FIRST INDIAN NAVY- ITTA CLOTHING & FOOTWEAR SEMINAR
CUM EXHIBITION held on 7th and 8th Jan 2016 in Mumbai.
The Indian Technical Textile Association (ITTA) in association with Indian Navy, supported by the
Office of the Textile Commissioner- Ministry of Textile organized a two day Clothing and Footwear
Seminar cum Exhibition at Mulla Auditorium at Navy Nagar, Colaba Defence Station, Mumbai.
First Indian Navy- ITTA Seminar Cum Exhibition on Clothing and Footwear was attended by more
than 300 delegates from both the Indian Navy and the Technical Textiles Industry.
SEMINAR
Session I – INAUGURAL SESSION
The two day seminar was inaugurated by Vice Admiral SPS Cheema, Flag Officer Commanding-in-
Chief Western Naval Command. He said that India is known world over for its textile industry and
pointing out on the procedural difficulties faced by the services and vendors, he emphasized that
the procurement procedures are being reviewed by the government. He added that this Seminar is
yet another effort by the Indian Navy towards achieving improvement in quality of clothing and
footwear. He also requested the participants to use this opportunity to understand each other’s
requirements and come out with the solutions.

Dr. Kavita Gupta (IAS), Textile Commissioner, addressed
the delegates highlighting the importance of different
segments of the Technical Textile and its growth rate in
India. She also spoke in details about the initiatives taken
by government on the promotion and growth of technical
textiles. He appreciated the efforts take by ITTA to bring
together Indian Navy and the Indian Technical Textile
Industry along with the regular segments of the Textile
Industry, through the seminar and exhibition to
understand and improve the quality and supply of the products used by Indian Navy.
In his keynote address , Mr. Gautam Singhania, CMD,
Raymonds group representing the textile industry, he
apprised the audience about the developments in textile
industry which can be of great use to the armed forces and
also talked on the huge scope of using technical textiles in
Indian Navy, like fire retardant, antimicrobial, water proof,
etc products.
Vice Admiral Jaywant Kode, Controller of Logistics, Ministry of Defence (Navy) spoke in his opening
address, that this seminar has been organized to have dialogue and better interaction between the
Indian Navy and the Technical Textile Industry.
Mr. Pramod Khosla, Chairman, ITTA, welcomed the
delegates and narrated the ITTA’s contributions during
the last couple of years to the growth of various segments
of Indian Technical Textile Industry and the objective of
this seminar.

Session II – “NAVAL PROCUREMENT PROCEDURES, BUDGETING & ASPIRATIONS OF
INDIAN NAVY AND ITTA”
The Second technical session was chaired by RAdm Satish Bajaj, VSM, ACOL. The following
presentation were made during this session.
REQUIREMENTS & ASPIRATIONS OF INDIAN NAVY
Capt. Arvind Vadhera, VSM
Capt. Arvind Vadhera presented the current status and future needs of the Indian navy. He
highlighted that Indian navy is 5th largest navy in world and invented 409 distinct items which
includes Protective Clothing, Safety Footwear, Technical Textile and Extreme winter clothing items
with an annual budget of around Rs. 100 crores. He talked about the different types of naval
uniforms and footwear, major annual requirements and expectations of the Indian navy from the
Industry like Innovation with high quality products at competitive prices, Vendor managed
inventory (VMI) solutions for uniforms, Field participation for better inputs, etc.
PROCUREMENT PROCEDURES OF INDIAN NAVY
Cmde. GS Negi
He briefed about the objective of public procurement means to procure goods and services in a
transparent manner, through a competitive process, to obtain the best value for money. He
explained the basis of procurement, the procurement process in the Indian Navy, Tendering,

Payment terms, Vendor management, etc. He also highlighted the expectations from industry are
adequate response from reputed manufacturers, proactive support in enhancing quality of
products, direct dealing, enhance rate agreements and transparent pricing policy.
ORGANIZATION, CAPABILITIES AND ASPIRATIONS OF ITTA AND INDUSTRY
Dr. K. S. Sundraraman, Vice Chairman, ITTA & ED, Shiva Texyarn Ltd
He emphasized about the ITTA which have more than 300 members
and the members span entire spectrum from Raw materials to
finished goods, centers of excellence, consultants, research
organizations. ITTA works with textile Ministry on Industry surveys
and Policy reports on Technical Textile Industry in India, Works on
areas like Streamlining of HSN codes and Participates/Co-ordinates
with most Premier exhibition organizers around the world and also
took an early lead in working with the Indian Defence forces by
conducting a Major interactive event with the Indian Army in Feb
2015. He highlighted the importance of 12 segments of technical textiles, fibers used in technical
textiles and some areas of expertise of ITTA members such as Geotextiles, Filter fabrics, including
respiratory filters/masks, Carbon fiber fabrics, Activated Carbon Fabrics, FR and work wear fabrics
and Garments, Tyre cord, industrial belts, PU , Acrylic and PVC coated fabrics, Insulation tapes and
sealants, etc. He also talked about the Potential Applications for the Navy FR protective wear, Low
weight, durable Tarpaulins and covers, Filteration systems for Ships and Submarines, Ropes, Hoists
and other Load bearing textiles, Wound dressings, personal Sensor based monitoring of vitals, Fire
Proofing, NBC protection, Inflatables, Footwear, Gloves and other PPE, Surveillance Balloons, etc
Session III – “FUNCTIONAL & REGULAR CLOTHING REQUIREMENT OF INDIAN NAVY”
The third session was chaired by RAdm Sunil Anand, NM CSO P& A, HQWNC and four papers were
presented.

INNOVATIVE DEVELOPMENTS TO ENHANCE CLOTHING OPTIONS FOR THE INDIAN
NAVY
Dr. Vijay Ramakrishnan, HOD & Mr. Sushil Hada-TRADC, Grasim Inds., Gujarat
He highlighted about the Birla Cellulose which is the umbrella brand and flagship of the Aditya Birla
Group and also a trusted raw material partner of global textile and non-woven value Chain.Textile
Research and Application Development Centre (TRADC)is a partner of innovation with an
investment of US$ 15 million which is driven by a strong research team of more than 20 scientists.
TRADC deals with all sectors of textile industry such as Spinning, Weaving, Knitting, Processing,
Finishing, Garmenting, Testing and Designing. TRADC had made Super white PV for Navy Uniforms,
NYEX blends for Defense Uniforms and Polyester/Viscose Spundyed for regular Uniforms. He
explained about their products viz., Viscose- 1st generation Cellulose fibre, Modal- 2nd generation
Cellulose fibre with a high wet modulus, Excel- 3rd Generation Birla Cellulose fibre and Spunshades
with their unique attributes, features and different properties and also about the Eco-friendly fiber.
Spunshades is the colored fibre of Birla Cellulose. It has a global share of 48%, pigments are used
instead of Dyes and available in 150 shades with 38 standard shades. He talked on Clothing for
Armed forces- Army, Navy and Air Force and Paramilitary forces- Coast Guard Organization,
Defense Security Force, Assam Rifles, Border Security Force, Central Industrial Security Force, etc.
The differences between estimated outdoor exposure life times for civilian office workers and
peacetime soldiers are 3%, 8% and 20%, respectively. That’s why combat clothing is adequate for
military use instead of civilian clothing.He also highlighted the some organizations which had
already adopted the products made by TRADC such as Indo Tibetan Border Police, NCC, Sarva
Shiksha Abhiyan, Karnataka and Municipal Corporation Of Greater Mumbai.

WHAT TECHNICAL TEXTILE INDUSTRY CAN OFFER TO INDIAN NAVY?
Mr. Mahesh Kudav, MD, Venus Safety & Health, Mumbai
He emphasized on the different products which can be offered to Indian Navy by the Indian
Technical Textile Industry. He presented the product wise list of
ITTA members which showed that almost all kinds of technical
textile products are manufactured in India, some may in
developmental stage. The products are Harness, Aerostat
Balloons, Tents,Nylon Life Jackets, Sail Cloths, Sleeping Bags,
Bulletproof Jacket, Rucksacks, Rain wears, Disruptive clothing,
Ammunition pouches, Overall for flying, Super absorbents for oil
spills, FR Suits, High visibility clothing, Uniforms, Woolen jersey,
Disposable garments, Ropes, Nets, Cap and Badges, Blanket and
Bed sheets, Towels and Pillows, Track suits and Inner wear and Nanotechnology. Aerostat
Balloonsare used in armed forces as surveillance equipment. These are made from multifilament
Nylon in the denier range of 32 to 200 deniersand their manufacturers are Kusumagar corporates
and Entremonde Polycoaters Ltd. Nylon Life Jackets are produced from nylon and coated PU foam
and it can be used as an personal flotation device and manufacturers Mahavira tents (India) Pvt Ltd
and Water care technology. Bulletproof Jackets are manufactured from high performance fibres like
Kevlar, Nomex etc. and their manufacturers are MKU private limited and Trade safe Engineers Pvt
Ltd. Super absorbents for oil spills are used to absorb both oil & water at a same time and produced
from Polypropylene microfiber superabsorbent fibres. It absorbs 30 times its weight oil or water.
Manufacturers are Venus health & safety Pvt Ltd, Unique safety services, Swift Techno Plast Pvt Ltd.
Disposable garments are Extremely versatile, Highly sustainable, Very affordable and High quality
protection and great level of comfort. Manufacturers are Venus Safety and Health Pvt Ltd and Atlas
Protective Products. Nanofabrics are textiles engineered with small particles that give ordinary
materials advantageous properties such as super hydrophobicity, moisture elimination, increased
elasticity and strength, and bacterial resistance. It can be introduced into synthetic polymers and
fibres can be spun from resulting nano composite material and fabric can be coated or laminated
with Nano solutions. However, it showed that our Industry is well equipped to cater to the needs of
the Indian Navy.

PROTECTING THE PROTECTORS – ADVANCES IN TECHNICAL TEXTILES
Mr. Atanu Acharya & Mr. Arindam Dasgupta Life Protection Solutions, DuPont, South Asia
They had explained about the salient features of Protective Textiles available in India and abroad
and used by the Navy of various countries. Atanu Acharya explained about the fibers used in
Protective textiles such as Kevlar® & Tensylon® used in Ballistic body armour, helmets and vehicle
for Ballistic & Stab Protection, Nomex® used in Industrial workwears, Fire fighters and Defense
personnel rely on Thermal Protection, Kevlar® used in Gloves for Cut & Heat Protection and
Tyvek® & Tychem® used in Chemical Protective Clothing. He talked about the evolution of
Kevlar® from Introduction of Kevlar® in 1965till 1.000.000 vests made with Kevlar®XPTM
worldwide. Ballistic products are soft body armours like Handgun-Bullet Resistant Vests, Fragment
Resistant Vests, Stab (Knife/Spike) Resistant Vest and hard armours like Helmets, Plates & Shields,
Vehicular Armours. And basic requirements of armour is Stopping the bullet with no perforation
and Back face deformation ≤ 25 - 44 mm (Vary from country to country). The impact energy of stab
is 24 – 65 J and BULLET is 1480 J. There are different technology required for protectioin against
ballistic, Spike and Knifeare KEVLAR® CORRECTIONAL™ andDUPONT MTPTECHNOLOGY. Ballistic
materials offered from DuPont are KEVLAR® 310F, KEVLAR® 640G, KEVLAR® 363G, KEVLAR®
802G, KEVLAR® XP S102, A S 450X, Tensylon®30A.
Arindam Dasgupta said that in U.S., 7,000 Clothing-Related Workplace Injuries takes place Each
Year Due To Fire. These clothing are made from Nylon, Polypropylene, Polyester, Acetate, Cotton
and Wool. He also said that to protect from these injuries their is a product called DuPont™
Nomex®
which provide an inert barrier between the wearer and the fire, Flame resistant properties
are permanent, etc. DuPont PPE suit products family are Tyvek®1422A,Tychem® C, Tychem® F,
Tychem® BR/TKand Tychem®Reflector.
ADVANCED FUNCTIONAL CLOTHING & GARMENTS FOR INDIAN NAVY
Mr. Basant Lohia, MD, Tarasafe International Pvt. Ltd.,
Ahmedabad
He presented a hole range of fire retardant and other multi-
functional Protective Textiles produced by the Tarasafe International
and other manufacturers. He explained about the products made in

India viz. FR overalls like RAKSHAK- AF is an inherently Flame retardant fabric offering exceptional
& permanent protection against flame and heat and made from blend of 93% M-Aramid, 05% P-
Aramid and 02% AST by special weaving and finishing technology. Antimicrobial technologies
effectively combat odour, minimizing the frequency of laundering textile & thus prolonging a
product’s life. It keeps us free from harmful bacteria, odour free, etc. Advanced HI-VIS Clothing
named TS Multirisk Jacket 02 CVC300G-NG-E and TS Multirisk Trousers 02 CVC300G-NG-E made
from 79% cotton, 20% polyester and 1% antistatic and fabric weight is 300 gsm and Advanced HI-
VIS Foul Weather Clothing named SFC 123 Taramod URIM-CNL2Parka made from modacrylic, FR
viscose, M-aramid and fabric weight is 380 gsm. He also emphasized about the Electrical Arc Flash
Protective Clothing called Konfor VA180-V Coverall which had FR viscose, Aramid blend and
inherently FR and its fabric weight is 180 gsm. High Tech Clothing are provide with light weight
Nano camera installed in the helmet, smart phone contains a GPS and a body wearable antennas
reduces the load that soldiers carry and can transmit and receive a high level of battlefield
information.
Session IV- “Footwear requirement of Indian Navy”
The fourth session was chaired by Dr. Anup Rakshit, Executive
Director, ITTA and three papers were presented.
SCOPE OF IMPROVEMENT IN REGULARFOOTWEAR FOR INDIAN
NAVY
Mr. Shammi Bansal, Managing Director, Liberty Shoes Ltd.
He highlighted the range of regular footwear product used by Indian Navy and the possibilities of
further development by using better raw material and different technologies. He narrated the
technologies pioneered by liberty,the P.U. (polyurethane) Technology in India in footwear industry
in 1982 and developed new material TPE (Thermo Plastic Elastomer) in 1985 for high quality
formal footwear. This material has better properties than PVC or TPR conventionally used for
formal footwear. It has also introduced EVA (ETHYL VINYL ACETATE) in 1997 direct injection
moulding. The EVA technology uses, very light material and the footwear is made with direct
injection system. He also explained about the Micro Fiber Synthetic Leather, a great solution for
pollution free world and it is as good as Leather. There are variety of Foot beds available like EVA
Moulded Footbed with Suede Socks, PU Moulded Footbed with mesh/fabric socks, Latex Moulded

Footbed with optional socks, etc. He also narrated their products range includes Formal shoes, P.T
shoes, Black safety shoes and Gum boots.
ADVANCED TECHNOLOGY FOR SAFETY FOOTWEAR USED BY INDIAN NAVYAND
OTHER COUNTRIES
Mr. SK Neogi, Technical Director, Mayur Leather products Ltd., Jaipur
He spoke on risk factors like oil, water, fire, slip, electrical resistance, resistance to welding sparks,
protection against falling objects which are to be considered for production of the safety footwear.
He explained about the types of footwear used in the Indian Navy such as uniform shoes, jungle
boot textile, ankle boot leather, sports shoes. Some speciality shoes are welding boot, firefighting
boot, etc. There are different sole types like Thermoplastic rubber, PVC, PVC Blend, Polyurethane
(PU), Thermoplastic PU (TPU), Vulcanised rubber, etc and the upper materials of shoes are of
leather, textile, synthetic, threads and metal parts. He added that a range of textile components like
Micro-fibre fabric, technical textiles, etc.
MODERNIZATION OF ACCOUTREMENTS- "BADGES AND INSIGNIA "
Prof. Shakti Sagar Katre
She highlighted the importance of Badges and insignia on the uniforms of Indian Navy and the work
done by NIFT on solving certain quality issues of these products. Nowadays the present
composition of existing badges has more zinc in it and therefore, finishing is not appropriate and
for improving Clarity and strength: Brass (Copper +zinc) Copper minimum 85% +15% Zinc. The
present badges are manufactured by casting process and by Using high pressure stamping will
improve quality and better result. She also explained that only golden finish is used on badges. And
for Finishing: Plating the Copper, Golden, Nickel, etc. are used. Fastening Systems means
Attachment such as Pin & Safety Catch, Wallet Clip, Clutch Back and Screw Back. At present the
names badges are made of Metal Badges with resin coating and Plastic (ABS) which can be
electroplated. And also said about the Shoulder board, clutch back, pin, ribbon rack bar, buttons,
etc.

The seminar ended with summing up the proceedings by RAdm
Sunil Anand, Indian Navy.
Mr. Nirav Mehta, Director, ITTA, extend a vote of thanks to all those
who have contributed in one way or the other to make the Seminar
cum Exhibition a success. He also acknowledge the contributions to
all those who have presented their presentations in seminar and
exhibited in the exhibition.

Exhibition was inaugurated by Vice Admiral Jaywant Kode, Controller of Logistics, Ministry of
Defence (Navy). Exhibition is to create the awareness on the requirements of the Indian
Navy for regular and functional clothing and footwear and their innovation for product
upgradation which would eventually lead to opportunities.

The exhibition showcased the entire technical textile and Footwear products developed by
various manufacturers showing the possible improvements of the different products used
by the Indian Navy. There were 22 exhibitors who display their products. Some of the
prominent exhibitors are- Raymond, Arvind, Welspun, Shiva Texyarn, Venus safety, RSWM,
ACCENT Inds., Euro safety footwear, Liberty, Mayur Leather, Bata, etc. In addition, Indian
Navy displayed their entire range of products currently used by them
