210.01(1)Anemployershallensurethatahoistingapparatusisinspectedevery12months byacompetentpersontoensurethattheapparatusmeetsthemanufacturer’sspecifications.
Question:Howwillyouknowifapersoniscompetenttocertifythehoistingapparatus?
Answer:Competencyrequirementswillvarywitheachtypeofequipment.However,sincetheregulationmakesreferencetoseveralCanadianStandardsAssociation(CSA)standardsthataddressthisissue,WorkSafeNB will reference the requirements outlined in these standards for guidance.
OtherstandardssuchastheAmericanNationalStandardsInstitute(ANSI)andtheAmericanSocietyofMechanicalEngineers(ASME),whichcovertypesofhoistingapparatusnotcoveredbyCSA,mayalsobeusedforguidanceindeterminingcompetency.
Itisrecommendedthatemployerswhoareresponsibleforappointingcompetentinspectors,alsofollowthese guidelines to help them ensure their appointments are appropriate.

211(2) An operator of a hoisting apparatus shall:
(a)visuallyinspectthehoistingapparatusbeforeusetoverifythatitisinsafeworkingorder.
Question:Tomeettherequirementsofthissection,musteachoperatorvisuallyinspectthehoistingapparatusbeforeuseifmorethanoneoperatoroperatestheunitduringashift?
Answer:Notalloperatorsarerequiredtovisuallyinspectthehoistingapparatusbeforeuseduringashift,providedtheemployerputsinplaceasystemthatallowsforoneoftheoperatorstovisuallyinspectthehoistingapparatusatthebeginningofeachshiftandallowstheremainingoperatorstoeasilyverifythatthedesignatedpersonperformedthevisualinspection.
Forthissystemtobeacceptable,theemployermustaddressthisthroughawrittenprocedurethatsetsout:
•howapersonisselectedtobethedesignatedperson •ameansofidentifyingthedesignatedperson •thedutiesofthedesignatedperson •thedutyoftheremaininguserstoconfirmcheckswereperformed
Thevisualinspectionconfirmationmustbepostedatorneartheequipmentcontrolssootheroperatorscanreadilyverifytheinspectionwasmade.
Thepersondesignatedtoperformthevisualinspectionbeforeusecanberotatedthroughtheoperatorgroup,providedthatthedesignatedpersonknowstheprocedureandthattheotheroperatorscandetermine who the designated person is at the time of use.
Notwithstandingtheabove,userswhowishtovisuallyinspectthehoistingapparatusshallbepermitteddosobytheemployer.

Daily / Shift InspectionTower Crane Inspection Requirements
Wheninuse,towercranesmustbeinspectedbyoperatorsonadailybasisasspecifiedinparagraph211(2)(a) of General Regulation 91-191. The results of the inspection must be recorded in a logbook as specified in subsection 210(3) of General Regulation 91-191.
Annual InspectionAs specified in subsection 210.01(1) and 210.01(2) of Regulation 91-191,acompetentpersonshallinspectatowercraneevery12monthsandcertifyinwritingthattheapparatusmeetsthemanufacturer’s specifications. This inspection must be completed in accordance with clause 6.4.2 ofCSAstandardZ248-75or6.4.7ofCSAstandardZ248-04,“Code for Tower Cranes.”

General Regulation 91-191 defines competent as:
(a) qualified,becauseofsuchfactorsasknowledge,trainingandexperience,todoassignedwork inamannerthatwillensurethehealthandsafetyofpersons,
(b) knowledgeableabouttheprovisionsoftheActandtheregulationsthatapplytotheassignedwork,and
(c) knowledgeableaboutpotentialoractualdangertohealthorsafetyconnectedwiththe assigned work.

Daily Tower Crane InspectionTower Crane Inspection Requirements
Theitemslistedareintendedasaguideforperformingdailyvisualinspectionsoncomponentsthathaveadirectbearingonthecranesafetyandwhosestatusmaychangewithday-to-dayuse. The items listed,butnotnecessarilyrestrictedto,shallbeinspectedfordefectsandobservedduringoperationfor defects potential defects.
Foracompleteinspectionlistoftheunitinuse,pleaseconsultthemanufacturer’srecommendations.
Daily inspections by operator
Wedges Ensure all wedges in slab openings are tight and in place.
Guy wires Checkguywiresandconnectionsforproperapplication andsafety.
Limit switches, signal lights, Ensurealllimitswitches(exceptlinepulllimitswitch), audio and visual indicators signallights,audioandvisualindicators,andbrakes and brakes functionproperly.
Rail clamps Inspectrailclamps,ifused.
Water accumulation Checklocationswherethewateraccumulationcouldresultin damage and ensure water is drained.
Mast bolts and anchor bolts Inspect mast bolts and anchor bolts.
Load hoist and boom hoist ropes InspectloadhoistandboomhoistropesaccordingtoClause6.5.
Distortion of rope Checkropefordistortions,suchaskinking,crushing,unstranding, birdcaging,mainstranddisplacement,orcoreprotrusion. - Rope diameter Checkropediameterforlocaldecreasesorincreases. -Strands Checkouterstrandsforunevenness. -Corrosion Checkropesforgeneralcorrosion. -Broken wires Checkthenumber,distribution,andtypeofbrokenwires (seeClause6.5.2.2forfurtherguidance). -Rotation-resistant ropes Checkrotation-resistantropesforlocalizedcoredeterioration. -Heat damage Checkropesfordamageduetoheatorelectricarcing. -Sheave inspection Inspectsheaveswheneverthereisevidenceofprematurewear and damaged or broken wires in the rope installations. -Sheave flanges Inspectsheaveflangesforanydeformation,cracks,chips,breaks, or other damage. -Sheave bearings Checksheavebearingstoensurefree-wheelingandthatthereisno excessiveplayduetowear.

Tracks Inspecttracksforlooseconnections,properdrainage, subsidence,andbogiewearontravelingcranes.
Travel limit switches Inspecttravellimitswitchesontracksandensurethey are set at a distance in feed from the end of the track equivalentto10%ofthemaximumcranetravelspeedinfpm.
Track stops Inspecttrackstopsforeffectiveness.
Slings and rigging Checkallslingsandriggingusedwiththecranebeforeuse.
Test block-lifting hardware Inspectthetestblock-liftinghardwarebeforeliftingthe test block.
Load block and hook Inspect the load block and hook.
