Chair Simon Hare called the meeting to order at 9: 01 a. in.

Williams Vegetation MeetingDarryl Jackson, Fisheries Biologist from Williams, used a PowerPoint presentation of pictures to

show the Board how the community of Williams has been cleaning up the ditches upholdingtheir end of the 15- year agreement. He stated that private landowners and multiple agencies

were spraying with no coordination and he was concerned of the cumulative effect.

Commissioner Haugen asked if they had tested the water near the County' s spraying and Darrylsaid no.

Rob Brandes, Public Works Director, explained that Public Works meets or exceeds

manufacturing guidelines when spraying. Using Exhibit A, he showed the Board how the grasswas plugging the ditches and encroaching on the roads. He explained they leave a three footbuffer from flowing water and a 60 foot buffer from cross creeks, and which chemicals wereused. Last year they made $ 120, 000 of repairs on 16 miles of roads within the " no spray" area ofWilliams; spending 20% of the budget on 7% of the roads in the County. He said the citizens

need to be more aggressive on the ditches and need to remove all of the grass from the fog line tothe back of the ditch.

Darryl agreed to work on a new agreement with the County and Public Works will work onanother presentation for the Williams citizens.

Sheriff' s Budget

Sara Rubrecht, Search & Rescue, reviewed the timeline regarding their Title III request for abuilding to house the marine equipment. Commissioner Reedy agreed to work with Facilities tomake sure the project gets done.

Don Fasching, Undersheriff explained that the Sheriffs Office had pulled away from the Citydispatch in 2008 saving over $ 100, 000 and felt there would be no cost savings if they went backto the City. Commissioner Hare noted they were not in the same situation as they were in 2008because there are no patrols. Sheriff Gilbertson said the EIS system would be scrapped and theywould have to start all over. Debbie Hamelin, Dispatch, explained that Computer Aided

Dispatch was married to the records, the jail, and the cars; it was one data base with sharedinformation. While the City could track information, it would not transfer to the County systemand if they lose that they would step back 30 years. Debbie explained they would have onedispatcher who would track the four deputies and take calls, meeting requirements for LEDS andprocessing online reports. The City would charge $ 350,000 to $ 400,000 for dispatch service

without providing records service.

Commissioner Reedy said the Board needed to clarify the mental health records because SteveRich is concerned he will be losing staff a little at a time. Commissioner Haugen said they coulddiscuss this during the staff meeting. Commissioner Reedy said he would be gone then. Linda

McElmurry said she had sent Pat Ellison a memo outlining the issue and saying there would beno change to the work schedule. The records would take a short amount of training after whichthe responsibilities should be accommodated within normal works schedules. Having Kim underthe Board' s budget would allow more flexibility without having to pay back hours.Meeting adjourned at 10: 48 a.m.
