Strengthening institutional and technical capacities of Local Actors on environment quality management

1 The new environmental law (March 2012) is general on the topic of industrial waste and ways to manage it. The PCCD is presently conforming working groups (12 people) to start revising and proposing new / more detailed by laws, and requires inspiration principles and methods to deal with this new challenge.

2 The component focuses on the drafting of recommendations to prioritise short term objectives and fields of improvement on the SW. In line and integration with perspectives given by JICA under their proposed Master Plan for YC until 2040. The Plan, in its sub component for SW to be completed by March 2012

3 Exposure visits to Italy of key YCDC-PCCD actors, in the second and third year of the project, will contribute to visualize the implementation of good practices of collection, disposal and treatment of SW, consolidating also the “theoretical” recommendations proposed in the key documents produced.

Project Component 1


WP 1.1 includes the following activities: • analysis of the legal and organisational frameworks through field surveys; • work on the already defined areas of intervention; • transmitting and discussing results to YCDC and ensuring feasible implementation. During a preparatory phase, the two Municipalities identify the sources of law and bylaw in the field of SWM, send to each other the relative documents and begin to deepen the areas of mutual interest.

Project Component 1


An expert from the City of Turin goes to Myanmar (15 days) to analyse and focalize SWM by laws with participative tools, meetings, structured interviews, visits before the PCCD and analysis of the public service management implications related to legislation. In particular, the expert works in close cooperation with the working group already established by the PCCD for the revision and improvement of the existing bylaw. The research/analysis aims at clarifying the current regulatory framework in Yangon/Myanmar on SWM, identifying gaps and the areas of intervention. The intermediate output is a shared list of areas to work on. At the end of the mission, a workshop with the relevant stakeholders is hold to ratify the areas of development of the bylaw, delimitating the tasks of Turin experts for the second step, in Italy.
