Incident Objectives1. PUBLIC HEALTH SURVEILLANCE: Current Surveillance (identify cases) of COVID - 19, to
include the development of tracking tools and dashboards of Virginia.
2. CONTAINMENT: Identifying cases early and isolating them; conduct contact tracing and
quarantine them.
3. COMMUNITY MITIGATION: Implement social distancing strategies to prevent spread.
4. COORDINATE HEALTHCARE SERVICES.
5. COMMUNICATIONS: Communicate to the public, business community, and state employees in
a transparent and consistent means across state government.
6. PLANNING: Review, assess, and develop contingency plans for
a) Medical Supplies and PPE
b) Medical Surge
c) Telework
d) Trigger points for (A) public health emergency requiring quarantine or isolation; (B) state
emergency declaration; and (C) limitations on mass gatherings, schools, and/or
transportation.
e) COOP & COG
7. TRAINING, EDUCATION and EXERCISE: Identify and provide training, education and exercise
materials to state employees and response partners.
8. POLICY GUIDANCE: Provide consistent policy guidance across state government.
9. COSTS: Track financial costs for COVID – 19
10. WORKFORCE HEALTH and SAFETY: establish appropriate measures for the safety and
wellness of state workforce.

• VDH has launched a revised and more interactive version of the daily COVID-19 Cases in
Virginia report. Additionally, the Weekly COVID-19 Activity Report has been rebranded
as COVID-19 Data Insights, which will complement the COVID-19 Cases in Virginia report
with more in-depth analyses. VDH will update the COVID-19 Data Insights as new analyses
become available.
• The Office of the Governor, VDH Office of Health Equity and the VEST Health Equity
Workgroup will host two upcoming webinars:
• Rural Community Conversation – May 5th from 6:00-7:00 pm
• People with Disabilities Community Conversation – May 6th from 6:00-7:00 pm

• Public Health Response to the Initiation and Spread of Pandemic COVID-19 in the United
States, February 24–April 21, 2020
• Summary: Various factors contributed to accelerated spread during February–March
2020, including continued travel-associated importations, large gatherings, introductions
into high-risk workplaces and densely populated areas, and cryptic transmission resulting
from limited testing and asymptomatic and presymptomatic spread. Targeted and
communitywide mitigation efforts were needed to slow transmission. Factors that
amplified the March acceleration and associated mitigation strategies that were
implemented can inform public health decisions as the United States prepares for
potential re-emergences.
• COVID-19 Among Workers in Meat and Poultry Processing Facilities ― 19 States, April 2020
• Summary: COVID-19 cases among U.S. workers in 115 meat and poultry processing
facilities were reported by 19 states (Including VA). Among approximately 130,000
workers at these facilities, 4,913 cases and 20 deaths occurred. Factors potentially
affecting risk for infection include difficulties with workplace physical distancing and
hygiene and crowded living and transportation conditions. Improving physical distancing,
hand hygiene, cleaning and disinfection, and medical leave policies, and providing
educational materials in languages spoken by workers might help reduce COVID-19 in
these settings and help preserve the function of this critical infrastructure industry.
COVID-19 Workgroup Updates
• Healthcare Coordination
• The Office of EMS has developed an informational flyer to help stress the importance of
not delaying treatment for time-sensitive medical emergencies.
• Medical surge planning for Department of Corrections facilities and local/regional jails is
ongoing.
• Public Health Surveillance & Guidance
• Technical assistance for outbreaks and point prevalence surveys (PPS) is being
provided. A total of 19 PPS requests have been received to date.
• Planning efforts are underway to expand contact tracing capacity at local health districts
to complement a planned increase in testing.
• Community Mitigation
• Guidance is being developed for various business and community sectors as the plan to
reopen Virginia is considered.
• Outreach with various groups (funeral directors, poultry plants, business leaders, etc.)
continues.

• Testing Capacity & Coordination
• A map of testing sites in Virginia is available on the VDH website. Additional sites can be
added to the VDH website through submission of an online form.
• Provider Outreach & Detailing
• The Virginia Medical Reserve Corps (MRC) has launched a new website with step-by-
step instructions, templates and resources for facilities to request MRC volunteers to
support long-term care and hospital medical surge.
• The MRC continues to recruit and deploy medical and non-medical volunteers to bolster
the work of local health departments, hospitals, and healthcare providers.

schools, local governments and correctional institutions on
initial damage assessment activities including an explanation
of FEMA policies under the Public Assistance Program.
• National Guard CBRN team conducted PPE training at a LTCF
in Albemarle, currently 450 training and ongoing.
• Agreement completed with VANG to utilize Lynchburg Armory
for R3 PPE POD.
• Conducted weekly call with local EMs and Health Partners.
• Communicate with local emergency managers who have not
entered initial damage assessment information into Virginia
PA.
• Monitoring large outbreak at a correctional facility in
Buckingham County.
• Working with COVID-19 UC, Health Equity WG, and City of
Harrisonburg to conduct community outreach and distribute
masks and hand sanitizer to at risk populations
