A stakeholder means every individual or entity that has or per- ceives themselves to
have a stake (an interest) or that is im- pacted by a project, study etc. Members of
the public potentially impacted by a project are stakeholders. Note: Native American
Tribes that have an interest or “stake” in any issue should not be referred to as regular
TRAINING EXAMPLE FROM USACE/FWS COURSE: CAPACITY
BUILDING IN COLLABORATION AND CONFLICT TRANSFORMATION
Seek to shift our work with partners/stakeholders to an “Integrative Power” model
From:
“Power over” –
the ability to compel
someone to do something…
to
“Power with” - the effectiveness of joint or cooperative action. Sharing resources and/or decision-making to achieve a mutually beneficial outcome.

STRENGTHENING COLLABORATION AND COOPERATION BETWEEN USACE
AND NATIVE AMERICAN TRIBES FOR WATER RESOURCE MANAGEMENT
The purpose is to:
a) identify and assess policy and procedural impediments experienced by USACE and Tribes
when USACE is working to support Tribal Nations in Civil Works studies and projects, and
b) to identify policy, procedures and tools to improve cooperation and collaboration between
USACE and Tribes regarding projects and partnerships, with a specific emphasis on water
resource planning and management for Native American communities.
To accomplish these objectives, IWR (CPCX) is working in partnership with the USACE Tribal
nations technical Center of Expertise (TNTCX)
