Action Taken Report
In the matter before the Hon’ble NGT Order O.A No.893 of 2019 i.e.
Manikchand S Jain V/s State of Gujarat.
1) Major points in complaint:
Running of Yarn Dyeing plants in Kim (Surat District) on Ahmadabad
Mumbai Highway causing huge pollution by Sahar Industries and Proera
Bizcon Pvt. Ltd.
2) Direction:
As per order dated: 30.10.2019 “ Let the Gujarat State Pollution Control Board
(GSPCB) look into the matter, take appropriate action in accordance with law
and furnish a factual and action taken report ”.
3) Latest status of the Industries:
Regional Office-Surat has visited both the units with reference to verification
on dated: 18.11.2019. Salient features of the inspection reports are as follows:
(I) Sahar Industries (Old Name: Navpad Textiles Industries Ltd.)
a. Unit is engaged in manufacturing Dyed Yarns - 60MT/Month
b. During visit production plant is observed in operation and dyeing of yarn
was going on.
c. For the generated waste water from process unit has provided primary,
secondary and teriary effulent treatment facility along with Reverse
Osmosis and Electric type evaporator. Provided units of ETPlant are
found in operation.
d. During Inspection Waste Water ponding is observed outside the
boundary of the unit, in adjecent open plot. Raw effluent collection tank
of the unit is situated besides this plot within the compound wall of this
unit.
e. Though no live Waste Water discharge is observed from the collection
tank to the open plot one sample each of Waste Water are collected
from the raw effluent collection tank and from the Waste Water ponding
area to ascertain the quality of the Waste Water.
f. Result of the sample collected from ponding in open plot is BOD – 58
mg/lit (limit-30 mg/lit), COD – 289 mg/lit (limit – 100 mg/lit)
g. Unit has provided one coal fired Thermic Fluid Hetear (TFH) (capacity
1000 U). Unit has provided cyclone separator followed by bag filter as
Air Pollution control measures (APCM).
h. During visit TFH and provided all APCM are found in operation.
i. Use of imported coal as fuel is going on.
j. Sample of flue gas emission is collected from the stack attached to the
TFH.
k. Analysis report dated 22.11.2019 of air sample collected from common
stack attached to Boiler and TFH through APCM shows concentration of
1. PM = 54.0 mg/Nm3 (Limit=150mg/Nm3,)
2. SO2=27.1 ppm (Limit=100ppm),
3. NOx=9.4 ppm (limit=50 ppm)
l. Overall houskeeping of the unit is very poor.
m. Gujarat Pollution Control Board hence issued closure direction Under
Section 33(A) of the Water Act - 1974 vide letter No. GPCB/CCA-SRT-
149(4)/ID-20998/528491, dated 30-11-2019.
(II) M/s. Raj Dyechem Private Limited
(New Name: Proera Bizcon Pvt. Ltd.)
a. Unit is engaged in Yarns Dyeing -160MT/Month
b. During visit production plant is observed not in operation.
c. Closure Direction to the unit was issued on Date: 11.04.2019.
Revocation to the unit was issued on Date: 24.10.2019. Eletric Power
supply to the unit is found not connected yet.
d. During Inspection no responsible person was available at premisies.
Water ponding is observed outside the boundary of the unit, in adjecent
open plot. Raw effluent collection tank of the unit is situated besides
this plot within the compound wall of this unit.
e. Unit has not made any application for the change of name of the unit
from M/s. Raj Dyechem Private Limited to M/s Proera Bizcon Pvt. Ltd.
