The Board adopted a further motion that a hearing on the proposed rulesand regulations, with Dr. Reynolds' presiding as the hearing officer,be advertised and held.

The Board adopted a motion that the proposed letter to Mr. Kitchenas drafted by Mike Eddinger be approved.
Emergency Medical Services Preparation of Applications
The Board adopted a motion that Mike Eddinger be written a letter tobe signed by Dr. Sullivan commending him on the preparation of theEmergency Medical Services applications to be considered by theBoard at this meeting and stating that the efforts of the Officeof Emergency Medical Services in connection with these applicationsmade Dr. Sullivan's responsibilities much easier to discharge.

Proposed Board Meetinq Schedule for 1982The Board adopted a motion that the Executive Secretary perform a cost analysisof the proposed additional Board meetings and that he report the projected fi-gures at the March, 1982, meeting. The Board members discussed the possibledates for additional meetings and recommended that the later dates be chosen withthe exception of the November meeting, which they recommended remain open untilthe March, 1982, meeting. The Board adopted a motion that the dates of the ad-ditional meetings be reconsidered and confirmed at the March, 1982, meeting.

The Board adopted a motion that the Executive Secretary contact thephysicians who are sponsoring these applicants for resident's traininglicenses by telephone and inform them, unless these applicants'activities are part of approved residency training programs, the indi-viduals are not eligible for licensure as residents. The Board adopteda further motion that, if in the Executive Secretary's judgement, theapplicants' activities constitute part of approved residency trainingprograms, he may approve the issuance of resident's training licensesto these individuals. The Board also adopted a motion that the Exe-cutive Secretary inform the sponsoring physicians by telephone thatthe applicants can function as externs without medical licensure andbe paid for their efforts.
Drug Commission Booklets
The Board adopted a motion that Drug Commission Booklets be providedto all members of the Board of Medical Examiners and that "Do's andDon't's" regarding prescribing be placed in the Roster.

The Board adopted a motion that the Executive Secretary determine fromthe Board's attorney if requiring this examination for licensure islegal in North Carolina, that the Executive Secretary also secure asmuch information from the Indiana Board concerning this matter as pos-sible, and that he present a report to the Board at the March, 1982,Board meeting.

A hearing was held at the Pinehurst Hotel, Pinehurst, North Carolina,Friday, January 22, 1982, at 2:25 p. m. , at which hearing Dr. Webbdid not appear and was not represented by counsel. The Board adopteda motion that this hearing be continued in order for the Board to con-sider further evidence.

Dr. Muilenberg, who had been issued a temporary Iicense valid untilJanuary 31, 1982, did not appear at this Board meeting as requested.The Board adopted a motion that an investigator check to see if Dr.Muilenberg is practicing medicine February l. 1982; and that, ifDr. Muilenberg should call the office during the week after the Boardmeeting and indicate he was not present at the January, 1982, Boardmeeting due to illness or for some other valid reason, the decisionto renew his temporary license be left to the discretion of thePresident of the Board.Letter Regarding W. The Board adopted a motion that Mr. R. B. Andrew's letter be answeredas follows: At the conclusion of a formal interview in Winston-Salem,North Carolina, on March 19, 1977, Dr. Ivey's Iicense to practice medicinewas revoked and has not been re-issued.

Dr. Pagter offered to submit hisresignation as a Board member after the hearing scheduled forFebruary 20, if the Board wished him to do so. The Board, afterlistening to Dr. Pagter's intention to move to Greenvi 1 le County,South Carolina, adopted a motion that it finds no reason for Dr.Pagter not to continue to serve as a member of the Board of Medi-cal Examiners.
