the City Council Unanimously Approved

BEWES, Ordinance No. 2016-64, Creating:

1. Chapter 15 in the City Code entitled Sustainability

2. Requires a building energy and water benchmarking, energy audit, and information transparency for the largest buildings in our City on an annual basis.

1. Energy and water

• Covered city property: >10,000 sf (~60 buildings)

• Covered non-city property: >50,000 sf (~824 buildings)

2. Reporting + transparency

• Annually

• All covered city and non-city property

3. Energy audit

• 1x every 5 years

• All buildings under ENERGY STAR score below 50

Voluntary Pilot in 2017: Kilowatt Crackdown 2.0

• Re-engage and re-establish the Alliance

• 100 building pilot from June - December 2017

• USGBC will provide FREE training for the ENERGY STAR Portfolio Manager tool and coordinate the pilot.

• UCF and Valencia will train students to provide FREE technical on site and on line support.

• AFTER PILOT: Alliance will review the pilot and make suggestions before the May 2018 requirement begins.

What is Benchmarking?

• The process of accounting for and comparing a metered building’s current energy performance with its energy baseline, or comparing a metered building’s energy performance with the energy performance of similar typesof buildings.

• Benchmarking can be used to compare performance over time, within and between peer groups, or to document top performers.

The value of benchmarking

• You can’t manage what you don’t measure

• Consistent energy benchmarking in buildings results in savings and improved performance
