Similar is the situation of many statistical data lying unnoticed in many unwieldy tomes brought out from time to time. Often, the data-user would wish that the data required by him were avaiiable In one compendium. This volume is an effort towards that object.
"I am easily satfsfied with the very best", is a sentiment said to have been peen expressed by Winston Churchill, which we know, would be endorsed by the data user when it comes to the qu~lIty of a reference compendium and hence that has been constantly kept In mind while bringing out this compilation.
This Handbook attempts to present in one convenient volunle the basic data on administrative units and the key population statistics obtained through manual tabulation of the 1991 Census data relating to JIJ the districts of India. Data on area, number of tahsilsl
number of community development blocks, number of towns including statutory towns & census towns, number of villages both inhabited & uninhabited] number of households, population and various population indicators like annual exponential growth rate, density of population per square kn1.1 sex ratio, proportion of scheduled caste & scheduled tribe population, proportion of urban population, work participation rates and percentage of main workers in the primary, secondary and tertiary sectors have been presented in this Handbook.

Natarajan, then Deputy Registrar General, assiduously looked after the initial work relating to the preparation of data for this publication assisted by Anand Kumar, Deputy Director of Census Operations and P. Explanatory notes on the terms used
1. Area: The area figures ( in sq. km.) are as supplied by the Central Statistical Organisation.
2. Number of Tabsils : This column gives the administrative unit below the district. In some states these are termed as tahsils, In some others as taJuk, circle, sub dlvlsion etc. The nomenclature used In each state has been indicated in the title of the corresponding column.
3. Community Development Blocks: In some states the Community Development Blocks are co-tenninus with tahsils. In some others they cut across tahsils. In some states a tahsil Includes a number of C.D. Blocks.
4. Number of Towns:
a) Statu'COry Towns: These are places with a municipality, corporation or cantonment board or notified town area.
b) Census Towns: Prior to each census, the census office examines the list of villages and classifies some villages as census towns. All villages which satisfy the follow~ng criteria are classified as census towns:
i· A minimum population of 5,000; Ii - At least 75°k of the male malo workers engaged In non~ agricultural pursuits; iii - Populadon density of at least 400 -persons per square km.
5. Households: Household is defined as a group of persons who commonly live together and take their meals from a common kitchen, unless the exigencies of work prevented any of them from doing so. A household may comprise of persons related by blood or unrelated persons or a mix of both. Examples of households of unrelated persons are hostels, residential hotels, rescue homes, Jails, ashrams etc. These are called "Institutional Households."
6. Population: Population figures are as per the 1991 census which was conducted with the sunrise of 1 march, 1991 as reference point of time. No census was conducted in the State of Jammu & Kashmir in 1991 due to the disturbed conditions prevailing there. The projected population has been shown for Jammu & Kashmir.
7. Annual exponential growth rate: gives the continuous growth of population during the time interval under reference with compounding done at each instant. It Is calculated from the following equadon:

where Ln is the natural logarithm and P9l & PSl denote the population d~ per the t 991 and 1981 census respectively.
8. Density: Density is the number of persons per sq. km.
9. Female sex ratio: Female sex ratio is the number of females per thousand males.
10. Urban population: This is the proportions of population living In the urban areas to the total population.
1 t • Literacy rate: A person who can read and write with understanding In any language is taken as literate for the purposes of census. Literacy rate is defined as the percent of literate persons in the age group 7 and above, to population in ages 7 and above. In the 1991 census, by definition all children below the age of 7 were considered as illiterate.

12. Work partldpadon rate: Census classifles every person as a main worker, marginal worker or non-worker. If a person had worked for major part (I.e. more than t 83 days) of the year preceding the date of census enumeration, he/she was considered as a main worker. If a person had worked for some time but not for the major part of the last year, he/she was termed as a marginal worker. All others were classified as non workers. Work participation rate Is the proportion of main workers plus marginal workers to the total population.
13. Primary, Secondary and Tertiary Sectors: Based on the natur-e of economic activity In which a person was engaged, all main workers have been classified Into nine Industrial categories as under:

Cultivators; Agricultural labourers; Workers In livestock, forestry, fishing, hunting and plantations, orchards and allied activities; Workers In mining and quarrying; Workers In manufacturing, processing, servicing and repairs
(a) in household industry (b) in other than household Industry;
Workers In construction; Workers In trade and commerce; Workers in transport, storage and communications; and Workers In other services
The workers In the above industrial categories have been grouped under Primary, Secondary and Tertiary sectors. Primary sector consists of Industrial categories I, II, III, & IV. Secondary sector consists of Industrial categories V(a), V(b) & VI i.e. manufacturing, processing, servicing and repairs and construction. Tertiary sector consists of Industrial categories VII, VIII & IX I.e. trade and commerce; transportj storage and communications and other services. The proportions presented are main workers In primary sector, secondary sector and tertiary sector to total main workers.
