of the, major services that we are concerned about is o
0 planning and2land use.
10 0 while the county and the university had
responsibility for the situation in the 196Ws, their eN
W policies led to an extreme °overdevelopment of the community
wAdye now we have more people ‘d more cars per sci&re / foot than any other community West of Manhattan. They
did this by creating ap„ecialstudent residential zoning
which allowed for fewer setbacks -- and for larger
buildings on smaller libts than anyplace else in the county,
indeed anyplace else in the state. So that, now we fl
have more cars per bedrooms than anyplace else in the 9
state. The resnit is we have more people -- a lot of 0
21 people, a lot of cars, and a lot°of cement:

MR, FOSSUM: We have had some ,history of prober* 0,
though. The City of, Seal Beach passed an ordinance that 0
restricted the typesof0uses that could be'made, offshore
and it required a_lawsuit in which the State= Lands 0 ,
Commission Was forced to assert its exclusive jurisdiction
over these lands for the oil production to continue.
So, Pthat's an example where a tity might, depending
on who is in control of the city government could bring
an action to try and enjoin or interfere with the State's,
it took several years to bring the case to 4nal result.
COMMISSIONER McCARTBY: m not sure whether what's
being4gnested here makes sense on oer'grounds yet and
I'm still trying to understand the fact8,here.
