grow and learn from competition,”
says Gordeeva, who has placed first
in smaller contests. “The whole week
before, you go through the routines
in your head. It’s about muscle
memory. The judges just stare with
their clipboards. You have to smile,
not be tense, not bump into anyone.”

Gordeeva discovered dance relatively late, at 13. Her mom, Olga, says it was
all about the dress. “Anastasia saw a red dress I had designed and her
eyes got large like saucers,” the professional seamstress and costume
designer remembers. Gordeeva’s coach and mentor, four-time U.S.
national ballroom champion Bill Sparks, claims it began when she watched
a young friend dance at the studio: “Anastasia was a bit tomboyish and
thought it was not her thing, but her ability was apparent from the start.”
The 4.0 valedictorian, who moved here from St. Petersburg, Russia, with her
mom and brother in 1999, checks in at her high school campus for orchestra
practice—she’s a violinist. Then she travels to OSU for macroeconomics,
political science and the like; she’s amassed 35 college credit hours.She also
works two jobs. At Panera Bread, she’s behind the counter serving up lattes
and smoothies. At the Youth Ballroom Dancesport Academy, where she trains
with Sparks, Gordeeva instructs youngsters in the finer points of ballroom
dance: rhythm, foot placement and attitude.

tall!” Gordeeva says firmly,
then, smiling, continues. “Two, three, four and one, cha-cha-cha!”
Gordeeva readied six pairs, ages 6 to 13, for the Arnold Youth DanceSport
Classic, held in early March. “Most got first place!” she exclaims, beaming.
“But the preparations were grueling.” At the same time, the three-time Arnold
Classic dance competitor and her partner, Duy Phan, were polishing their own
routines. For the competition, Gordeeva went heavy on the tanning mousse and
slipped into a sizzling black and silver sequined dress designed by her mom.
Her plans to study international business at OSU in the fall have been shelved
for a teaching and training opportunity at a large dance studio in Wisconsin.
“Going professional opens many doors in dance,” Gordeeva says.
With this job, explains Sparks, “She gains business skills, improves as a teacher
and, most importantly, as a competitor.”
He smiles, blue eyes twinkling. “She could be a champion.”

Arvind Kejriwal passes floor test, butdodges Opposition's questions
When Delhi chief minister Arvind Kejriwal rose to speak on the
motion of confidence, it was expected that he would answer the
questions raised by the BJP and the Congress MLAs during the
discussion, point by point. However, in his 20-minute long speech,
which was high on emotions, Kejriwal ignored some of questions
while giving a strong rebuttal to many others.
The two big decisions that the Kejriwal government has taken
since it assumed office on December 28 — free water up to 20
kilolitres to every household with functional meter and 50%
reduction in power tariff to customers who consume up to 400

units in one billing cycle — were questioned by leader of the
opposition Harsh Vardhan and Delhi Congress chief and MLA
Arvinder Singh.
Interestingly, both Vardhan and Singh were on the same page
when it came to criticising the new government’s decisions on
power and water.
“You are taking decisions in a hurry,” Singh said. “Water subsidy
is not benefitting many and you have actually made water costlier
in Delhi,” Singh added. “If you are so concerned about the poor,
why did you raise water tariff by 10%?” Vardhan asked.
On the issue of giving subsidy to power consumers, Vardhana
and Singh questioned the logic of diverting taxpayers’ money for
other purposes. “You will have to divert money from the heads
of the other departments to fund the subsidy.” Kejriwal, though
he accepted that his decisions would only benefit a few, ignored
pointed questions on where the money would come from for the
freebies that his government has announced.
The chief minister, however, reiterated that his government would
take strictest action against the corrupt — both in the previous
Delhi government and the BJP-ruled civic bodies.
“The condition of education, health, roads, water and power is
bad in Delhi because the politics is bad,” the chief minister said.
“We are here to provide a corruption-free politics and governance
to the people of Delhi,” said Kejriwal. By repeating the promises
his party made in election manifesto, Kejriwal said he wanted to
see how many members in the assembly were ready to support
the issues that concern the aam aadmi of Delhi.

Indian temple donates $25,000 to
help finance students’ education
Indian self-help group SINDA and the Singapore
Indian Education Trust received $25,000 from the
Sri Thendayuthapani Temple at a bursary awards
ceremony.
SINGAPORE: Deserving Indian students who require financial help for
their educational expenses received a cash boost on Friday night.
Indian self-help group SINDA and the Singapore Indian Education Trust
received $25,000 from the Sri Thendayuthapani Temple at a bursary
awards ceremony. Minister for the Environment and Water Resources
Vivian Balakrishnan presented the bursaries to the students.
The temple is one of several community partners who have helped give
Indian students the best opportunities in education. There are three
categories for the awards - Primary, Secondary and Tertiary Category.
Primary level students receive $300, Secondary level students $400, and
those from the Tertiary level get $500 each.
Higher education within India accessible to
only 10% of students
According to a recent report only 10% of the University-age population,
between the ages of 22 years and 35 years, have access to higher
education. Although many efforts have been made to encourage education

at school level, the education past Class 12th be it vocational or technical has
not seen nearly as many provisions to make it more accessible.
The report “Intergenerational and Regional Differentials in Higher Education
in India” was written by development economist, Abusaleh Shariff from the
Delhi-based Centre for Research and Debates in Development Policy and
research analyst Amit Sharma, from the National Council of Applied
Economic Research. The report has found that there is a staggering
difference between the number of students at school level and number of
students for higher studies. The disparity exists across gender, social,
economic and religious groups but the difference across geographical areas is
most marked.
Residents of the North Central region, Bihar, Uttar Pradesh, West Bengal
and North East region have the lowest numbers of higher education
accessibility. Only 10 % of men and 6% of women have access to higher
education in North Central region, while in the North East region the
numbers go down to 8% men and 4% women.
The Northern region of Jammu & Kashmir, Punjab, Himachal Pradesh,
Uttarakhand, Chandigarh, Haryana and Delhi fare better with around 15% of
the residents having access to higher education. Southern region falls in
between with 13% of residents availing higher education. South India does
however boast of the higher proportion of private sector Institutes at 44%.
Across the different regions only 2% of the rural population receives
education beyond Class 12th, while 12% of the urban population are able to
continue studies after Class 12th. The high expenses of Private and Private-
aided Institutions have added to the disparity. Government Institutions remain
the most affordable studying destinations with expenditures ranging from Rs
1,000 - Rs. 2000. The North East region is heavily dependent on
Government, or Government aided Institutions for higher studies, on the
other hand Western India has 22% private sector institutions. Internationally

India has also fallen behind in terms of availability of higher education at a
meagre 10%. In comparison China has enrolment of 22% and US has
enrolment of 28%. China has improved from 5 million enrolments in the
1990s to 27 million currently while India has expanded from 5 million to 13
million. Higher education is essential in the improvement of a country as a
whole.
Delhi private schools move Court
against nursery admission scheme
Private schools of Delhi moved the high court seeking the quashing of
the government notification on the criteria for Nursery Admissions in
the capital. The plea filed by action committee of unaided private
schools challenged the 18th December 2013 notification of the
Lieutenant Governor Najeeb Jung.
They claimed that Lt. Governorâ??s office lacks the power to frame
the guidelines. “The Directorate of Education (DoE) or the Delhi
government or the L-G does not have the power to fix criteria of
admission in unaided private schools,” it said. The new guidelines
including abolition of 20 per cent management quota and fixed weight
age to neighbourhood kids have been criticised by the parents and
school authorities as child-unfriendly.
The notification was issued in contravention and violation of the
guidelines issued by the Ministry of Human Resource Development in
November 2010 whereby complete autonomy was granted to private
schools to frame their own policy for admission,” said the petition.
The nursery admission process will begin from 15th January 2014 and
the last date for submission of applications has been decided to be
31st January 2014. Delhi Nursery admission 2014: Najeeb Jung modifies
distance criteria

Delhi Lieutenant Governor Najeeb Jung has relaxed the guidelines for
nursery admissions following a meeting with school authorities.
According to reports, the Lieutenant Governor has modified the
distance criteria for admissions from six kilometre to eight kilometre,
giving parents more choices of schools for their wards.
However, there was no review of the management quota which was
abolished by the L-G in his December 18 guidelines for admission to
nursery in private unaided recognised schools of the capital.
School associations have been demanding more autonomy in selection
process including freedom to admit students under the management
quota. “It has been decided to enhance the outer limit of six kilometre
kept for the neighbourhood criteria to eight kilometre. While six
kilometres limit would satisfy the bulk of the requirement, some
parents had raised concerns on narrowly missing the criteria because
they had identified specific schools.
“Any further increase would vitiate the concept of neighbourhood
schools, and increase the travel time for small children considerably,”
stated the order. The guidelines issued by L-G Najeeb Jung on
December 18 gave 70 points out of 100 in the open category seats
under the “neighbourhood’ criteria.
The L-G, however, discarded the suggestions to have slabs in the
neighbourhood criteria owing to limited seats for admission. “Slabs
with more weightage for shorter areas would deny most children from
admission,” the order stated. The L-G’s order did not review the
management quota. “There is possibility of misuse of this quota and
this cannot be accepted in a society that seeks to provide equal
opportunity in education for all that includes the poorest of poor and
the weakest of the weak. The intent is to ensure to the maximum
extent possible that admission for children would be in a transparent
and fair number,” the order mentioned. The order also clarified that
the staff/employees quota will apply in the case of grandchildren also.
On the issue of the five per cent quota for girls in co-ed schools, the
order stated that the impression that it would limit the admission of
girls to said per cent of the available seats is wrong. “This is incorrect.

The five per cent quota is a reservation to encourage education to the
girl child and to ensure that where there are limited seats, the girls are
not deprived in favour of the male child.
“Girl children would be entitled to the normal admission process for
open seats the same as boys in a transparent manner,” the order
stated.
Meanwhile, some private schools were not pleased with the order and
said they will approach the court seeking relief. “The Department of
Education or the Delhi government or in that matter Delhi L-G does not
have the power to fix criteria of admission in unaided private schools. It
is the question of autonomy whether the Delhi government or LG enjoys
the power to give this kind of order regarding the admission matter.
“We will call a meeting of the committee in a couple of days and decide
future course of action. If we do not get any response from the
government, we will approach the court,” said SK Bhattacharya,
president, Action Committee for Unaided Recognised Private Schools.
Delhi Nursery admission: New
guidelines for nursery admissionsThe Lt. Governor of Delhi, Najeeb Jang, has issued new guidelines for
nursery admissions in schools in the national capital. Under the new
system, selection will be done on the basis of fixed parameters and
points, including neighbourhood criteria and sibling study in schools.
The maximum weightage has been given to neighbourhood criteria for
which 70 points have been fixed and it constitutes a distance of up to
six kilometers from schools.
There will also be no management quota in admission to any of the
schools.This time five per cent seats will be reserved for employees of
the school and five per cent for the girls in co-educational schools,

which will be filled through, draw of lots of applicants residing within
the six kilometer area.
Like other schools, minority schools will also have to reserve 25 per
seats for the economically weaker sections of society.
The admission for the nursery classes will start from January 15, and
the last date for submission of applications will be January 31.
Nursery admissions in Delhi: 5 %

paperwork in order.The coming year has good news for those who are
seeking nursery admission for their daughters.
According to new rule, now 5% of total nursery seats in private
unaided schools will be reserved for girls, and will be filled through a
draw-of-lots out of all registered girl applicants residing within 6km
range.
Though some parents and schools have welcomed this move, schools
with healthy sex ratio feel separate quota will not help in the female
education system.
However, before putting this rule, the government should have not
forgotten parents with single child with boy as sex. One such parent
said “ Is it a crime that our first and only child is a boy? As a child to
parents who studied outside Delhi, my son will not get any points for
alumni and sibling. And to add to our woes, there will be 5% quota for
girls. This is injustice?” she says.
With ‘distance’ carrying the maximum points in the current points
system, parents are readying a set of documents to serve as address

proof. Earlier, many schools would allocate points - typically 5 though
there was the odd one assigning as many as 20 to a girl child.
But other principals of schools who have the clientele which don‘t
differentiate between boys and girls wonder how this means a step
forward for their specific institutions. Tania Joshi, principal of The
Indian School, isn’t against this provision either but argues that such
measures are “more appropriate for government schools.”
Government amends AICTE ActThe eight month old Supreme Court ruling on the All India Council of
Technical Education (AICTE) Act reducing much of its powers, has
been amended by the Government. The AICTE, in charge of
maintaining the standards of technical education in the country,
began in 1945 as an Advisory body. AICTE received statuary status in
1987 however a recent Supreme Court ruling stripped many of
AICTEâ??s powers stating that colleges affiliated to a University do
not come under the category of technical institution.
The decision for the amendment was announced by Higher Education
Secretary, Human Resources Development Ministry, Ashok Thakur.
Until the AICTE act is officially amended a temporary arrangement
has been set up under which AICTE will set standards for technical
Institutes and the respective Universities will provide affiliation. The
institutes would still need to be assessed from National Board of
Accreditation.
Although the Law Ministry has given their approval for the
amendments and interim arrangements regarding AICTE it will still
take time due to the Lok Sabha polls. The plan to coordinate between
AICTE and University Grants Commission (UGC) will be finalized at a
AICTE UGC meet on 10th January 2014 under the committe head,
Ashok Thakur. The AICTE accreditations are relevant for the following
fields: Engineering, Technology, Architecture, Town Planning,
Management, Pharmacy, Applied Arts and Crafts, Hotel Management
and Catering Technology at different levels for training and research.

The cities adding the most high-paid jobs
Since 2009, nearly a quarter of all new jobs in the U.S. — more than 1.1
million — have been in just five low-skill occupations, according to the
most recent data from Economic Modeling Specialists International: food
prep and serving workers (which includes fast food); personal care aides;
retail salespersons; home health care aides; and waiters and waitresses.
Fifty-three percent of new jobs since the end of the recession have come
in occupations that pay less than $13.83 per hour. Still, the further
removed we get from the recession, the more high-wage job growth is
likely to pick up — and with it will come more jobs and better earnings
potential for lower-skilled workers. This trend is reinforced by the findings
of a new report from EMSI and CareerBuilder on America’s job outlook
through 2017. The report makes clear that the labor market is becoming
increasingly bifurcated, with the number of high- and low-wage jobs
expected to expand at or near 5 percent through 2017, while in the
middle-wage category, 75 percent of all occupations are projected to lose
jobs. Furthermore, for metro areas with strong projected job growth in
high-wage occupations, low-wage job growth — especially in the service
sector — is a natural corollary. This concept of high-wage and low-wage
job growth going hand-in-hand might sound strange, but it’s been well-
documented by regional economists. Jobs created in high-wage, export-
oriented industries do more than increase the number of well-paid workers
in those industries; they also lead to job openings in lower-paying service
industries in their city or region — which means more jobs for the baristas,
cashiers, and retail clerks who make up a large portion of any local
economy. These are the cities that we project will add the most high-
