Generally, many ESDC courses are open to third states and international organisations.
• Special attention is given to countries that have signed or willing to sign a Framework Participation Agreement.
• Regular participation of Strategic Partners such as Ukraine, Russia, China and Japan
Existing Partnership Programmes (one week CSDP Orientation preceded by an Internet-based Distance learning Phase and followed by a reflection seminar in one of the partner countries)
• Western Balkan Countries• Eastern Partners (EaP)
CSDP Seminars with particular participation of China (March 2013) and the ARF/ASEAN countries (March 2014)

ESDC – Training Record • Since its creation in 2005, the ESDC has trained approximately 6500 civilian and military participants, coming from the 28 MS, candidate states and EU institutions
• Many courses are open for participation of third states and international organisations (so far ~500 participants)
• Current training capacity: to train ~ 1200 civilian and military in more than 30 training courses every year
