• By June 1, 2016, DWR shall adopt regulations for: – Evaluating GSP/Alternatives – Implementation of GSP/Alternatives – Coordination agreements

• The regulations shall identify: – Required Plan Components (§10727.2) – Additional Plan Elements (§10727.4) – Coordination of Multiple GSPs in Basin

(§10727.6) – Other information that will assist local agencies in

developing and implementing GSPs and coordination agreements.

– Boundary between GSP regulations and BMPs – GSP emergency regulations should be developed to provide local flexibility – GSP emergency regulations should be fairly prescriptive – What will be the requirements in 2020/2022 vs 2040/2042?

• Inter-basin Coordination: – What is the level and formality of inter-basin agreements - how stringent?

• Water Budgets: – What dataset is expected and to what degree does it need to match an

adjacent GSP? – How to properly plan for climate change as a requirement in GSPs?

• Monitoring: – What are the minimum standards?

– What stakeholder requirements will be in GSP emergency regulations – anything additional than what is provided SGMA?
