Project UNIFARM - Goals
• Setup and operate a User forum to present and defend the needs of agricultural users in the development of GNSS applications and services;
• Bridging the GAP between early adopters and the majority
27-09-2013 UNIFARM 3
Ways to achieve these goals
• Identifying gaps (e.g. user and producer)
• Creating awareness
• Influencing policymakers/policyimplementors

Policy White Paper
• Overview of Policies
• Selection of Policies
• Policy Advice

Policy advice
POLICY ADVICE 1 (CAP):
Facilitate the use of farmer generated GNSS-based geographic data as a source for accountability and mapping within the context of the CAP.
POLICY ADVICE 2 (Greening):
Proclaim precision agriculture as a way of resource efficient farming and accept that as an option for greening.
POLICY ADVICE 3 (IoT):
Stimulate the use of location as a key identifier in IoT.
POLICY ADVICE 4 & 5 (Space):
- Set up a GNSS-signal directly useable for the agricultural sector.
- Increase public awareness and manage expectations of policy makers
concerning the capabilities of Galileo.

Agriculture has come a long way
• Research has proven that PA can indeed contribute to a more sustainable and resource efficient form of farming.

Missed opportunity
Greening measures:
1. Permanent pasture
2. Ecological Focus Areas
3. Crop diversification
4. Precision Agriculture

Issues

 Trust
 Mixing technologies
 Quality
 Slivers
 Protocol
 Awareness
Mixing data - Example

GNSS Mapping
Government Mapping
CAP Requirements
Mapping 1:5000
In practice 1:1000
Results Questionnaire
• Does the software application support the use of GNSS-based parcel data acquired by the farmers during the preparation of their aid applications?
27-09-2013 UNIFARM 19
Results Questionnaire
• Does the institution in charge of LPIS maintenance use GNSS-based parcel data acquired by the farmers for the purpose of the LPIS update?
27-09-2013 UNIFARM 20
Further actions needed
• Address the human factor
– Not only validation of equipment but also measurementprotocol
– Setup training for farmers
• Use parcel definitions which are in line withfarming practices
• Acknowledge and foster PA in the regulations!
