FSUE “RosRAO” was established on June, 11, 2008 as result of reorganization of separated 15 RWM centers (Former “Radon” system)
The former 15 districts were incorporated into seven territorial branches as its departments.
Environet kick-off Meeting, IAEA, November 23-27
“RosRAO” today
“RosRAO” is the only specialized RW Management enterprise operating in Russian Federation on a national scale.
Basic activities:• Collection, transportation, treatment and long-term storage of RW • Radiological monitoring and radioactive control• D&D and Site remediation
Environet kick-off Meeting, IAEA, November 23-27
“RosRAO”. Strategic goals
The main goal is to solve problems of accumulated and operational RW all over the country.
The strategic goals of “RosRAO”:•Survey long storage sites in order to define an amount of RW to be
disposed; •Inventory of existing RW management technologies; •Creating the new system of long-term storage and final disposal facilities;•D&D and Remediation of contaminated sites in the framework of Federal
Target Program on nuclear and radioactive security in 2008 and for the period until 2015.
Environet kick-off Meeting, IAEA, November 23-27
Technologies inventory Management
“RosRAO” received a lot of old sites facilities including processing building and storage facilities which was constructed 40-50 years ago.
The problems of legacy sites.
Old sites, without acceptable control during decades;Complex contamination: buildings, equipment, soils, tailings,
storage of RW;No correct data and records
Environet kick-off Meeting, IAEA, November 23-27
Main tasks for safe operation are:
•Systematization of the RW types produced in each federal district
and transported to “RosRAO” sites; •Present conditions of historical long-term storage facilities;•Analyze and choose different types of equipment which is necessary
for application at different sites depending of amount, structure of RW, climate and territorial conditions;
•Developing of ideology of application mobile or stationary equipment for waste treatment and storage facilities;
•Creation, training and equipment of special teams for D&D and site remediation Projects
Environet kick-off Meeting, IAEA, November 23-27
Legacy Sites – Work in Progress
“RosRAO” participate in the Federal Target Program on nuclear and radioactive security in 2008 and for the period until 2015 in the part of remediation of legacy sites:
• Remediation of the tailings of Chepetsk mechanical plant OJSC “TVEL”;
• Remediation of contaminated facilities on territories of the Vernadsky Institute of Geochemistry and Analytical Chemistry RAS (Moscow);
• Institute of Chemistry and Technology of Rare Elements and Minerals RAS (Apatites);
• Remediation of an area of Novosibirsk Chemical Clean Coals Plant OJSC “TVEL”;
• Removal of liquid RW (288 cu m) from the emergency tank from the territory of the State Institute of Applied Chemistry (St. Petersburg);
• Participation in decommissioning of Beloyarsk NPP.

Work in progressKirovo-Chepetsk chemical combine
Geography: Kirov Region, JSC Kirovo-Chepetsk chemical plant named after B.P. Konstantinov
History: The hexafluoride and tetrafluoride uranium production for the defense industry programs
Description: Buildings and facilities, storages for LLW and ILW, contaminated territory, tailings inside big chemical combine operated wit non-radioactive materials .
Since March, 2009 the legacy site (contaminated area, buildings, storages of RW and tailings) has become a part of “RosRAO” as it’s branch.

Necessary works
Environet kick-off Meeting, IAEA, November 23-27
•Isolation of tailings•Construction of security barriers and screens•Decontamination/dismantling of buildings and facilities on the site•Construction of the modern RW storage
Work in progressPodolsk plant of nonferrous metals
Geography: Moscow region, Podolsk district,
History: One of the biggest radiation accidents in Moscow region has occurred as a result of a melting of sources Cs-137 which have arrived with the raw materials.
The contamination was detected in 1989.
Environet kick-off Meeting, IAEA, November 23-27
Work in progressPodolsk plant of nonferrous metals
Description:18000 m3 of slugs, soil, metal and concrete debris. Necessary works•The accomplishment of organizational procedures and research
works•Choosing the technology for separation of waste to minimization of
RW volume•Waste separation: RW is to be removed to on of “RosRAO”’s sites.
