Objectives: 1. To field test the module
for the preparation of gender sensitive GPDP
2. To get valuable inputs from the practitioners and incorporate the same in the module
SIRD & PR, Odisha in collaboration with UN Women has developed a module on “Gender Sensitive Gram Panchayat Development Plan (GPDP)” as a special initiative to ensure women participation and gender mainstreaming in developing GPDP. The module aims to train the SIRD&PR empaneled Resource Persons and further the Planning Units (PUs) at the GP level for undertaking the GPDP exercise in their respective Gram Panchayats. This special project is being implemented in two districts covering one block each.

Validation -cum-Field test of gender sensitive GPDP MODULE
A workshop was conducted to validate and field test the module. “Gender Sensitive Gram Panchayat
Development Plan (GPDP)”, developed by SIRD&PR supported by UNwomen under the project, “From
opportunities to capacities: A multi-sectoral approach to enhancing Gender Responsive Governance in
Odisha”. The workshop was aimed to field test the module both in terms of understanding by the PRIs for
developing the gender sensitive GPDP in their respective gram panchayats and to assess the ease of
conducting training by the empaneled resource persons of SIRD&PR to the Planning Units. The workshop
was attended by 22 Sarpanches of 4 districts namely Angul, Dhenkanal, Kandhamal and Mayurbhanj and
31 empaneled resource persons of SIRD&PR.
Outputs from the Workshop
The workshop provided valuable feedbacks for the finalization of the module on Gender
Sensitive GPDP.

• The Sarpanches mentioned that they would be able to motivate their planning units and undertake gender sensitive GPDP in their own GPs after taking this training
• It was observed that the time requirement for the field exercise is limited and more time for this purpose would benefit them to learn better.
• The participants expressed their satisfaction regarding the quality of training and the session planning
• The participants wanted to have more time for sessions on planning and components of GPDP and expressed concern on the facilitation by the trainers
• More emphasis may be provided for the gap analysis and handholding support needed at the grassroots for the planning
• The Sarpanches expressed their concern regarding their executive roles as envisaged against the actual practice which is driven by the line department officials
• The Resource Persons expressed their ease in conducting training at the district and sub-district level based on the current module
• Pictures of Social Map and Resource Map may be incorporated in the presentations to give a better understanding of the outcomes of the PRA exercise
• It was observed that the time requirement for the field exercise is limited and more time for this purpose would benefit them to learn better.
• A check list for the Do/ Don’t must be provided for the field work
• More nos. of AV materials especially for visioning may be used for the training
• Inclusion session may be bifurcated into two sessions
• The participants wanted to have more time for sessions on planning and components of GPDP and gap analysis

On the onset of the programme Smt. Amita Patra, Asst. Director, SIRD&PR, welcomed the participants to
the training programme stating the broader objectives of the program and urged their meaningful
participation in the training programme as
the feedback that they would be
providing during and after the training
programme would help SIRD&PR to
customize and finalize the Module on
Gender Sensitive GPDP. The 3-day
residential program was a combination of
classroom and field learning whereby the
participants were not only provided
information and knowledge on GPDP but
also field exposure to test their learning
and use it in a real-life situation. The
teaching technique was a combination of lecture session, activity based learning, quiz, use of case studies
and open house discussion to make it a more livelily learning experience. Emphasis was not only given to
the content part but also to the process of deliberation so that the participants can learn to replicate the
learning exercise later at the field level.
Session 1
The session was initiated with an ice
breaking session whereby all the
participants were asked to form groups
in accordance to the month of their birth
day. Hence two groups were formed on
with participants in group 1 whose
birthdays were from January to June
and in group 2 were participants whose
birthdays were from July to December.
These two groups were asked to consider
themselves as two gram panchayats. After the

formation of the group the facilitator
asked the participants three questions: 1.
Name of the Participant, 2. Position and
Place and 3. One dream that the
participant would like to fulfill being in
his / her position. The aim of the exercise
is to make the participants build a vision
for their own GP and then try realize the
same through the planning exercise
which they would learn in the next three
days.
It was found that the PRI members were
enthusiastic about them being elected mostly for the first time. However, there were few who were multi-
timer Sarpanch. Various issues were highlighted by the PRI members which included not only issues on
infrastructure development such as roads, community hall, school buildings, market but also issues such as
alcoholism and drug abuse, girl child dropout, old age caring and equal pay for women. Almost all the
Sarpanches could articulate their
dreams in this session. This session
was the beginning of the visioning
exercise that they could do.
The RPs of SIRD&PR shared their
own personal dreams as a trainer
and a mentor for the PRIs on
decentralized planning and as
catalyst for social change and
economic development in the
villages. The session gave a clear
understanding on the background and the
vision of the participants which helped SIRD&PR to further strengthen the module in terms of content and
methodology. The session set the tune of the whole training. Talking to the Sarpanches about their dreams
in the context of GPDP gave them a lot of enthusiasm to participate in the workshop.

Session 2
This session mainly focused on the introduction to the Panchayati Raj in Odisha and the Genesis of
decentralized planning in the form of Gram Panchayat Development Plan and the envisaged role of the
Panchayats as institutions of local
governance and not merely as the
implementing agency for government
schemes and programmes. This was a
lecture based session where by the
participants were informed on the
evolution of the PR system and its
provisions for participatory planning.
The session was initiated with a small
introduction and then a quiz was given to
the participants to test their existing
knowledge. This questionnaire was given to the
participants in the last day of the training programme to see whether there is a change in the knowledge
base of the participants after undertaking training in this module. At the end of the session a small video
on Asia’s Cleanest Village: Mawylynong GP, Meghalaya was show to the participants to provoke them to
think and vision for their respective Gram Panchayats.
Session 3
The session on “Components of GPDP”
focused on the steps of GPDP and the
detailed process of each step for
developing the gender sensitive GPDP
from the date of notification to the final
submission of the plan. The session also
gives the details of the role of the
Planning Unit and the role of the various
stake holders in the planning process.

of Resource Envelope and introduction to the Finance Commission Grants. Low Cost / No Cost development.
SESSION 4
This session focused on environment building for the preparation of gender sensitive GPDP in the state
across all the 6801 GPs. The session
provided a detailed understanding of the
environment building and situation
analysis. The participatory lecture
method was made very interesting by
explaining the importance of the
environment generation to the
participants and the methods that can be
adopted at the GP level apart from the
regular government procedures. The
session exclusively defined the role of
Sarpanch for the environment generation and
then the situation analysis at the Gram Panchayat level for the preparation of gender sensitive GPDP.
SESSION 5
The session focusses on the developing an understanding on Gender issues as one of the core for
development planning at the grassroots.
The participants were made to
understand the difference between
Gender and Sex, the need to address
gender in the process of GPDP
preparation and the need to address
women issues for bringing Gender
Equality through equitable measures.
The idea of Gender Friendly Panchayat
was introduced to the participants. The
session also introduced the participants
to the concept of Child Friendly
Panchayat focusing on the child issues as they are the most vulnerable and our future.

SESSION 6
This session gave a detailed understanding on
the use of the PRA tools in the field for the
planning process for GPDP. Six tools are
explained in detail for the understanding of
the participants. Most importantly these 6
tools were to be used for the different
activities for the preparation of mock
gender sensitive GPDP in the field exercises
during the training programme. This session
was aimed to give an overview of the PRA
techniques such as transect walk, social
mapping, resource mapping, seasonality
analysis, focused group discussion and semi – structures interview. The session also introduced the concept
of Village Development Report (VDR) to the participants.
SESSION 7
This was a field visit for the participants to undertake a mock planning process. The place of the field visit
was Megha Gram Panchayat of
Athagarh Block in Cuttack district. First
the participants had a brief meeting
with the different people of the village
such as the PRI elected
representatives, BDO and other Line
department officials, PEO and other
functionaries, SHG members and other
villagers to have a firsthand
information about the GP. This was
followed by the formation of four
groups for the participants. The first group
dis transect walk, the second group did social and resource mapping, the third group made the seasonal

calendar and the fourth group calculate the resource envelope of the GP and went through the various
documents such as resolution register, cash register, asset register and other documents. After all the groups
completed their PRA exercises there was the Focused Group Discussion with the PRIs, Line Department
officials, BDO and some villagers in the GP office to identify issues.

Apart from undertaking the various tasks by the participants they also provided various suggestions to the
BDO and the PRIs based on their perception while undertaking their tasks.

SESSION 8
This session was aimed to provide an
overview of the Sustainable
Development Goals and the role of
Panchayats in context to GPDP and
overall grassroots governance. The
session focused on 8 SDGs out of the 17
and the participants were given an
overview of the 8 SDGs with the role of
different stakeholders at the GP level. A
matrix which shows the SDG, role of GP,
available resources and the process for
going about in achievement of the SDGs
were presented to the participants. This information was very important considering the preparation of the
GPDP.
SESSION 9
The session was a participatory session for
group work by the participants. The four
groups formed during the field exercise
made a presentation based on their
learning. It was found that the major
problem in the Gram Panchayat was that
of Water and Sanitation especially water
management. Access / availability of
water was not the real problem as stated
by the villagers the previous days. The
major problem was however the water
management.
