HOW THE PSRA BEGAN
There is a sound of thunder afar, Storm in the south that darkens the day! Storm of battle and thunder of war! Well if it do not roll our way.

Tennyson wrote that piece in 1860 (originally called ‘Rifle Clubs’), at a time when the French were causing anxiety in Europe, leading to the formation of the National Rifle Association, the Volunteer Forces, and cadet corps in several public schools. A few prep schools were a part of this movement: shooting was taught at Temple Grove in the 1870s, while at Mostyn House there was a cadet corps in 1860, and a more effective one, which learned shooting, from 1872. The outbreak of the South African War in 1899 caused a much greater fervour of military zeal and the idea of inexpensive club shooting using miniature (or small bore) rifles was vigorously advocated by Major-General Luard. He influenced the Prime Minister, Lord Salisbury, to speak in 1900 of the need for civilian rifle clubs: “Without stirring from their homes the people of this country shall be able to practise rifle shooting so that when the danger comes there shall be a force which no enemy could despise.” Luard founded the Society of Working Men’s Rifle Clubs in 1901 and it amalgamated in 1903 with the British Rifle League to form the Society of Miniature Rifle Clubs. The SMRC changed its name to the National Smallbore Rifle Association (NSRA) in 1947.
At the same time that miniature rifle shooting was becoming very popular an even cheaper form of shooting became available with improved makes of air rifles. From about 1903, when the Birmingham United Air Gun Association was formed with 800 clubs and 25 000 members, air rifle shooting became enormously popular, largely as a pub sport like darts. In 1907 the Birmingham Association became the National Air Rifle Association and affiliated to the SMRC. One of the advantages of a school cadet corps was that carbines and ammunition could, with perseverance, be obtained from the War Office. Since 1893 A.G. Grenfell’s boys at Mostyn House had been firing Martini-Metfords with ·303 cordite ammunition; in the absence of other schools which used these weapons they shot

matches with adult volunteers. When shooting suddenly became nationally popular Grenfell persuaded the adjutant at Eton, Captain Soltau-Symons (who was secretary to the Public Schools Ashburton Committee) to arrange an annual match for prep schools using ·303 carbines at 100 yards. This idea was advertised in February 1905. The public interest in smaller and cheaper weapons was encouraging a host of manufacturers to produce better designs. Several prep schools, including Grenfell’s, had tried the new ·22 miniature rifles and in July 1904 Herbert Bull of Wellington House had written to the ‘Preparatory Schools Review’ about them. He suggested that some rules should be drawn up under which prep schools could shoot matches, but at that time the bore had not become standardised and there were ·22, ·23 and ·245 rifles on the market. Bull’s suggestion, like Grenfell’s ·303 proposal, elicited small response. THE ASSOCIATION IS FORMED At this moment A.G. Grenfell met an enterprising Manchester sports dealer called Robert Ramsbottom. His speciality was air rifles and he had helped to form and equip over 300 clubs in the membership of the North British Air Rifle Association. He and Grenfell jumped at the chance they offered each other; in July 1905 all 411 prep schools were circulated with an invitation to join the Preparatory Schools Air Rifle Association and with it went a reply-paid postcard asking for a free trial of Ramsbottom’s air rifle kit: two rifles, stop butt, targets and pellets. The novelty, low price, the free trial and Ramsbottom’s organisation did the trick and 99 schools had joined by December. Grenfell was secretary but Ramsbottom’s firm did the work.
One factor in the success of the new Association was the patronage of Field-Marshal Lord Roberts, VC, the most famous soldier of his time. He was an intense advocate of accurate marksmanship
although his further aim was universal military training. In 1904 he retired as
Commander-in-Chief of the army in order to preach these aims and he became patron of the SMRC in succession to Luard. In July 1904 Grenfell wrote to him (he may have had an introduction from his cousin Field-Marshal Lord Grenfell) and Roberts replied: “I am much obliged to you for sending me the results of rifle shooting carried on by little Preparatory School boys.”

Then, as now, the doves were quick to dispute with the hawks and some were put off by an article in the ‘Public Schools Year Book’ for 1906 with the fearsome title ‘Military Efficiency in Preparatory Schools’. This was inspired by Roberts’ view that “...it is of paramount importance that those who are concerned with promoting rifle shooting should constantly keep before their minds the absolute necessity for drill and combined training together with discipline...”. When Roberts became President of the PSRA he took care to placate the doves: “I would then earnestly express the hope that those of you who have hitherto held back, perhaps from a feeling that learning to shoot might encourage militarism, will disabuse yourselves of that idea, for I am quite certain that there is no foundation whatever for it”. His view was expressed with the most balance in his address to the PSRA’s AGM in 1910: Many of the men who, all honour to them, volunteered for service in South Africa had no knowledge of drill or discipline and could not shoot and were in consequence of no use. It was realising this that made me so anxious to point out to the country what an absurdity it is to think that untrained men can come forward suddenly in time of danger, however excellent may be the spirit that animates them, and prove of any value. Of course many of your boys may never become soldiers, may never be called upon to use their rifles: but on the other hand the mere fact of teaching them to shoot and use the rifle not only trains the intelligence but also gives them pleasure and I think it also teaches them a sort of discipline which is very valuable to them in every way. Meanwhile the ·22 users asked Captain Soltau-Symons to arrange a meeting of interested headmasters in December 1905. Thirty came, one of whom represented fourteen others. This meeting agreed to set up a Preparatory Schools Rifle Association and it was intended from the start to incorporate the Air Rifle Association already formed. In February 1906 the first Annual Meeting was held and the PSRA was formally established. THE GROWING PAINS Many headmasters who welcomed shooting as a sport disliked the idea of over-competitiveness. Many schools then had 50 boys or fewer and they may not have relished being swamped by the few large ones like Grenfell’s Mostyn House with 100 boys. Although the air rifle schools had agreed to a straightforward competition between teams of eight, the ·22 rules at first required that a team of one-fifth of the school’s total numbers should compete, with a minimum of eight, and the average score should count. After the first match the rule was altered to specify one-sixth of the school’s total and by

1908 the ·22 matches were being shot simply by teams of eight. This uncertain beginning ensured that many more teams entered for the air rifle matches than for the ·22 competitions in the early years. The decision to send out marked targets was probably reached early. In 1907 a correspondent wrote, “I have heard that one team in the last competition used the whole week in ‘making up cards’ and sent up the best.”
In those days most schools had a ‘Sergeant Instructor‘ on the staff who took drill and various kinds of sport, including shooting. These sergeants were not trusted to conduct a shooting match fairly and, indeed, were specifically banned from taking sole charge by the rules. At first the committee wanted a master from another school to supervise at the firing point but this requirement was modified to “the Headmaster or his responsible deputy”. One odd feature of the rules was that membership of the PSRA was open to “any Preparatory School which is eligible for membership of the Preparatory Schools’ Association so far as concerns the ages of the boys”. Why headmasters who were all members of the APS should have provided a loophole for other schools, similar but outside their Association, is not known. Because of it we still had, until recently, a few member schools who were not in the IAPS.

ADMINISTRATION Until 1930 the PSRA was run by a committee of seven headmasters, who had to be living within 40 miles of London to cut down expenses. The rules required that they were voted into office each year and this certainly happened up to the First World War. Three of the committee members who served until 1930 had attended the inaugural meeting in 1905; one of them, E.L. Browne of St. Andrew’s Eastbourne, had been on the first steering committee of both the air rifle and the ·22 sections. In 1930 all but one of the old guard retired and a committee of three took over; they were required to live within 100 miles of London. By the time of the Second World War the notion that the committee should be in any way controlled by the members had been forgotten, and it was treated as a sub-committee of the IAPS. The war years and their aftermath must have thrown up grave difficulties and the surviving evidence suggests that there was little positive direction and some danger that the PSRA would collapse from apathy. Enter Michael Pardoe as chairman in 1968 who was to rescue the Association from this threat. He was himself a working shooting coach and he ensured that his committee was composed of the same. The affairs of the Association were examined, re-evalued and brought up-to-date where necessary, with healthy results for both the membership and the standard of shooting. Although our rule book always specified an annual general meeting only one is known to have been held between 1917 and 1946! Since 1968 they have been held regularly and since 1980 the principle that the committee must stand for election by the members has been restored. In 1905 Captain Soltau-Symons offered his services as secretary and treasurer and those of his RSM at Eton as assistant secretary. From then until 1987 the PSRA was administered from Eton. The advantages were that we had independent scoring and a constant address; but there were also disadvantages. The adjutant at Eton was changed every two or three years with a lack of continuity in our affairs as a result. In 1987 it was felt on both sides that our long association with Eton should draw to a close. The committee of the PSRA, headed by Geoffrey Place of Mostyn House (Chairman 1981-1995), took full charge of its own affairs for the first time. Our first President, Lord Roberts, took an active part in our affairs until he died in 1914. After that it is unlikely that any president took much notice of us until recently. In 1919 the PSRA had no fewer than ten vice-presidents, most of them distinguished soldiers, and whenever a president died the next from this diminishing band stepped into place, possibly without knowing it. The survivor from this band had no idea, when contacted in 1969, who we were and what his position was supposed to be. So we found a real president in Lord Swansea, a distinguished rifle shot in international competition, who took a close interest in our doings until his death in 2005.

Although the ·22 competitions were always administered from Eton, Ramsbottom continued to run the air rifle competition until the closure of his firm in 1924. The man who had run the schools business, T.H. Binner, took it with him when he joined the firm of Stensby’s who continued to look after the air rifle competitions until 1957. After that they were run from Eton until an air pistol competition was started in 1977 by Barry Gardiner of Aldro who subsequently took on all the air competitions, running them with great efficiency. In April 1995 Barry retired from the PSRA committee and at the same time, after 26 years’ loyal service, Dr. Geoffrey Place retired as Chairman. His influence on the running of the Association, as well as his hard work, was evident in that it took two people to replace him: Chris Laughton as Chairman and Julian Berkeley as Secretary, joining Roger Sawyer (our Treasurer) on the committee. This team soon faced a real threat to our sport following a second firearms tragedy in the UK and it took a good deal of effort and persuasion throughout the latter half of the 1990s before the Government relented and allowed children to continue shooting. In March 1995 the first of the successful annual PSRA tournaments was held at Wellington College with ten teams competing. Eleven years further on the 2006 tournament celebrates the Association’s centenary, being held at Bisley, the home of shooting, for the second year running, thanks to the efforts of our new committee member Andrew Penfold. PROFICIENCY AWARDS Proficiency certificates were first awarded in 1908, each one being personally signed by Lord Roberts (do any still exist?). ·22 users had both 1st and 2nd Class certificates available, with a single certificate for air rifle shooters. The air rifle standard was high but as the 2nd Class certificate was all that was available to them it was little used. In 1964 an additional ‘Marksman’ certificate was introduced for ·22 users and then in 1970 all three certificates were made available for air rifle followed, in 1982, by air pistol shooters. The total increased to four with the introduction of the ‘Mastershot’ certificate in 1987. Up until the Second World War it was possible to buy PSRA badges for winning teams as well as replica shields (again, do any still exist?) and then in 1968 medals were awarded to competitors who achieved high personal scores. These were replaced in 1995 by miniature shields with a central medal which are purchased for marksmen achieving a high score in the main PSRA competitions.

THE PSRA TROPHIES The four principal trophies, the great shields, were specially made in 1906 for the Association in Birmingham. They are truly magnificent trophies and would vie with those offered for any other IAPS sporting championship. Originally the St. Patrick’s and St. David’s Shields were used for the ·22 and air rifle competitions respectively, as they are to this day, with the St. Andrew’s Shield being awarded to the top team at 100 yards and the St. George’s at 50 yards. Their original use continued for over seventy years until it was decided in 1979 that the dwindling number of teams able to compete at 50 and 100 yards no longer justified two trophies. The St. Andrew’s Shield then became the trophy for air pistol competition with the St. George’s Shield being awarded for combined scores at the two longer ranges. In 1985 it was used as an annual, rather than a termly, competition.
The Lord Roberts Cup and Bowl have had a more chequered career. We have heard that some headmasters were worried that small schools would be swamped in the competitions. In 1910 the Lord Roberts Cup was introduced as an award for schools of 30 boys or fewer. There could not have been many as small as this (the size of a modern state school class!) and in 1920 the limit was raised to 50 boys. The Lord Roberts Bowl, for similarly-sized schools using air rifles, was introduced two terms later in the same year, and its limit was also raised in 1920. In 1948 the Lord Roberts Cup was transferred to use as a trophy for the best 2nd VIII in the St. Patrick’s Shield competition. The Bowl, however, continued to be used for ‘small schools’; the limit was raised to 90 in
1958 and then to 100 in 1964. It is somewhat ironic that 100 pupils, considered amazingly large in 1905, should be seen as small some sixty years later! The Bowl finally followed the example of the Cup and, in 1979, became the trophy for the best 2nd VIII in the St. David’s competition. For some strange reason the Cup and Bowl were engraved with each other’s scores until 1946. Presumably they were wrongly engraved in 1911 and the switch of identity (but only in engraving, not the printed results) must have been maintained for the sake of continuity. This strange discrepancy came to light when the headmaster of Grenham House wondered why, when his school won the Bowl in 1966, he could find no record of the six times that Grenham House had won the Bowl between 1912-1914. The Cup was lost

during WWII so that we have no engraved winners (...of the Bowl!) before that date, although we know most of them from other sources. In 1947 a replacement Cup was presented by F.E. Chappell. The rules stated firmly that no school could hold more than one trophy until 1930 when the rules stated “In the case of one school winning more than one shield, the school which is second on the list may hold the shield for the term.”. Since 1970 schools have been allowed to hold whatever they win. Two trophies were donated more recently to reward schools which came second in the main competitions: R.B. Gardiner gave the St. Hubert’s Trophy in 1972 to be awarded to the runner-up in the St. Patrick’s Shield and then in 1980 Dr. R.M. Sawyer presented the Sawyer Cup as the trophy for the runner-up in the St. David’s Shield. It was through the good offices of Roger Sawyer that the PSRA was presented, in 1979 by Lord Lloyd of Kilgerran, with six small shields to reward the winners of the Divisions within the main competitions. Then an Air Rifle League was started in 1973 to which a trophy was presented by Moor Park in 1994. THE COMPETITION RESULTS We have full records from 1969 only. Before that we rely on published records in the Preparatory Schools Review, scattered score sheets and the engraving on the trophies. However the engraving has been found to be rather inaccurate and has been corrected in these records wherever possible. From 1937 to 1954 air rifle users with open sights were given a bonus of 20 points added to their score. In some of these records that bonus has been removed. Some air rifle teams used aperture sights from the 1920s which makes it difficult to compare scores fairly. It was not satisfactory having the two sights in one competition and from 1970 only air rifles with open sights were allowed. With the difficulty of obtaining such air rifles in the 21st Century this rule was abandoned in 2004 and competitors were allowed to use either sights, with the vast majority, if not all, using aperture sights. In 1997 all PSRA coaches were required to attain a NSRA coaching qualification, which seemed a sensible step forward. Then in 1999/2000 the onrush of technology brushed aside the cobwebs surrounding PSRA tournaments and results were sent on to competing schools by e-mail! This was followed in 2005 when the original ‘clock-face’ targets, used virtually unchanged since the inception of the Association, were finally replaced in the St. David’s Shield and Air Rifle League in favour of NSRA targets; the change to aperture sights rendered the original targets too easy and they were finally consigned to history. Especially with ·22 scores direct comparisons are difficult because the targets have changed from time-to-time. Nonetheless the results are presented for the interest of the reader.
