MAYILADUTHURAI UNITJune meeting of the unit was held on 18.06.2017 at 10 A.M. in
Arivalayam Matriculation Higher Secondary School, Mayiladuthurai.R.Gnanasekaran presided over the meeting. Two minutes silence wasobserved as a mark of respect to the departed member of our unit Prof.J.Varadarajan (Retd. HOD of History, AVC.College) on 21.05.2017.The following condolence resolution was passed “Resolved to condolethe sad and sudden demise of Prof.J.Varadarajan (Retd. HOD of History,AVC.College) on 21.05.2017, Sunday. We pray his soul to rest in peace.The unit also conveyed its deep condolence to the members of the breavedfamily”. Prof.M.Karunanidhi spoke of his long and close associationwith Prof.J.Varadarajan. Forms for issue of ID card by the treasurywas issued and it was decided to collect and handover the same to thetreasury. Prof. R.Padmanandan (Retd.Prof. of Tamil, AVC. College)joined the unit and he was invited by the members by clapping theirhands. Unit office bearers were requested to follow the issue of Form– 16 with the Treasury. Dr.S.Arunachalam hosted a high tea for themembers. Prof.K.Ambalavanan, Joint Secretary thanked themanagement of Arivalayam Mat.Hr.Sec.School for their kind gesturefor allowing the unit to hold monthly meetings in their school,Dr.S.Arunachalam for hosting the tea and to all the members for theirgracious presence.

CHENNAI UNITPrior to the monthly meeting, the executive of Chennai Unit met
and finalized a list of recommendations to the general body (a) ForTANRECTA state EC meetings the unit secretary shall be paid TA/DA. (b) For seminar/conference in and outside Tamilnadu, the Secretary
and the President will be eligible for TA/DA and other expenses. c) ForTANRECTA conference, any member who attends shall reimbursedthe delegate fee and room rent. (d) For AIFRUCTO conferences, onlythe delegate fee shall be reimbursed to all members who attended thesame. (e) DA per day shall be Rs 300/-. (f) For follow up, the secretaryand president shall be paid transport and other incidental expenses. (g)Payments of subscription online is hereafter permitted. The payee shouldspecify his details in the remarks in order to enable the treasurer toidentify the payee. An assessment of the Dharna held by the state TANRECTAChennai in May 2017 was made. It was felt that the Dharna was verywell organized. Many trade union leaders from different associationsaddressed the gathering. Special thanks to Dr. Parthasarathy, Dr. Palani-andavar and his team who made all the arrangements for the dharna.
A suggestion was made to offer books on thirukkural to honourmembers on birthdays and other occasions. It was also decided to formgroups of members for important areas in and around Chennai and allotan EC member to coordinate the activities of their respective groups.
The general body meeting started at 4 pm with Dr. Swaminathanin the chair. A condolence resolution was moved by Dr. Partha Sarathyfor the member M.V Chengalvarayan, who passed away recently.
The president, Dr.V.Swaminathan in his presidential address speltout his views on various current national and inter-national issues includingissues relating to higher education in Tamilnadu and India. The secretarybriefed the house about the decisions of the EC and general bodyapproved the same. The treasurer, Dr. Hilda presented the financialposition of the unit.
Issues relating to appointment of VCS, amalgamation of theUGC and the AICTE and other issues realting to higher education inTamilnadu and India were briefly discussed. Dr.CR Ravi was nominated

to look into the legal aspects of the Chennai unit in connection with thepending issues in the high court and also for filing future cases on behalfof our unit members. He will also liaision with the TANRECTA advocateMr. Subramanian on various legal issues.
A website “tanrecta.com” has been created for more effectivefunctioning of our unit. Members who have already submitted their biodata for inclusion in the data base can view/edit their profile. Those whohave not submitted the details may do so online also. The details yousubmit are confidential and purely voluntary. Without the consent of themembers, no detail will be uploaded by office bearers on the website.
As per the commitment already made by the unit, we shall striveto plant trees in Quide Millath college campus, which was ravaged bythe cyclone in Dec 2016. The next meeting shall take place on 8th July,2017 at 4pm at Ouide Millath college.

A month has elapsed since AIFUCTO delegation met Hon’ableHRD Minister Shri Prakash Javadekar. Despite his assurances that therecommendations of the 7th UGC Pay Review Committee is on fasttrack and also under serious considerations, would be out in a month’stime, there is no such indication or communication from the Ministry orCentral Government on the same. Six lakhs College and Universityteachers across the country feel betrayed at the prolonged delay on theassurances given to AIFUCTO delegation on 10th May,2017. In twoletters sent to the Minister on 31st May & 12th June, 2017 ,requestinghim again to look into the matter and informed him about the forthcomingNEC in Bombay, scheduled on June 18, 2017.AIFUCTO President Prof.Kesab Bhattachrya and General Secretary Prof. Arun Kumar, in a pressstatement issued here said that University & college teachers of thecountry are now being compelled to launch a countrywide agitation forfulfilling their long standing and rightful demand. The pathetic attitude ofthe government is an insult to the dignity of the teachers who areinstrumental in shaping the future citizens of India.
Prof. Bhattacharya and Prof. Kumar expressed resentment onlaziness and irresponsible attitude of the HRD Ministry and once againrequested the Govt. to expedite the publication and implementation ofthe 7th UGC PRC recommendations as assured to AIFUCTO. Theysaid that 7th CPC was much earlier implemented for Central employeesand many state governments have hence forth started implementing thesame for their employees .Only the university and college teachers havebeen left out. Teachers’ Representatives from almost all state universitiesof the country will participate in AIFUCTO’s proposed NEC meeting on18th June, to be held in Kalina campus in Mumbai. They will review thewhole situations and will certainly decide future course of actions,including the higher forms of agitations for fitting reply to the patheticattitude of the Govt. AIFUCTO notes with deep concern that the centralgovernment is going to constitute a new regulatory authority HEERA(Higher Education Empowerment Regulatory Authority), much in thesame way like the NITI Ayog. This body will replace the UGC andAICTE. The entire efforts is undemocratic and there is total lack of
transparency. AIFUCTO sees behind the move .there is intensiontowards complete centralization and bureaucratisation of highereducation by completely taking over the reins of the HRD. MHRD mustdiscuss all the issues thoroughly with stake holders also in parliamentbefore such legislation and should not go ahead with authoritarian attitude.
The proposal for graded autonomy for university and collegesand categorisation of universities into 1, 2 and 3, is another dangerousmove to create division among the ranks of the teachers and make easierthe path of privatisation of higher education. In this way the governmentis trying to ease the burden of financial responsibility, a move alreadyinitiated through drastic cuts in budget allocation of education. It iscertainly the heinous attempt to make easy entry of corporate sectors &Private investors in the field of education only for profits. This step ofthe Govt. is clearly for dismantling the total public funded education innear future. Making NET, SLET or BET compulsory for pursuing Ph.Dwould indefinitely hurt the cause of academics as many deservingcandidates who could not qualify in these examinations for many reasonswould be deprived. This move is an attempt to thwart the march ofhigher education and research among a very large section of the educatedIndians.
AIFUCTO strongly denounces such anti people, anti-teacher,anti-students move by MHRD. AIFUCTO opposes the clandestineattempt of MHRD and central government to throttle higher education.It earnestly appeals to central government to abandon such heinous designor move towards dismantling such established institutions like UGC andAICTE. MHRD must initiate dialogue with stake holders includingAIFUCTO before taking such drastic decision.

The issue of prolonged delay in the publication of
recommendations of Seventh UGC Pay Review Committee and other
long pending demands also came up in a big way in the NEC meeting.
College and university teachers across the country feel betrayed at the
prolonged delay as well the Minister’s recorded assurances to be finalised
within a month’s time. The issues of Pay scale & service conditions for
Adhoc/Temporary/Part time/Guest lecturers along with teachers working
in different self finance courses in colleges and universities across the
country had been thoroughly discussed .NEC of AIFUCTO unanimously
resolved to go for direct action against central government’s apathetic
attitude towards teachers and higher education at large. AIFUCTO
resolved state level conventions on 12 July, 2017 to observe
“Nyay Diwas” (Justice Day) for sensitizing the issues among
teachers across the country .It also called for a massive march and
rally at Jantar Mantar, New Delhi on 24th July, 2017.
AIFUCTO appeals all its affiliates, members , teachers &
sympathisers to make the agitation programme a grand success in a bid
to save public funded education system of the country.

Friends, AIFUCTO successfully concluded the National Executive
Committee (NEC) meeting between June 17 and 18, 2017 hosted by
BUCTU to commemorate its Golden Jubilee (1966 – 2016)in the
auditorium of Green Technology Building, Kalina Campus, Bombay
University. The NEC meeting on Sunday June 18, 2017 was preceded
by a one day National Symposium on: “Towards Formulation of an
Alternative Democratic & Secular Education Policy”. AIFUCTO
President Prof Keshab Bhattacharya and General Secretary Prof Arun
Kumar apprised the members about the developments that took place in
the last few months. Prof Arun Kumar expressed his anguish at the way
the central government is pushing Indian higher education towards
privatisation and corporatisation, ridding itself of all social and financial
commitment towards promoting higher education . The sinister designs
are sought to be legitimised through such actions like doing away with
long established institutions such as UGC and AICTE and replacing them
by such bodies like HEFA(Higher Education Funding Agency) and
HEERA(Higher Education Empowerment Regulatory Authority).
