1. User Registration

1.1 New users

The JIRT Health Qlik Dashboard Application allows existing registered users of the Data Warehouse to have access to the dashboards, who have been

assigned the role of ‘JIRT SHC User’ or ‘SAS/JIRT User’. To request new user access, the following form must be completed detailing Local Health

District(s)/Speciality Health Network(s), and the user role for which the user is requesting access.

Request forms that lack the required information may be rejected, and re-submission will be required.

Users must agree to the terms of access, which includes the requirement to inform their supervisor immediately when access is no longer required. Local

Health Districts/Specialty Health Networks must inform the Ministry of Health when an account needs to be deactivated.

NSW Health users must provide a NSW Health email address and their NSW Health Employee Number upon registration, as this will be verified against the

NSW Health Active Directory.

The following terms and conditions of access must be agreed to:

Kids and Families Data Warehouse – Conditions of Access:

Your continued access to the Kids and Families Data Warehouse is contingent on your acceptance of the terms below. Failure to comply with these terms

and conditions of access will result in your removal from the system, and possible disciplinary or criminal prosecution.

1. The Kids and Families Data Warehouse is provided for the purpose of monitoring the various programs and services in the Health system managed by

NSW Health.

2. Use of this system is monitored and auditable. Users of the warehouse may be investigated for any potential breaches of these terms and conditions.

There are criminal offences relating to the unauthorised use and misuse of electronic data in the Crimes Act 1900.

3. At all times, you must safeguard the privacy of patient information and comply with the obligations set out in the Privacy Act 1988 (Cth) (Privacy Act),

Privacy and Personal Information Protection Act 1998 (PPIP Act) and Health Records and Information Privacy Act 2002 (HRIP Act) as relevant.

4. In particular, by accepting the terms and conditions of using this data warehouse, you agree to access, use and disclose the health information of

patients only for the purposes directly relevant to your role and for other purposes that would be reasonably expected as relevant to your role.

5. All users are provided with secure individual logins and these are not to be shared under any circumstances. The user is responsible at all times for

appropriate use of the password and for all access to this data warehouse using that password. Passwords should be changed regularly to ensure

security.

6. All users are required to advise their line managers as soon as they become aware of any breaches of security or privacy of information contained

within the data warehouse.

By continuing to access the data warehouse beyond this screen, you signify your acceptance to the above terms and conditions.

1.2 Change in access requirements

If a user’s access requirements for the Kids and Families Data Warehouse changes, they must complete a new registration request form and note it as a

change in access request. This may be applicable in instances when staff transfer job roles (either within or between Local Health Districts/Speciality

Health Networks) or are back filling for other staff during periods of leave and require different levels of access.

2. How to log into the Qlik Dashboard Reports

You must be on the NSW Health network to log into the Qlik Dashboard Reports.

1. Open your internet browser

2. Copy the following secure URL:

http://virtboj-mas022.nswhealth.net/qlikview/FormLogin.htm and press ‘Enter’

3. The following screen will appear. You may have access to one or multiple applications depending on your user role.

4. In the Stafflink ID field type in your stafflink number after NSWHEALTH\ (if NSWHEALTH\ does not automatically appear, type this in to log into this

domain).

5. In the Password field type in your NSW Health systems password. (This should be the same password you use for StaffLink, HETI Online, and

Oracle Financials etc.).

If you have forgotten your password, you can contact the Statewide Service Desk on 1300 28 55 33 for further assistance.

3. Default View

3.1 Inclusions

After you have logged in, the default view will show the following:

Data relating to the latest monthly ‘Snapshot’ (e.g. “SAS Mar 2018” relates to data as it exists in the Data Warehouse up until the last day of March

2018. You can reinstate data as it appeared in previous snapshot months by selecting a prior period).

Data relating to activities in the last three financial years where available.

Data for LHDs/Specialty Health Networks that you have access to in the Data Warehouse, as well as Statewide figures. Note “Statewide” refers to all

LHDs/Specialty Health Networks that enter data.

Data that is marked as ‘Allowing JIRT access to record’

Data where there is a ‘Date referral received at JIRT’

3.2 Exclusions

Data with discharge reason ‘Case created in error’

Data that does not have any LHD/Specialty Health Network selected

Data where there are invalid future dates of activities entered

o E.g. if the current month is March 2018, and the following dates are entered in the future (April 2018), these cases will be excluded:

Date referral received at SAS

Date referral received at JIRT

Date of case discharge

Date and time medical forensic examination requested

Date and time medical forensic examination commenced

Date JIRT made referral to specialist service

Date client first attended specialist health service following referral

Graphs that calculate time between events that derive invalid values

o (E.g. when looking for average time from JIRT making a referral to a specialist service, to when the client first attended the service following

referral, if the date of attendance is earlier than when the referral was made, this will derive a negative value which will be excluded from the

calculations).

Note: Although some calculations exclude invalid dates such as future dates, data will not be accurate if there are data entry errors made that are still

considered valid as the calculations do not generate negative values.

E.g. Date JIRT made referral to specialist service 01/03/0018

Date client first attended specialist health service following referral 02/03/2018

This case will have to first attendance at referred service shown as 730,486 days instead of 1 day. These errors will need to be corrected in the source data.

Data is refreshed in the application once a day on a scheduled basis so any updates made will be reflected the next day. This includes requests for new

users or changes in user access.

4. Report Guide

The following section will provide a guide for each of the measures shown in the Dashboard. Remember Qlik is a dynamic application which will allow

several clickable functions to allow you to filter and drill into the data further.

4.1 Filters available

Click on the ‘Filter’ button to see filters available:

Selections made are highlighted in green.

To clear all selections select ‘Clear’ in the toolbar at the top of the screen.

To clear the most recent selection click the ‘Back’ button.

Default view: This tile shows the number of referrals received by quarter Tile to show all data available in the latest PeriodName (i.e. SAS Mar 2018) based on DateAndTimeReferralReceivedAtJIRT allocated into the last 5 quarters. P12M: Show data with DateAndTimeReferralReceivedAtJIRT in the latest month in PeriodName selected and backdate 12 months. E.g. SAS Mar 2018 is selected so show date range 1 Apr 2017 to 31 Mar 2018. Clickable functions: Quarter bars on tile will filter all DateAndTimeReferralReceivedAtJIRT within the selected quarter.

Default view: Referrals received by LHD will show you the number of referrals with DateAndTimeReferralReceivedAtJIRT within the last 3 financial years by default. You will see only LHDs you have approved access to, compared to the Statewide total

Aboriginality = Aboriginal but not Torres Strait Islander origin; Torres Strait Islander but not Aboriginal origin; OR Aboriginal and Torres Strait Islander origin Other (incl. unknown)

Default view: Reason for case discharge table will show all cases with DateCaseDischarged within the last 3 financial years by default by reason stated as a percentage of total cases discharged. Numerator: 1. DateCaseDischarged is within the date range selected and 2. Count of each Primary reason for case discharge Denominator: 1. DateCaseDischarged is within the date range selected and 2. Total of all Primary reason for case discharge (excl. blanks). Clickable functions: Date selections can be made on Financial Year, Quarters, and Months to filter the data for DateCaseDischarged within the selections made. Reason for case discharge table will update accordingly.

Default view: This tile shows the number of referrals still active as at the end of every quarter Tile to show all cases that are still active (which have DateAndTimeReferralReceivedAtJIRT and DateCaseDischarged is BLANK) The latest snapshot period will be displayed as well as the status as at the last snapshot month of the last 4 quarters. E.g. If the current period is March 2018, the number of active cases as at the end of the following snapshots will be displayed: March 2018 December 2017 September 2017 June 2017 Clickable functions: Quarter bars on tile will filter all data according to the snapshot month selected.

Default view: This tile shows the percentage of referrals where an acute medical and or forensic examination was requested and commenced within 2 hours of the request. Tile to show all data available in the latest PeriodName (i.e. SAS Mar 2018) based on DateAndTimeMedicalForensicExaminationRequested allocated into the last 5 quarters. P12M: Show data with DateAndTimeMedicalForensicExaminationRequested in the latest month in PeriodName selected and backdate 12 months. E.g. SAS Mar 2018 is selected so show date range 1 Apr 2017 to 31 Mar 2018. Type of medical forensic must = ‘Acute forensic and non acute medical’; ‘Acute medical and acute forensic’; ‘Acute medical and non acute forensic’ or ‘Acute medical only’ Include only DateAndTimeReferralReceivedAtJIRT and DateAndTimeMedicalForensicExaminationCommenced and DateAndTimeMedicalForensicExaminationRequested with valid dates Numerator:

7. Audit

Default view: This tab shows the Audit view of records with invalid date entries that are used on the dashboard, for LHDs/Networks the user has access to.

Clickable functions: Date selections can be made on Financial Year, Quarters, and Months to filter the data for DateCaseDischarged within the selections made. You can also filter the data further in either the left hand menu or the ‘filter’ button on the top right hand corner. The table will update accordingly. Toggle views: Click on ‘JRU Number’, ‘MRN’, ‘AUID’, or ‘Record Number’ to switch between aggregated level view, or disaggregated unit record data with the selected identifiers for each record. The disaggregated view will show the exact date entries that are invalid and the record this corresponds to. You can use this to correct these invalid entries in the data warehouse by searching for the records and updating them.

8. Self Service

Default view: This tab allows you to create your own queries of the dataset for data that you can access. You will first need to choose your Dimensions and Measures in the pop-up wizard. You can later make these selections on the left hand menu of this tab. Dimensions − are descriptive fields in the data set which represents distinct values. E.g. Sex has values ‘Female’, ‘Male’. Measures − are numeric fields on which some calculations are

performed for each distinct value of dimension. E.g. count of record number will count the number of rows with values in the field ‘Record no.’ Tip: all records in the dataset are automatically assigned a record number when created, so a count of record number is a count of all cases within your selected criteria. A maximum of 10 dimensions should be selected at once to maintain the performance of this feature.

If you select ‘Date referral received at JIRT’, and ‘Sex’ in Dimensions and ‘Count of Record no.’ in Measures, you will see the number of cases with record numbers organised by financial year. Toggle of date fields: You can click the ‘rotate’ symbol to change

date format to quarters, months, or actual dates. Rearrange column order: You can drag and drop columns to

rearrange the table view.

1. Select the following dimensions:
