Minutes:
• The meeting held at the HHCTC Project offices - Ali'i Place (1099 Alakea Street) 17th Floor
• Self introductions — Chief Gary Gee, BART Transit Police, introduced himself. Chief Gee was invited to meet with HPD to discuss transit policing and security. Stoil Stoilov, PB traction electrification engineer, is the design team lead in the traction electrification system for the Project. He was requested to provide an overview of the traction electrification system. The traction electrification system provides propulsion power to the rail vehicles.
• Minutes of the September 25, 2008 meeting were reviewed and approved as written.
Project Update
• Harvey Berliner gave the project update.
• The Project Draft Environmental Impact Statement (DEIS) has been finalized and will be distributed to the public this week for public comment.

The comment period will close in January. Electronic copies of the DEIS were available to those in attendance.
• Harvey announced that the November 4th vote on the Project passed. The Project will be moving very quickly to complete the preliminary design, as it is hoped that the project will enter final design sometime in fall 2009 and construction in December 2009.
• The City Council is considering constructing the airport line first, rather than the Salt Lake segment. A decision should be made within the next couple of months.
• The City is actively recruiting for a Safety and Security Manager for the Project. The City would like to fill the position in 2009.
• The SSORC will continue to meet approximately every other month, with the next meeting scheduled in late-January 2009.
Overview of Traction Electrification System
• Mike Becher, PB Systems Design Manager and Stoil Stoilov, PB lead traction electrification engineer, gave an overview of the traction electrification system for the Project.
• The electrification system provides electrical propulsion power to the rail passenger vehicles.
• There are a number of safety standards and codes that govern the design and construction of the electrification system. These codes include, but not limited to, NFPA 130, 101, 72, 70; IEEE 80; and HIOSHA.
• The nominal voltage of the system is 750 volts DC, which is typical for most transit systems. Peak voltage is approximately 900 volts. Current draw is up to approximately 5,000 amps.
• The main elements of an electrification system are
o Traction Power Facilities (Substations and Gap-breaker Stations)
o Positive DC Distribution System (Positive Feeders and Contact Rail System)
o Negative DC Distribution System (Running Rail and Negative Return Feeders)
o Emergency Trip System
• Traction Power Substations
o Substations step down and rectify incoming AC power (12.47 KV or 11.5 KV) to the voltage and current required by the trains
o Pre-fabricated metal building approximately 16 x 50 feet will house AC and DC Switchgears, a Transformer-Rectifier Unit, and Protective Relays

o High voltage equipment will be enclosed with safety interlocks
o An Emergency Trip Station (ETS) will be located in a locked enclosure on the exterior of each substation building. The ETS will be identified by a blue light. The ETS will de-energize the substation and the feeds from the adjacent substations and the tracks that it feeds.
o Buildings will be fenced
o An intrusion detection system and card reader system will guard against unauthorized access
o Smoke detector and fire alarm system will annunciate locally and remotely at the Operations Control Center
o Warning signs will be placed on the substation buildings
• Positive DC Distribution System
o The contact rail is a separate rail located alongside the railway tracks. It provides positive electrical power to the trains. Electricity is transmitted to the train by means of a "shoe" on the train that slides atop the contact rail.
o DC feeder cables to the contact rail will be insulated to prevent accidental contact
o An insulating protective cover board will protect against accidental contacts with the contact rail. The cover board will also be labeled to indicate the high voltage danger.
• Negative DC Distribution System
o The propulsion current return is through the railway tracks.
o Touch potential is reduced to less than 75vDC
• Blue Light Stations will be located at the ends of the station platforms and Maintenance Storage Facility yard, in addition to the substations.
o All blue light stations will be denoted by a blue lamp.
o An ETS and hands-free telephone will be in each blue light station enclosure. Telephone will permit direct communications with the Operations Control Center.
o A mechanical reset will be required if the ETS is depressed
Chief Gary Gee Presentation
• Chief Gary Gee, Chief of Police for the Bay Area Rapid Transit District (BART) and Peter Loverso, PB Security Specialist, met with the Honolulu Police Department (HPD) over the past two days.

• The meetings were to discuss transit policing and security concepts, organizational structure of transit police units, and responsibilities for transit policing and security, and resource needs.
• Chief Gee emphasized that establishing a dedicated, full time transit policing unit should be a top priority for the City and County. The mission of the police unit would be to ensure that the City and County's transit systems would be safe and secure. Responsibilities would include
o Policing both the rail and bus systems
o Establishing protocols for responding to crimes and security critical incidents, such as suspicious packages and special events
o Assisting in the development of procedures for fire and EMS response
• The commander of the transit unit would be the principle liaison between HPD and the transit systems.
• Chief Gee stated that the Project design should include the concepts of Crime Prevention through Environmental Design (CPTED) and that state-of-the art intrusion detection systems and surveillance technology should be employed to guard against unauthorized entry into safety/security critical facilities, such as the guideway;
• Chief Gee offered the following recommendations
o Security and law enforcement patrols should be highly visible to instill a perception of safety and security so as to enhance ridership and protect transit revenue.
o The police unit should be deployed in uniform and plainclothes, complemented by HPD district officers.
o The use of faregates should be considered. Faregates reduce fare evasion and assist in the enforcement of quality of life rules (eating, drinking, smoking, amplified music) by separating the paid area from the public area.
o If possible, station public restrooms should not be provided at all stations as it may attract unlawful activity
o Law enforcement personnel should be highly visible throughout the rail system when it becomes operational
o Research state laws and local ordinances to determine whether transit rules are enforceable as crimes

Design Criteria Update
• Chapter 23 — Fire/Life Safety Design Criteria — the chapter is undergoing an internal review and will be shared with the SSORC when completed
• Chapter 21 - Fire Alarm — the chapter is undergoing an internal review and will be shared with the SSORC when completed
• Chapter 25 - System Safety and Security — the chapter is in progress and will be completed soon
Other Business
• A Fire/Life Safety Report for the transit stations has been prepared. The report outlines the fire/life safety features in the stations and defines the exiting requirements, based on expected station loading. The report is undergoing an internal review. When completed, the report will be shared with the SSORC.
Next Steps
• Continue discussion of station exiting requirements, specifically occupant load, exit capacity, and platform evacuation time.
• Meetings will be set up with HFD, HPD, and DPP to discuss the Fire/Life Safety and Safety and Security design criteria. Overviews of the criteria will be provided at the next SSORC meeting.
• Arrangements are being made for a fire official to speak at the January or March SSORC meeting.
Next Meeting — A January, 2009 is tentatively scheduled. The specific meeting date will be announce a minimum of two weeks in advance.

Meeting with Honolulu Fire Department (HFD)
• A meeting was held with HFD on November 12 th to discuss the Fire Alarm Design Criteria (Chapter 21)
• Fire Inspector Sheldon Yasso, Assistant Fire Chief Eric Adams, Harry Saporta, Gulzar Ahmed, Kanu Parmar, Ken Harris, and Harvey Berliner were in attendance.
• The following issues were discussed and agreements reached
o NFPA 1 with amendments in process of being adopted by the City. Adoption is expected sometime in late 2009.
• The design team is to continue using NFPA 1.
• If NFPA 1 is not adopted by the time plans are submitted to the City for review, a variance will be requested.
o The emergency telephones may be used in lieu of manual fire alarm boxes for reporting fires
o The Station Fire Alarm Panel will be co-located with the Station Emergency Management Panel.
o Fire Alarm Panels for the Traction Power Substations and Train Control/Communications Rooms along the wayside may be located within the buildings themselves as these are single room structures
o Some stations may have elevators serving the platform and concourse levels only, while others will serve all three levels (platform, concourse, and street). During a fire/smoke incident, elevators will be recalled to the lowest level possible.
o The Maintenance Storage Facility will be fully sprinklered and smoke and fire detectors provided in locations not sprinklered. Alarms will annunciate at the Operations Control Center (OCC). If permitted by the IBC, the Security Booth may serve as the proprietary station, in addition to the OCC.
o A fire alarm system will not be required for the Parking Structure, nor are sprinklers required.
