2013 HCES LIFETIME ACHIEVEMENT AWARDROBERT G.F. LEE
The Hawaii Council of Engineering Societies ispleased to present Major General (Retired) RobertG.F. Lee as the 2013 recipient of the HCES LifetimeAchievement Award.
Major General Lee held a Bachelor degree inMechanical Engineering from University of Hawaii in1971 and a Master degree in BusinessAdministration from University of Hawaii in 1983. Heis licensed professional engineer in mechanical andnuclear engineering. He also taken military educa-tion curricula as Executive General Flag Course (Asia Pacific Center forSecurity Studies), Army War College, the Command and General StaffOfficers Course, the Infantry Officer. Advanced Course, and the Air ForceGround Operations School
Throughout the course of his professional career, listed are some of hisawards: University of Hawaii Distinguished Alumni Award (2006),McKinley High School Hall of Honor Award (2007), Military awards anddecorations include the Army Distinguished Service Medal, Legion ofMerit, Meritorious Service Medal, Army Commendation Medal, and theArmy Achievement Medal.
He was appointed to the Homeland Security Advisory Councilassigned to FEMA (June 2011-June 2014). He was also appointed to theEngineering Council for the College of Engineering, University of Hawaiiat Manoa.
The “HCES Lifetime Achievement Award (LTAA)” was established in1997 by the Hawaii Council of Engineering Societies. The said award isprovided annually to recognize the lifetime achievements of an outstand-ing retired engineer and is bestowed upon this individual who has con-tributed significantly to the development of engineering in the State ofHawaii, and who has made a noteworthy impact to the local engineeringcommunity. This award will be presented at the HCES Engineers WeekBanquet on February 23, 2013 at Ko’Olau Golf Club Ballroom.

2013 ENGINEER OF THE YEARBRIAN J. BOWERS
Upon graduation from West Point, Brian Bowersbegan his career of service to our nation. After com-pletion of Airborne and Ranger School in 1982, heserved at Schofield Barracks, Hawaii, Fort Knox,Kentucky, and as a Commander of a Civic ActionTeam that was deployed to the island of Phonpei inMicronesia. In 1987, he resigned from active dutyand joined his present firm, as well as the PacificArmy Reserve.
At Bowers + Kubota Consulting, Brian began hiscareer as a construction and project manager for the Inter-Island TerminalComplex at Honolulu International Airport. In 1989, he became an officerof the firm, in 1996, a partner, and in 1997 he became the President of thecompany. Together with his partner, Dexter Kubota, they drafted a strate-gic plan and vision for the firm, implementation of which has led to thefirm growing over 1,000% in the past 15 years to over 100 team members.Under their leadership, the firm has been selected for numerous stateand national awards including: National and State project awards,Consultant of the Year, Top Employer for Diversity in the Work Place forpast 5 years, the #1 Best Civil Engineering Firm to Work for in the UnitedStates by CE News for 2 years (2011 and 2012), the #1 Best Place toWork in Hawaii by Hawaii Business Magazine for 3 years (2009, 2011,2012), the #1 Healthiest Workplace in Hawaii by Hawaii BusinessMagazine for 2 years, the #1 Most Family Friendly Company in Hawaii for2 years, and the #1 Healthiest Employer by Pacific Business News in2012. Brian Bowers is married to the former Bernice Kiyo Glenn. They havetwo sons: William (17) and Robert (14) who attend Punahou School. Hewas born in 1959 in Chicago, Illinois, and grew up in Schaumburg,Illinois. He graduated from West Point as a Distinguished Graduatewhere he received a Bachelor of Science Degree. He attended night

Ms. Karamatsu is a graduate of Iolani School andthe University of Portland in Portland, Oregon. At theUniversity of Portland she was on the Track & FieldTeam (Pole Vault), involved with the ASCE StudentChapter and the Hawaii Club, and graduated with aB.S. in Civil Engineering. Ms. Karamatsu started hercareer in Washington State, working for theDepartment of Transportation on projects such as anI-5 bridge structural rehabilitation project, a 28-milesafety corridor project and lastly, a highway inter-change project. In 2008 Ms. Karamatsu moved back to Hawaii and hasbeen working for Parsons Brinckerhoff on the Honolulu Rail TransitProject, completing various tasks such as designing access roads andstream bank enhancements, and reviewing various submittals.
Ms. Karamatsu is a licensed professional engineer in civil engineeringand is highly involved with the American Society of Civil Engineers(ASCE), currently serving as the ASCE Hawaii Section’s OahuMetropolitan Planning Organization Chair and the Younger MemberForum (YMF) Past President. Previous ASCE positions include YMFPresident (FY2011), YMF Treasurer (FY2010) and YMF CommunityService Chair (FY2009-2011).

Jonathan Dang was born and raised in Honoluluand is a 2009 graduate of Kalani High School, wherehe earned a 4.0 GPA and was the valedictorian ofhis class. Jonathan then enrolled as an electricalengineering student at UH Manoa as a UH RegentsScholar, an accolade given to only 20 high schoolstudents from across the entire state.
From the start, Jonathan immediately immersedhimself in a number of projects at the UH College ofEngineering (CoE). Most notably, though, was a pro-ject he worked on during his junior year, where Jonathan and three team-mates built an autonomous miniature robot – known as a “Micromouse” –designed to maneuver its way through a maze as fast as possible.Jonathan’s team’s mouse ended up taking 1st place in the IEEE Region 6Competition. Jonathan then moved on to work on a government-fundedradar calibration nanosatellite project under the UH Small-SatelliteProgram, where he was eventually promoted to Lead Software Engineer,developing the software necessary to command and control the satellitefrom the Earth once in space. Jonathan has sharpened his engineeringand programming skills by participating in other various engineering pro-jects and activities, such as the annual IEEE Extreme Programming

In a recent update, ACEC National Presidentand CEO, David Raymond, highlighted the fol-lowing important ACEC accomplishments,which were backed by ACEC Hawaii support:1) Passage of MAP-21, which protects funding
levels for highway and transit projects fortwo years and includes numerous program-matic reforms backed by ACEC;
2) Passage of a new four-year FAA programthat protects funding and endorses the useof Qualifications Based Selection (QBS) forairport projects funded through PassengerFacility Charges (PFCs);
3) Protection of Contracting Out languageincluded in appropriations legislation toaddress competition from the Corps ofEngineers to do design consultant work,and successful effort to defend the ThomasAmendment; and

HA`ALELEA LAWNThe thread that strung together quite a few of
my articles for a while now consisted of the reg-ular meeting places of what was originallycalled the Honolulu Engineering Association,now known as Engineers and Architects ofHawaii (EAH). At each juncture, I assembledwhat I thought were interesting social, econom-ic and political events, along with descriptionsof the buildings themselves, particularly if Ithought they had not been given sufficientexposure by others. While holding its regularmeetings at these places, the association hadoccasion to assemble, usually for specialevents such as its annual meetings, at othernotable locations that are too numerous for meto even attempt to trace completely.
Last month (January 2013) I wrapped up mycoverage of the Kapi`olani Building that servedas the association’s headquarters roughly fromsometime in mid-1906 to 1910. Located at themauka-ewa corner of King and Alakea streets,the same building also served as Honolulu’scity hall under lease for about a decade in the1920s.
The engineering association got its start in1902 at the first building erected by the YMCAin the same city block, at the makai-ewa cornerof Alakea and Hotel streets, now occupied bythe parking structure of Bishop Square thatincludes the Pacific Tower where the Kapi`olaniBuilding once stood.
After but a few months at the YMCA, theassociation moved to the Elite Building acrossHotel street between Adams Lane and UnionStreet, where it appears to have stayed untilsometime in 1904. Between 1904 and 1906,monthly meeting announcements in the news-papers sent the membership to “HaaleleaLawn,” a reference that appears to have beensufficient to pinpoint exact the meeting place.On occasion, the use of the Symphony Club’squarters was mentioned in this connection.
But only one example of the association’suse of this place is seen in the Evening Bulletin(EB) of Dec. 14, 1905: “Secretary H. P. Wood ofthe Hawaii Promotion Committee speaksbefore the Engineers’ Society at HaaleleaLawn, Richards and Hotel streets, on Mondayevening on ‘Engineering a Boom.’”
Another is described in a front-page story ofthe Hawaiian Gazette of March 20, 1906 titled“OAHU POWER PLANT DATA: EnterpriseSpoken of Among the Engineers.” This was apresentation to the engineering association atHa`alelea Lawn by Edward Cannon ofPortland, Oregon, who, based on “his twentyyears of experience in the electrical andhydraulic fields... paid tribute to the excellenceof the power plants operating the street railwayand street lighting services but he believed thatwith a fixed central power plant there would bea large reduction in the cost of power to eachof these enterprises.”
As I described in earlier installments, theHonolulu Rapid Transit & Land Co. (HRT&L)operated its powerplant at its Alapai carbarn,whereas the city’s streets were lit by a govern-ment-run hydroelectric plant in Nuuanu valley.Power to residences and commercial estab-lishments, including hotels, was supplied bythe fledgling Hawaiian Electric Co. (HECO)from its Alakea street powerplant. Incidentally,at the same gathering, a motion was passed to

You can imagine how piqued my curiositywas about the frequent mention of Ha`alaleaLawn, a place, by the way, that is not listed in“Place Names of Hawaii” by Pukui, Elbert andMookini. This was several years ago, before“Google Books,” the Library of Congress’“Chronicling America” newspaper archive andmany other resources became available to me.As a result, my search for clues was tedious, tosay the least.
Interestingly, the first lead I came across wasin the January 9, 1902 issue of The HonoluluRepublican, again on the front page, under thetitle “HAALELEA LAWN TREE CAUSES GRAVEINJURY.” Let me quote the brief story in itsentirety if only to offer a glimpse of the type ofdetective work that leads to the historicalaccounts I put together for your informationand pleasure:
“When the Rapid Transit car that leavesPalama at 8 o’clock in the evening, Punahoubound, arrived at the intersection of Richardsand Hotel streets last evening, Mrs. CharlotteTrombly, residing at Makiki, boarded it home-ward bound. She had attended the prayermeeting at Central Union Church and was ingood spirits. Little did she know that she wouldnever get home in that car.
When the car arrived at the corner of Hoteland Richards street, the conductor gave theusual warning ‘Stonewall to the left, look out!,’Passengers moved their heads a little more intothe inside of the car, but the trees climbing overthe Haalelea Lawn stone wall were too muchfor them. In less time than it takes to tell, one ofthe branches entered into Mrs. Trombly’s eyemaking a large cut from which blood flowedprofusely. A hack was called, and a doctor,who happened to be in the car, took the lady tohis office where she was given preliminarytreatment. He then escorted her to her home onKeeaumoku street.”
From this I garnered the following clues:Ha`alelea Lawn featured a stone wall and waslocated in the vicinity of Richard and Hotel
Streets, near the Central Union Church. I knewfrom earlier research that, between 1892 and1924, the “blue stone” Central Union Churchwas located at the diamond head corner ofRichard and Beretania streets across Beretaniafrom Washington Place and that the originalRoyal Hawaiian Hotel was across Richardsstreet with its entrance on Hotel. Assuming thatthe streetcar went straight across Richards, theLawn’s stone wall on the left side would havebeen where the State Capital grounds aretoday. Of course, this was my initial guess andwas subject to verification. Incidentally, theroadway segment of Hotel Street beyondRichards was known during the Monarchy asPalace Walk but was renamed after the over-throw to erase the memory of the HawaiianKingdom; for the same reason, Iolani Palacebecame known as the Executive Building, andPalace square where Merchant and Kingstreets meet in front of the Palace grounds wasrenamed Union square.
I obtained some reassurance that I was cor-rect about the location of Ha`alelea Lawn whenI read in a history of the Honolulu Symphonywritten by Dale Emerson Hall in 2002 that “in1904 the HSS [Honolulu Symphony Society]secured the lease of Ha`alelea Lawn, a spa-cious coral-block two-story building... at fiftydollars a month... The HSS occupied Ha`aleleaLawn for about two years.” This is consistentwith the Evening Bulletin of July 13, 1904: “TheHonolulu Symphony Society held the first of itsrehearsals for its open air concert last night inthe new quarters at Haalelea Lawn... Theorchestra will take its place on the lanai in frontof the main hall while the audience will be seat-ed in the garden.”
From 1904 to 1906 was about the time thatthe Honolulu Engineering Association wasreported to hold its regular monthly meetings atHa`alelea Lawn.
Then I discovered a story in the HonoluluRepublican of August 30, 1901 describing thefirst runs of the electric streetcars of theHonolulu Rapid Transit & Land (HRT&L) Co. onthe previous day: “After leaving the power-house [at Beretania and Alapai] the track forthe distance of two blocks runs over the unbuiltextention of Hotel street... Then just beforereaching Richards street, the track lies so closeto the stone fence of Haalelea Lawn that thereis berely room for the side of the car to clear.”

My guess was correct: the streetcar line wentalong the old Palace Walk and that’s whereMrs. Trobly was injured a few months later.
Additional clues I unearthed associated thename of the place with High Chief Levi (Liwai)Ha`alelea from Lahaina who marriedKekauonohi, a granddaughter of KamehamehaEkahi, around 1848.

Jonathan’s project experience extendsbeyond academia, as he has also interned atthe Information Systems and Global SolutionsSector of Lockheed Martin for two summers,where he developed a new synthetic apertureradar imaging technique with an associatedgraphical user interface. He is also a teachingassistant for over 20 students in a computer-programming course within the CoE.
Jonathan was elected the AY 2012-13 presi-dent of the UH chapter of Eta Kappa Nu (HKN),the international electrical engineering honorsociety, and is instrumental in planning thechapter’s 50th anniversary.
Jonathan is in his final semester as an under-graduate, earning a 3.96 GPA over the last fouryears. After graduating this May, he plans tocontinue his academic career to pursue aPh.D. in EE. As his real passion is teaching,Jonathan’s ultimate goal is to become a col-lege professor.

FALEA FE REVIEW CLASS:Jeoffrey went over the Class Syllabus. Class
started as scheduled on Saturday, January19th and will continue every Saturday from1PM to 4:30PM through April 6th with the finalweek slated for a “mock” FE Exam. The actualNational FE Exam is on April 13, 2013. Thanksto all the volunteer instructors like JohnCabulisan, a former student of the FALEAReview Class who wrote to Jeoffrey just beforeChristmas to let him know that he passed thePE Exam in October and would like the oppor-tunity to assist in the program by teaching oneof the review classes to show his appreciationfor all the efforts of the FALEA review instruc-tors.
