Presented by Todd Lewis, Sr. Applications Specialist with ConsortechAbstract: Open Data Initiates allow application developers to build customized mobile applications based upon data provided by local municipalities. Since 2005 Open Data Initiatives in Canada and the US have led to unprecedented sharing of data, and innovation in the mobile space, providing access to or information regarding city services. This topic will introduce users the enabling technologies behind Open Data services, and demonstrate how to: save time and resources in preparation and publishing of disparate data (tabular, GIS, and Real-Time); enable innovation within their local development community; and deliver better services to residents, businesses, and tourists.

What would Indiana do in Canada?

What do I Want to Talk About?

• Improving Efficiencies• Compliance Review for CAD Drawings

• Government 2.0: Self Service• MNR Data Extraction Portal

• Open Data and Open 311 Initiatives• Integrating Real-Time Data

SOLO STANDARDS CHECKERImproving Efficiencies: Compliance Review of CAD Drawings

Background

• Undertook a number of projects for data verification, in particular moving CAD data into GIS

• Projects used similar strategies for data validation, where we created an external rules database that could be updated externally to the data validation process

• Specifically, Consortech undertook two projects for verifying compliance of standards to drawings:• City with Microstation, verifying underground infrastructure• Hydro utility with AutoCAD, verifying survey plan and profile

• Many of our clients had similar issues with CAD with compliance of CAD drawings to established drawing standards

Problem Statement

• For organizations who are receiving submissions of many CAD drawings that need to comply with established drawing standards

• Where CAD standards may change over time, or are not formally documented

• And as a result systematic reviews of CAD drawings by manual methods to identify compliance errors are difficult and expensive to manage with limited resources

Solution and Capabilities

• Automated verification tool that validates compliance of drawings against established standards.

• Standards are managed within a spreadsheet, local database, or enterprise database.

• Errors are output as blocks (cells) in a series of error layers showing the location and type of errors.

• Types of verification:• Geometry type per layer• Line types, color, line weight• Font, text size, color• Complex assessments such as; Line weight comparison to

pipe-size text, geometric connectivity, survey tolerance assessment

Validation Process

Technologies

• AutoCAD / Map3D /Civil 3D or Microstation files for submission

• Validation rules stored in Excel, Access, or Oracle/SQL Server

• FME Desktop or FME Server to run validation checks• FME Desktop allows for user to run and validate individual filesOR• FME Server allows for submitters to have files reviewed in a

self-service process, where they can receive instant feedback• FME Server allows workflow for integration of successfully

submitted files into internal drawing repository, and further FME data extraction, validation, and processing into GIS database

Reporting Errors

• Structure of Error Report Drawing with Error Locations

Symbols highlighting the error according to error type Text file with Error Summary Database with Error Information

MNR DATA EXTRACTION PORTALGovernment 2.0: Self-Serve Access to Provincial GIS Data

Background

• MNR maintains and distributes geographic data for over 300 data classes, covering authoritative source land base and policy-oriented data for the Province of Ontario

• Open Geospatial Data Exchange (OGDE) member organizations have had access to the MNR LIO Repository for a number of years.

• Current solutions is over 10 years old, and based upon technologies that are no longer vendor-supported

• Opportunity for application renewal with the building of the new Province of Ontario data center in Guelph

• Data extraction and download one of several architecture renewal projects occurring at MNR

Problem Statement

• For OGDE users who have needs for geographic base and policy data from the LIO warehouse

• Where the current workflow for data extraction is overly complicated and difficult to maintain

• The ideal solution would provide a simplified workflow and user experience for download and extraction of data

• While allowing integration into other internal applications (component reusability), and simplify maintenance of the overall system

Solution and Capabilities

• Provide a map-based download interface, allowing for download of GIS data by named or custom areas

• Allow users to register based upon license agreement for OGDE or OP (Ontario Parcels)

• Simplified 5-step workflow for selecting geo-data, choosing area of interest and download format, selecting additional packaged product files, and submitting the request for processing

• Processing tasks are performed off-line by FME Server and an e-mail is sent to requestors with download link(s)

Technologies

• ArcGIS Server 10 with Flex Viewer and tiled mapping caches to provided simplified map viewer framework

• Latitude Geographics GeoCortex Essentials to provide workflow and integrated user interface widgets

• FME Server 2012 to enable user authentication, data extraction, and abstraction from LIO database

• Oracle Spatial to host the LIO database

Issues

• Designing a service-oriented architecture so that each service is reusable on its own

• LIO data model has several levels of relational tables associated with each geography table that needed to be extracted

• Security framework across multiple application and service layers

OPEN 311 & OPEN DATAIntegrating Real-Time Data

Open 311 Overview

• Specification developed by the Open Plans group with cities of New York, San Francisco and Washington DC

• GeoReport v2 allows reporting of incidents, tying location with a picture and description of events

• Web services coupled with mobile apps allow citizens to report graffiti, potholes, prostitutes, noise, and other complaints

• Municipal officials need to be able to integrate with ‘volunteered’ information

How can FME Help?

Open Data Overview

• An initiative to provide open access to government data• Allows for innovation in developing new applications• Goals are two-fold:

• Provide information on city business and data holdings to the public

• Encourage the local development community to build interesting apps

• Open Data initiatives in New York City and Ottawa were accompanied by a competition for best app, along with a monetary prize

Enabling Applications with Open Data

How Can FME Help?

• Scheduled publishing of data records to Open Data website

• Integration of real-time feeds
