Answerability of Key Stakeholder Entities

• Review, on a continuous basis, the general and sectorial policy regime governing Air Cargo logistic operations and ensure a conducive environment as in other countries.

Ministry of Civil Aviation - MoCA

• Ensure swift and seamless security screening of the Country’s EXIM trade & commerce moving out and in to the gateway airports.

BCAS/CISF/Security Agencies

• Facilitate faster, paperless and round the clock processing of EXIM cargo benchmarking the dwell time with countries like Hong Kong, Singapore.

Ministry of Finance, CBEC/Customs

• Plant Quarantine & Fumigation, Drug Controller, Wildlife Preservation, Archaeological Survey of India to lay down appropriate SOPs for swift clearance of EXIM cargo falling under their purview.

Other Regulatory Authorities

• Prepare Cargo ‘Ready for Carriage’ (RFC) in its true sense and engage appropriate transport for Export Cargo. File advance BE for Import Cargo, clear it within the ‘free period’ and deliver it intact to the consignee.

Exporters/Importers & Freight

Forwarders/CHA

• Develop modern Cargo Terminal infrastructure and lay down seamless operating procedures for safe, secure & appropriate storage and faster processing of Cargo.

Operators

• Be accountable for timely, safe & secure on-time transportation of Cargo following IATA standards & statutory regulations.Airlines
