Leadership Message
Greetings to all -
I look forward to seeing everyone at our May meeting at Prairie House Restaurant, followed by a plant tour hosted by the Upper Trinity Regional Water District. We’ll have a lot going on at the May meeting, including officer elections, recognition of several local science fair winners, and a presentation prior to the plant tour. The seating capacity is limited - please register early!
Phil Spitzer will take the reins as president when the “WEAT year” ends in June. Our nominating committee has recommended Sherri van der Wege to fill the Section Rep. role as Jeff Caffey moves to the Vice President role at the State level; Heather Wootton has been nominated as Secretary. Both of these nominees, along with the rest of our numerous officers and committee chairs, will continue to bring energy and enthusiasm to the North Texas Section!
Texas Water 2020 will be in Fort Worth – planning will begin soon, and numerous volunteers will be needed. As WEAT Co-Chair for the conference, I’d love to hear from anyone who would like a role in the conference.
As you’ll see on subsequent pages of this newsletter, we have an incredible team of volunteers working hard to do good things for our members, our communities, and for deserving students throughout the area. It has been an honor and a privilege to serve as president of the section for the last year, and it is exciting to know that we have so many active members ready and willing to help continue and expand our traditions.

PROJECT MANAGER—North Texas Municipal Water District
The NTMWD is currently hiring for a full time Professional Engineer. This position will be responsible for quality control review of engineering projects. The successful candidate will track work progress of the various engineering design and construction projects utilizing scheduling software. The candidate will reviews change orders, requests for information, field changes, and pay requests.
Candidate will also act as a project manager for assigned projects and maintain project management procedures. Requires experience in municipal water and wastewater design and construction. At the Gloyna Breakfast at Texas Water last month, Betty Jordan gave a Jordanesque presentation recognizing the lives and careers of three notable educators in our industry – Doctors Ernest Gloyna, Davis Ford, and Wesley Eckenfelder. These men made significant contributions, individually and jointly, to the body of knowledge in the water environment and resources arenas. Their careers crossed paths in the last half of the 1960’s as faculty of the UT Austin Civil Engineering Department program with many of our industry leaders having studied under their tutelage. Ernie and Wes had distinguished careers in education until their passing earlier this year and in 2010 respectively. Davis currently leads a consulting firm after many years at UT Austin. Betty described this as “we are standing on the shoulders of giants.”
Wes Eckenfelder was widely known as the “Father of Industrial Waste Management”. He taught for thirty-six years, established several consulting firms, and authored over thirty books. He received numerous awards domestically and internationally, had two prestigious awards named for him, and WEAT remembers him with the Eckenfelder Lecture Series. Even with this accounting of accomplishment and recognition, the story is only half told.

Wes’ wit was legendary. I feel sure that anyone who has had the pleasure of attending his lectures has a story. For example, he would fit a graph line among a seemingly unrelatable set of data points knowing his audience would have a degree of skepticism. The audience was next presented with evidence of the line’s prediction accuracy - point Eckenfelder. He lost his vision in his later years. When asked highly detailed questions during his lectures, he could identify the exact overhead projector slide that would yield the answer, much to the amazement of his audience.
This leads me to my favorite story about Wes. As I recall 35 years ago, getting this newly chartered North Texas Section of WEAT up and running presented some challenges. After each dinner meeting, a handful of officers and volunteers met to count the proceeds, secure the next speaker and identify a consultant to underwrite the next meeting. The section was operating on a meeting-to-meeting basis and we needed a spark. Wes Eckenfelder found time to be the last speaker of our first year of existence. We sold out the venue, the presentation was predictably great, and the section’s credibility was solidified. This allowed the section to have a planning horizon beyond the next meeting and proceed with building the organization we have today.

The WEAT North Texas Section March dinner meeting was held at Texas Star Conference Center on March 21, 2019. The speaker was Julie Nargang, executive director of WEAT. Her presentation was an overview of the 86th legislative session. Julie provided information about committees relevant to the wastewater industry and a summary of related bills which were filed. General topics included flood planning, water quality, biosolids, produced water, spill reporting, desalination and groundwater, work force development, lead testing, and cyber security.

The Professional Certification Testing Center, is a high-stakes secure testing facility with private carrels, audio and video surveillance and personal item lockers. It offers exam proctoring services for the computer based TCEQ examinations.
All electronic devices, USB drives, personal computers and watches are strictly forbidden in the testing area but may be left in a reception area locker. Every effort will be made to facilitate your testing needs under the regulations stipulated by the state of Texas.
