1. Introduction
Loka Consulting Engineers Pty Ltd has been engaged by Architex Ply. Ltd. to provide Traffic
Internal Management Report for the site at 32 Garfield Road East, Riverstone, NSW (refer to Figure
1-1 and Figure 1-2).
A Traffic Internal Management Report is required for the proposed development to identify the
impacts of the proposal on the local street network and mitigation measures required to ameliorate
any impacts. This includes:
• A description of the site and details of the development proposal;
• A review of the road network in the vicinity of the site, and traffic conditions on that road
network;
• A review of the geometric design features of the proposed car parking facilities for
compliance with the relevant codes and standards; and
• An assessment of the adequacy and suitability of the quantum of off-street car parking
provided on site.

2. Proposed Development
The proposed development will facilitate the construction of industrial development with a site area
of 674.44m2.
The development consists of 1 retail with common level with a primary function of a car park,
The proposed development is bounded by No 36 Garfield Road on the North, Garfield Road East on the East, 28 Garfield Road South and No 12 Castlereagh on the West.
3. Off Street Car Parking Provision
3.1. Car parking
According to the latest architectural plan, the development consists of 1 retail with area of 158.3
m2. Table 3-1 shows Off-street parking space rates according to Blacktown Development Control
Plan 2015.

The design satisfies the parking requirement in accordance with Blacktown Development Control
Plan 2015.
Architectural plan of the proposed development has been prepared by Architex Pty Ltd and they
are attached in the Appendix A.
4. Car Park and Driveway Layout
4.1. Driveway and Ramp Design
The design of the driveway, internal roadways & ramps, car parking spaces comply with Australian
Standards, details are shown in the architectural plan. Indication gradients and dimension are
provided for long sections as shown in both ground floor architectural plan and basement floor
architectural plan. The Table 4-1 shows the architectural Plan complied with the Australian
Standard.

In accordant to AS 2890.1:2004 requirements, sight triangle is hatched in red and shown in the
following Figure 4-2 and 4-3.

Ensure any object within the sight triangle is max. 1.15m high or 50% transparent above 0.9m if
higher than 1.15m.
The design complies with sight triangle requirement.

5. Traffic Generation An indication of the traffic generation potential of the development proposal is provided in
accordance with Roads and Maritime Services (RMS) publication ‘Guide to Traffic Generating
Developments 2002’.
The RMS guidelines are based on extensive survey of a wide range of land uses and nominates.
The subject site is retail.
Retail
Identified as office and commercial
Rates. Daily vehicle trips = 10 per 100m2 GFA
Evening peak hour vehicle trips = 2 per 100m2 GFA
For the subject site, there are 158.3 m2 of commercial area. Therefore, there is a traffic generation
potential of approximately 4 vehicles per hour during peak periods.
Existing is currently vacant with no traffic generation.
The future trips should be discounted by the existing trips, which is shown in table 5-1

According to the table above, there will be net increase of 4 peak hour vehicle trips in traffic
generation potential for the proposed development.
6. Swept Path Analysis
To ensure all vehicles enter and exit the site in a forward direction, swept path analysis have been
conducted (See Appendix B).
It is our opinion that the proposed driveway and basement is compiled with Australia Standard.
