• India is Queensland's fourth largest export destination with merchandise exports from Queensland valued at $6.1 billion or 11.4% of Queensland's total export value for 2011-12. The major export items from Queensland to India included coal and metalliferous ores, fertilisers, and vegetables and fruit.

• In addition to the strong demand for Queensland's natural resources, there is growing demand for Queensland goods and services with an increasing number of Queensland exporters securing business in India in the areas of mining equipment, technology & services (METS), environmental technologies, transport infrastructure, construction, education & training, agribusiness, creative industries, aviation and tourism.

• Long term, export opportunities for Queensland companies are set to increase with India currently the world's second fastest growing major economy and second most populous nation, projected to become the world's third largest economy overall after the U.S. and China by 2025. This economic growth will spur a rapid rise in India's household disposable incomes leading to a dramatic increase in consumption. The bulk of this consumption will be attributable to India's new middle class which is anticipated to grow from a number of 50 million in 2005 to 583 million by 2025.

• Coupled with India's economic growth is a rapidly increasing demand for energy. Unable to produce enough coal to satisfy demand for energy and steel domestically, India is a net importer of coal prompting Indian companies to pursue international investment in energy and resources projects. As a result, Queensland has received a substantial increase in Indian inward investment in the resources sector, with large Indian conglomerates such as Adani and GVK committing to multi-billion dollar projects in Queensland's Galilee Basin.

• Other major Indian companies that have invested in Queensland and have established offices include Pearls MiiHome, Jindal Steel, Shushan Steel, and Tata.

• The Australia-India Comprehensive Economic Cooperation Agreement currently under negotiation has the potential to expand trade in services between India and Australia. A comprehensive FTA could facilitate growth in services trade by reducing barriers faced by Australian service suppliers and by increasing regulatory transparency. It may also facilitate and encourage investment by reducing barriers, increasing transparency and enhancing investment protections.

• Recognising the growing importance of Queensland's bilateral trade and investment relationship with India, the Queensland Government established a Trade and Investment Queensland office in Bangalore in 2004, officially opened by the then Premier in September 2004. As well as having an office in Bangalore, Trade and Investment Queensland also has representatives in Mumbai and Kolkata who promote Queensland's world-class expertise, products and services and investment opportunities.

• I discussed with Mahindra ways to progress their current investment interests in Queensland and invited Mr Mehra to visit Queensland.

• Mahindra Group is a leading Indian engineering company. The Mahindra Group, based in Mumbai, has an annual turnover of over a billion dollars. Established in 2007, the aerospace division is focused on automotive and component design and manufacturing for both civil and defence applications. Mahindra Aerospace plans to become a leader in the global market in this field.

• I promoted Queensland's competitive advantages within the aviation and aerospace industries (both civil and defence related).

• I discussed the position of Queensland as a hub for aviation and aerospace for the Asia Pacific region.

• I invited Mr Mehra to visit Queensland and view what Queensland has to offer international investors.

• I promoted that business confidence in Queensland has increased to levels not seen before the global financial crisis and are largely driven by my Government's policies promoting strong fiscal discipline and reducing red tape and taxes.

• I confinned the Queensland Government's commitment to facilitating business opportunities between India and Queensland. It was strengthened by my commitment to lead my first delegation to India as Premier.

• I invited Indian investors to visit Queensland to explore trade and investment opportunities. I highlighted that the Queensland's economic environment and forecasted growth offers investors an ideal safe, long-term investment climate.

The Deep Blue Orchestra from Queensland University of Technology perfonned at the reception.

• The Adani group is a major investor in Queensland. The company acquired an exploration penn it for coal and is seeking approval to develop a greenfield coal mine (both open-cut and underground mines) in the Galilee Basin, supported by rail facilities to coal export tenninals at Abbot Point and/or Hay Point. The value of this investment is expected to be approximately $10 billion. Additionally, the Adani Group acquired a 99 year lease over the Abbot Point coal terminal for $1.83 billion.

• I thanked the Adani Group for:

inviting me to visit Ahmedabad;

hosting myself and my delegation, particularly this reception at Mr Adani;s private residence; and

providing a tour of his Mundra Port and energy facilities.

• I highlighted that I bought a business delegation of 75 delegates representing 66 companies from a diverse range of sectors including education and training, mining and professional services.

• I wished the Gujarat Government all the best with the Vibrant Gujarat Summit in January, a major investment attraction event hosted in Gujarat that I was invited to by the Chief Minister but unable to attend.

EVENT OVERVIEW

• As guest of honour at this GVK hosted reception I provided a five minute speech promoting the Queensland - India relationship, highlighting the strong Queensland -Hyderabad relationship, and Queensland's commitment to doing business with India targeting education and training, and the four pillars of the Queensland economy -resources, construction, agriculture and tourism.

• The reception was attended by approximately 150 people including my business delegation and local Indian companies.

• I thanked Dr Gunapati Venkata Krishna Reddy and Mr San jay Reddy for:

hosting myself and my delegation at the reception at Dr Reddy's private home; and

showcasing their Emergency Management and Research Institute operations;

• I indicated that Queensland shares a special relationship with Hyderabad through the Sister City Agreement and the numerous Queensland companies doing business in the city.

• I indicated that during the October 2010 visit as the Lord Mayor of Brisbane, I visited the Indian Green Building Council in Hyderabad, including a tour of their building, and that there are many synergies in the sustainable building space between India and Queensland.

• I highlighted India is Queensland's fifth largest trading market and is an important market for Queensland across a number of export sectors in particular education and training, mining, agriculture including food and beverage, construction and tourism.

MATTERS DISCUSSED

• This meeting was an opportunity to meet with the Chairman of Coal India Limited (CIL) who was appointed in April 2012. It was also an opportunity to promote Queensland for resource investment and as a global hub for mining equipment, technologies and services (METS).

• I thanked the Chairman for the meeting and congratulated the Chairman on his appointment earlier this year.

• I sought a briefing on the Indian mining sector, its current landscape and future plans for CIL.

• I invited the Chairman and his team to visit Queensland and encouraged them to consider Queensland for innovative METS solutions. A number of Queensland companies and organisations are already working with CIL.

• I indicated that my delegation included a large group of business representatives from the resources and METS sector. I also acknowledged that CIL supports I MME.

• I highlighted the METS companies participating in the Queensland mining trade mission to the IMME in my discussions. Opportunities exist for Queensland METS companies to become a part of CIL's supply chain.

• I promoted Queensland as an attractive investment destination with good prospects in the mineral and energy sector, high quality geoscience industry cluster, excellent Asia-Pacific region access, low tax, high growth, and a highly skilled workforce.

• I was a key note speaker representing Australia at this flagship Oz Fest India business event on Australia-India Trade and Investment Opportunities in Mining. I delivered a 15 minute speech promoting Australia as a leading mining region.

• This was also an opportunity to promote investment in Queensland's resources sector and Queensland as a global hub for mining equipment, technologies and services (METS). A number of Queensland METS companies attended this event as part of a separate Queensland mining trade mission.

• Oz Fest India is the biggest Australian cultural festival ever staged in India. The Oz Fest program also includes business activities which this event fell under.

• I congratulated DFAT for successfully organising Oz Fest India and Austrade for organising this event under the Oz Fest banner.

• I highlighted Australia as a leader in the global mineral industry, due to abundant mineral resources, skilled industry professionals, advanced extraction processes and cutting-edge technologies.

• I highlighted that Australia's resource industry has helped it become a world leader in the development and manufacture of mining equipment, technology and services (METS). Australian firms are competitive right across the supply chain.

• I promoted synergies between India and Queensland in the International Mining and Machinery Exhibition (IMME) and resources sectors and highlighted the trade and investment opportunities available as a result.

• I encouraged the audience to visit the Australian pavilion at the exhibition to meet with Queensland and other Australian companies.

Interview with Campbell Newman, Queensland Premier, who talks about his recent visit to India. He notes that Gold Coast Airport passenger numbers have increased, and notes that Qantas, Etihad, Scoot Airlines, China East and China Southern have all recently committed to new flights into Qld airports. He believes the government's attack on red tape is generating results in the housing sector, and notes that there are Galilee Basin projects from Adani and GVK. Of Clive Palmer's projects, he says Palmer needs to put in a proposal that ticks the boxes. He says that Indian companies are not concerned about the current coal price turndown, as they are planning investment for energy security 50 years ahead. Hardgrave talks to Campbell Newman, Queensland Premier, who discusses the trade mission he has embarked on in Hyderabad, India. Newman says that the week long trip is about investment and jobs for Queenslanders. Hardgrave and Newman discuss the importance of a close economic relationship between Queensland and India. Newman says he wants to promote materials, agriculture, expertise and tourism exports. They discuss the coal mine investment being proposed by the Adani Group in the Galilee Basin, west of Emerald. The mine will probably be the biggest export coal mine in the world, hauling 60m tonnes a year in order to provide energy for India. Newman mentions that he was with Martin Ferguson, Federal Minister for Resources, Energy and Tourism, during the meeting with the Adani Group. He talks about his upcoming meeting with the Chief Minister of Andhra Pradesh and the Mayor of Hyderabad, and the signing of a memorandum of understanding of education collaboration between Griffith University and the Indian School of Business. Skills Tech Australia will also be signing a deal to provide mining technology and training to India. Hardgrave mentions comments by Ray Hopper, former LNP MP, about Newman being a puppet of Jeff Seeney, Queensland Deputy Premier and Tim Nicholls, State Treasurer, who ordered him to India. Newman denies these claims. Newman comments on the departure of Carl Judge, MP for Yeerongpilly, from the LNP, saying that he has asked lan Kaye, MP for Greenslopes, to take responsibility for the needs of Yeerongpilly, and that he will seek a replacement for Judge. Newman mentions that he is attending the COAG meeting in Canberra with Julia Gillard, Australian Prime Minister, saying that his government has a plan to cap rising electricity prices, and that they don't agree with the Prime Minister who, according to Newman, wants to cap prices through privatisation or price deregulation.

Premier Campbell Newman flew to India last Thursday on his nrst overseas trade and investment mission with 76 senior business representatives.

He said the mission would showcase the slate's best in mining, construction, inii·a­structure, agriculture, tourism and the arts.

"Education <.md training rorms another intet,'l'al part of our cultural and economic relationship, with Queensland hosting more than 1:--l,OOO Indian students in 2011," Mr Xew­man said.

The mission includes Mumbai, Gujarat, Ahmedabad, Hydcrabad and l<.olkata.

Study Cain1s president Carol Uoyle said India was a key source of students.

"We would l1ave loved to have gone hut couldn't afford it," she said.

"It actually was free for education pro­viders, there were no costs to attend the vari­ous forums but we would have had to pay lOr accommodation and other expenses which v;muld have been about $4000. We don't have Lhe funds.

"It certainly was on the radar and we were invited. We commend Premier Campbell .t\ewman for organising the mission."

Mine a solution, not a sell-out says Premier

CLAIMS by controversial talk-back personality Alan Jones that Queensland was "selling out" to Indian mine developers have been cmmtered by Premier Campbell Newman.

Mr Jones told listeners on Monday the massive Carmichael Mine, to be built west of Emerald in the Galilee Basin, was an example of putting short-term mining gains ahead of agricultnral interests.

He said for Premier Campbell Newman and Resources Minister Martin Ferguson to support the plan was a "betrayal of ordinary Australians".

Mr Jones discussed both politicians being toured around India by international powerhouse Adani, which is developing the mine.

The broadcaster warned floodplains and farms would be split by Ad ani's 400km rail line from Alpha to Abbot Point in central Queensland.

It would also destroy the environment, he said.

Speaking to APN from India earlier this week, the Premier said despite having "the utmost respect" for Mr

Jones, he did not agree with the shock jock.

"It's a symbiotic relationship," Mr Newman said.

"If we want to leverage the things we have that give us international trade, we have to go after these projects.

"We need jobs for Queenslanders, not just at the mine but for boilermakers, fitters and turners and concreters.

"If we say no, it's like this: it won't happen."

Adani's Carmichael Mine is expected to create 5000 jobs during construction and 4000 jobs once operating.

Adani deal QUEENSLAND companies are continu­ing to secure major contracts to provide mining equipment and services in the development of Adani Group's Queens­land operations, including Abbot Point.

Premier Campbell Newman announced at a media conference at Adani Group's port facility in Mundra, India, Sinclair Knight Merz would be supplying its engineering services to the Group.

"Sinclair Knight Merz is one of the Queensland companies that has contrib-

uted to our international status as a centre of excellence for mining, and is now providing its services in major infrastructure developments to overseas companies," he said.

"The company has been commissioned by Adani Group to provide engineering services for the development of the Abbot Point port expansion, supporting Adani's proposed plans to develop Queensland's Galilee Basin into a leading resources hub."

INDIAN powerhouse Adani has enthu­siastically affirmed its plans to hire up to 9000 workers as it spends $10 bil­lion on a mine, railway and port in Queensland's central west.

It is a sharp contrast to others, in­cluding BHP Billiton and Rio Tinto, which both flagged a more restrained approach in announcements last week.

In a statement, Adani celebrated the end of its exploration phase for the Carmichael Mine, a phase which found its land in the Galilee Basin, west of Rockhampton, to be the lar­gest single coal province in the world.

Carmichael will mine 60 million tonnes of coal for electricity produc­tion per year, dispatching it over a 400km rail line to Abbot Point, near Bowen.

The firm is also developing a giant export terminal at Dudgeon Point, south of Mackay.

Adani Group chairman Gautam Ad ani showed Premier Campbell New­man and Resources Minister Martin Ferguson around the firm's massive port development in Mundra, India.

This would be where Queensland's coal would arrive, before being fun­nelled into a nearby power station.

In a phone interviewfrom India, Pre­mier Newman told APN he believed Ad ani would move quickly so it could benefit from the caution shown by its multinational competitors.

With suppliers to the industry now facing a slowing demand, Adani will purchase more for less.

"The irony for Adani, which has a long-term vision, this is the time to build the infrastructure they need at a lower price," Mr Newman said.

The Premier, Mr Ferguson and al­most 80 business representatives toured the Mundra project - a deve­lopment that wowed Queensland's top politician with its linked port and power station.

"I have seen a Jot of ports in my time, but judging how big it will ulti­mately be is staggering," Mr Newman said.

"(The power station) will be burning Queensland coal.

"It is the largest power station I have seen anywhere in the world.

"It's twice the size of the largest in Australia."

never doubted Adani's intentions. The Carmichael Mine will ideally de­

liver its first coal for export in early 2016, with Adani keen for an approval by mid-2013.

Carmichael's firstexportswilllikely follow closely behind those of the nearby GVK Hancock's Alpha Project­a mine also exporting from Abbot Point.

Federal Resources Minister Martin Ferguson and Queensland Premier Campbell Newman travelled to the sub-continent for the announcement by Indian-based infrastructure company The Adani Group that it's ready to proceed with a multi-billion dollar mining project in the Galilee basin.

The Adani Group has completed a comprehensive geotechnical field investigation to define the coal resource at Carmichael Mine, which at ten billion tonnes, worth an estimated $10 billion, makes it the largest coal tenement in the world.

The company says the project will include the construction of a mine, rail and port infrastructure and create 4000 long-term jobs.

The Adani Group chairman, Gautam Adani, said the company's partnership with Australia and Queensland had been one of "exceptional trust, transparency and understanding".

"Australian industry and the Indian corporales like the Adani Group have some distinctive synergies, which will prove to be of mutual benefit to all in the long run," Mr Adani said in a statement on Sunday.

"The Adani Group stands committed to setting up world-class infrastructure facilities such as a mine, railway and port in Australia."

Mr Newman said India was now a "trading ally". "As India's industries ccntinue to grow, so do the opportunities for partnerships between our regions.

India has become more to Queensland than a mere trading partner. We are now trading allies," the premier said.

The Adani Group has already invested $3 billion in its integrated Australian projects and is expected to invest a further $7 billion over coming years.

The group is operating Abbot Point coal terminal near Bowen which it acquired in 2011 and is planning to increase its annual capacity to 120 million tonnes from the current 50 million tonnes.

The coal from the Carmichael Mine will be transported via the 400km railway line to Abbot Point for export to India.

QLD:$10 billion coal boom for Qld

Mr Newman told State Parliament 75 representatives rmm 66 companies would accompany him on the trip which will take in Mumhni. Mundra. Ahme(lahad. Hyderabad and Kolkata.

"This mission is about opening doors for Queensl:md companies with some of 1ndia·s key decision-makers," Mr Newman s<~id.

As Mr Newman allempls lo open doors for Queensland business, his party will attempt to preselect new candidates to run against Yeerongpilly MP C:1r! .Judge and Gaven MP Alex Douglas. who oll"icially closed the door on the LNP during a dramatic final parliamentary silting.

The trip was announced in October hut Opposition Leader Annastacia Palaszczuk said under the circumstances, the Premiet· should remain in Brisbane.
