Setting the Stage Government Accountability Office (GAO) Report to

Congress Findings– Cash grants for LRP stretches the food aid dollar and

delivers aid faster

– Cost Savings: Between 2001-2008 LRP in sub-Saharan Africa cost 34 percent less than similar in-kind food aid

– More Timely: LRP delivered in 41 days vs. 147 days for in-kind food aid

EFSP Purpose and Program Objectives

• To address the highest priority, immediate, emergency food assistance needs

• Used when:– Title II in-kind food aid cannot

arrive in a sufficiently timely manner;

– LRP, cash transfer or food vouchers are more appropriate due to market conditions; or

– Significantly more beneficiaries can be served
