Administration Highlight Reel
The COVID-19 pandemic has turned most of our lives upside down as we are adjusting to a new normal. While the future is uncertain, it is necessary to move forward and adapt to the ever-changing sequence of events with caution and optimism.
The Facilities staff and contractors will continue to provide the community with essential services. Trash and bulk removal proceed without interruption. Lawn mowing and community clean-up is on a rotating schedule, in addition to other projects as needed.
Although the Trust office is temporarily closed to residents and visitors, the administrative staff assists residents’ calls and concerns, while continuing their required functions. There are still contracts to coordinate, legal requirements to meet, Association’s bills to pay, accounts receivable, design review and leasing applications to process.
The Trust and Board of Directors are monitoring the state’s Executive Orders to provide guidance in making decisions that are in the best interest and safety of the residents. With this in mind, the summer pool parties will be cancelled this year. A decision on opening the pools will be made once guidance has been provided by the state. Over the past four years, the pools went through an expensive, complete renovation and the continuous maintenance is not only necessary but crucial. Therefore, you may see the contractor working on the pools.
Budgeted Capital Projects will move forward with all proper safety and social distancing measures. These projects, such as sidewalk and street repairs, are necessary to your full usage of a safe and aesthetically pleasing community and the preservation of residential property values.
Change to Fascia & Soffit Architectural StandardHaving learned that the soffit material for brown trim houses has become difficult to acquire, the Board of Directors sought fit to expand the standard to include more readily available Musket Brown (vented) vinyl soffits. Both Royal Brown and Musket Brown are now approved soffit colors for brown trim houses. All other aluminum/coil stock trim elements must still be Royal Brown. Architectural standard 5/5c: 'Fascia & Soffit' is available on our website: twinriversnj.com
Poison IvySpring is now upon us, and along with the beauty of the season comes a few dangerous lurkers, among them poison ivy, poison oak and sumac. In each of the last two years, a member of the Design Review team has been sickened by contact with these pests. It is an absolute necessity that you control the vegetation on your property, particularly any vines growing on trees or on your fences. Design Review thanks you in advance for your help.
Congratulatory SignsThe Twin Rivers Board of Directors expresses its congratulations to all of this year's Graduates. In light of cancelled festivities, Twin Rivers sign policy is temporarily expanded to allow Congratulatory signs. From May 14 to June 30, 2020, residents may display one Congratulatory sign in the residence's front flower bed in addition to signs on the interior of any windows. Residents of Edison Drive and the split-level townhouses may alternatively place one sign in the rear flower bed. The maximum dimensions for an exterior sign are 18 inches in height and 24 inches in length.

Bulk Pick-up ProcedureTo accommodate Twin Rivers' need for bulk trash collection, each Quad has pick-up once a month. Please read the following information.
The updated pick-up schedule is as follows:Quad I is picked up on the 1st Wednesday of the monthQuad II is picked up on the 2nd Wednesday of the monthQuad III is picked up on the 3rd Wednesday of the monthQuad IV is picked up on the 4th Wednesday of the month
You must call the Trust at 609-443-1113 to schedule your pick-up. This is necessary in order for the office to efficiently schedule staff. If you do not notify the Trust Office to schedule a pick up, your items will not be collected and you will be subject to trash fines. Please adhere to the following points to allow pick-up to run smoothly:• "Bulk" refers to furniture, large appliances, televisions, etc.• Bulk items must be placed out after dusk on the evening beforehand, or before 7 :00 A.M. the morning of your scheduled pick up.• Please Note: Mattresses or box springs must be wrapped in plastic wrap. Violators will be fined.

LuluLulu is a 9 year old Morky (Maltese/Yorkshire Terrier mix) who has a Napoleon complex and continuously barks at other dogs and people. She likes long walks around the north side of Twin Rivers every day, sometimes twice (weather per-mitting), treats, loves her belly rubbed and giving kisses. When not walking or playing with toys with us, she eats and sleeps (she snores). She is a great companion especially in these times.

Resolution No. 2020-03Twin Rivers Homeowners Association
As Trustee For The Twin Rivers Community TrustEstablishing A Limitation Of Time To Request A Waiver Or Reduction Of
Fines For Leasing, Parking, Trash And Design Review ViolationsWHEREAS, The Board of Trustees of the Twin Rivers Homeowners Association is entrusted with the responsibility
to enforce the Trust documents as authored, namely the Declaration of Restrictions and Reservation of Easements and the Indenture; and
WHEREAS, the Board of Trustees of the Twin Rivers Homeowners Association have, determined that there is a need to limit the period of time an owner/beneficiary shall have the right to request a waiver or reduction of fines for leasing, parking, trash and design review violations; and
WHEREAS, when there is a violation for design review issued to an owner/beneficiary the violator is given notice and advised regarding the violation and what if anything needed to be done to rectify the violation. Upon the violation being corrected, re-inspected and approved by the Twin Rivers Community Trust, the violator shall have 90 days to file a request for waiver and or a reduction in any fine that was given to the violator. If the violator fails to request a waiver or a reduction in the fines within the 90-day period after Twin Rivers approves the repairs the violator shall waive the right to contest the fine or request any reductions or waivers; and
WHEREAS, when there is a violation for parking or trash, the violator shall have 90 days from the date of the violation notification letter from the Trust office, to request a waiver or reduction in the fine. If the violator fails to request a waiver or a reduction in the fines within the 90-day period after Twin Rivers provides notice of the violation the violator shall waive and right to contest the fine or request any reductions or waivers; and
WHEREAS, when there is a violation for leasing which may consist of failing to provide the proper documentation and or violation of architectural violations and design which will prevent the owner/beneficiary from obtaining approval from the Twin Rivers Community Trust, the owner/ beneficiary shall have 90 days from the date of the approved repair if there is an architectural or design violation or 90 days from the date the lease is approved to request a waiver and or reduction of the fines. If the violator fails to request a waiver or a reduction in the fines within the 90-day period after the Twin Rivers Community Trust provides notice of the violation, the violator shall waive and right to contest the fine or request any reductions or waivers.
NOW, THEREFORE, BE IT RESOLVED, that the Twin Rivers Community Trust, through the Board of Directors, resolve that:
1. Any violation for Parking, the violator will have 90 days from the date of letter notification from the Trust office to request a waiver or reduction in fine.2. Any violation for Trash, the violator will have 90 days from the date of letter notification from the Trust office to request a waiver or reduction in fine3. Any violation for Design Review, upon correction, re-inspection and approval by the Twin Rivers Community Trust of the violation, the violator will have 90 days to request a waiver or reduction in fine.4. Any violation for Leasing:
a. Lack of leasing documentation - the owner/beneficiary shall have 90 days from the date of lease approval by the Twin Rivers Community Trust.b. Exterior inspections identifying non-compliance - the violator will have 90 days from the date of clean re-inspection.
Failure to request a waiver or reduction in fines within the time constraints, set forth herein, shall result in any subsequent requests being deemed out of time and null and void.
BE IT FURTHER RESOLVED, that the printing of this Resolution in its entirety in the community newsletter publication, "Twin Rivers Spotlight", and on the Twin Rivers Community website constitutes proper notice.

As Trustee For The Twin Rivers Community TrustAmended Relating To Trash Fines
WHEREAS, The Board of Trustees of the Twin Rivers Homeowners Association is entrusted with the responsibility to enforce the Trust documents as authored, namely the Declaration of Restrictions and Reservation of Easements and the Indenture; and
WHEREAS, The Board of Trustees of the Twin Rivers Homeowners Association have, pursuant to Resolution 2017-03 relating to garbage fines; and
WHEREAS, the Board of Trustees of the Twin Rivers Homeowners Association have, determined that due to the increase of debris and trash left in certain areas within Twin Rivers Community, which has either been placed out on the wrong days, have been tom apart or not placed in appropriate toters or which are bulk items or hazardous items which have been inappropriately placed; and
WHEREAS, pursuant to the Twin Rivers Indenture, which governs the Twin Rivers Community and which requires the Trustee to maintain the open space areas and maintain the services for the benefit of the owners, tenants and lawful occupiers of the community, as well as to maintain the ecological balance of the land as set forth in Paragraph 3 of the Indenture; and
WHEREAS, in paragraph 6 of the said Indenture, the Trustee shall have the right, in its sole discretion and with the best interest of the beneficiary, to make reasonable rules and regulations as to the conduct of the beneficiary upon the trust land; and
WHEREAS, in paragraph 7 of the said indenture, the Trustee cognizant of the best interest of the beneficiaries, shall have the further power to create various services and to make appropriate charges thereof to the users thereof in connection with the maintenance and management of the Trust; and
WHEREAS, in paragraph 14 of the said indenture, it is set forth that the amount of monies deemed necessary by the Trustee and the manner expenditure thereof, including but not limited to, the allocation thereof, shall be a matter for the Trustee to determine in its sole discretion consonant with the best interest of the beneficiaries; and
WHEREAS, in paragraph 23 of the said indenture, beneficiaries and their lawful guests and visitors are required to preserve the aesthetic of the Trust land; and
WHEREAS, in paragraph 24 of the said indenture, no beneficiary shall be permitted to place trash or excess material of any kind on or about the Trust lands; and
WHEREAS, in Article IV, the Twin Rivers Homeowners Association, and the Twin Rivers Community Trust, was created to "promote the health, safety and welfare of its residence"; and
WHEREAS, in the Bylaws governing the Twin Rivers Homeowners Association Article 7 Section 1 under Powers the Bylaws state: (a) adopt and publish rules and regulations governing the use of the Common Area and facilities, and the personal conduct of the members and their guests thereon, and to establish penalties for the infraction thereof; and
WHEREAS, under Article 7 of the Bylaws Section 2 (g), the Board of Directors "shall have the power to cause the common areas to be maintained"; and
WHEREAS, it is in the best interest as determined by the Board of Directors to maintain common areas in accordance with various governing documents for the benefit of the owners, tenants, and lawful occupiers of land within the community;
WHEREAS, that the Twin Rivers Homeowners Association as Trustee for the Twin Rivers Community Trust, have determined that since there have been many violations of the trash policy within Twin Rivers, which have affected the aesthetic of Twin Rivers and could pose a health or safety concern that the Board has determined the following fine schedule to be appropriate in connection with trash debris or bulk items where they have

Selling your home in Twin Rivers
When selling your home in Twin Rivers there are some important things to know to help you through the closing process. In order to help your closing go smoothly, at least a 4 week notification to our office is requested.
Once you have a signed contract and attorney review has been completed, please ask your attorney to contact the Trust Office Manager in writing via fax 609-443-5641 or email [email protected] with the following information:
• Tentative closing date
• Name(s) of the buyer, as it will appear on the deed
• Name of the Attorney for buyer and seller along with their fax or email information
• Name and email or fax of the Title Company, if applicable
We will accept this information from anyone else who can provide it, i.e. realtor, homeowner, buyer’s attorney, etc. Upon receiving this information an exterior inspection of the property will be scheduled, a report prepared and provided to the attorneys for both parties.
A closing financial statement will be prepared, which shows the required funds to be collected at closing. There will be an Escrow/Security Deposit, Capital Contribution, Administrative closing fee and one-month maintenance fees in advance required from the buyer.

If a truck and staff are required to be dispatched to pick-Up a large amount of bulk or trash debris placed on common grounds, without the knowledge of the Trust staff, the fine will be based on the volume and cost of the pick-up and disposal of said trash.
In addition, the loss of non-essential privileges may occur. These include the removal of Assigned parking spaces, pool privileges and community room rental.
BE IT FURTHER RESOLVED, that the printing of this Resolution in its entirety in the community newsletter publication, "Twin Rivers Spotlight," and on the Twin Rivers Community website constitutes proper notice.

FASCIA & SOFFIT/VENT STANDARD
FASCIA– Fascias must be constructed of 1” X 8” exterior material. Wood, pre-primed fiber-cement Board, engineered or composition lumber are acceptable. When fascia is clad with aluminum coil stock, it is recommended that gutters be disconnect-ed and clad cover the full dimension of material. Fascia must traverse & cover face (front) of party wall adjacent to roof. Corner joints with rakes & lateral joints with soffits must be tight and/or wrapped (clad/capped). Decomposed material must be re-placed prior to cladding & full length pieces are required for direct replacements. Fas-cia to be clad/capped in three (3) equal lengths. When clad, fascia for brown trim units must be royal brown and fascia for gray trim units must be tuxedo gray. When paint-ed, fascia must be Benjamin Moore ‘Tudor Brown’ for brown trim units and Benjamin Moore ‘Charcoal Slate’ for gray trim units. SOFFIT & VENT– For original construction, external repairs (wire mesh, wood patch pieces, etc.) are not permitted. The following applications are approved: 1) The original layout & number of vents must be utilized. This method calls for inset vent screen to be secured from attic surrounding the standard shape oval open-ing. Panels are to be replaced with full dimension plywood sections (5/16” or great-er). 2) Soffit Vents (rectangular & oval) may be surface mounted in place of inset screen. Original opening must be fully covered & vent must match Soffit color. (Benjamin Moore “Tudor Brown” or “Charcoal Slate; see S/4). 3) Original Soffits may be replaced with vented vinyl or aluminum panels which must run perpendicular to building/siding. If original panels remain, new vent sections must be aligned with existing vent openings. For brown trim units, soffits may be Royal Brown or Musket Brown. For gray trim units, soffits must be Charcoal Gray.

What's For Dinner?
Spring Salad with Tomato Vinaigrette
& Anchovy Breadcrumbs
Ingredients:1/4 cup + 1 tblspn • olive oil or grapeseed oil2-3 anchovy fillets• 1/4 cup plain or whole • wheat breadcrumbs1/4 cup oil-packed • sun-dried tomatoes1/4 cup sherry • vinegar (white wine or cider vinegar as a replacement)
Diced shallot• 1 tspn Dijon mustard• 1 tspn honey• 1/4 tspn salt• Ground pepper to • taste2 cups mixed salad • greens1 head Boston lettuce• 1 cup arugula• 1 bulb of fennel• Handful of radishes, • thinly sliced
Directions: Heat oil & anchovies in a small sauce pan over medium heat, mashing the fillets into the oil. Add bread crumbs & cook stirring until crisp. Combine tomatoes, vinegar, oil, shallot, mustard, honey, salt & pepper into a food processor until smooth. Combine greens, lettuce, arugula, fennel & radishes into a large bowl. Add dressing & toss to coat. Sprinkle with the anchovy bread crumbs.
Butternut-Sweet Potato StreuselIngredients:
1/4 cup butter• 1/2 tspn ground cinnamon• 1/4 tspn ground ginger• 1 1/2 lb pre-cut butternut squash• 2 medium sweet potatoes cut into • 1/2 inch cubes
Streusel Topping1/4 cup flour• 1/4 cup light brown sugar• 2 tblspns butter• 1 tspn ground cinnamon• 1/2 cup chopped pecans•
Directions:Heat oven to 375 degrees, place butter in a shallow 3 qt casserole, heat in oven 5-7 minutes or until melted. Stir cinnamon & ginger into melted butter. Add squash & sweet potatoes, toss to coat. Cover and bake 30-35 minutes or until squash & sweet potatoes are tender. Remove from heat. In a medium bowl combine all topping ingredients. Uncover squash & sweet potatoes, spoon topping over mixture. Bake 10 minutes or until topping is brown.
