SSince Sunny Isles Beach incor-porated in 1997, the city hasexperienced a “revitalizationtransformation” – and now theprogress continues as plans are

moving forward to construct a magnificentnew Park/Aquarium complex at the gatewayto the city on Sunny Isles Boulevard.

LETTER OF INTENT APPROVEDAt the July 15 City Commission meeting, a

resolution was passed approving a non bindingLetter of Intent between the City of SunnyIsles Beach and H & M Gables Investors, LLC(operator of the Seaquarium) to lease propertyto construct, develop and operate an Aquariumat 151 Sunny Isles Boulevard. Related facili-ties proposed include a restaurant, food andgift concessions, meeting rooms and partyrooms. The Aquarium will be open to the pub-lic and used to help promote Sunny IslesBeach tourism.

City Attorney Hans Ottinot explained in amemo to the Commission, “The operator ofthe Seaquarium has expressed a strong interestin developing a private/public partnership withthe City to develop an Aquarium in [SunnyIsles Beach]. To facilitate the execution of alease agreement, the operator of theSeaquarium has agreed to accept the termsoutlined in the Letter of Intent.

“The City and the operator of the MiamiSeaquarium have agreed to enter a 99 yearlease. Under the proposed lease, the City willcollect, with the exception of the first fouryears of the lease term, an annual rent in theamount of $324,000 (with appropriate inflat-ing increases). H & M will be responsible forall costs associated with the construction ofthe Aquarium. The City will provide theAquarium with the use of the parking garagethat the City intends to build adjacent to theAquarium. The City, however, will collect allrevenues generated from the use of the garage.

“In addition to collecting rent, the City willbe entitled to collect a percentage of the grosssales from the Aquarium less the amount ofthe base rent. The City will have the right toapprove the sale of the Aquarium to a thirdparty. The City will also have the right to ter-minate the lease if the Aquarium is not con-structed. The parties agree to finalize all nec-essary agreements within ninety days ofapproval of the Letter of Intent.”

Barefoot Wine Beach Rescue Project visits SIBBY STEPHANIE DETHOMAS

On Saturday, July 31st, Mayor Norman S.Edelcup, City Commissioners Roslyn Brezin,Gerry Goodman and George “Bud” Schollalong with volunteers, residents, beachenthusiasts and representatives from BarefootWine participated in the Beach RescueProject at Samson Oceanfront Park.

According to Derek Epps with BarefootWine, “The Barefoot Wine Beach RescueProject, now in its fourth year, is an effort tomake beaches and lakes across America “bare-foot friendly.” The Beach Rescue Project heldevents across Florida this summer and decided

to make a stop in Sunny Isles Beach.Volunteers received a free bottled water, beachrescue t-shirt listing all Florida clean up sitesand clean up supplies. More than 14 largegarbage bags of debris and trash were pickedup along the beaches and grassy areas.

Following the cleanup, volunteers aged 21and over attended an after party celebration fea-turing Barefoot Wine & Bubbly and appetizersat the Newport Beachdide Hotel and Resort.

Helen is very upset with her husband. Hereally has messed up her life. Doing businessin this small town, seemed to know every-body else which caused her some problems.

She was at that point in her marriage whenit sort of stank. They’d put six years togetherand she found herself getting more and moreannoyed at him for reasons that didn’t maketoo much sense. Actually she finally figuredout that she didn’t like him anymore. Wasn’ttoo sure that she had ever really cared forhim. Found it more the case when she start-ed playing around with a salesman or twothat dealt with them in their business. Had todo that in out of the way places and nearbytowns.

She finally decided that this was silly. Youdon’t like someone anymore, then you try tounload yourself from the situation. The prob-lem was what to do about their successfulbusiness. She knew that he (the husband)might not really care too much about getting

divorced. Being in a small town, gettingdivorced could put the business in peril whatwith all the gossip that would come aboutShe also knew that the hubby wouldn’t wantto continue any kind of partnership.

She finally decided that she wanted outand also to try a new life elsewhere. Madeher plans to gradually distance herself fromhubby first and then even leave town andstart elsewhere. When she really thoughtabout it she figured she’s let hubby buy herout quietly and just get out.

The plans were good but the hubbymessed them up by getting wiped out andaway in a fatal accident. Being in that smalltown everyone felt great compassion for her.She was now a widow and the townspeoplefelt they should rally around her and herbusiness. People hovered over her, to makesure that the new widow was in a position totake care of herself and the business. Helenis very upset about this situation. Here shewas on the verge of doing something produc-tive in her life and getting out of an untenablesituation. She feels she has to stay in thistown, has to put up a good front of sorrow,run a business that she was prepared to giveup as long as the husband was involved. Shehas decided that if he were still alive she’dkill him for messing her up like this.

Children and youth across Florida have theopportunity to become “Health Heroes” bylearning about childhood obesity, designingprograms to address it and implementing theprograms in their communities.

UnitedHealth Heroes is a service-learning,health literacy initiative designed to encour-age young people, working with educatorsand youth leaders, to create and implementlocal hands-on programs to fight childhoodobesity. As childhood obesity rates areincreasing, according to the Centers forDisease Control and Prevention,UnitedHealth Group is taking the fight toFlorida and offering UnitedHealth Heroesgrants to schools and youth-focused, commu-nity center-based programs.

Grants of up to $1,000 will be awarded toprograms that demonstrate a clear under-standing of the health risks associated withchildhood obesity; propose creative solutionsto fighting obesity in their schools and com-munities, and can be easily implemented,scaled and measured. In addition, each grantalso engages participating youth in service-learning, an effective teaching and learning

strategy that supports student academicachievement, and helps students developtheir workplace readiness skills.

The website alsocontains more information about the programas well as “First Responders: Youth AddressingChildhood Obesity Through Service-Leaning,”a step-by-step manual that helps youth, par-ents, teachers and other volunteers deploy YSAservice-learning models to fight childhoodobesity in their communities.

Applications must be submitted onlinebefore midnight, Oct. 22. Grant recipientswill be notified in December and January.

“With the UnitedHealth Heroes program,we are helping young people take action toimprove their overall health and quality of lifein a way that’s not only educational, but bene-ficial for their communities,” said Dr. ManuelSelva, chief medical officer, UnitedHealthcareSouth Florida. “We believe that as peoplebecome more aware of health issues throughhealth literacy and advocacy initiatives theywill make positive changes to live better lives.We look forward to seeing the creative ideasyoung people come up with to help fight obe-sity and encourage healthier living.”

There is something mystifying about ourthird, fourth and fifth presidents: ThomasJefferson (author of The Declaration ofIndependence), James Madison (Father ofour Constitution) and James Monroe (authorof the Monroe Doctrine). All three presi-dents from Virginia never freed their slaves(except for a few Jefferson freed related toSally Hemings) and all three died insolvent,having lost their slaves and plantation estatesto creditors.

Jefferson owed money to numerouscreditors throughout his entire life, essential-ly because he lived a life-style far beyond hismeans. In addition, through his wife, heinherited debt and several hundred slavesfrom his father-in-law. He used poor judg-ment in selling off many of the slaves tounreliable debtors who defaulted on theirobligations. Poor management of

Monticello, his main source of income,proved inadequate to cover his debts. Neardeath, he requested the state of Virginia toconduct a lottery to sell Monticello to pay hisdebts; the state refused. After Jefferson died,his estate was auctioned off to pay creditors(including Monticello and his remainingslaves) and his surviving daughter wasforced to rely upon the charity of others.

At his “Montpelier” plantation,Madison suffered similar difficulties toJefferson. Although he was a brilliant states-man and scholar, his business enterpriseswere rarely profitable. His correspondenceduring the Revolutionary War reveals hiscontinual need to borrow money from “theJew Chaim Salomon.” His step-son (son ofDolly Madison), a gambler, ran up massivedebts that Madison absorbed and was forcedto sell off half of Montpelier as well asnumerous slaves, to pay off those debts.

Monroe, at the end of his life, also ranhis plantation into the ground. He peti-tioned Congress to relieve some of his fam-ily’s debts and was granted $30,000. Itturned out to be insufficient and he wasforced to sell his 3500 acre estate includinghis remaining slaves.

and I opened our first restaurant at theGolden Strand in 1970 in Sunny Isles Beach.We then moved four years later to theThunderbird Hotel where we were happy toserve our many loyal customers for 21 years.For the next 12 years we were in the RKShopping Plaza, also in Sunny Isles. These past threeyears have been rewarding and successfulbeyond our wildest expectations.

Continuing the family tradition hasbeen a joy to me. Since my mother’s pass-ing 14 years ago, our many loyal friends,family, patrons and employees have beenvery supportive.

Congratulations to the Schectman andSegal daughters Bat Mitzvah this past May.In June we had the Burgos Bar Mitzvah and

My recipe for today is “CoconutShrimp”1 lb. large shrimp (16-20)5 egg whites1 tbs. sugar1/2 tsp. salt1/2 cup all purpose flour1 lb. shredded un-sweetened coconut flakesVegetable oil for frying.

Peel and clean shrimp. Butterfly (split)shrimp down the middle, leaving tail on.Beat egg whites until fluffy, add sugar andsalt, and continue to beat until stiff. Coatshrimp with flour, dip in egg white mix, andthen sprinkle with coconut flakes. Presscoconut firmly onto shrimp. Deep fry in veg-etable oil – 350 degrees until golden brown.

On Friday June 11, 2010 Police ChiefFred Maas announced several internal PolicePromotions. This is a natural process in aPolice Agency, but is rare in this day and age.In a time when the local, State and Nationalnews coverage discusses layoffs, pay cuts,demotions and un-employment, sound man-agement has effectively made Sunny IslesBeach one of only a handful of places that iissnnoott suffering such fate. On almost the sameday that the Broward Sheriff’s Officeannounced massive layoffs, the City ofSunny Isles Beach posted four opening forPolice Officers. Just days after the City ofMiami Beach’s Police Union announced thatno agreement seemed possible in their nego-tiations with the City of Miami Beach,Sunny Isles Beach announced promotions!

Effective June 13, 2010 Police SergeantMichael Mulvey is now a Lieutenant,Corporal Blake Royal is now a Sergeant andOfficer Robert Ostrov is a Corporal. As ofthe 14th, and 15th Officer’s Ruben Zamoraand Cari Vesco are also Corporals. These arefive significant promotions while other agen-cies face a much different fate.

Friends and colleagues from surroundingagencies learned of these promotions quick-ly, and called repeatedly asking how our citywas able to do this. “We just did away withpeople, how is Sunny Isles Beach movingforward?” asked a friend who works at onesuch agency. Another complained that hehas been “eligible” for a promotion for overa year, but no promotions are possible due tobudget shortfalls – he jokingly asked “areyou hiring?” my reply was “Yes we are!”

Thanks to sound, fiscallyresponsible management bythe local government ourPolice Department is strongand getting stronger. Itwould certainly appear thatwe have dealt with this bit-terly difficult financialcalamity, and have come outstronger and more blessedthan we were before itbegan. Through it all, weremained steadfast in ourpursuit of justice, and havemade sure that Sunny IslesBeach remained one of thesafest cities to live, work orplay in. We are proud of all of these accom-plishments, and proud to boast one of the low-est crimes statistical rates in all of Florida.This is indeed a tribute to the leadership of this

City and its govern-ment.

Pet owners in the Haulover Beach area willbe able to take their dogs out for some fun in thesun at a brand new dog park. On July 7,Commissioner Sally A. Heyman joined Miami-Dade County, Bal Harbour, and Bay HarborIslands officials for the groundbreaking of a dogpark that will reside in the southeast section ofHaulover Park, 10800 Collins Avenue.

The 3.25-acre dog park will feature sepa-rate areas for small and large dogs, as well asa common area, all enclosed by a perimeterdouble-gated fence with three separateentrances for the safety of the dogs. There willalso be “pooper scooper” stations within allthe areas providing plastic bag dispensers andtrash cans for owners to pick up after theirdogs. This first phase of construction will alsofeature accessible concrete walkways leadingfrom the parking lot to the dog park, and con-crete entryways into each section of the park.Dogs will not be allowed onto the beach areawhere there is sand and water.

The dog park was the brainchild ofCommissioner Heyman, who partnered withsurrounding municipalities to get constructionoff the ground. Bal Harbour Village’s PublicWorks Department is assisting Miami-Dade

Parks in the first phase of construction. Thedog park will feature amenities such as waterfountains, dog play equipment, and site furni-ture, and will be provided through the com-mitment of the partnering entities.

“The creation of this dog park is thanks tothe collaborative effort of Miami-Dade Parksand surrounding municipalities, which joinedtogether to bring this great enhancement tobeachside residents,” said CommissionerHeyman. “Once the park is complete, residentswill have a beautiful and safe place they canbring their dogs for exercise and recreation.”

Total project cost for this first phase ofdevelopment is $130,000 funded by SafeNeighborhood Parks (SNP) Interest Fundsand the Building Better Communities GeneralObligation Bond (BBC-GOB). Phase 1 ofconstruction is slated for completion byNovember. Residents can also donate to thepark’s construction and maintenance throughthe Parks Foundation of Miami-Dade.Contributions can be made to sponsor trees,fire hydrants, benches, water fountains, andpet waste stations. It basically confirms what we’ve allbeen feeling recently: The U.S.Department of Commerce just finishedresearching some economic researchgoing back to 2007 and announced thatthe recession, the worst economic down-turn since the 1930s, is even deeper thanfirst projected.

Fortunately, the U.S. economy is stillgrowing with almost daily signs ofimprovement. However, the recovery isstill facing some severe challenges andit’s slowing down from earlier in the year.According to the CommerceDepartment’s own numbers, the pace ofthe recovery has been lagging since thefirst quarter of the year.

All you have to do is visit a local job

fair to see that there still are a lot of ourfriends and neighbors facing deep finan-cial problems. I recently had a discus-sion with a Broward County residentwho lost her job three years ago and hasbeen searching for a new career sincethen. She’s been working three part-timejobs in the interim.

“My house was in foreclosure,” shetold me. “I modified my mortgage lastyear and I still have some financialthings to tie up. I lost my car and had tosell my possessions.”

The U.S. Department of Commerceconfirmed the recession was deeper thanwe first thought. The pace of the recov-ery from April through June slowed fromthe first quarter. For the rest of us, thesigns along Main Street have been all tooobvious.

Matt McGrath of Coral GablesEvensky & Katz says, “In order to real-ize how deep this particular recessionwas, I think some of the key things wehave to look at are continuing unemploy-ment and the reluctance of companies to

start hiring again.”Heavy manufacturing, one of the key

backbones of the U.S. economy, is nowseeing much better than expectedgrowth, according to the latest figuresfrom the Institute for SupplyManagement. There are more signs ofimprovements, too, with Chrysler justannouncing that it plans to hire about1,000 new workers.

It also plans on keeping another of itsassembly lines running, even though itwas planned to be closed in two years.Still, fear of a possible double-dip reces-sion is expected to trouble investors pos-sibly through the end of the year.

“The reality is there’s still a threat of adouble dip recession,” McGrath warns.“But I don’t think we’ll see one. It willaffect our markets until the fear’s behindus.”

Despite cost cutting and layoffs, thelatest corporate earnings reports contin-ue to show generally decent profits.Most of the nation’s biggest banksreported record-breaking earnings.

Unfortunately though, many companiesstill don’t feel comfortable enough tostart hiring again. So we’re stuck facingthe same old problem — until there’smore spending, hiring remains stalled.And until there is more hiring, nobodyreally is comfortable about spending. Sothe cycle continues.

Edelcup explained, “The City has pur-chased over four acres of land on the northside of Sunny Isles Boulevard to create a firstclass park. The park will enhance the gate-way of the city by eliminating the strip club[formerly Thee Doll House propertyacquired by the City via eminent domain]that greets residents and visitors upon arrivalin the city. The park will feature great lawnsand a skywalk that will connect Sunny IslesBoulevard to the beach.

“In addition to the park, the City intends topartner with the operator of the MiamiSeaquarium to construct an Aquarium as acomponent of the park. The Aquarium willprovide residents and visitors with the oppor-tunity to explore the secrets of marine life.Our residents and visitors will have theopportunity to observe the feeding habits ofaquatic animals through hands-on activitiessimilar to those available at the MiamiSeaquarium.

“Students from Sunny Isles Beach K-8Community School can expand their under-standing of aquatic ecosystems with learningprograms that will be conducted at theAquarium; and residents of the City willreceive discounted rates to enjoy the ameni-ties at the Aquarium. Essentially, theAquarium will be an economic benefit to theCity in many ways.”

‘SEA-SATIONAL NEWS’Promising to be inspirational, educational

and entertaining, the “sea-sational” newsthat operators of the Sequarium wanted topartner with the City to build aPark/Aquarium complex started makingheadlines around South Florida and beyondat the beginning of the year.

At a City Commission meeting held on

Jan. 28, Arthur H. Hertz, Chair of WometcoEnterprises, accompanied by a project archi-tect presented schematics for the proposedproject described with “splash-tacular”adjectives such as “elegant, modern andmagnificent” as well as “architecture becom-ing art.”

Addressing site selection, Hertz praisedSunny Isles Beach, noting, “This city is beauti-ful and fiscally sound…this can be attributed to[strong] leadership…The [Aquarium] willcomplement the essence of the city and be aspecial destination point capturing the attentionof neighboring cities.”

Mayor Edelcup commended the schemat-ics, noting, “This is a futuristic project withan outstanding design – it will be education-al and entertaining for all members of thefamily. It’s a great concept for the TownCenter district of our city…The design fitsthe [Sunny Isles Boulevard] property andvision of our Comprehensive Plan…It willbe unique for Sunny Isles Beach and all ofSouth Florida. We’re so pleased Mr. Hertzselected Sunny Isles Beach for this show-piece. The area to the west [will be a park] sothe amenities will flow together.”

‘GATEWAY PARK’At the July 15 City Commission meeting,

a resolution passed temporarily naming thePark/Aquarium complex as “GatewayPark.” City Attorney Hans Ottinot explained,“The City has been acquiring property overthe last year to greatly expand its park sys-tem. At this point, we have officially namedevery section except the newly acquiredareas between the east bound and west boundlanes of Sunny Isles Boulevard.

“There are several advantages to having anofficial name for each park area (legal refer-ences, grant applications, etc.) This sectionhas been referred to as the Seaquarium Park,Sunny Isles Boulevard Park, and others, butwe would suggest a temporary name ofGateway Park. This name would apply untila permanent name is designated by theCommission, preferably after construction ofthe park is completed.”

The car manufacturers today seemobsessed with the idea of creating a four-door coupe automobile, notwithstandingthat the definition of “coupe” is a two-doorvehicle.

The latest manufacturer to try to changethe definition is Volkswagen, which bringsus the 2010 CC with the annotation that it“embodies the idea that function and formcan successfully exist together in a car’sdesign without sacrificing on practicality.”CC, by the way, stands for Comfort Coupe,and it was introduced in 2009 as an all-newmodel. It continues in 2010 with littlechange.

Still, the VW CC is a pretty car and isavailable in four trim levels — Sport,Luxury, VR6 Sport and VR6 4Motion.From the front, the CC is sleek and low,with a wide chrome grille, slit-like head-light housings holding Bi-Xenon HighIntensity Gas-discharged headlights and

reflector lens fog lights. In profile, theangle of the long hood continues along aline starting on the front fender and movingjust above the door handles to finish in thetaillight lens.

A low-slung roofline includes apanoramic power sunroof with tinted glass(standard on all models but the Sport)before sloping down into the short reardecklid. Jeweled tail light lenses continuethe detailing and stand above a thin chromebumper accent that runs back along thelower half of the doors.

Two engine options are available — the2.0-liter turbocharged and intercooled four-cylinder gasoline engine or the 3.6-liternarrow angle V-6 gasoline engine. The 2.0Tin the CC Sport and Luxury models issporty but efficient and combines fourvalves per cylinder, variable timing, dualoverhead camshafts and maintenance-freehydraulic lifters.

On the inside, there is a nice blend of lux-ury, rich textures and intuitive controls. Aleather-wrapped three-spoke steering wheelhas integrated controls for the multimediasystem and the gauges are surrounded bychrome trim.

The driver and all three passengers havesport seats that sit comfortably low and are

ergonomically bolstered for added support.They may be covered in V-Tex or leatherand are available in both solid and two-tonecolor schemes. The front seats are heatedwith 12-way power adjustment and four-way power lumbar support on all trim lev-els. The rear seats are split by a center roll-top console for holding drinks or accessingan emergency medical kit, and can be fold-

ed down for added cargo space.The base price on the Volkswagen CC is

$27,760.

Because the City of Sunny Isles Beach islocated in a unique geographical area; it is par-ticularly susceptible to flooding from majorrain events and storm surge. The City is sur-rounded by major water bodies such as theAtlantic Ocean, and the Atlantic Ocean’sIntracoastal. Sunny Isles Beach lies close tosea level and its underground water supply isjust below the ground surface. Therefore,major rain events sometimes leave rainwaternowhere to drain, causing occasional floodingin some areas of the City. To find out if yourhome lies in an area susceptible to flooding,known as Special Flood Hazard Areas or floodzones, please call the Building Department at305-947-2150. Floods are also dangerous.Even though they appear to move slowly(three feet per second), a flood two feet deepcan knock a man off his feet and float a car.

Your property may be high enough that ithas not been flooded during recent storms.However, it can still be flooded in the eventof a worse future storm. If you are in thefloodplain, the odds are that someday yourproperty will be damaged. This flyer givesyou some ideas of what you can do to protectyourself.

CCiittyy FFlloooodd SSeerrvviicceess:: The first thing youshould do is check your flood hazard. Floodmaps and flood protection references areavailable at the City of Sunny Isles BeachPublic Library. You can also visit theBuilding Department on the third floor ofCity Hall to see if you are in a mapped flood-plain. If so, they can give you more informa-tion, such as depth of flooding over a build-ing’s first floor, past flood problems in thearea, and copies of elevation certificates onbuildings built in the floodplain since 1997.Even if you are not in a floodplain, there stillmay be some risk of flooding. If requested,both, the Public Works Department and theBuilding Department will visit a property toreview its flood problem and explain ways tostop flooding or prevent flood damage. Callthe Department at 305-947-0606. Theseservices are free. If you are in a floodplain orhave had a flood, drainage or sewer backupproblem, check out these sources of assis-tance.

WWhhaatt YYoouu CCaann DDoo:: Several of the City’sefforts depend on your cooperation andassistance. Here is how you can help:

Do not dump or throw anything into theditches or streams. Dumping in our ditchesand streams is a violation of the Miami-DadeCounty Code Section 15-6(2). Even grassclippings and branches can accumulate andplug channels. A plugged channel cannotcarry water and when it rains the water has togo somewhere. Every piece of trash con-tributes to flooding.

If your property is next to a ditch orstream, please do your part and keep thebanks clear of brush and debris. The City hasa stream maintenance program which canhelp remove major blockages such asdowned trees.

If you see dumping or debris in the ditch-es or streams, contact the Public WorksDepartment at 305-947-0606.

Always check with the BuildingDepartment before you build on, alter, re-grade, or fill on your property. A permit isneeded to ensure that projects do not causeproblems on other properties.

If you see building or filling without aCity permit sign posted, contact the BuildingDept. at 305-947-2150.

FFllooooddpprrooooffiinngg:: There are several differentways to protect a building from flood damage.One way is to keep the water away by re-grad-ing your lot or building a small floodwall orearthen berm. These methods work if your lotis large enough, if flooding is not too deep,and if your property is not in the floodway.The Building Department can provide thisinformation.

Another approach is to make your wallswaterproof and place watertight closuresover the doorways. This method is not rec-ommended for houses with basements or ifwater will get over two feet deep.

These measures are called flood-proofingor retrofitting. More information is availableat the Sunny Isles Beach Public Library.Important note: Any alteration to your build-ing or land requires a permit from theBuilding Department. Even re-grading orfilling in the floodplain requires a permit.

FFlloooodd IInnssuurraannccee:: If you know a flood iscoming, you should shut off the gas and elec-tricity and move valuable contents upstairs.It is unlikely that you will get much warning,so a detailed checklist prepared in advancewould help ensure that you don’t forget any-thing.

If you don’t have flood insurance, talk toyour insurance agent. Homeowner’s insur-ance policies do not cover damage fromfloods. However, because Sunny Isles Beachparticipates in the National Flood InsuranceProgram, you can purchase a separate floodinsurance policy. This insurance is backed bythe Federal government and is available toeveryone, even for properties that have beenflooded.

Some people have purchased flood insur-ance because it was required by the bankwhen they got a mortgage or home improve-ment loan. Usually these policies just cover

the building’s structure and not the contents.During the kind of flooding that happens inSunny Isles Beach, there is usually moredamage to the furniture and contents thanthere is to the structure.

At last count, there were 490 flood insur-ance policies in Sunny Isles Beach. If you arecovered, double-check that the building cover-age is adequate and make sure you have con-tents coverage.

Remember: Even if the last flood missedyou or you have done some flood-proofing,the next flood could be worse. Flood insur-ance covers all surface floods.
