of civic information

Methodological ApproachCivic information may be defined as the
capacity for organized citizens to produce anduse information to promote their own policies
and participate in public policymaking1
This method of civic information has inspiredthe phases of definition, implementation andevaluation of this assessment work.

Methodological Approach
In particular, the Civic Audit method has been used.
Civic Audit is an application civic information: thedirect production of information by citizensorganizations through the collection of data
data accessible to citizens, through:
- direct observation
- request of information from the health authorities.
Data are formalized as indicators.

Methodological Approach
Each right of the Charter has been associatedwith a group of indicators, purposely chosen:quantitative variables or qualitative parameterswhich permit to assess the corresponding right.
156 indicators have been selected and
formulated. These indicators constitute theMatrix of the Patients Rights.

Methodological ApproachFor collection information about indicator s
three sources were utilized:
An Official from theMinistry of Health
Direct Observation of Hospitals andMeetingswith Responsible Authorities
Partner organizations as qualified sources ofinformation on the state of patient rights ineach country

Methodological ApproachFinally, statistical data have been gathered:
collected at a european level
directly or indirectly concerning aspects linked with theimplementation of the rights
These statistical data do not contribute to the evaluationof the state of rights
included in order to integrate the reading of the othergroups of information gathered, and to provide anotherperspective for reading the outline of the implementationof the rights

Methodological Approach
In order to permit a more "immediate" readingof the results of the investigation, a score wascalculated for every indicator.
The value of the score (from 0 to 100) expressesthe degree to which the information gathered
respects the legitimate expectations held bycitizens.

based on classes of merit, according to the
score attained:
0-40 WEAK
41-70 SUFFICIENT
71-90 GOOD
91-100 EXCELLENT

index as an average of the scores of the
groups of indicators: the PRES - Patients Rights Euro Scores

51 60 the right is HARDLY RESPECTED
61 70 the right is PARTLY RESPECTED
