Shivpuri district has been adopted by the UnitedNations Childrens Funds (UNICEF) (as pilot
district along with Guna in MP) for strengtheningand institutionalizing the decentralizeddevelopment planning system for addressingissues related to children and women in ourdevelopment plan.
Existing information suggests that the Shivpuri has alot of opportunities in the development of womenand children. Strengthening of existinginformation bank is the need of hour for better
planning & development for our district.

Recall the face of the poorest andthe weakest man whom you have
seen, and ask yourself, if the steps
you contemplate are going to be ofany use to him.
Will he gain anything by it ?
Will it restore to him control overhis own life and destiny ?

The concept of decentralized development
planning was introduced in the Seventh
Five Year Plan in our country.
Through the 73rd and 74th Constitutional
Amendments, District Planning Committees
were set up in each district to support thedecentralized planning process.

The District Planning Committee, plans for incoming years
after assessing the development situation in the
district and decides priorities in development and
considering the needs of the people of the district.
The efficiency and effectiveness of Decentralized
District Development Planning process, which
meets the development needs of the people, is
hampered by many factors.

The First challenge is the evolution of adevelopment Management InformationSystem (MIS) at the district level that can
provide information support to the DPC tohave an objective assessment of thedevelopment situation and in setting updevelopment priorities specific to the district.
The Second challenge to the success ofdecentralized district development planning M.P.,is to build the district capacity of analyzing thedistrict development data in an
integrated manner to support evidence-baseddevelopment planning and people orientedmonitoring and supervision of development
plans and activities.

Organized approach to the study of information needs of a
management at every level in making operational, tactical, and strategic decisions.
Its objective is to design and implement man-machine
procedures, processes, and routines that provide
suitably detailed reports in an accurate, consistent, and timely manner.
Modern, computerized systems continuously gather
relevant data, both from inside and outside. This
data is then processed, integrated, and stored ina centralized database where it is constantly updated
and made available to all who have the authority
to access it, in a form that suits their purpose.
What is MIS?

The purpose of MIS
1. To analyze, the strengths and weaknessesof the existing information system.
2. To monitoring of the five flagship
programs shown earlier.3. To integrate district development (MIS)
support decentralized district
development planning.4. To review, supervise, monitor and
evaluating development programs

Developing StepsMIS An integrated system for providing people
centered information to supportdevelopment decision making, implementation of development activitiesand monitoring and evaluation ofdevelopment programs.
Some activities of this system are highlyintegrated with the routine developmentdata collection and processing anddissemination system others are designedfor a particular knowledge- basedactivity or decision- making.

1. Integrated development informationprocessing is necessary for setting
development priorities and for monitoring
development activities.
2. In the absence of integrated development
information processing, may also result in
duplication of development programs and
activities leading to wastage of resourcesand manpower.

3. This data, when processed, lead toinformation and information leads toknowledge which is the basis for setting updevelopment priorities and development
planning.4. Management of development data means
its appropriateness, relevance, timeliness andquality.
5. An outdated development data is of littlerelevance to setting up development
priorities.

The Underlying Idea of the
Development MIS
Development MIS is more comprehensive thanroutine data processing.
Development information needs which can be
classified into two categories Informationfor routine transaction processing andinformation for decision making andplanning.
M & E improving the efficiency developmentprocesses and effectiveness of development
activities and improving the quality oflife of the people or building a constituencyfor development and generating resources.

Monitoring and Evaluation
Plan District-specific monitoring and evaluation
plan in all of the five national flagship
programs to be improved.
Training of MIS to DPMs of all the flagship
programs is highly required for better
monitoring and evaluation.
National level goals and objectives should notbe adopted as the district level goals and
objectives. We must consider to the district-
specific situations.

Similarly, district level base line values
of outcome or impact indicators
identified, should also be based on
local conditions.
The district level analytical capacity
building and technical skills is the
need of hour in the context of the
district planning needs.

Data Collection Approach
We need to have a General community-based
information system which can be based on the
household survey and through this we should
explore the new ways of estimating indicators at the
district and below district levels, and with better
analytical capability so that we can reach to develop
the policies at our own level, and execute them
effectively.

Ending Points
1. There is ample scope for improvement.
2. The current activities should be directed
towards supporting the decentralized district
development planning process.3. The reporting should not be confined to the
development services only .
4. Setting of district development priorities andfacilitate decentralized district development
planning and development are the needs of
the people.

5. To ensure such an orientation, it isnecessary that monitoring of the activities ofthese programs is made relevant to districtdevelopment concerns.
6. For this purpose, bench marking of the currentdevelopment situation in the district.
7. The first and the foremost requirementtowards involving & institutionalizing an
integrated development managementinformation system at the district level is tolist out an agreed set of developmentindicators that constitute the basis forall monitoring and evaluation activities inthe district.
