNZ TS 1158.6.

4.3 LED DRIVER

4.3.1 LED drivers shall meet the requirements as detailed in Table 4.1.

4.4 PHOTOELECTRIC CELL

4.4.1 Luminaires supplied for VicRoads lighting schemes shall include a NEMA 7 pin socket in accordance with Clause 3.8.1(c) of SA/SNZ TS 1158.6.

4.4.2 Unless otherwise specified in individual tender documents, the NEMA 7 pin socket shall be

provided with a bridging plug installed.

4.5 MECHANICAL REQUIREMENTS

4.5.1 The construction and material of the luminaire shall comply with Section 2 of SA/SNZ TS 1158.6.

4.5.2 The luminaire shall comply with minimum degree of protection as detailed in Clause 2.2.2 (b)

of SA/SNZ TS 1158.6. 4.5.3 The complete luminaire shall achieve a resistance to external impact of not less than IK06 as

detailed in Clause 2.2.3 of SA/SNZ TS 1158.6. 4.5.4 Fixing spigot entry shall be suitable for 43mm OD spigot.

4.6 MARKING

4.6.1 In addition to the external marking required by Clause 1.6.3 of SA/SNZ TS 1158.6,

the exterior of the luminaire shall also be marked as shown in Figure 4.1 below.

SECTION 5 PERFORMANCE AND TESTING

5.1 GENERAL

5.1.1 The LED road lighting luminaires shall meet the values of Light Technical Parameters (LTPs) for Category V3 lighting as specified in Table 2.2 of AS/NZS 1158.1.1.

5.1.2 Section 3.1 & 3.2 of AS/NZS 1158.2 shall apply to the calculation of the LTPs for Category

V lighting. 5.1.3 For Category V3, the specific software package SAA STANSHELL is required to calculate

the luminance-based LTPs. Appendix A of AS/NZS 1158.2 provides more information. 5.1.4 Appendix A details the minimum photometric performance requirements.

5.2 LED’S

5.2.1 IES LM-80

5.2.1.1 LED light sources shall undergo testing in accordance with LM-80-08 for a minimum of 10,000 hours.

5.2.2 IES TM-21

5.2.2.1 Results of the LM-80 testing shall be entered into a standard TM-21 table. 5.2.2.2 At 60,000 hours, the TM-21 table shall indicate a lumen maintenance level of not less than

95% (i.e. L95 of at least 60,000 hours in accordance with TM-21).

5.3 LUMINAIRE

5.3.1 IES LM-84

5.3.1.1 Testing of the LED luminaire shall be undertaken in accordance with LM-84 as specified in Clause 5.7 of SA/SNZ TS 1158.6.

5.3.1.2 The LED source ‘in-situ’ case temperatures shall be measured and recorded as described in

Clause 6.2 and Annex A IES LM-84.

5.3.2 IES TM-28

5.3.2.1 The extrapolated lumen maintenance shall be calculated in accordance with TM-28 specified in Clause 5.7 of SA/SNZ TS 1158.6.

5.3.2.2 The method used shall be in accordance with direct extrapolation as detailed in Clause 4.2.1

of TM-28.

5.3.3 Alternative to LM-84 Test

5.3.3.1 The test duration for collecting data using the LM-84 method is ≥6,000 hours. This requirement can add substantial time to product testing prior to submission for approval.

5.3.3.2 An alternative to undergoing the full IES LM-84 test is to carry out an ‘in situ’ temperature

measurement of the LED’s according to the procedure in LM-84 Annex A and at ambient temperature prescribed in AS/NZS 60598.2.3. This temperature data can then be applied to the TM-21 calculations as detailed in IES TM-21.

5.4 WARRANTY PERIOD

5.4.1 As stated in this Clause 1.2.3, the expected design life of LED luminaires is 100,000 hours operating life.

5.4.2 To provide confidence that this will be achieved, the supplier shall provide a minimum

warranty period of 10 years ‘on-pole’. The luminaire shall remain compliant with the luminance requirements for Category V3 lighting after 10 years.

5.4.3 The term ‘on-pole’ shall be deemed to mean that any failure of an LED luminaire that occurs

during the warranty period will be rectified/replaced by the supplier at no cost to VicRoads. This shall include all labour and other associated costs of replacing the luminaire on the pole.

5.4.4 Details of any warranty conditions shall be provided with the supply of any luminaires.

APPENDIX A

PHOTOMETRIC PERFORMANCE CRITERIA

(Normative) A1. LUMINAIRE OUTPUT A1.1 Due to the difference between LED and HPS, it is not possible to exactly compare the

luminaire output between the two technologies. The LED is capable of producing the same roadway illuminance with less lumen output.

A1.2 Table A1 provides the minimum required luminaire spacing for each LED luminaire type.

A1.2 For the purpose of clarity, the Designated ARR 1, 3 and 6 as detailed in AS/NZS 1158.2 have

been reproduced in Figure A1 below.

REQUIREMENTS FOR TYPE APPROVAL

(Normative) B1. GENERAL B1.1 To enable assessment for the purpose of granting Type Approval, the supplier is to submit a

formal request to VicRoads for Type Approval accompanied by the following:

a. A complete working sample of the LED luminaire. b. An outline drawing showing the general presentation and overall dimensions of the

complete LED luminaire. c. A detailed assembly drawing exploded view of the complete luminaire.

B1.2 Where the above information indicates that the luminaire may be suitable for VicRoads purposes, a Product Approval (PA) number will be issued. The supplier may then submit the product for formal evaluation to a VicRoads approved consultant.

B1.3 Until a luminaire has been granted VicRoads Type Approval, it must not be offered or

installed as part of any VicRoads project or other project that requires VicRoads Type Approved products.

B2. INFORMATION TO BE PROVIDED WITH SUBMISSION TO CONSULTANT B2.1 The following documentation shall be provided with any submission:

Evidence of compliance with each relevant clause of 60598.2.3. Evidence of compliance with each relevant clause of SA/SNZ TS 1158.6. Evidence of compliance with each clause of this specification.

B2.2 The following test reports from an independent NATA accredited (or approved equivalent)

test facility shall be provided with any submission:

Photometric test report. Photometric data I-tables in the CIE 132 format as required by Section 4 of AS/NZS

1158.2. Ingress Protection in accordance with AS60529 (SA/NZS TS 1158, Clause 2.2.2(b)). Resistance to impact to IK06 (SA/NZS TS 1158, Clause 2.2.3). Vibration test in accordance with AS 600068.2.6 (SA/NZS TS 1158, Clause 5.4). Impulse Voltage Test (SA/NZS TS 1158, Clause 5.5). Thermal Endurance and Thermal Testing Requirements (SA/NZS TS 1158, Clause 5.6).

B2.3 The following test reports shall be provided:

Evidence of compliance with IES LM-79. Evidence of compliance with IES LM-80. Evidence of compliance with IES TM-21. Evidence of compliance with IES LM-84; Evidence of compliance with IES TM-28 (using the Direct Extrapolation method);

Note: An acceptable alternative to IES LM-84 and IES TM-28 is to apply an ‘in-situ’ LED

temperature measurement to the IES TM-21 extrapolation. B3. OTHER REQUIRED TESTING

a. The Product Compliance Consultant or other approved independent consultant shall undertake pole spacing calculations for comparison with those provided by the manufacturer

b. Once the luminaire has been assessed as meeting the requirements of B1 and B2 above, a field test will be conducted for up to 12 months.

c. Where a field test has been undertaken by another road authority, the results of this

testing may be considered.

d. VicRoads may require additional information or testing to be carried out as part of its evaluation of the product.

e. The supplier is required to supply and install the LED luminaire at any nominated test

site to demonstrate compliance with Category V3. f. VicRoads may require the supplier to cover the costs of an ‘on-road’ light level survey.

B4. ASSESSMENT PROCEDURE B4.1 The assessment procedure for a LED luminaire will include, but not be limited to, the following:

a. Assessment of construction, workmanship and critical dimensions. b. Evaluation of the submitted data against the requirements of this specification. c. Pole spacing calculations will be undertaken by the consultant using an approved

program (eg. PerfectLite) to demonstrate compliance with required pole spacings as detailed in Appendix A Table A1.

d. Installation and testing of the LED luminaire. B4.2 Where some of these procedures have been completed prior to formal submission, the results

will be considered in the evaluation, provided there is no relevant change in the design. The supplier is to state whether tests carried out prior to formal submission were carried out on an identical sample.

APPENDIX C

DETERMING LUMEN MAINTENANCE OF HPSM LED’S

(Informative) C1 BACKGROUND INFORMATION C1.1 The luminous intensity for LED light sources is known to degrade over time. This is referred

to as lumen loss. The degree of degradation and the time over which this occurs depends on a number of factors. These factors include such things as:

LED technology used; LED colour; Drive current applied to the LED; and Temperature of the LED junction.

C1.2 To help prevent the LED’s from degrading beyond minimum required luminous intensity

levels, new LED’s typically produce considerably higher luminous intensities than the minimum required.

C1.3 The initial luminous intensity levels are typically calculated from accepted lumen loss factors. C1.4 Lumen loss factors applied to initial luminous intensities are intended to ensure that, at the

end of anticipated life, the minimum value of luminous intensity will be maintained. C2 DETERMINING LUMEN LOSS OF LED’s C2.1 LED luminaires are required to be designed to provide a life expectancy of 100,000 hours

however, actually testing LED’s for 100,000 hours is not practicable. C2.2 In order to determine the life of an LED, the Illuminating Engineering Society of North

America (IESNA), together with the LED industry, developed a standard methodology for testing lumen maintenance of LED’s.

C2.3 This methodology provides a common test methodology and has been widely accepted

throughout the LED industry. This has resulted in two separate IESNA ‘standards’ being produced. These are:

1. LM-80 – The standard method and procedure for measuring LED lumen depreciation of solid- state lighting sources, such as LED packages, modules and arrays; and 2. TM-21 – This standard describes the recommended method for projecting lumen

maintenance of an LED based on the results of LM-80.

C3 LUMEN MAINTENANCE OF A LED LIGHT SOURCE LM-80 TEST C3.1 To test the lumen maintenance of a LED of light source, LM-80 test requires:

1. A minimum of 20 units of LED’s be tested at each of the temperature settings; 2. Conducting the tests at three different ambient temperature, 55oC, 85oC (LM-80

specified) and a third temperature specified by the manufacturer using the same drive current;

3. Recording the initial measurements of lumens and chromaticity as required; 4. Recording subsequent measurements of lumens and chromaticity at a nominal interval of

1,000 hours; 5. Record a minimum of 6 measurements; 6. Additional measurements beyond 6,000 hours are encouraged; and 7. Using the recorded measurements to populate a TM-21 table to calculate the average

extrapolated life expectancy to 70% of initial luminance (up to a maximum of six times the measurement period).

C3.2 The resultant average lumen measurement at 6,000 hours is referred to as the average Lumen

Maintenance at 6,000 hours. C3.3 The intent of this is to provide a guide as to the expected life of the LED under test. C3.4 At the completion of the test, a table of data for each LED tested will show the lumen

depreciation over the test period. C3.5 A series of tests are carried out using different parameters such as ambient temperature and

LED drive current. C3.6 Table 1 below is a sample of the LM-80 test report summary.

C4 TM-21 PROJECTION C4.1 Another standard developed by IESNA is TM-21, ‘Projecting Long Term Lumen

Maintenance of LED light Sources’. This document was developed to provide a standard method for predicting future lumen maintenance levels based on the LM-80 test data.

C4.2 Many manufacturers and authorities worldwide are adopting this standard for predicting LED

lumen maintenance. C4.3 TM-21 takes data from LM-80 and applies a series of specific equations. From these results,

lumen maintenance extrapolations are derived.

C4.4 TM-21 specifies that lumen maintenance values must not be projected beyond six times the

test duration. i.e. if the LED has been tested for 10,000 hours, then the TM-21 projection should be limited to 60,000 hours.

C4.5 The resulting lumen maintenance figure is expressed as a percentage of the initial measured

lumen output, e.g. if the projected lumen output at 60,000 hours was 70% then lumen maintenance is expressed as L70.

C5 DETERMINING LED LUMINAIRE PERFORMANCE C5.1 Another factor that affects the performance of LED’s is the design and construction of the

luminaire. The performance of an LED when incorporated within a luminaire can be affected by such things as:

The forward drive current through the LED; The LED driver unit; The LED junction temperature (i.e. the quality of heat sinking used);

C5.2 To measure and determine the long term maintenance factors of LED luminaires, IESNA has

developed the following two new standards:

1. LM-84 – The standard method for measuring luminous flux and colour of LED luminaires; and

2. TM-28 – The standard method for projecting long term luminous flux and colour of LED luminaires.

C5.3 These IESNA standards have been referenced as the required method of determining lumen

maintenance of LED luminaires in Clause 5.7 of SA/SNZ TS 1158.6.
