Notification No. 98 Dated : 28/01/2019 Per/GA-II 243/18 In accordance with the provisions of P.R.B. Regulation 806 Note (1) and Police Order 04/14 SI Debabrata Ghosh, SI of BDDS, CID, West Bengal is appointed as Inspector of Police, BDDS, CID, West Bengal, with effect from the date of his assuming charge and till further orders. His services as offg. Inspector in the BDDS, CID, West Bengal, will not count towards his seniority in the general cadre of Inspector in the Unarmed Branch. If he desires to be considered for inclusion of his name in the Trial List of S.I (UB) fit to be promoted to the rank of Inspector (UB) he will be required to pass the Pre-Promotional Training Course as prescribed for other officers for inclusion in the Trial List. Memorandum Time and again the department has come across queries from different quarters as to the effective date for considering caste identification certificates of incumbents who has applied/entered into a particular service in the unreserved category but on later date has procured the relevant certificate and has claimed the benefits of reservation in the same service. Till date the department has responded to these references individually. In order to sort out the point comprehensively following clarification is released after considering the pros and cons of the issue :-. The caste status of an incumbent will be considered on and from the date on which he/she officially produces the caste identification certificate before the appointiong authority when it has been procured on any date after his/her filing of application for any service or joining in the service This clarification cannot be treated as a gateway to revisit the settled issues. This clarification only relates to caste identification certificates issued as par sec. 3 & Sec. 4 read with Sec. 5 of the West Bengal Scheduled Castes and Scheduled Tribes (Identification) Act 1994 and is applicable for all establishments under Sec. 2(b) and (c) of the West Bengal Scheduled Castes and Scheduled Tribes (Reservation of vacancies in Services and Posts) Act, 1976. The Memorandum takes immediate effect.

Following members of the ‘Board of Control for Training’ attended the meeting:- 1. Smt. Damayanti Sen, IPS, IGP (Administration), WB.

Following Agenda Points were discussed:-
1. To examine the Result Sheet of the Final Examination of Recruit Constable of Batch
No. 212/18.
i) DIG, Training/Principal, SVSPA, WB, Barrackpore placed the Result Sheet of the Final
Examination of Recruit Constable of Batch No. 212/18 vide memo. no. SVSPA/Exam
Cell/RC/11(III)/2017-118 dtd. 11.01.2019.
ii) Out of 71-RCs & LRCs (66-RCs and 05-LRCs), 66-RCs & LRCs (61-RCs and 05 LRCs)
have completely passed in the both indoor and outdoor subject. (list enclosed).
iii) 02 (two) RCs have submitted their resignations from service which have been duly
accepted by appointing authorities.
iv) 03 (three) Recruit Constables remained away from training by absenting themselves
for more than 25% of the training period and accordingly they have been reverted to
next batch.
v) The result of the same is placed before the ‘Board of Control for Training’ for
approval.
On discussion the Board resolved the following decision:- ➢ The Board approved the result of 66-RCs & LRCs (61-RCs and 05 LRCs) who have
completely passed in both the indoor and outdoor subjects.
➢ 03 (three) Recruit Constables of SVSPA who remained away from training for more
than 25% of training duration, have been reverted to the next batch. RC/35 Manohar
Mahato and RC/38 Naim Sk. have already joined SVSPA and started their basic
training in the batch no. 213/18-19. One RC/11 Bhabes Tamang was unable to
undergo basic training due to medical ground, he will attend his basic training along
with the next batch to be started shortly. DIG, Training/Principal, SVSPA, Barrackpore
will inform the concerned unit for basic training of batch reverted RC namely Bhabes
Tamang.

2. To examine the Result Sheet of the 2nd Supplementary Examination of 01-Detained
LRC of Batch No. 209/17.
i) DIG, Training/Principal, SVSPA, WB, Barrackpore placed the Result Sheet of 2nd
Supplementary Examination of detained LRC of Batch No. 209/17 vide Memo. No.
SVSPA/Exam Cell/RC/11(II)/2017-2921 dtd. 28.09.2018.
ii) LCR/2930 Laboni Kundu has completely passed in her previously-failed subject i.e.
Swiming. (list enclosed)
iii) The result of the same is placed before the ‘Board of Control for Training’ for
approval.
On discussion the Board resolved the following decision:- ➢ The Board approved the result of the detained LRC who has completely passed in her
examination.
3. Discussion and approval of proposed basic training syllabi of Dy. SP (U/T) of West
Bengal Police (12 months) including 03 months District Practical Training &
Attachment, basic training of Cadet SIs(UB) of WBP & KP (12 months) including 04
(four) months District Practical Training & Attachment, basic training of Cadet
Sergeants of Kolkata Police (12 months) including 04 (four) months Unit Practical
Training & Attachment.
➢ The syllabi of the same are placed before the ‘Board of Control for Training’ for
approval.
On discussion the Board resolved the following decision:- After discussion the Board approved the proposed syllabi (Copies Enclosed) of basic
training of Dy. SP (U/T) of West Bengal Police, Cadet SIs (UB) of WBP & KP & Cadet
Sergeants of Kolkata.
The ‘Meeting’ ended with a vote of thanks to and from the Chair.

Evaluation of Training, Internal Assessment & Diploma Certification:
I. The external question setter of Final Examination shall be provided the model questions on the
subjects with approved syllabus and communication the instruction to set the question papers on
the basis of 50% subjective and 50% objective in nature. The qualifying marks will be 40% in
each paper.
II. Internal assessment marks (50 Marks allotted for In-door Training assessment & 50 Marks allotted
for Out-door Training assessment) will be allotted on the basis of performance in the examinations
& general conduct of the trainee. Internal assessment marks will be given by the Director /
Principal with the assistant of CLI & CDI.
III. On completion of Institutional Training at SVSPA, WB of 8-Months duration the Cadets will be
passed out from the Academy and deployed in Districts / Units for under going 4-Months District
Practical Training an attachment. On receipt of confirmation from the Districts / Units in respect of successful
completion of District practical an attachment training from the concerned District / Units heads, Certificate of the Calcutta
University of one year Diploma course on Police Management will be issued accordingly.
