This is in continuation of our circular dated 26 th June 2012, wherein we have communicated the decisions of the Central JCA meeting and the programmes of action chalked out by the JCA. According to the said decision, a resolution is to be adopted in the Lunch Hour Demonstration to be held on 12th July, 2012 to be sent to the Revenue Secretary. Further a black badge wearing programme while attending office on 30th and 31st July, 2012 is also to be observed among others. To bring about uniformity in the Resolution and depiction in the black badge, we are sending herewith the following text of the “Resolution” to be adopted and sent to the Revenue Secretary and the text of illustration in the “black badge”. All the Circle/Unit Joint convenors are requested to take necessary steps to communicate the same to all the branches requesting them to make the programme a grand success.

JOINT COUNCIL OF ACTION___________________ Circle/Branch. This meeting of the members of the Joint Council of Action of _____________ unit/branch, held today, the 12th July, 2012, expresses deep concern over the dilly dallying and insensitive attitude of the Chairman, Central Board of Direct Taxes, New Delhi towards the genuine and long pending issues concerning the Promotee Officers and Staff of this Department. The members of the JCA which consists 95% of the personnel in the Department are totally discontented with the discarding of the established negotiating mechanism and not holding meaningful discussions by the authorities with the JCA to settle the issues. The members are also aggrieved with the authorities for bringing about a situation in the Department forcing the members to tread the path of agitation. The meeting therefore, seeks the immediate intervention by the good offices of the Revenue Secretary and issuance of suitable and urgent instructions to the Chairman, CBDT to hold meaningful discussion and settlement of our long pending issues. The meeting also requests the
Revenue Secretary to direct the Chairman, CBDT to set up a Permanent Grievance Redressal Forum in the Department to avoid discontentment of the Officers and Staff and to bring about a permanent industrially peaceful functional atmosphere in the Department.

of members of JCA-Reg. After our nationwide agitation and innumerable requests, your goodself convened the much delayed and long awaited review meeting, on 30th May, 2012. The outcome of the meeting on most of the issues was not positive. Even the progress of implementation on the issues agreed upon by the predecessors in office was neither properly reviewed nor any directions were given to the concerned Directorates to speed up the implementation. On other issues also the outcome was not positive in as much as no time-bound action or firm assurances were laid out. Our request for another meeting in a month’s time, as also to set-up a permanent machinery for redressal of our issues were also turned down by your goodself. The only assurance firmly spelt out in the meeting was the early approval and communication of the minutes of the meeting, that too on our request. But even on our personal request to the Chairman on 18th June, 2012, progress in this regard also, is not visible. The said meeting, was therefore, had to be characterized as a blow to the legitimate expectation of the 95% personnel in the Department.
In the meanwhile, the following three issues have cropped-up which has caused great consternation amongst our members :
1. Cancellation of 1 weeks International Attachment to around 160 Promotee ACITs undergoing training at NADT citing Govt.’s austerity
measures, while 40 Addl. CsIT and 40 CsIT are being sent to USA under Advanced Mid-career training program.
2. Surreptitious manner of amending the IRS Rules 1988 for introducing ‘Year of Induction’ as distinct from ‘Year of Promotion’. This issue was discussed in great length the meeting of 30-5-2012 when it was decided that the HRD will call-back the file from the Office of MOS (Finance) and discussion will be held with ITGOA & JCA before taking any final decision. But till date nothing has been heard from the Board.
3. Prospective promotion to the grade of DCIT of 2006 batch officers thereby denying them pay relating to DCIT from 1-1-2011 to June 2012 and causing consequent delay in their future promotion to the grade of JCIT. This new action is not consistent with promotion granted till the year 2010 and is therefore discriminatory. The Officers are made to suffer for the delay in promotion which is purely on account of inaction of the Board.
The Central JCA, met at New Delhi on 25th June, 2012 to take stock of the situation especially in the above background. The discontentment of the members in general, which is growing day by day due to their sufferings and non-settlement of the issues concerned with their carrier progression, legitimate financial benefit etc. were discussed. The Meeting also took note of the absolute apathy on the part of the Board and Administration and was constrained to take the decision to revive the suspended agitation. The meeting therefore has unanimously, decided to embark upon following agitationalprogramme with immediate effect :
1. On 12th July, 2012- Lunch hour demonstration in all CCIT and CIT stations and adopting of resolution seeking the intervention of the Revenue Secretary in the matter.
2. From 13th July 2012- Non-preparation and Non-submission of Statistical reports to any higher authorities followed by Black Flag Demonstration whenever the Chairman or Member (P&V) visit any station or office.
3. On 19th July, 2012 -Half day walk-out from office after lunch recess as a mark of protest.
4. On 30th& 31st July 2012, Black Badge wearing at work place in protest against the attitude of the Authorities.
5. From Ist August, 2012- Apart from not sending statistical reports, desisting from working beyond office hours and on holidays, Not allowing outsiders to work in office.
6. On 23rd August, 2012- Walk out from office for the whole day.We therefore painfully communicate to your goodself, the above decision taken in the Central JCA meeting. Notwithstanding the above decisions and desire of the personnel in the Department to embark upon on the agitation, we request you to convene a meaningful meeting before the start of the agitation to avoid unnecessary disturbances in the functioning of the Department, which will be solely on the CBDT authorities for bringing about such a situation by not settling the long pending demands of the employees and officers.

This has reference to JCA Circular dated 1st June 2012, where in we have communicated the out come of the much awaited meeting with the Chairman, CBDT held on 30th May, 2012. We have informed in the said circular that the outcome of the meeting was a disappointing one in as much as time-bound action or assurances or review of the earlier assurances was not laid out. The Central JCA met at New Delhi on 25th June 2012 to review the situation. The meeting took serious note of the dilly-dallying attitude of the Chairman, CBDT even in providing the minutes of the said meeting. In the interregnum, it has also come to the notice of the JCA the retrograde steps taken by the authorities in the matters of the Recruitment Rules of IRS Officers wherein the concept of ‘Year of Induction’ as distinct from ‘Year of Promotion’ is sought to be brought in forPromotee Officers. The sole purpose of this is to prevent further promotions to Promotee Officers vis-à-vis Direct Recruits. Further the delay on the part of the CBDT in effecting the promotion to the cadre of DCIT in time and effecting the same with the date of assumption for the 2006 batch officers has resulted in denial of the pay of DCIT from 1-1-2011 (the day when these officers
were due to promoted as DCIT) to June 2012. Further, the future promotion to the grade of JCIT is also hampered for these officers because the qualifying service for that promotion is 5 years DCIT. Till the year 2010, this promotion was give with retrospective effect and thus the officers of 2006 and 2007 batch have been discriminated upon for no fault of theirs. Further the CBDT has gone back from the assurance given to the Promotee ACITs while nominating them for the long training in the NADT, Nagpur and has unilaterally cancelled the international attachment of 1 week citing Govt.’s austerity measures, even while sending 80 AddlCsIT&CsIT for 2 weeks to USA on Advanced Mid-career training.This is a blatant discrimination and double speak by the Board and DGIT (NADT) In view of the above the central JCA was of the unanimous opinion that we should embark upon serious agitation to bring sensitivity to the Chairman, CBDT which alone will desist him from back-tracking from the assurances and take serious steps to settle our long pending issues. The Central JCA has decided to observe the following programmes of agitation, which has also been communicated to the Chairman, CBDT in our letter of even date.
Program of Action
1. On 12th July, 2012- Lunch hour demonstration in all CCIT and CIT stations and adopting of resolution seeking the intervention of the Revenue Secretary in the matter.(The text of the resolution will be communicated separately).
2. From 13th July 2012- Non-preperation and non- submission of Statistical reports to any higher authorities followed by Black Flag Demonstration whenever the Chairman or Member (P&V) visit any station or office.
3. On 19.the July, 2012 -Half day walk-out from office after lunch recess as a mark of protest.
4. On 30th& 31st July 2012, Black Badge wearing at work place in protest against the attitude of the Authorities.
5. From Ist August, 2012- Apart from not sending statistical reports, desisting from working beyond office hours and on holidays, not allowing outsiders to work in office.
6. On 23rd August, 2012- Walk out from office for the whole day.The central JCA also decided to request its members to fully cooperate with the process of return receipt during the month of July-2012, solely in the interest of avoiding any difficulty to the Tax Payers, as this is never the intention of the JCA.All the Circle/unit secretaries of ITEF and ITGOA are requested to carry out the above programmes successfully in all places. State JCA leaders may undertake necessary campaign programme to make the agitation success wherever necessary. Meeting with the Chairman, CBDT The much awaited “Quarterly” Review Meeting between the Chairman, CBDT and JCA took place on 30th May, 2012. The “Quarterly” meeting was held after a gap of 9 months and that too after a nation-wide protest by the members of the JCA demanding the Meeting and settlement of long pending issues. Congratulations to one and all, for successfully holding the demonstration, which forced the Administration to convene the meeting.The meeting was an absolute farce on the expectation of promotee officers and staff. The Official Side could not even report the progress of implementation of the issues already agreed and settled. Rather the official side took full advantage of the frequent change in the incumbency in the Board to confuse and mislead themselves over pending issues, some of which were as under : i. Cadre Composition was mistaken as Cadre Restructuring, ii. Advance Increment on passing Dept. Exam was discussed as increment on promotion. iii. Anomaly in pay fixation of Inspectors, AO/PS was mistaken as upgradation of Pay ScaleEvery issue taken up for review, especially those agreed upon and resolved in earlier meetings had to be discussed afresh as new points. We have every reason to believe that the approach of the Official Side in this meeting was an orchestrated one to hide the failures in implementing and executing the decisions taken earlier and its unwillingness to address the genuine grievances of the Officers and Staff of the Department. For instance the oft repeated reasons for not conducting the DPCs for various cadres above ITO level is repeated again in this meeting such as ACRs are being collected, vigilance clearance is
pending, UPSC has been approached, proposal has gone etc.etc. The meeting also brought out the nefarious and partisan role of the Board, as a proposal to amend the IRS Rules 1988 without any sort of discussion with JCA or ITGOA, whose members are the only feeder cadre to the promotion quota in IRS. After, the questioning by JCA, the Chairman-CBDT directed the HRD to submit a detailed report on the said issue and it was assured that the Board will discuss the same without any prejudice. Further, an unfortunate development in the meeting was some of the issues after fresh discussions ended either in rejection or deferment. The “Quarterly Review Meetings” are held not only to discuss the issues but to review the progress of implementation of issues already settled. The Chairman even took the position that he cannot be held responsible for the failures of his predecessors, thus totally negating the spirit of “Review”. Further our request for another meeting in a months time to review what has been decided in this meeting was also turned down, thus shutting down the door of negotiation with him during his tenure. But, we are trying once again for a meeting within a months time. Further, to avoid recurrence of such a situation, we have also urged the Chairman to set up a Permanent Committee for grievance redressal and review of implementation. The System of Quarterly Review Meeting with the Chairman and bimonthly meeting with the Member (P&V) was introduced in the Department at the intervention of the Finance Minister and Revenue Secretary in the wake of a long agitation by the JCA in the year 2005. At no point of time after that, such attempt was made to scuttle the mechanism as is being done now. The Member Personnel who was supposed to convene bimonthly meeting with the JCA has not even called a singled meeting during the last one year. The deliberate derailment of established and accepted negotiating mechanism at the apex level is also reflected in the attitude of certain
CCIT(CCA) of certain regions. Before this disease spreads, we the JCA will have to take steps to bring the system back to track and the JCA leadership is exploring all options to counter the nefarious design of the authorities. The National JCA will meet shortly to chalk out further programme of actions to get the genuine grievances of the employees and officers redressed. With greetings,

Dear Comrades,
JCA programme of agitation. According to the reports reaching the CHQ, the
members of ITEF and ITGOA responded admirably to the lunch hour meeting and
demonstration held on 3rd May, 2012 and participated massively in the Dharna
programme of 8th May, 2012. It was no doubt, a reflection of the total discontent of
the employees and Officers of the department over the insensitive and wayward
attitude of the Central Board of Direct Taxes towards the grievances and legitimate
demands of the employees and Officers. The Secretariat of the ITEF congratulate
the members of the JCA for their cooperation in making the programme a grand
success and registering our protest against the attitude of the CBDT authorities. Till
now there is no indication of the willingness of the authorities to convene a meeting
or hold discussion with the JCA leaders for the settlement of our issues. Further
programme of action will be intimated shortly in consultation with the ITGOA.
Confederation Programme. The National Executive meeting of the
Confederation which was held at Kolkata on 28 th April 2012 has decided to hold a
massive march to Parliament on 26th July, 2012 and embark upon other agitational
programmes during the month of August to November, 2012 culminating in a one
day strike during the winter session of Parliament. The National Executive decided to
organize such programmes exclusively on the issues and demands of the Central
Government Employees in the light of non-settlement of the issues arose after
implementation of the VI-CPC report, wage revision of the employees after the
crossing of DA index at 50 point mark, non functioning of the JCM/DCMs, continued
attempt to outsource and privatise the Departmental works of permanent nature,
closure of Govt. Offices, restrictions on compassionate ground appointments etc.
The Charter of Demand finalised in the National Council Meeting is enclosed.
Campaign Programme. The National Council also decided to embark upon a
campaign programme during the month of June-July 2012 to elicit massive
participation in the March to Parliament programme and other programmes slated
after that. The joint campaign programme is finalised on the basis that atleast three
major stations in each state will be covered by the leaders of the Confederation. The
tour programme of the campaign committee finalised by the Confederation Sect.
isenclosed with this circular. It could be seen from that in all the delegation the
CHQ members of the ITEF are included. The Circle General Secretaries in
consultation with the Secretary of the State COC may finalise the tour programme
within their circle viz. starting point and ending place and intimate the same to the
CHQ member in the team for making necessary travel arrangements by them.
March to Parliament: The Confederation CHQ has fixed the following
minimum number of participants from each affiliate in the March to Parliament on
26th July, 2012.
Each of the affiliate of the Confederation may mobilize as per the quota given below: This is the minimum.NFPE- 15,000; ITEF- 2000; AIAAA- 1000; NFAEA- 1000; Civil Accounts- 500; Ground Water Board-300;Central Secretariat- 200 all other affilitates of Confederation: 50 each. State Coordination Committee may mobilize the following number of participants from the affiliates of Confederation other than the above organizations: Kerala- 50, Tamilnadu- 50; Karnataka-20; Andhra Pradesh- 20; Maharastra-30; Rajasthan- 20; Delhi-100; UP- 50; Bihar& Jharkhand- 25; M.P& CG-25, Orissa- 20; West Bengal- 50; N.E. Region-20. Accordingly, to achieve the minimum target fixed for ITEF, we request you to make
all efforts to send minimum number of participants from each circle as indicated
below. The minimum quota is fixed after taking into account the distance of the
circles from Delhi and their membership.

1. Revise wages of CGEs with effect from 1.1.2011 and every five years thereafter by setting up the 7th CPC;
2. Stop price rise; strengthen the PDS.3. (a) Regularize the daily rated workers, contingent and casual

5. Fill up all vacant posts and create posts on functional requirements6. Stop downsizing, outsourcing, contractorisation, coporatisation and
privatization of Governmental functions;(b) Promote all eligible GDS of Postal Department against 50% Postmen vacancies
and 100% MTS vacancies without resorting to direct recruitment from the open
market. Raise the bonus ceiling of GDS employees on par with other workers in the
country.
1. Stop the move to introduce the productivity linked wage system; Performance related pay; introduce PLB to in all Departments; remove the ceiling of emoluments for bonus computation.
2. Scrap the New Pension Scheme and extend the statutory defined benefit pension to all Central Govt. employees irrespective of the date of recruitment.

Dear Comrade,
The National Executive meeting of the Confederation was held at Kolkata on
28th April 2012 as scheduled. The meeting was chaired by Com. S.K.Vyas,
President. Of the 27 members of the Sectt., twenty comrades attended the meeting.
Com. D.P.S Madan and Com. Seethalakshmi did not attend the meeting. The other
five comrades had intimated their inability due to unavoidable circumstances to be
present at Kolkata. Eighteen National Executive Members representing
affiliated Associations/Federations having more than 3000 members did attend the
meeting. The prominent absentees were the representatives of: (a) Central Sectt.
Employees Federation, (b) CPWD Workers Union (c) CGHS employees Association
and (d) Marine Engg. Employees’ Association. However, the following affiliates,
even though having less than 3000 membership, sent in their representatives to
attend the meeting as observers.
Farakka Barrage Engineers Association, Farakka Barrage Group D Employees
Union, NSSO Ministerial Staff Association, Botanical Survey of India Employees
Association, ICMR Employees Association, National Library Employees Association.
Of the 18 State Committees, barring Gujarat, Rajasthan, North West Region
(Haryana and Punjab) and Himachal Pradesh, all sent in their representatives to
attend the meeting. It was, therefore, the best attended National Executive meeting
of the Confederation. We thank profusely the comrades who took the trouble to
make it possible. The West Bengal State Committee had made very good
arrangements for the conduct of the meeting. Excellent food and very good lodging
arrangements had been there. The decisions taken at the meeting are briefly
placed hereunder:
1. At the request of the house, Com. President agreed to include to discuss the organisational matters and organisational review was included in the agenda.
1. 2. Agenda No.1: Programme of Action – Unanimously decided to organise a March to Parliament on 26th July,
2012(Thursday) with a participation of about 50,000 comrades.1. Series of demonstrative action programmes will be carried out
during the months of August to November, 2012.1. 4. The programme will be culminated in a One day Strike on
a date to be fixed by the Sectt. and announced at the rally on
26th July, 2012. The proposed one day strike will be on a day
between the last fortnight of November and the first week
of December, 2012, depending upon the period of the
Monsoon session of the Parliament.
2. 5. Agenda No. 2: Campaign programmes – The first phase of the campaign programme will be concluded by 20th July, 2012. The National leaders will visit all States. Meetings will be organised at least in three places in each State. The State Committee immediately on receipt of this communication will decide upon the tour programme for each station in the State. The affiliates will book accommodation at Delhi for the participants who will have to reach Delhi a day prior to the programme. The Comrades who will be going over to Delhi may be advised to book both the to and fro journey tickets. The Tour programme of the National leaders is given in the annexure to this Circular. Both the State Committee and the deployed comrades may seek changes in the date and place within one week of the receipt of this communication. Whatever adjustments are possible, it would be done by the CHHHQ. After a week no change could be possibly done. The State/District Committees and the affiliates” State leadership will ensure that the railway tickets are booked immediately and the list of volunteers to participate in the March to Parliament programme finalised. The States Committees of Uttar Pradesh, Rajasthan, Delhi and Madhya Pradesh are specially requested to mobilize large number of comrades who are stationed
in and around Delhi for participation in the March to Parliament programme. If necessary they may hire buses etc. to bring the participants.
1. 6. Review of 28th Feb. 2012 Strike participation: As per the reports presented by both the State Committee and the affiliates, it is evident that the strike participation of CGEs on 28th Feb. 2012 had surpassed all records and have enthused the rank and file of the workers. Most of the comrades reported that the proposed strike action in November/December, 2012 will have larger participation of CGEs in view of the CGE specific demands in the charter. It emanated from the discussion of the organizational review that the organizational state of affairs in North West Region and Gujarat is quite pathetic and serious attention to revive the functioning of the state Committees must be made. The U.P State Committee will hold their conference in June, 2012. The State Conference of Orissa has already been held and a new set of office bearers have been elected. The Trineal State Conference of Conference was held with participation of all District Committees. The State Committees have been formed in Uttarakhand, Jharkhand and Chattisgarh. The continued inability of H.P. State Committee to participate in the strike action as well as in the NE meetings has been noted and it was decided that the National leaders must pay attention to this aspect immediately. The Rajasthan State Committee’s Conference is overdue and steps must be initiated to hold the Conference. In many districts of Tamilnadu, Committees
are yet to be formed and the State Committee’s repeated assurance in the matter has not been fructified.
Many affiliates have reported the non- functioning of the JCM Departmental and
Office councils and the non grant of recognition despite completion of all formalities.
The assigning of Group B. Non Gazetted Ministerial status to the employees with
grade pay of Rs. 4200 has created problems for many organisations. Taking all
these into account, the Committee decided to hold demonstration in front of all
offices and send the following telegram to the Cabinet Secretary and the Secretary
Personnel respectively. The demonstration is to be organized in front of all offices
on 25th May, 2012 and the following telegrams/savingrams sent:

1. Many comrades who participated in the discussion agreed with Com. T.K. R. Pillai that the 6th CPC has done great injustice to the cadre of LDCs and UDCs and the MACP scheme has compounded it. The restructuring of the UDCs cadre in the Central Sectt. has accentuated the injustice and has disturbed the parity which had all along been in existence with the Sectt and subordinate office staff. The decision of the Govt. was in complete contravention of the 6trh
CPC recommendation to the effect that there must be parity in the pay scales of Sectt and staff in the subordinate offices. The restructuring ought to have been automatically extended to all field formation as the Department of Personnel is the nodal cadre controlling authority for all common categories, he added. The house, hearing the views of others, decided that the National leaders should immediately take up this matter as also the settlement of MACP related issues with the Government by holding discussions.Com. Prasad raised the issue of denial transport allowance for those who are on field duty which put them into great financial loss. The house directed the Sectt.to take up the matter with the Govt. for the removal of conditions for the grant of Transport allowance.
1. The other suggestion that has emerged from the discussions were:(a) The National leadership of affiliated Associations should pay visit to the States
periodically and the problems of the employees discussed;
(b) The CHQ must monitor and ensure that the State conferences are held within
the time schedule prescribed under the constitution;
(c) The Confederation’s decisions must be endorsed by all affiliates and
communication to that effect issued to all field formations with copy to the State
Committees and CHQ.
(d) The CHQ leaders will interact with the leaders of CGHS and Central Sectt. To
elicit their participation in the Confederation meetings.
1. 9. The meeting also discussed the probability of the PFRDA Bill getting enacted in this session of the Parliament, especially in the background of the stated position of the BJP to support such an
enactment. BJP seems to have watered down its avowed position and they may not perhaps insist upon guarantee even for a minimum pension. If not altogether dropped, they may allow it to be reduced to a pittance The meeting was of the opinion that the Confederation as decided earlier, must register its opposition to the bill as and when it is taken up for adoption, through a separate programme. Accordingly, it is decided that a demonstration
for two hours on either the day the bill is taken up in the
Parliament for discussion or the next day must be
organised. The State Committee and the affiliates are requested to kindly take the campaign
programme very seriously as an intensified and widespread mass contact will not
only rejuvenate our movement but will also ensure larger participation in the 26th July,
2012 March to Parliament. We must reach out to our members even at the remote
corners of the country and we are certain that this campaign will help us to bring
about a strong organisational base before we embark upon the strike action.

Dear Comrade,
Please refer to the JCA letter dated 22nd March, 2012 addressed to the
Chairman, Central Board of Direct Taxes, New Delhi. The said letter was
accompanied by the resolution passed in the Central JCA meeting held on
21.03.2012 alongwith 16-point Charter of Demands. The letter and resolution sent
to the Chairman were put on the website/email and published in the April issue of
Aayakar. The said letter explicitly communicated to the authorities to convene the
long pending meeting with the the JCA and settle the issues within a month’s time.
When no indication was forthcoming from the authorities, another letter reiterating
the request was submitted to the Chairman on 16th March, 2012. Till date we have
not heard anything from the Chairman indicating the date for the meeting with the
representatives of the JCA to discuss very urgent and long pending issues.
You are aware the deliberations that took place in the All India Conferences
of ITGOA at Mumbai held in the month of January 2012 and the All India Conference
of ITEF held at Mehsana in the month of February, 2012. In both the conferences
the dilly-dallying attitude of the authorities was widely condemned. Taking into
account the total discard of the established mechanism of settlement viz. Quarterly
Review Meeting by the Chairman CBDT and bimonthly meeting by the Member
(Personnel), CBDT with the representatives of the JCA both the conferences
separately and the JCA meetings held on 24th December, 2011 and 21st March, 2012
decided to mount pressure on the authorities through sustained agitation unitedly
under the banner of JCA, for settlement of our issues pending for long time. To pave
way for a negotiated settlement and implementation of the agreed ones, both the
ITEF from 27th Sept. 2007 and ITGOA from 28th March, 2012, suspended our ongoing
agitations.
We regret to inform you all that not only there is any communication from the
authorities to convene the meeting but there is absolutely no indication of any
efforts to redress our grievances even on the agreed demands. It is pertinent to
mention here that the Chairman has even refused to meet the delegation of
ITGOA for a few minutes to discuss an urgent issue. Therefore we are compelled to
revert back to the decisions of the JCA meeting held on 21st March, 20102 to embark
upon the agitational path. We therefore, call upon you to implement the following
agitational programme chalked out by the JCA, throughout the country jointly under
the banner of JCA to register our protest against the attitude of the authorities in
addressing the grievances of the promote Officers and staff of the Department.
3rd May, 2012: To hold lunch hour meeting to explain the circumstances
and the charter of demands to the members and demonstration in protest against the
attitude of the Central Board of Direct Taxes at all places. The same day a Copy of
the Charter of Demands will be submitted to the CCITs/CITs requesting their
intervention in the matter.
8th May, 2012: To organize Mass Dharna programme at all CCIT/CIT offices
and sending the following telegram to the Chairman,CBDT, New Delhi.
“Kindly hold talks with the JCA leaders and settle our grievances”JCA_____________Branch/unit To organize Lunch hour meeting and walk out for the second half of the day. (the date will be intimated later)The Central JCA will meet immediately after the above programmes to take stock of
the situation and to decide further course of action. All the Circle/ Unit Joint
Conveners of JCA are requested to take necessary steps to organize the above
programmes jointly and successfully.

Com. C. Susbramanian is no more.
Com. C. Subramanian, veteran trade union leader and former president and General Secretary of TITU,
the then Tamilnadu affiliate of ITEF expired on 05.04.2012. He was 86 years old. Com. “CS” as he is
known in TU circle was a born leader. In his six decades of trade union movement, began as an activists
of the Income Tax Employees movement rose to be one of the inspiring leaders of the Tax Employees
movement in India. He was instrumental in the formation of then Tamilnadu Income Tax Employees
Union in the early seventies when the then affiliate of the ITEF in Tamilnadu decided to disaffiliate from
the Federation. His tireless work and contribution to the movement got recognition from all spheres of
trade union movement. The death of Com CS is an irreparable one for the Tax Employees in India. The
ITEF pays its respectful homage to his memory and conveys its heartfelt condolence to his family
members.
Departmental Examination-2012
The Secretary General along with Addl. Secretary Com. Ashok Kr Kanojia had a meeting with the Director
of Income Tax (Examinations) on 10.04.2012 to ascertain the schedule of Departmental Examination
2012. In an earlier meeting the SG and the President had with the Director, we had requested to
streamline the Examination schedule so that the Examinations are over by the end of June every year.
The same was agreed upon. In the instant meeting the DIT placed before us certain difficulties in this
year in conducting the examinations during the month of June. The prime one being introduction of new
software enabling the candidates to apply for the examination online. This has been necessitated, we
were told, by the incidents of the past. Instances have been reported to the Directorate as well as to us
that the applications of the candidates have not been forwarded by the authorities (DDOs/CIT (Exams.) to
the Directorate thus denying the candidates the chance to appear in the Examination. The new procedure
of online application will enable the candidates to register their names directly to the Directorate as also to
submit a hard copy to the DDO concerned for authentication and onward transmission through the CIT
(Examinations). The details of the procedure to be adopted will be circulated as and when we get it from
the Directorate. We have therefore agreed for the postponement of the Examination. After taking into
account the regional and national festivals and holidays and in consultation with the President Com.
Ashok B Salunkhe, we have suggested the dates for conducting the examination-2012 between 2nd and
15th of September, 2012, which has been agreed upon by the Directorate. It was also agreed by the
Official side that the results of the Examination will be published as early as possible but not later than
November, 2012.
Renewal Fee
As has been informed earlier, the cadre restructuring proposal is in the Cabinet Secretariat for approval of
the Cabinet. All the queries and clarification sought have been provided. It is reliably learnt that the
proposal may be cleared by the Cabinet at any time. We shall inform you immediately on its approval.
JCA served notice to Chairman
The JCA of ITEF and ITGOA which met on 21st March, 2012 had decided to embark upon a serious
agitation to make the authorities see reason for settling our long pending demands. The communication
made to the Chairman, CBDT in this regard and the resolutions passed in the said meeting of the JCA has
been published in the April issue of Aayakar. In the letter to Chairman, the JCA has given one month’s
time to convene the Quarterly meeting and settle our issues contained in the 16 point charter of demands,
failing which the JCA will embark upon serious agitation. The JCA’s Charter of Demand presented to the
CBDT is enclosed.

Dear Comrade,
We have been able to get the reports of the strike participation from all our circles today. In all the states
the strike was 100 percent success. The reports received by the Circle General Secretaries from the
branches were collated, and we are proud to inform that in many stations even top officials either did not
come to office or preferred to return after seeing the total strike by the employees. Invariably in all places
the Casual/contract workers and contingent paid employees either remain absent or joined the striking
employees making virtual closure of Income Tax Offices throughout the country.
The strike call given by the Central Trade Unions evoked mammoth response throughout the
country and paralysed life in many states. The Central Government Employees under the banner of
Confederation of Central Government Employees and Workers responded admirably to the call for strike.
A Press note released by the Confederation of CG Employees and Workers is enclosed.
We once again congratulate the leaders of the Circles for the great efforts undertaken by them
especially when they could reach back only on 27th just a day prior to the strike from Mehsana after
attending the All India Delegates Conference. The massive preparation made by them before the
conference and the efforts taken by the branch/unit level leaders to keep the tempo upbeat in the absence
of their leaders for a week prior to the strike, has resulted in the massive participation of all employees and
making the strike a grand success.

PRESS STATEMENT
The General Strike of Indian working class for which the call was given by the Central Trade Unions and
endorsed by all the Federations and the Central and State Govt. Employees elicited the largest
participation today. The increased participation of workers in the industrial action was indicative of the
growing realization of the need to struggle against the present economic policies of the Govt. of India.
The Central Govt. employees throughout the country responded to the call admirably in as much as the
strike was almost total in Kerala, Tamil Nadu, West Bengal, Madhya Pradesh, Jharkhand, Chhattisgarh,
Maharashtra, Assam, Meghalaya, Tripura, Manipur and about 80% in Andhra Pradesh, Karnataka, Bihar
and Uttar Pradesh, and partial in Delhi, Punjab, Haryana, Arunachal Pradesh, Rajasthan, Himachal
Pradesh, Orissa and Gujarat.
The strike was no doubt an impressive reflection of the total discontent of the employees over the various
policy decisions like scrapping of the existing pension scheme, outsourcing, contractorisation and
privatisation which have threatened the job security. The increasing prices of essential commodities had
added to the agony and despite periodical wage increase through the system of Dearness Compensation,
the employees found it difficult to make the both ends meet with the existing emoluments.
The Confederation National Secretariat while congratulating the Central Govt. Employees in general for
the total co-operation in making the strike action a grand success, particularly place on record the
exemplary and magnificent achievement of Income Tax Employees Federation and All India Central
Ground Water Board Employees Association, who could make cent percent of their members to
participate in the strike.
We once again call upon the affiliates to go ahead with the preparation of the next strike action in
pursuance of the 14-point Charter of Demands which are of exclusive concern to Central Government
Employees.

XXVIII All India Delegates Conference of
ITEF held at Mehsana (Gujarat) from 21-24 February
The XXVIII all India Delegates Conference of ITEF was held at Mehsana (Gujarat). The
inaugurual and open sessions and Delegates sessions were held at Com. Jetalal Jadav Hall, in Water
World Resort from 21st Feb. to 24th Feb.2012. On 21st the Conference began with the flag hosting by
President Com. K.P. Rajagopal in the presence of all delegates, veterans, invitees and leaders of
fraternal organizations. Both the Inaugural and Open sessions were held on 21st February, 2012 at
3.00pm and 6.oopm respectively at the same venue. The inaugural sessions was held for the first time
sans the presence of any authority from the Central Board of Direct Taxes.
In the Inaugural session on 21st February, 2012, Com. Umesh Mehta, Chairman Reception Reception
Committee welcomed the Guests and delegates. In his welcome address he touched upon the agony of
the working class in this country due to the implementation of the new economic policies and called
upon all to resist the onslaught of the majority people of this country due to the wrong policies of the
successive Governments. While delivering the Presidential Address Com. K.P. Rajagopal criticized the
stand taken by the CBDT Officials to ignore the invitation of the only Organisation representing the entire
non-gazetted employees in the Department. He also touched upon the issues of delay in getting the
Cadre Restructuring proposal approved by the Government, non finalization of the Cadre composition and
need to strengthen the Joint movement of Income Tax Employees Federation and Income Tax Gazetted
Officers Association. He also stressed that a strong JCA is the need of the hour to bring the CBDT
authorities to be sensible .
The Conference was inaugurated by Shri Nitinbhai Patel, Minister for Water resources and Urban
Development, Govt. of Gujarat. While inaugurating the Conference the Hon’ble Minister commented upon
the functioning of the ITEF and assured all help from the Government of Gujarat. Shri M.D. Kabra, IRS,
Chief Commissioner of Income Tax (CCA)Gujaratwas the Guest of honour, who in his address expressed
happiness over the cordial relations with the ITEF,Gujarat Circleand wished the conference all success.
Other distinguished guest Com. P.S. Rastrapal, Hon’ble member of Parliament fromGujaratand a formal
leader of tax employees, who had accepted our invitation to be the guest of honour at the open session,
however, could not attend due to ill health and sudden hospitalization. He had sent a message of well
wishes and greetings for the conference.
While addressing the gathering, the Secretary General Com. Ashok B Salunke expressed his gratitude to
the Comrades of Gujarat under the leadership of Comrades Umesh Mehta, K. R. Jadeja and Com. K.
Madhusudanan for the excellent arrangements made for the conference and the comfortable stay of the
delegates, guests etc. He also touched upon the pending demands of the Income tax Employees and the
achievements made by the Federation during the last three years. He also impressed upon the need of
the hour to function unitedly under the banner of JCA and also made an appeal to all to make the
ensuring Industrial action of 28th February 2012 jointly called by All the Central Trade Unions including
INTUC & BMS a cent percent success.
Com. Rajesh D Menon, Secretary General of ITGOA, while greeting the delegates and wishing the
Conference a grand success, informed the house that the members of ITGOA are on agitation on non
settlement of their demands by the authorities especially that of inordinate delay in conducting DPC for the
promotion to the post of Assistant Commissioners. He stressed the need of a joint agitation under the
banner of JCA to get the authorities to attentive mode to the just and genuine demands of the Officers and
employees of the Department. He also forcefully stated the preparedness of ITGOA for strengthening and
waging a relentless agitation under the banner of JCA to get the just and entitled benefits to the
members. He declared that while not a single Gazetted Officer of the Central Government is going for
any type of action on the day of 28th February 2012, ITGOA members will be on a half day walkout in
solidarity with the ITEF members and other working class of this country.
The Secretary General of Confederation of Central Government Employees and Workers and Advisory
Committee Member Com. Kutty while addressing the delegates dealt with the demands and problems of
the Central Government Employees and agony inflicted on the people due to the policies pursued by the
Government. The policies, he said, had put the people and working class in a miserable condition and
allowed the microscopic minority of rich to become richer and muti billioners. The scams involving billions
of rupees stashed in foreign banks by a few individuals were fecilitated by these policies. If the country
could withstand the havoc created by the world economic recession of 2008-09 it was due to the presence
of strong Public Sector Undertaking and the firm stand and resistance put forth by the working class
against the privatization process of these PUCs. He appealed to the Tax employees not only to make the
Strike action of 28th February, 2012 a grand success, but stressed the need of the ITEF taking the lead in
organizing the strike in the Central Government Employees movement.
Com. K.R. Jadeja, Convenor Reception Committee proposed the vote of Thanks and said that the
endeavor of the Comrades of Gujarat would be to give all comforts and facilities to the delegates during
their stay and conduct of the Conference in a smooth manner.
The Open session was also held at the same venue from 6.00 PM. to 8.30 PM. The session was
inaugurated by Shri Shaktisinh Gohil, MLA and Hon,ble leader of opposition in the Gujarat Legislative
Assembly. Com. S.K. Vyas, President of the Confederation of Central Govt. Employees and Workers in
his address said that the ITEF is the most vibrant and militant organization among all the Central Govt.
employees organizations. He , while speaking, went in detail of the demands on which the workers of the
country is going for a one day strike on 28th February, 2012. Com. Sita Ram Rao, President of Income
Tax Gazetted Officers Association addressed the audience. He also stressed the need to strengthen the
joint movement in the Department. He opined that the present attitude of the authorities may be due to
lack of a strong united resistance and sooner than later we have to show them that the Officers and
employees cannot be ignored and the lethargy and dilly dallying attitude would not be tolerated. Com. M.
Krishan, Secretary General; of National Federation of Postal Employees addressed the open session and
congratulated the ITEF of being the most militant among the affiliates of Confederation and touched upon
the necessity of making the 28th February, 2012 strike a historic one. Com. M.S. Raja, Secretary General,
All India Audit and Accounts Association commented upon the strength and unity of the Income Tax
Employees under the banner of ITEF while dealing with the general issues in detail. Com. Brigu
Bhattacharya, Secretary General of All India Civil Accounts Employees Association also addressed the
gathering and dealt with common issues on which the CG Employees are embarking on Industrial action.
Com. Kaushik Roy, Secretary General, All India Central Excise Inspectors Association and Com. Asis
Chakraborthy, Secretary General, All India Customs Gr. D. Officers Association were the other fraternal
leaders who addressed the meeting. Both of them stressed the need of reviving the Revenue
Coordination Committee and requested the ITEF to take lead for the same to achieve the demands
common to the employees of the Department of Revenue.
With Vote of Thanks by Com. Ashok B Salunkhe, Secretary General of ITEF the open session came to an
end at 9.00 PM.
The Delegates session commenced from 11.00 am on 22nd Feb. 2012. The agenda items were taken up
for discussion.
Agenda Item No.1.
Condolence Resolution. Com. Secretary General read out the Condolence resolutions to pay respectful
homage of the house to the departed comrades and leaders. Two minutes silence was observed in
memory of the departed.
Agenda Item No.2.
Confirmation of the minutes of the last Conference.
The detailed minutes of the XXVII Conference held at Mumbai had already been published in the journal
Aayakar. However for the felicity of easy reference, the same had been incorporated in the Conference
document as Annexure 1. At Page No. 42. The house after discussions and incorporating the minor
omission pointed out by Com. Vengatesan (TN Circle) approved the minutes.
Agenda Item No.3.
Presentation, consideration, discussion and approval of the report and accounts submitted by the
Secretary General;
The Secretary General presented the report and highlighted the various issues incorporated in the report.
He said that the resolutions on departmental and common issues have been incorporated in the report
on the basis of what had been received at the CHQ. He added that the members who had not responded
earlier might express not only opinion on the demand already incorporated but present fresh issues for the
consideration of the steering Committee. The Accounts for the period under consideration was presented
by the Finance Secretary Com. Rupak Sarkar. While participating in the discussion all the speakers
supported and endorsed the report and some omissions were pointed out in the Secretary’s report. Some
of the speakers wanted certain clarifications and details of expenses ,while participating in the discussion
on accounts.
The report and the accounts were discussed at length and the deliberations were summed up by the
Secretary General and informed the house that the suggestions made by the members and modifications
required will be incorporated. The Finance Secretary gave clarification for the points raised with regard to
the accounts and the re-drawn balance sheet was presented in the house. The report and accounts were
unanimously approved by the house.
The proposal placed by the Secretary General for approval of the nomination of Chairman of the Steering
Committee and Credential and nomination of two more members to these committee to carry out their
functions in the Conference. The proposal was approved by the house and thus the full committee was
constituted as under:
1. Credential Committee : Com. Yeshwant Purohit, Chairman, Com. Babu Thomas and Com.
Santosh Nair -Members.
2. Steering Committee Com. Govardhan, Chairman , Com. D.P. Acharya and Com. Subba Reddy -
Members.
The agenda following items Nos. 4,5, were taken together.
4. Matter for consideration and decision under article XVIII of the Constitution, if any.
5. Amendment to the Constitution.
The proposals received and placed by the Steering Committee for consideration of the house was
discussed at length and the following amendments to the conference were approved in the Conference.
1. To increase the yearly renewal fees to Rs 30/- from the members in the Pay Band 1 and Rs 50-
from the members in the Pay Band 2.
2. Circle Presidents to be made as Working Committee Members – Thus Article IX B (i) shall read
as under.
“Central Working Committee:- It shall consist of the CHQ Secretariat members, the Circle
General Secretaries and Presidents”
Another proposal moved by the Tamilnadu Circle to amend the provisions for incorporating eligibility to
contest the posts in the Circle Secretariat, Executive Committee and Working Committees by any
delegate in the Circle Conferences. It was clarified by the Secretary General that as far as the
constitution, formation, election etc. to the Circle bodies are concerned, it is the prerogative and powers of
the Circles to lay down the procedures in their decision making bodies.
The House also approved the suggestions made by the Chief Election Commissioner on the basis of
queries raised by certain circles with regard to filing of nominations for multi posts in elections and
remaining in the field as such. After discussion it was decided to amend the “Code of Conduct” of the
constitution as under:
“A delegate may file nominations for as many number of posts in the initial stage, but should withdraw his
nominations filed for other than the post he prefers to contest before the time of withdrawal. If after final
withdrawal, any delegate found to be in the field of Election for more than one post, all the nominations of
that candidate will be construed as invalid”.
The resolution passed in the Madhya Pradesh & Chattisgarh Circle conference for bifurcation of the Circle
into two and creating separate Cadre Control authorities in state jurisdiction basis was discussed in
house. It was decided to send the proposal to the Authorities first for consideration of Cadre Controlling
Authorites separately for the two states.
Agenda Item Nos. 7 and 8 were taken together
Discussion on Departmental issues and problems; Discussion on Common issues concerning Central
Govt. employees and adoption of resolutions thereon.
The Chair while inviting the Secretary General to briefly present the major issues and the status of the
demands pending requested the delegates to participate in the discussion and cover the Organisations
issues in their presentation.
The Secretary General presented the organizational issues like functioning of Confederation, revival and
strengthening of JCA, Issues concerning the Casual labours including their regularization, present status
of Cadre restructuring proposal, Reasons for the delay in finalization of the Cadre Composition proposal,
Fixation benefit/ problems on upgradation of Grade Pay of Inspectors, Advance increment on passing
Departmental Examination, etc.
The Steering Committee Chairman Com.B.N. Govardanan, presented the report of the Committee based
on the demands and proposals sent by the Circles. The same was passed after detailed discussions. The
Following comrades participated in the discussions on the above agenda items and presented their views
and suggestions.

The resolution passed in the house and demands and issues raised by the members other than the
demands contained in the Steering Committee report will be finalized and circulated separately. While
summing up the discussion, the Secretary General briefed the feeling of the house and proposed to the
house that resolution of some of the department specific issues cannot brook delay and therefore the
house might authorize the Sectt. and the CWC to immediately meet and decide on future agitational
programmes including strike action. The house then passed a resolution authorizing the Secretriate to
embark upon agitational programmes including strike action, if no settlement, as assured by the CBDT
earlier is not brought about on the charter of demands and especially on the pending issues immediately.
The Conference decided that the newly elected CHQ Secretariat should meet immediately to chalk out
necessary campaign programme to popularize the demands and mobilize the members for the eventual
action, to be organized.
Agenda Item 9- Discussion and adoption of resolutions on policy and programmes.
The policy and programme read out by the Secretary General was approved by the house. The same will
be separately circulated alongwith other resolutions.
Agenda item 10- Presentation of the Budget estimate for the ensuing three year and adoption of
appropriate resolutions to strengthen the financial position of the ITEF(CHQ).
The budget estimate prepared and presented on behalf of the Secretariate,after brief discussion was
approved by the Conference.
Agenda item 11. Discussion on matters connected with the journal Aayakar.
The statement showing the outstanding on account of Aayakar was taken up for discussion. Some
members pointed out that Aayakar is not being received by them properly. Further more space should be
utilized for Departmental and issues concerning the Central Govt. employees. Some circles pointed out
the discrepancies in the outstanding. After discussion the Secretriate informed the house that the
suggestions will be taken into account while publishing/ dispatching the magazine and the discrepancies
pointed out in the outstanding will be reconciled. The house then appealed to the circles to clear the
outstandings.
Agenda item No. 12- Discussion and adoption of appropriate resolutions on the nomination of members to
Departmental Council and National Council JCM.
The proposal put forth by the Secretary General to renominate Com. KKN Kutty to the National Council of
JCM was approved by the House.
Agenda item No.13- Election Of Office bearers for the ensuing term of office.
On 23rd February at 11.00AM, the Chief Election Commission read out and issued the notification for the
election of Office bearers and the Schedule of Election. After completing the Process, on 24th February,
2012 at 11AM the Election Commission declared the result and the following comrades were declared
elected to the Secretariate for the ensuring three year term.

Agenda item No. 14- Selection and appointment of the Members, Advisory Committee, Chairman,
Disciplinary Committee, Chief Election Commission and Auditor.
The proposal for retaining the present Advisory Committee Members viz. Com. Bimal Bose, Com. Umesh
Mehta,and Com. K.K.N.Kutty, moved by the Secretariat was approved by the house on the basis of the
suggestion made by the house, the number of members, the advisory Committee was enlarged to four
and Com. P.V. Ramachandran was appointed as the 4th member of the Committee. Apart from the
House also approved the inclusion of one more member and Com. P.V. Ramachandran was nominated to
the Advisory Committee. The proposal of the Secretriate to appoint Com. C.M. Badola as Chief Election
Commissioner and Com. A. Sundaram as Chairman of Disciplinary Committee and the name of Com.
Vengatesan as Auditor was also approved by the House. It was decided unanimously in the Conference
that Com. K.K.N. Kutty will continue to be the editor of Journal “Aayakar”.It has also been decided that
hence forth in the Quarterly review meeting with the Chairman, CBDT, and bimonthly formal meetings with
the Member (P&V), the delegation of ITEF will be from among or all the comrades holding the following
posts.

The only issue that came up for the consideration was the proposal of Com. Subir Majumdar of NE
Region for holding the Next Conference in his region. The same was approved by the House and the NE
Region was given the responsibility of hosting the next Conference.
The house in one voice adopted the resolution to congratulate theITEF Gujarat Circleand to place on
record the gratitude of the delegates for the excellent arrangements made by theGujarat Circlefor the
conduct of the conference.
Com. Ashok Kr. Kanojia, Additional Secretary of ITEF proposed vote of thanks to all the guests and
delegates who attended the conference. He also thanked the delegates and observers for attending the
Conference and helping for conducting the proceedings in the most disciplined manner. He placed on
record the appreciation of the delegates and Secretariat for the excellent arrangements made by
theGujarat Circleof ITEF.
With singing of “Hum Honge Kamyab” the conference, the president declared the conference concluded.
The delegates went in procession to unfurl the ITEF flag hosted at the beginning of the Conference and
the lowered flag was handed over to Comrades Subhadeep Kar and Subir Majumdar, President and
General Secretary of NE Region, to preserve and replace in the next conference.

Resolutions adopted in the XXVIII All India Delegates Conference held at Mehsana
Common Demands
1. Increment for those retiring on 30th June – after completion of 12 months civil servants are eligible
for one increment.
2. Regularisation of Daily rated employees as a onetime measure.
3. Fixation benefit for the upgraded categories at the minimum of pre revised scale of 7450-11500.
4. Recruitment of MTS to be restored to the Departmental Heads.
5. Special Pay benefit for persons/ cultural artists who have excelled in these fields at
International/national/ and Departmental level.
6. To Increase the rate of liveries/Stitching charges according to market rates.
7. Conveyance charges for MTS to be increased to Rs 500.
8. Pay Protection including Grade Pay on reversion under FR 15.
9. To reduce minimum Qualification for recruitment to MTS to VIII Standard.
10. To Include school bus expenses of children in the eligibility list of Children Education
Allowance.
11. Reimbursement of full room/bed charges in private recognized hospitals by
Department/CGHS.
12. To Increase House Building Allowance to 100 Times of Pay taking into account the
inflation in real estate and cost of construction.
13. To liberalise HBA conditions for purchasing used houses.
14. To open Kendriya Bhandar in all majaor cities.
15. To Enhance authority of Head of Department for Advance on Medical Treatment to Rs
5,00,000.
16. Remove the condition for seeking prior permission of Department for outpatient treatment
for CGHS beneficiaries.
17. To Eligibility for Children Education Allowance to any two Children.
18. To demand Type D- quarters for those who are in the Grade Pay of Rs 4600/-
19. To increase the overtime allowance of Staff Car Drivers to Rs 80 per hour.
20. To Enhance the rate of interest on GPF contribution to 12%.
Departmental Issues.
1. Regularisation of Casual/Contingent Paid employees working in the Department as a one time
measure.
2. Grade Pay of Rs 4800/- for Inspectors who have completed four years of service.
3. Fixation Benefit on promotion to Office Superintendant and Stenographer Gr. I.
4. To Provide Laptop, Data Card to All employees in the Department out of 1% incentive.
5. Mobile hand sets to be provided to All employees.
6. To increase the reimbursement of petrol allowance to 50 liters per month for Inspectors and
Notice Servers.
7. Departmental Examination should not be conducted on a tough syllabus and on a liberal valuation
procedure.
8. provide midcareer training programme to Group C also.
9. Setting up of DTRTI at Delhi and Hyderabad.
10. To remove the anomalaies in the fixation of pay for Inspectors/AOs/PSs.
11. To press the inclusion of Sr. TAs and Stgr. II for eligibility for advance increment on
passing Inspectors Examination.
12. No outrousing or outsiders in CPC for non-technical and processing/data entry work.
13. To create CPCs in all Cadra Controlling Charges and to post personnel on rotation basisi
from within the charge.
14. Staff Car Drivers rendered vehicle less may be converted into the mainstream cadres.
15. Desktops should be provided to all staff with Departmental software.
16. Internet connections to be given atleast in every Range Office.
17. CAP-I and CAP II statement should include infrastructure requirement and
implementation progress.
18. To restore the abolished charge of Commissioner in Kannur (Kerala)
19. Allocation of sufficient funds under Trvelling Expenses.
20. To redraw and reallocate duty list of MTS as per postings and seniority.
21. Immediate implement MACP scheme in the case of Notice servers.
22. To provide Tarang Landline & mobile, and a laptop to the Central Headquarters.
23. To issue instructions to Officers for not refusing to countersign the Petrol Expenses Self
certified vouchers.
24. Proper and just utilization of incentive funds to cover the Group C Employees.
25. Implement the Cadre Restructuring proposal immediately.
