This Foreign Government Tenders report from the US Commercial Service Asian Development Bank Liaison Office (CS ADB) augments our series of regular monthly reports that give U.S. exporters advance information on Asian government tenders. This report covers advance and ongoing procurement, as well as recruitment of consultants for projects that are funded by the ADB. U.S. firms may submit their bids directly to the executing agency listed on the procurement notice. Details of the bidding procedures are stated in the Bidding Documents issued by the executing agency or otherwise stated in the procurement notice. U.S. firms are encouraged to keep in contact with CS ADB, especially if they decide to participate in ADB procurement activities. The successful Bidder will provide ADB with the most reliable and efficient services with the deployment of skilled manpower, equipment, materials and supervision in accordance with ADB’s policies, instructions, standards and procedures. II. ADVANCE PROCUREMENT ACTION Advance action is an early procurement done by the borrowing government prior to ADB’s approval of the related financing agreement. ARMENIA Armenia−Georgia Border Regional Road (M6 Vanadzor−Bagratashen) Improvement Project Brief Project Description: The proposed project will improve a strategic regional link between Armenia (Vanadzor) and Georgia Border, one of the most heavily traveled roads for internal and external trade. It will rehabilitate and upgrade around 52 kilometers (km) of the two-lane M6 highway from Vanadzor in Armenia to the border with Georgia at Bagratashen, improve facilities and safety along and in the vicinity of this road section in northern Armenia, and strengthen the institutional capacity of the Ministry of Transport, Communication, and Information Technologies. Brief Description of Goods and Related Services, Works or Consulting Services to be procured: The procurement of civil works for the rehabilitation of M6 Alaverdi−Bagratashen Road Section 2 (Km38+450−Km91+000) financed from the ADB loan will be carried out in accordance with ADB’s Procurement Guidelines (2015, as amended from time to time). International competitive bidding will be conducted following Single-Stage Two-Envelope bidding procedure through post qualification and is open to bidders from eligible source countries of ADB. Bidding documents are scheduled to be available in October 2016 and the invitation for bids (IFB) will be posted on the ADB website and the website of the

Secondary Road Improvement Project Brief Project Description: The proposed project focuses on a 50-km secondary road in central Georgia that provides access to the people living in the municipality of Kharagauli and the 13 villages along the road alignment. The project road connects Kharagauli to the East-West Highway, which is the main international transport corridor that traverses all the major cities of Georgia. The project will also improve national connectivity and reliability of the transport network by reviving the road’s role as an alternative in the event that the East–West Highway is closed. Brief Description of Goods and Related Services, Works or Consulting Services to be procured: Under the project, two contracts for civil works for the rehabilitation of approximately 50-km road from Dzirula to Chumateleti in Central Georgia to 2-lane all-weather standard will be procured under international competitive bidding in accordance with ADB Procurement Guidelines (2015, as amended from time to time). This advance action will expedite the project implementation. Submitting Expressions of Interest Consultant selection for technical assistance grants are based on the consultant’s prior Expression of Interest (EOI). A good EOI should reflect the firm's experience and expertise in relation to the ADB project being pursued. It is important for a U.S. firm to emphasize this, or similar project experience in the country or in a similar geographic area rather than state a general profile of its consulting activities. When submitting an EOI, the project name should exactly match the one listed in this report to avoid confusion. Each project requires a separate EOI.
