FOREWORDS
1. In 2005, the ADB-financed Project Preparatory Technical Assistance (PPTA)
consultants assisted the Northern Power Project Management Board (NPPMB) to prepare
Resettlement Plans (RPs) for the following three core subprojects based on feasibility
studies. Two Resettlement Plans for (a) Son La – Hoa Binh – Nho Quan Transmission Line
(TL) and (b) 220 kV Thanh Hoa – Vinh Transmission Line Subprojects were both approved
by ADB and Government of Viet Nam and will be updated and finalized following detailed
design subject to ADB review and approval. For Van Tri Substation, it was determined during
PPTA that no land acquisition will be involved and no RP was prepared. However, it was
determined recently that the expansion will require agricultural land, therefore a resettlement
plan has to be prepared.
2. On February 02, 2010, Northern Power Project Management Board (NPPMB) and
two consultant companies, (including International Consultants Company (VICA) and
CEFECOM) have signed a consultancy contract on “Resettlement and Environmental
Consultancy of Northern Power Transmission Expansion Project funded by ADB”contract,
According to the contract, VICA and CEFACOM will help NPPMB to prepare Resettlement
Plan(RP)of subprojects 500 kVThanh Hoa - Nghi Sơn-Vinh transmission; CEFACO
consultants will help NPPMB to prepare Due diligence report of subprojects 500 kV Son La-
Nho Quan- Hoa Binh transmission line .
3. In the implementation progress, International and domestic experts will assist NPPMB
and CPPMB in environmental management planning and implementation of resettlement
plans. To assist in achieving social safeguard compliance, NPPMB proposes to engage two
local social implementation consultants for full-time working for 22 person-months each,
starting from March, 2012. 2nd Quarterly Report is based on the Consultancy Services
Contract for LIC- social, signed in March 1st, 2012 between Northern Power Project
Management Board(NPPMB) and Mrs. Trinh Thi Quang, LIC- social for Northern Power
Transmission Sector project funded by ADB (Credit No.2225-VIE). In framework of
consultation contract, LIC will provide consultation services on resettlement Policy for 6
subprojects, including:
o (1) 500 kv Transmission line Son La- Nho Quan- Hoa Binh
o (2) 220 kv Transmission line Thanh Hoa- Vinh
o (3) 220 kv Bim Son substation
o (4) 220 kV Substation Tuyen Quang
o (5) Extension 500 kv Nho Quan substation
o (6) 220 kV Hai Duong 2 substation

5. The First Semi-Annual Report is based on the Consultancy Services Contract for LIC-
Resettlement, signed in March 1st, 2012 between Northern Power Project Management
Board (NPPMB) and LIC - environment for Northern Power Transmission Sector project
funded by ADB (Credit No.2225-VIE) .
6. The main content of The First Semi-Annual Report includes:

o Syntheses of implemented activities of LIC for on-going subprojects;
o Propose detail implementation plan of assignments inclusive the personnel
arrangement (scope of work, approach, methodology, work plan…);
o Evaluate the satisfaction of the affected people in the compensation, support of
the project through Result of site visits to service ADB’Mission in Son la, Hoa
Binh( on March, 2013) and in Bim Son( Thanh Hoa) on March, 2013.
7. To accomplished the report, the Consultant coordinated with the NPPMB,
implementation consultants (VICA and CEFACOM), District Compensation and Resettlement
Board Implementation (DCARB) and some of local authorities in subproject area and
guidance of ADB specialists. Besides, to update the progress rate of compensation and
resettlement, find shortcomings of subproject implementation, and prepared documents and
data materials for conducting site survey in district Kinh Môn of subproject 220 KV Hai Duong
2 substation.
8. The First Semi-Annual Report, after being approved, will provide guidelines and play
as a basic framework for the implementation of LIC Contract.
1. OVERVIEW
Project ”Northern Power Transmission expansion sector” represents a 5- year time slice of
Electricity of Viet Nam’s (EVN) transmission expansion program, covering 500kV and 220kV
transmission lines, and associated substations. The project covers the northern part of Viet
Nam which is relatively poor. It will enable power to be supplied to the planned industrial
zones in the region, thereby facilitating employment and income generating opportunities.
Thus it will benefit the poor and ethnic minorities living in the project area. The project will
also create the potential for power interconnection between Vietnam and the People’s
Republic of China.
9. The Project has two major components. Part A focuses on the construction,
expansion and upgrading of the 500 kV and 220 kV transmission lines, enabling the transfer
of additional power to improve system reliability and enhance the efficient utilization of
existing and new power plants in the north. Part B entails the construction, upgrading, and
expansion of 500 kV and 220 kV substations. The construction of a new 500 kV/220 kV
substation at Soc Son provides a strategic link between generation plants in eastern
(thermal) and western (hydro) parts of northern Viet Nam and industrial load centers in Hanoi
and Haiphong. It will also create the potential for power interconnection between Vietnam
and the People’s Republic of China.
10. The Project is to i) strengthen the northern transmission network to improve system’s
reliability and quality of supply, ii) facilitate power transmission by removing transmission
bottlenecks, iii) reduce transmission losses, and iv) facilitate efficient utilization of existing
and planned power plants.
11. Under the Project, there are nine subprojects. They are comprising:
Three core subprojects: i) 500 kV Son La- Hoa Binh and Son La - Nho Quan
transmission line, ii) 220 kV Thanh Hoa-Nghi Son-Vinh transmission line, and iii)
extension of Van Tri 220 kV substation);

Three non-core subprojects, including: i) Son La - Hiep Hoa transmission line; (ii)
expansion of Thuong Tin 500 kV substation; and (iii) Hiep Hoa 500 kV new
substation)..
Three non core subprojects have been implemented in Northern Viet Nam. Three
subprojects which replaced originally proposed Ha Tinh-Thach Khe and Quang
Ninh - Mong Duong transmission lines are: (i) expansion of the Nho Quan 500 kV
substation (2nd transformer), (ii) Tuyen Quang 220 kV new substation and (iii) Bim
Son 220 kV new substation. The above three replacement subprojects were
decided based on the priority electricity supply requirements.
Three additional subprojects have been proposed for implementation utilizing the
loan savings of about $29 million. The proposed new projects are: (i) Hai Duong
220 kV new substation; (ii) Kim Dong 220 kV new substation; and (iii) Thuong Tin -
Kim Dong 220 kV transmission line.
12. In the VIE-2225 framework, there are 12 subprojects namely (i) Son La – Hoa Binh –
Nho Quan 500kVTransmission Line, (ii) 220kV Thanh Hoa – Vinh T/L; (iii) Son La - Hiep Hoa
500 kV Transmission Line; (iv) Expansion of 500kV Thuong Tin; (v) Extension 220kV Van Tri
Substation; (vi)Hiep Hoa 500 kV substation; (vii) 220kV Bim Son substation; (viii) 220kV
Tuyen Quang substation; (ix) Extension 500kV Nho Quan substation 2nd transformer; (x)
Kim Dong 220kV s/s; (xi) Thuong Tin-Kim Dong 220kV T/L; and (xii) Hai Duong 2 220 KV s/s
13. International and domestic experts will assist NPPMB and CPPMB in implementation
of resettlement and environmental management plans.
14. Since February 2010 VICA Consultants International Company Ltd. (VICA) has been
engaged by NPPM B to provide services in preparation of safeguards (resettlement and
environment) documents. VICA will also help NPPMB to supervise the implementation
safeguard policy of ADB in every subproject during the construction and operation.
15. This work-plan prepared based on TOR for LIC resettlement consultant, provided by
NPPMB to implement consultant activities and this is one of regular reports during 22
months. The First Semi-Annual report presented assignment, content and work-plan of
resettlement expert for Northern Transmission Line project – Credit No 2225- VIE, funded by
ADB.
2. APPROACH & METHODOLOGY
The methodology employed consists of the following:
16. Review of project documents: study safeguard policy related ADB such as,
Memorandum of understanding from ADB’s missions, ADB ‘s SPS 2009, ADB’s Guideline on
social assessment; resettlement Monitoring Reports and; review of provisions of Viet Nam
government for the cause of the people in the project areas such as Land Law 2003, Decree
No.197, guiding the compensation and site clearance, Decree No.181, and Decree No.188
etc
17. CPPMP, VICA, CEFACOM, LIC resettlement and local authorities…. Meeting and
discussion with District Resettlement and Compensation Committees and local staff
communications in order to identify problems, social issues, and solutions; assessing
implementation of RAP policy and procedures; Reviewing data on numbers of affected
households and categories of loss; difficulties exist in progress implementation RP in
districts/communicates

18. Site visits will being to be conducted in following quarters to closely monitor the
resettlement compliance of the subprojects during the implementation.
19. The LIC will supervise the implementation of project social safeguard policies of local
planning and implementation agencies in general, of corrective action plans of NPPMB . In
parallel with self conducted monitoring, the LIC will also join closely corporate during the
subprojects implementation.
20. Detailed duties of the local implementation consultants- resettlement are assigned in
TOR, including:
The provide guidance to the NPPMB on the documents which need to be prepared
following ADB’s requirements.
Carry-out awareness rising and capacity building to the NPPMB and local planning
and implementation agencies on ADB’s social safeguard requirements and
procedures in general, on the 2225 VIE social policy frameworks in particular and
some new subprojects.
Provide guidance to and supervise of the local planning and implementing
agencies on implementation of social safeguard issues following the ADB’s policy
and the project policy frameworks.
Review documents to confirm to the NPPMB that the required standard of
reporting is being prepared by consultants.
Preparing and Implementing are the corrective action plans following the due
diligence reports, monitoring reports, mission findings and others Advising NPPMB
when social impacts happening by contractor are not being effectively managed.
Providing a coordinated approach to social impact management for the projects.
Supervise the implementation of project social safeguard policies of local planning
and implementation agencies in general, of corrective action plans of NPPMB in
particular.
Prepare the progress reports and supervision reports to submit quarterly to the
NPPMB and to ADB.
Prepare the supervision reports.
The work is expected to start from March 2012 with an period of 22 months to the
end of 2013 .
3. IMPLEMENTED ACTIVITIES
21. Up to Junly 2013, LIC consultants have completed the as folloiwing implementation
activities:
3.1 Review the project documents
22. LIC has reviewed the project documents like Loan Agreement, Memorandum of
understanding from ADB’s missions, ADB‘s SPS 2009, ADB’s Guideline on resettlement
assessment.
23. In 22th April 2013, after received comments from ADB’s consultant (Mr. Pierre
Arnoux) for RP of subproject 220 kV Hai Duong 2 substation, LIC revised the RP. and

added materials in some time and the revised RP sent to international consultant in the last
July 2013. Up to 9 septembre 2013, Hai Duong 2 has approval.
3.2 Provide resettlement plan Reports
24. LIC continue to reviewed and provide comment on the implementation activities of
subproject Extension 220 kV Thanh Hoa-Vinh transmission line, 220 kV Bim Son substation
Improvement and 220 kVTuyen Quang substation has been reflected in the revised version
and then was submitted to NPPMB and ADB for further comment. In addition, the Inception
Report and other resettlement Reports has also been reviewe.
25. Beside, LIC completed The socio-economic assessment report of the code subproject
Sonla-Nho Quan-Hoa Binh and submit it to ADB and NPPMB. The report has been
transmitted to the ADB International Consultant for review by the end of July 2013.
3.3 Provide input on the resettlement safeguard compliance for Quarterly
Progress report for NPPMB
26. Requested by ADB and NPPMB, LIC has provided input on the resettlement
safeguard compliance of the quarterly progress report No 1 &2, 2013 year prepared by
NPPMB in late December 2012 . This input has just only the summary of the resettlement
compliance of whole 2225 Loan in every three month. More detail will be presented in LIC
quarterly report.
3.4 Meeting and Site visit
27. Maintaining close dialogue with ADB Safeguard Specialists, NPPMP, CPPMP,
consultant companies, LIC social, contractors and local authorities….is quite important to
identify and solve the issue in the timely manner. LIC has actively proposed meetings
participated by different stakeholders NPPMP, VICA, and LIC-environment in the NPPMP
office. In addition to that, the email and direct phone exchange are useful and effective tools
among LIC with NPPMP, ADB Safeguard Specialists and relevant agencies.
28. On first semi-annual of 2013 year, to understand the subproject implementation and
spot check the resettlement compliance, LIC has combined with ADB consultant to go to
visite subproject namely subprojects 220kV Bim Son substation and have visited 220 kV
Hai Duong 2 substation .
3.5 Continue to updated the new social economic data and progress of
implementation of resettlement activities in Hai Duong 2 220KV S/s
29. LIC has also been requested by NPPMB to update the RP for 220KV Hai Duong 2
S/S. Several meetings with NPPMP and ADB Safeguard Specialist has been held in order to
help LIC to understand the project and properly updated the RP. In compliance with the ADB
SPS 2009, LIC will continue to conduct a public consultation in subproject Hai Duong 2
substation area when NPPMB shall paid compensation.This activity aims to find out and
update the new issues in progress resettlement of sub project.
4. STATUS OF SUBPROJECTS
30. The status of subproject and LIC activities has been briefly presented in the Annex 1.
More details will be discussed hereinafter.

Representatives of ADB, NPPMB and LIC met DPMU Cao Phong district, Hoa Binh province
in the site visit on September 2012
4.1 500 kv Son La- Nho Quan- Hoa BinhT/L
31. The subproject 500 KV Son La - Hoa Binh - Nho Quan has a total length of 279 km.
The line passes 11 districts and city of 3 provinces namely Son La , Hoa Binh and Ninh Binh
There are 11 districts and 36 communes in 3 provinces affected by the subproject . The
number affected households (AHs) is 2911, In which have 317 AHs need relocation.
Resettlement activities have been implemented; Bassically, Status of relocation is complete.
32. Result of field work in subproject SonLa-HoaBinh- Nho Quan 500 kV transmission
lines showed were that for this transmission line resettlement activities have been well
implemented. The seriously AHs are also discussed and adviced for their resettlement from
PPMU and DCRB. The AHs received compensation for the structures and no deductions
were made for the value of the salvagable materials from their original house. It was noted
that new houses built were larger and of better quality than their original houses. DCRB also
provided specific allowance to relocated HH to drill wells. For Son La – HoaBinh –Nho Quan
TL, some of the affected houses have been relocated onto remaining land owned by the AH.
Compensation provided to AHs appears to be satisfactory. With the compensation received,
AHs were able to buy an equivalent plot of l and in a RS or at an individual site in the same
vicinity. They were also able to build a larger house and of better quality. Therefore,
Basically, in the subproject 500 KV Son La - Hoa Binh - Nho Quan , the social safeguard
requirements of the ADB have been well complied with.

33. As requested by ADB in the October 2012 Memory of Understanding, NPPMB
requested LIC to undertake a socio-economic assessment Report of this subproject. This
report has been sent by the end of July 2013 to the ADB Consultant for review.
34. The construction component of subproject completed and the line put in use in
December of 2010. The transmission line was fully energized in November 2010 and has
been evacuating power from Son La hydropower since December 2010.
4.2 Thanh Hoa - Vinh 220 kV Transmission Line Subproject
Circuit 1 of transmission line 220kV Thanh Hoa – Vinh subproject
35. The approved Thanh Hoa - Vinh 220 kV Transmission Line Subproject has a total
length of 151,95 km, passing 10 districts in Thanh Hoa (5 districts) and Nghe An (5 districts).
This sub-project is comprised of construction and installation of: (i) 152 km of double circuit
200kV transmission line and associated composite optical fiber earth wire, (ii) provide a
single circuit 220 kV transmission line; (iii) substation bays at each end, to connect the new
transmission line to the power system.
36. The transmission line has been put in operation since March 31, 2012 and it is
temporary under the management of the operation unit. It is found that there have been no
major resettlement issues during the construction of the subproject. The result of field work
in Thanh Hoa - Vinh 220 kV Transmission Line ( circuit 1) in last 2012 year show that have
no any pending complaint grievance issues in resettlement activities and found that the
subproject is mostly complete. LIC suggests that close monitoring the subproject in the
upcoming time should be maintained for all effected districts of this subproject.

37. Construction started in June 2013 for the circuit 2 of transmission line 220kV Thanh
Hoa - Vinh .
38. The line is 147.87 km. Subproject network expansion part include: i) Expand
TBA220kV Thanh Hoa: Widen Route 02 stop, front mounted equipment compartment 01
Highway F07, F08 prevent road reserve land; ii) Expand substation (TBA) 220kV Nghi Son:
Install switchgear for F06 and F07 02 stop route; iii) Expand substation (TBA) 220kV Vinh:
Install switchgear compartment for 01 Highway F09.
39. The main subproject objective is to improve the reliability of the electrical grid in the
North central region in particular and the national electrical grid in general; Transfer capacity
and power from thermal power plants Nghi Son in to 1 phase system contribute to improving
the security of supply, improve voltage quality; and reduce the power loss in the system,
serving the economic development and social sector.
40. The construction in Circuit 2 of 220 kV transmission line Thanh Hoa-Vinh started
in September ,2011. The TL is expected to be energized in Second Quarter, 2013. So until
now, it has not been energized. The main reason is construction progress is delayed.

41. In the Circuit 2 of transmission line, status land compensation process is ongoing (
show in tableUntil now, in the subproject, circuit 1 of Transmission Line have no any issues
in resettlement activities . For the circuit 2, the progress has not been intime by problems in
the site clearance. AMB are striving to energized the Nghi Son- Thanh Hoa transmission line
early May 7/2013.
42. However, To the reporting period, construction progress is slowly because of
problems related to land acquisition, and handing delay column.
43. The land clearance and compensation in the 220 kV Thanh Hoa-Vinh T/L is in some
obstacles, concentrated in districts ( Dien Chau- Nghe An province) and Tinh Gia, Nong
Cong- Thanh Hoa Province). They are include following issues:
i) In Nghe An province:
In Dien Chau district, Nghe An province:
- Position 125a of electric poles foundations: AHs don’t receive compensation
money and required to change land for land ; VVV
- Position 59a: has not Decision; Position 160a has not Decision because the
construction passed forests; The line avoid new iron mine Ha Thanh approval
corrected design in May 1/2013. For the affected land is forest land, may have
to to convert land use from forest land to land used for other purposes in
accordance with the laws of Vietnam land. Provincial Key staff have checked in
the field and steered directly DPC but situation has yet to solve (for pole
foundation)
- In Dien Chau district, DMS had carried out and applied compensation prices of
2012 year, but now price is adjusted according to the level of compensation
price in 2013 ( for part of corridor)
ii)In Thanh Hoa province
In Nong Cong district :
- Positions from 51 to 52(G9-G9a) are remaining 8 HHs have not received
compensation because they do not agree with current compensation price
because it is too low ; To monitoring time, CARB Nong Cong district is in the
process of conversion to prices in 2013 ;
- Positions from116 to 118(G20a-G21a): remaining 02 HHs claim to move out
of transmission line because they afraid their lives are affected by power lines
In Tinh Gia district, Thanh Hoa province. CARB has combined with the CPC
and the unions coming households to explain that from their houses to power
lines is safe, base on the principle of electromagnetic fields.
- Some of affected communes have not finished compensation: In Tuong Lam
commune has compensated 35/41 AHs; Tùng Lâm commune is 8/11 AHs ;
Phu Lam commune is 9/12 AHs.
44. Until now, in the subproject, circuit 1 of Transmission Line have no any issues in
resettlement activities . For the circuit 2, the payment of compensation is not complete. The
main reason is that households do not fully understand the principles of electromagnetism, or
have not received the money as described above. AMB are striving to energized the Nghi
Son- Thanh Hoa transmission line early May 7/2013. However, To the reporting period,

construction progress is slowly because of problems related to land acquisition, and handing
delay column.
4.3 Subproject 220kV Bim Son substation
4.3.1 Project Description
45. Main objectives of 220kV Bim Son substation project are:i) Contributing to meet the
electricity supply demand for Bim Son town, industry factories in Bim Son, …as well as the
demand of Ha Trung and Thanh Hoa province; ii)Strengthen and enhance networks that
provide the long-term stability and reliability for Thanh Hoa province and Ninh Binh province;
iii)To increase stability, operational safety for power network and iv)Reduce the loss of
electric energy, the loss of power in the grid and contribute to raise the efficiency of electricity
production and trading of EVN.
46. Size of construction includes:
i) The transformer station 125 MVA.
ii) The 220kV line connection:
The connection line number 1: 350m, 2 circuits derived from Bim Son substation 220kV to
transmission line 220 kV Ninh Binh - Thanh Hoa ;.
The connection line number 2 : length 2 700m, 2 circuits , derived from Bim Son substation
220kV to transmission line K220kV Ninh Binh - Thanh Hoa .
47. The Bim Son SS is expected to be energized by 12/2013.
4.3.2 Status of Resettlement Activities
48. Total of electrical poles is 12 units, in which the rate of built poles is 100% (12/12
positions). Length of the road corridor is 2, 2782 km, and to the monitoring time, the length
has been handed over is 0%; station is 4.3 hectares has been handed over completely
(100%).
4.3.3 Project Impacts

49. The subproject have an impact to only Bim Son town of Thanh Hóa province . RP
report of subproject have done and updated by the NPPMB. LIC will work closely with
NPPMP to make sure the Resettlement monitoring plan incorporated into the bidding
document and contract document in the upcoming time. Decision No. 3627PA-
HDBTGPMB of compensation, support by the project was signed on July 2012 .
50. Until monitoring time, all affected households received compensation and no any
pending complaint grievance for site clearance and resettlement activities.

4.3.4 Findings of the Monitoring Report
51. On August 2013, LIC coordinated ADB consultant to conduct field visits in 220kV
Bim Son substation to: (i) review status of social safeguards implementation and monitoring;
and (ii) identify actions required to achieve compliance with ADB social safeguard policies,
especially in resettlement compensation activities for affected people.

Consultants interviewed AHHheads and Review DMS documents of somes AHHs in
Subproject BimSon substaton
52. The LIC monitoring results of social safeguards implementation in 220kV Bim Son
substation show that, the work of site clearance and compensation is completed. No any
HHs and organizations will be removed and relocated. Number of people affected is 24.
There are currently no appearance problems affecting the progress of the project. Until now,
all affected persons have received compensation payment and no any cases complaints
about this. At the time of reporting, no any HH severely affected losing than 10% of
productive land.
53. Regarding the source of acquired land, the affected land is the land of state farms Ha
Trung, but was abandoned because of lack of manpower. Some nearby veterans were
themselves demining, land reclamation and planted pineapple, tea and vegetable. So, when
the state acquired this land, they are only compensated trees, crops and infrastructure on
the ground (on the way to production, temporary bridges, ditches, culverts ...)
54. Most of the affected households are all war invalids, sick soldiers should be paid the
state's salary and allowance monthly. Income from mining wild land is secondary only. At
present, the land is acquired by the project, household heads can still live in wages or
benefits; And the other employees of their familly switched to other jobs as wage laborers,
small business at their kiosk home or in Bim Son town market.
55. The progress of construction later than planned due to the rise of the stone handling
of leveling ground.
56. Until monitoring time( July 2013) The compensation for land clearance in Corridors
and in pole foundation are completed. All affected HH ( 24AHHs) received compensation
( see table 4).
57. In the Construction works. Building contractors can not simultaneously carry out
construction building items because have no 3-phase power supply from TBA35kV by their
management( show table 2).
58. In order to complete the work on schedule, the construction unit is to concentrate
solving problems in the power corridors of the station 35/0, 4kV for construction. On the other
hand, contractors should be urging to accelerate progress.

4.4 220 kV Tuyen Quang substation
4.4.1 Project Description
59. Subproject “Tuyen Quang 220kV substation” is constructed in order to meet capacity
transmission for Tuyen Quang Provincial load in particular and for Northern Vietnam region
in general; enhance reliability and safety of power supply and power quality for Tuyen
Quang’s and Northern Vietnam region’s power network. The project creates combination
among regions in Northern Vietnam mountainous power system that is an important basis to
operate system more stably and contributes to reduce the loss of capacity of the system.
60. The proposed Tuyen Quang 220kV substation is located on low hill area planting
eucalyptus and tea in village 13, Kim Phu Commune, Yen Son District, Tuyen Quang
Province. There are 13 AHs. The subproject includes 2 main parts:i) 220kV T/L is connecting
with Tuyen Quang 220kV substation crossed Yen Son District, Tuyen Quang Province And
ii) 110kV T/Ls connecting with Tuyen Quang 220kV substation crossed Yen Son District,
Tuyen Quang Province.
61. LIC will work closely with NPPMP to make sure the Resettlement monitoring plan
incorporated into the bidding document and contract document in the upcoming time.
62. 220 kV Tuyen Quang substation is under instruction from December 2012 and
energized by the progress of its approved plan is March 2014.
63. Size of construction includes:
i) The transformer station :125MVA;
ii) The 220kV connecting line:
• The connecting line 1: 66.5 m long, 2 circuit, derived from Tuyen Quang 220kV substation
on the line circuit 01 K220kV Tuyen Quang - Thai Nguyen
• The connecting line 2: 1000m long, 2 circuit, derived from the substation 220kV Tuyen
Quang to K220kV transmission line Yen Bai.
iii) The 110 kV connection line:
• The connection line No 1: 3.8 km long, 2 circuit, derived from Tuyen Quang 220kV
substation to 110kV transmission line Tuyen Quang - Chiem Hoa
• The connection line No 2: 0,3 km long, 2 circuit, derived from the substation 220kV Tuyen
Quang to 110kV transmission line Thac Ba - Tuyen Quang
4.4.2 Status of Resettlement Activities
64. The conduct of compensation and land clearance is being done as following:
a) The substation
65. DMS has finished first time. An updated RP of subproject need to be prepare once
DMS data will be available. Compensation Committee and land clearance has been
established. Compensation was set up but not approval. The main reason is that inventory
Kim Phu has not signed because the parties (AMB, design consultants and Kim Phu
commune authorities) are not agree.
66. Until now( July, 2013) ,the payment has been completed according to plan.

68. The construction progress of the s ground leveling is slowly, due to ground stations
are not yet handed out.. HoweverThe NPPMB have combined with local project units and
affected persons/organizations in solving remained issues as following:
The substation: About 1.5 hectares of land at 02 communes Kim Phu and Hoang
Khai not yet handed over. On the Friday 16, 2013, Compensation, Assistance &
Resettlement Board (CARB) have meeting and they consistent with one another
for source of compensation land with 94% of voting (only Song Lo Tea Company
disagree). So that, after meetings, Song Lo Tea Company have agreed with
above solution and this land was handed over to the project
The 220kV connection line: in the connection line No 2, there are 02 AHs (They
have a affected floor) don’t get compensation because they require acquisition
remaining land and move home. CARB Yen Son district and local staffs have
explained that the distance from AHHs to power linne is safe guarantee.
Therefore, AHHs have agreed to receive compensation and stayed their land in
reassuring
The 110kV line connection: In the connection line No. 2 have 01 unconfirmed
land area from Tea Company, therefore should not pay the money and handed
over. So, as said above, until now this issue have solved.
4.5 Extension 500kV Nho Quan substation.
69. 500kV Nho Quan substation is an additional part of 500 kV Son La-Nho Quan-Hoa
Binh subproject, because it have no any impacts to the local people and assets in project
area. 500 kv Nho Quan substation is a part of big system transition line Son La-
NhoQuan- Hoa Binh. The subproject is one of three subprojects which replaced 2 originally
proposed subprojects. These subprojects are (i) extension of Nho Quan 500 kV substation,
(ii) 220 kV Tuyen Quang new substation and (iii) 220 kV Bim Son new substation.
70. This substation is location mountainous provinces, so that 80% of the colums are
going to run on the towering mountain peaks, far from roads, complex geology, there
are many positions to use the winch for transporting supplies to the foundations, column
construction. it was determined during PPTA that no land acquisition will be involved and no
RP and DDR was prepared. It is due to the fact that the subproject is just only involved in
supply of Power Transformer

71. The extension of the subproject is just involved in the purchasing of auto transformer,
primary and secondary equipment. As such, no civil work will be required and no
resettlement issue is expected.
72. LIC suggest that no more resettlement monitoring would be required.
4.6 220 kV Hai Duong 2 Substation:
4.6.1 Overview
73. This sub-project is comprised of construction and installation of: (i) Hai Duong 2
220kV substation is located in An Phu ward, Kinh Mon district, Hai Duong province.It have
distance 250m far from 220kV T/L Pha Lai – Dong Hoa.and Conneceting with the canal of
Hue Tri village, Kinh Mon district; (ii) 220kV Grid: Build the 220kV Hai Duong 2 substation
with capacity-1x250MVA (scheduled to work in 2013), Build two - 220kV double-transmission
lines, connected to the Pha Lai–Dong Hoa 220kV transmission line existing; Build the 220kV
Hai Duong 2-Mao Khe double-transmission line ; (iii)110kV Gird: Build the 110kV Hai Duong
2 – Tien Trung double-transmission lines, Build a 110kV double-transmission lines, powers
to Hoa Phat steel factory.and Build the 110kV Hai Duong 2 – Thanh Ha double-transmission
lines.
74. Substation 220kV Hai Duong 2 is in the preparation time to start. Size of construction
is 250 MVA. Progress started by plan is First Quarterly of 2013. Construction technical
design of the has been approved. Project Management Unit are organization of bidding
construction.
4.6.2 Status of compensation and clearance activities
75. The scope of influence of subproject only fit in the community An Phu, Kinh Mon
district, Hai Duong provinces. Until now, through DMS data, the number of AHs changed
from 75 to 79 .Total of 79 HHs will be affected by the construction of substation. 29 HHs
are losing more than 10% of their agricultural land with 38.6% of total and are considered as
several affected persons. No HHs will have to relocate. That why in the next time, situation of
severely affected HHs in Substation Hai Duong 2 should be assessed to identify if they could
restore their livelihoods and what are their needs.

76. In the Substation, Compensation, Assistance & Resettlement Board (CARD) is set
up; Compensation documents for each AHs has completed to inform land withdrawn and
to conduct DMS;

77. The compensation plan has finished and it is set up for every AHs. To date, only 1
out of 79 AHs have not signed.
78. Compensation payment now is not implemented, therefore and land clearance is
not starting.
Panoramic land will be revoked by Hai Duong 2 substation
79. In July 2013, LIC completed updating RP and submitted ADB. After having comments
by ADB, LIC conducted to revise RP Hai Duong 2 S/S. Up to now, RP has completed
perfectly. On August 2013, RP of Hai Duong 2 S/S have approval by ADB.
80. During the time Second Quarterly 2013, LIC continuously updated the sphere and
level of project influence. In order to update RP, LIC has undergone activities such as i)
Reviewed ADB saferty policy documents ii) interviewed APs; iii) continue to collected socio-
economic information for affected people in the An Phu community.
81. Results of updating the sphere and level of project influence is following.:
There are 10 households (HHs) borrowing (not hiring) communal land of the CPC for cultivation. These 10 HHs are also presented in the RP ( More detail , see RP of Hai Duong 2 S/S, at the section 2.2 - Impact on land, page 3);
The land area acquired under the management of An Phu CPC is the communal land
( the standby land area for development of road, irrigation and public works). This
land area is not compensated with 5% of the compensation rates ;

82. ADB policy requires the restoration of livelihoods of all displaced persons in real
terms relative to pre-project levels. In the RP, farmers losing more than 10% of their
productive land are considered as severely affected and need income restoration measures.
83. Until now, DMS of the subproject have completed. CARB Kinh Mon, Hai Duong
province carrying out to revise documenst to submit NPPMB.

5. CONCLUSIONS AND RECOMMENDATIONS
5.1 Conclusions
85. The progress of some subproject are slowly( for example: 220 kV Thanh Hoa Vinh
transmission line circuit 2; 220 kV Tuyên Quang substation. 220 kvHai Duong 2 substation).
There are many reasons relating to the compensation and site clearance, so one of them is
i)the combination of NPPMB with district CAPBs is slow in solving problems in the
construction, resulting in a number of project the progress delays; ii) the effected people are
not well aware of the impact of the project on local socio-economic development and
thought to benefit themselves.
86. On the other hand, the assistance forms should also be taken to support the
compensation process to help people reduce difficulties;
87. Basically, Clearance work, compensation and resettlement has complied with the
social safety principles of the ADB and the VietNam Government. In subproject Sonla – Nho
Quan-Hoa Binh, Compensated AHs they have stabilize their lives at least or better equivalent
before project .Seriously APs also were material and spirit assistanced to establize life such
as life support stability, support conversion jobs from project and Support hard special
households .
88. The LURC (Land Use Right Certificate) is issued by the District People’s Committee.
LURC is an important document as it could serve as guarantee if the HH wants to borrow
money from a bank. However, this document has not been provided for the new plot of land
in a resettlement site or for individual plot to all relocated HH due to slow process.
89. There are a lack of adequate understanding of project’s resettlement policy by the
staff of subproject communities, and they take difficulties in cases APs want to explain for
something like compensation price, sponsoring regulations, grievance mechanisms …
90. Recovery program livelihoods for seriously AHs and vulnerable groups is done by
only one single form, that is provided sponsoring by money Other forms such as training
classes, support animal and plant varieties are not applied in the communes affected by the
PPMU, DCMU and other social organizations.
5.2 Recommendation
91. Continue to strengthen communication for compensation price unit, the level and type
of support and propagation of the effectiveness of the project to community life in village
level. In this work, should be combined with meetings and other forms of mass media such
as radio speaker handouts for people to understand and support the project;
92. NPPMB, should cooperate more actively with the local authority, the local unions and
the contractor in the advocacy of people support the project
93. To ensure the progress of the project, Subproject units at provincial, district(PPMUs,
DCRCs should cooperate quickly solve following related issues following:

Carry out To solve the remaining issues for clearance, hand over to construction in

Hai Duong 2 should be assessed to identify if they could restore their livelihoods and
what are their needs.
94. NPPMB should strengthen more the corporation with consulting units and DCRCs in
implementing compensation, site clearance and resettlement activities. As the Sub-project
sites are speeding up their implementation progress, thus, NPPMB should pay more
attention on establishing a database system to track the implementation progress of
compensation, site clearance and resettlement activities in project districts; and updating it in
timely manner.
95. Updating status of compensation and resettlement of subproject. Interview and
public consultation to be continously organized separately for PAPs in Sub projects Hai
Duong 2 S/S; Bim Son S/S and another area of project if necessary.

6. WORK PLAN FOR QUARTER REPORTS
97. Conduct to monitor in Substation Hai Duong 2 to identify situation of compensation
plan for AHs and to consider supporting a their living stable after carring out compensation
if they could restore their livelihoods and what are their needs.
98. Assist NPPMB, VICA, and ADB to approved implementation resettlement plan of the
3 additional subprojects, including 2 Thanh Hoa- Vinh T/L, 20 kv 220 kV Bim Son substation,
220 Kv Tuyen Quang substation .
99. Conduct to site visits in 220kV Bim Son substation to: (i) review status of social
safeguards implementation and monitoring; and (ii) identify actions required to achieve
compliance with ADB social safeguard policies, especially in resettlement compensation
activities for affected people
100. Prepare the necessary actions according to the demand of content in project social
safety as training need assessment; Prepare training course for safeguard policy, include of
resettlement, genders, Ethnic minority policies for local staff if necessary .
