Evidence-based Training

Training and assessment based on operational data that is characterized by

developing and assessing the overall capability of a trainee across a range of

core competencies rather than by measuring the performance in individual

events or maneuvers.

Annex I to Commission Regulation (EU) No. 965.2012 item 47f.

“EBT is a CBTA program using training topics based on operational data”

Aviation System Safety Benefits

Global Safety Management enhancements by:

Supporting proactive-predictive hazard identification

Providing robustness to the licensing system

Facilitating resolution of safety issues

Supporting the EBT data report continuous update

Training efficiencies and effectiveness

Airline cost benefits from EBT program

Business case Results

EASA (EASA - NPA 2018-07 (A) provides evidence indicating a break-even point in around 3 to 4 years

EBT does not only bring safety benefits to those who implement it, it also achieves these benefits in a cost effective manner

Cost Benefit Analysis

• 0.03% more than cost of running legacy training for implementation process

• Very low negative impact in terms of cost

• Potential savings per pilot per year

• Expected savings between 0,02-0,03 per year of operator’s turnover

• Estimated return of investment: 3 to 4 years

15

EBT Implementation cost: 0,32% of operator’s turnover

Cost Benefit Analysis (cont)

Profitability indicators show that the return of investment is generated shortly after 3 years of EBT implementation, considering that competent authorities grant full economic alleviations to the operator

Savings include:

• EUR 900 savings per pilot per year

• EUR 900.000 savings per year

16

Medium/Large Airlines: 1000 pilots

0,03% saving of operator’s turnover

Cost Benefit Analysis (cont)

Profitability indicators show that the return of investment is generated 4 years after EBT implementation, considering that competent authorities grant economic alleviations to the operator

Savings includes:

• EUR 1000 per pilot per year

• EUR 100.000 per year

17

Small Size Airline: 100 pilots

0.02% saving of operator’s turnover

Airlines Benefits from EBT

Airline Results

Needs EBT is proposed on a voluntary basis. This would ensure to fit to all operators needs and capabilities.

Adaptability EBT concept would adapt to the different needs of training which depend on crew members experiences, specific operations, aircraft, etc.

Size Program shows financial benefits for all size airlines: 100 to over 1000 pilots

Instructors TRE roll changes: TRI now will have the roll of trainer

Sim Training Reduction of session times. E.g. 4 to 3 hours sessions

Line Checks Reduced to ONE every two year instead of one per year
