ÖKO - Acting economically (“ÖKOnomisch”) by consid-
ering ecological aspects (or vice versa) was, for a long
time, considered as being a vision that could not be ful-
filled. Wanting to make “profit” - on the one or the other
side - from this simply was the “limit”.
sustainability does pay off: The road from the ÖKOPROF-
IT Workshops to sustainable analyses and measures in the
own Company is surprisingly short and straight - besides
material advantages, it will, in the ideal case, be crowned
by the ÖKOPROFIT Company Award.

Thus ÖKOPROFIT-Graz set out to overcome old preju-
dices and break old taboos in 1991 for the first time.
The fact that it was political decisionmakers and the Ad-
ministration that would dare to get on to slippery ground
had not been expected - although the creation of suitable
basic conditions for innovation and “sustainability” are
the actual main task of this sector.
However, traceable success was - in the concrete case -
only made possible by the cooperation between trade, in-
dustry and science. Thus ÖKOPROFIT has not only caused
a sensation internationally but also locally considerably
contributed to the trademark of a “Cooperative Environ-
mental Protection in Graz”, with which everybody can iden-
tify today.
PRO - PROfessional attitudes shown by all sides have
contributed to providing this project with the respect it
needs to act universally: Today the group of ÖKOPROFIT
Companies ranges from the aspiring small business via the
solid medium-sized enterprise to the large-scale company
with international reputation.
All of them could convince themselves of the fact that link-
ing economic and ecological aspects would yield profit: as
factor guaranteeing a good image, as advantage relating
to know-how and competitive advantage as well as exten-
sive profits.
This exclusive “Club” of the ÖKOPROFIT Companies can
and will convince other Companies that orienting towards
FIT - FIT for the future is a requirement that wants to be
fulfilled day by day. Today it applies to the Companies that
could convince by their special achievements economical-
ly and ecologically.
As City Councillor for Environmental Matters of Graz, I
would, on this occasion, like to thank all participants for
the fact that it was their ÖKOPROFIT Activities that have
made a considerable contribution to the City of Graz being
presented a special award in 1996:
“Sustainable City” is the most important predicate the EU
can award, and we all may be proud of this without lean-
ing back!

In October 1996, Graz was presented the “European Sus-
tainable City Award” as first European City. This Environ-
mental Title awarded by the European Union appreciates
a series of single achievements as well as the “Ecological
Overall Achievement” of the City of Graz “on the road to
a sustainable urban development”.
Graz – On the Road to Sustainable Urban Development
In the Agenda 21 voted by the UN Conference for Envi-
ronment and Development (UNCED) in Rio de Janeiro in
1992, cities, municipalities and other municipal institutions
are requested to prepare a “Local Agenda 21”. The Issue
Related Environmental Program Graz “Ökostadt 2000”
corresponds to such a Local Agenda 21. On more than
one thousand pages, it does not only contain analyses of
the situation and guidelines relating to environmental pol-
icy but also principles for a sustainable urban development
by the turn of the millenium.
In July 1995 the Municipal Council voted the Short Ver-
sion of this Issue Related Environmental Program Graz
“Ökostadt 2000”, which had been revised and updated ¹
The Issue Related Environmental Program is to open
new perspectives to municipal environmental policy: The
classical concept of environmental policy as “safeguarding
or re-establishing the quality of the environmental media
ground, air and water necessary for human health” is to be
extended and lead up to a preventive “surroundings poli-
cy”, in which economic and social aspects are considered
in addition to environmental policy.
The concrete scope for manoeuvre was summarized in nine
Action Plans, which are divided according to the most
important issues relevant for environment.
Each Action Plan contains a series of proposals for meas-
ures for achieving the target of an “Ökostadt 2000”.
In order to allow to quantitatively review the extent to
which the targets are achieved, so-called Parameters for
Sustainability were defined as milestones for the most
important issues relating to environmental policy.
The implementation of the Issue Related Environmental Pro-
gram “Ökostadt 2000” is not to be done within the Munici-
pal Authorities but with the participation of experts, environ-
mental groups, citizens’ initiatives and citizens that are inter-
ested. This approach encouraging participation is to guaran-
tee a support that is as large as possible. An independent Com-
mission – the “Öko-Team” (Ecological Team) of Graz, which
is directed by the Environmental Agency of Graz and repre-
sentatives of Departments of the Municipal Authorities con-
cerned as well as representatives of the Universities of Graz,
the Styrian Government and representatives of environmental
organizations of Graz – has to appraise and evaluate the
progress of the activities taken to achieve the targets defined
by the Issue Related Environmental Program “Ökostadt
2000” after the evaluation documents have been prepared. If
targets are not fulfilled, the reasons for missing the targets
have to be stated, and the planning for the next evaluation
date has to be submitted.

ties, extensive solutions for problems and achievements in the
field of technologies oriented towards environmental issues
are offered. Graz as center of innovations,which particularly
draws the impulses from a condensed transfer of knowledge
and technology, actively exemplifies the vision of the Ecolog-
ical High Tech City. The Economic Model of the City of Graz
defines the will to innovation, the readiness to communication
and the ability to integration as bases. Thus Graz wants to
deliberately extend the strengths and considerably increase the
striking power in these fields by forming clusters.
Graz – Integration into an International Network
“Clean Technologies”
Furthermore, the foundation of the newly founded Infor-
mation Center for Environmentally Beneficial Production
in Graz and an Energy Agency promoted by the European
Union has provided access to information for the best avail-
able technologies for waste and emission avoidance and
for energyoptimization. The ACPC (Austrian Cleaner Pro-
duction Center) is to particularly have an intensive contact
with foreign institutions that have a similar order or iden-
tical targets. Therefore, Graz is integrated into an interna-
tional network of preventive environmental protection in
companies, which is also of utmost commercial importance.
Graz – Environmental Protection in Companies of the
ÖKOPROFIT Brand
The target of the City of Graz in the field of environmental
protection in companies is the integration of a maximum
number of companies in Graz that are to promote the sus-
tainable development of the City of Graz. ÖKOPROFIT is
a successful step in this direction.

Award ÖKOPROFIT Companies of Graz
The basis for the ÖKOPROFIT Company Award is the suc-
cessful participation in a waste and emission avoidance pro-
gram. In the Project Year 1996, altogether 29 Companies
applied for this site award. In this context, it should be
noted that all Companies had completed ÖKOPROFIT as
basic program. This year 9 Companies from the Basic Pro-
gram 1996 were presented the award for the first time,
altogether 19 Companies from the ÖKOPROFIT Club were
presented the award, 8 Companies already having been
presented the award for the third time.
According to the awarding guidelines, Company specific
environmental guidelines have to be defined, and the proc-
esses in the Company have to be documented as to techni-
cal, organizational and legal aspects by means of a fixed
checklist. This also includes the proof of the observance
of all requirements by public authorities, the preparation
of an extensive Waste Management Concept as well as the
creation of an Environmental Team. Furthermore, the Com-
panies have to illustrate their environmental achievements
of the last year and elaborate an environmental program
for the next year. This program contains site specific envi-
ronmental indices quantitatively describing the intended
reduction projects in the respective Company.
After the Companies had been subjected to a preliminary inspec-
tion by the ÖKOPROFIT Team, a Commission with qualified
members from various fields evaluated them. What was new was
that Companies that applied for the first or second time were
appraised by the ÖKOPROFIT Commission at their sites.
This is how the members of the ÖKOPROFIT Commis-
sion summarized their personal impression they had gained
on the ÖKOPROFIT Project:

ÖKOPROFIT
History
The „ÖKO logische PROjekt Für I ntegrierte UmweltTech-
nik” (Ecological Project for Integrated Environmental Tech-
nology) has existed since 1991. Whereas it was, at the be-
ginning „only“ case studies done with 5 Companies in Graz,
this project for waste and emission avoidance has, in the
meantime, become an extensive program for preventive
environmental protection, in which 44 Companies in Graz
have already participated. Since 1993 the project has had
its present successful shape. The so-called Basic Program
for the “Beginners” is an ideal combination of training
workshops offering “help to self-help” and individual con-
sulting. Companies from different fields meet to have work-
shops on environmentally relevant topics every month and
elaborate bases for waste and emission avoidance in the
ÖKOPROFIT Year by aiming at implementing correspond-
ing measures.
Method
In contrast to other international Cleaner Production
Projects, the local authority, the Environmental Agency of
the City of Graz, actively participates. The success of
ÖKOPROFIT is, among other things, based upon this close
co-operation between Authority, Consultant and Compa-
nies. In the meantime, the project has been extended to 8
modules.
The Team of ÖKOPROFIT Coaches is composed of em-
ployees of the “Umweltamt - Referat für betriebliche
Umweltvorsorge” (Environmental Agency - Division of Pre-
ventive Environmental Protection in Companies) as well
as employees of the Research and Business Consulting
Company STENUM GmbH. In weekly meeting days, project
execution and coaching are organized together. At the
same time, the ÖKOPROFIT Team is the constant interloc-
utor for the Companies, supports them in planning and
implementing measures protecting the environment and
unbureaucratically establishes the contact to representa-
tives of authorities. In the workshop series, the produc-
tion specific actual state of the Company is described, basic
knowledge on the acquisition of data, legal security, toxi-
coloty, waste logistics, representation of production proc-
esses as well as energy being imparted. Besides the work-
shops, the existing series of working documents (Titles s.
p. 44) allows a systematic Company internal acquisition of
data. Between the workshops, each Company can have
recourse to individual consulting, and the ÖKOPROFIT
Team will, at least, visit the Company two half-days or, if
necessary, coach the Company more intensively.

The following topics were dealt with in the altogether 10 work-
shops:

• Laws and decrees
• Betriebliche Energieanalyse, Erfassung der Umweltkosten
• Ecological purchasing and eco-design
• Eco-controlling, indices
• Preparation for the award, Company report
• Additional Workshop: Innovation by Creativity
The contents of the workshops are fixed and constantly
updated by the Team of ÖKOPROFIT Coaches, who invite
experts as lecturers. This year, for example, “Ecological
Purchasing and Ecological Design” was added as new
topic with new documentation. The series of documents
was additionally extended by the Volume “Company His-
tory and Abandoned Polluted Areas”.
Usually one representative of each Company takes part.
For specific topics, however, this person will be accompa-
nied by the respective Division Representative.
In principle, every workshop has the same structure:
• Feedback Round
• Information Block
• Consolidation by an Interactive Stage
• Discussion and Prospects

The Feedback Round plays an important role for two rea-
sons: First, it always is a good starter for the presentation
of the environmental situation or the measures recently
taken by Companies. Second, it is an excellent basis for
the exchange of experience and discussion between the
Companies even though so many different fields are repre-
sented.
The Information Block relating to current environmental
topics is handled by selected experts and completed by the
respective documentation.
In the Interactive Stages, which are issue related - e. g.
making coffee in the Energy Workshop - the Companies
learn the approach to typical problems of Companies “in
small things”.
Additional Workshop “Innovation by Creativity“
For all ÖKOPROFIT Companies, an additional seminar,
which dealt with the Topic “Innovative Ideas for and Ap-
proaches to In-Company Problems”, was offered.
This workshop aimed at familiarizing the Companies with
the possibilities of creativity techniques. An integrated in-
company environmental protection à la ÖKOPROFIT is
unthinkable without innovation and therefore also requires
innovative ways and solutions. A proven creativity tech-
nique is “brainstorming”, with which the participants were
familiarized by means of a short lecture and documenta-
tion. Then small groups of 3 - 5 persons elaborated solu-
tions for concrete problems of Companies that were
present, 2 - 3 Brainstorming Rounds being made within
the groups. Then the ideas / solutions were assessed. At
the end the results and experience made with the new tech-
nique were presented. Some results of this workshop could
already be successfully implemented in Companies.
ÖKOPROFIT - EDP Supported Environmental Man-
agement and Environmental Management Systems
In the ÖKOPROFIT Project Year 1996, the Program Sys-
tem AUDIT was used in the new “EDP Module” for the
systematic visualization and balancing of the material flow.
The Fields Pharmaceutical Industry, Repair of Cars and
Steel Industry were analyzed, and measures for saving raw
material and cost were evaluated.
Propagation of ÖKOPROFIT
The Program for In-Company Preventive Environmental
Protection, which has been conceived by Doz. Dr. Hans
Schnitzer (TU Graz, “Institut für Verfahrenstechnik” - In-
stitute for Process Engineering) and Dr. Karl Niederl (Head
of the Environmental Agency of Graz) and implemented
so successfully, is increasingly being imitated. In the mean-
time, ÖKOPROFIT has been executed according to the
Model of Graz in two other Austrian Cities, namely Kla-
genfurt (already in the second year with altogether 19
Companies) and Dornbirn (award for 10 Companies in
November 1996). Since September 1996, ÖKOPROFIT
has, for the first time, been executed on a regional scale
with the participation of 15 Companies in Lower Austria .
The workshops are held by employees of STENUM. Lo-
cal consultants are responsible for the individual supervi-
sion of Companies.
Due to the success of ÖKOPROFIT, the City of Graz has
become a Germ of Development in Sustainable Urban
Development and has initiated a network between the par-
ticipating cities / regions , which is to be intensified and
extended even more in the next years.
ÖKOPROFIT goes international
The international acknowledgement of the Model CP
(Cleaner Project) of Graz is, among other things, shown
by the fact that UNIDO has entrusted STENUM with help-
ing to establish the National CP Centers in Prague /
Czechia, in Slovakia as well as in Porto Alegre in Brazil
by applying the approach of the ÖKOPROFIT of Graz. On
numerous international Congresses, the presentation of
ÖKOPROFIT always enjoys an enormous echo.

AQUAPROFIT
This partial module of ÖKOPROFIT aims at establish-
ing a water and pollutant balance for Graz in order to
create a founded basis for political decisions in this sen-
sitive field.
Results of the Water Balance
The overall water consumption of Graz is covered by
the public water supply by more than ¾.
The biggest amount of water that gets into the sewage
clarification plant comes from the households. If the
reduction of water consumption therefore is a priority
as has been laid down in the Environmental Program of
the City of Graz, work has to start here.
Amounting to about ¼ of the water getting into the sew-
age clarification plant, rain water is the second biggest
amount burdening the sewage clarification plant. Ex-
ternal water is the third biggest amount of waste water,
and the waste water coming from other buildings than
residential buildings is equally big. These buildings
house hospitals, lodging houses, hotels and business
establishments.

Industry , however, has a quantitatively rather moder-
ate share in waste water (6.5 %), which is quite unex-
pected. Still it should be noted that this is, in no way,
related to the impact of waste water because only 3
Companies produce about 1/3 of the entire organic load
in Graz.
In order to turn the water balance into a medium-term
planning instrument, the water balance was visualized
by the EDP Program AUDIT. The graphic evaluation in
the form of a flow chart shows all the relevant water
and waste water flow.
Results of the Dirt Load Balance (organic load in the
population equivalent (PE))
As for the balance of 1992, we have to state that the
data won’t allow any detailed visualization without cor-
responding restrictions and explanations.
In the balancing of the pollutant load, it becomes clear
that the values planned for an average number of 400
000 inhabitants is effectively reached. The 3 industrial
companies with the biggest load alone contribute to 1/
3 of the dirt load.

Following, please find the presentation of the Companies
being presented the award in 1996, which are divided into
Beginners, Club Companies and the three Companies that
participated in the Project “From ÖKOPROFIT to ECO-
AUDIT” this year. Before the pages describing the Com-
panies, there will be an introduction.

In 1996 eleven Companies of Graz participated in the
Basic Program of ÖKOPROFIT, nine of them applied for
the award and received it.
In the course of the project, all Companies acquired
their data from the fields input/output, waste manage-
ment, energy as well as laws/decrees/requirements by
public authorities and submitted them to an exact anal-
ysis, showed weaknesses, established an Environmen-
tal Team, reorganized the in-company waste logistics,
organized information events and have already imple-
mented concrete measures or have adopted them into
the Environmental Program for the next year.
Each Company was visited at least two to three times.
The supervising expenditure at the data acquisition and
the further coaching in the program depended on the
Companies.
During the project and, above all, at the presentation
on the occasion of the appraisal done by the Commis-
sion, the Companies that came from various fields of
business in 1996 again proved impressively what envi-
ronmental experts they had matured into and how many
environmental achievements they had made.
Evaluation
The environmental achievements and programs that
were evaluated refer to all 29 Companies that applied
for the ÖKOPROFIT Award 1996 within the ÖKO-
PROFIT Program.
The great number of measures to avoid and reduce
waste and emissions is impressive. Altogether 282
measures were implemented by the Companies in the
current project year. For the Environmental Program
1997, 179 measures to be implemented are intended. On
the average, this results in ten environmental achieve-
ments for each Company and six points in the Environ-
mental Program of each Company.

A comparison to the previous year shows that the integra-
tion of the items energy and water/waste water into the
areas concerned by the measures has increased by more
than 60%, which means that these items were treated more
intensively.
The division of the altogether 461 measures according to
their kind and structure is shown in the following Figure:

What is encouraging is that - like in 1995 - at least 55% of
the measures have a period of amortization of less than
two years or are cost neutral and thus prove to be eco-
nomically feasible. In addition, it presently is difficult to
assess one third of the measures on an economic scale, (e.
g. the motivation of employees), or the cost is not known.

Another number that is definitely interesting is the number
of employees reached by ÖKOPROFIT in this project year
alone once again: Altogether the 29 Companies have appr.
15 300 employees, the smallest Company having 15 and
the biggest one having almost 4 000 (on the average appr.
500). For the Beginners, the average size amounts to 180
employees because no large-scale companies have joined.
Very interesting data are also furnished by an evaluation
of what has been saved in absolute numbers. These data
have been acquired by real measures and records or pro-
jected for the year. As for calculations and estimations,
however, it should be noted that the minimum quantity
saved was taken into account (data on the “safe side“).

In this part of the project, it is a question of promoting the
implementation of measures for reducing waste and emis-
sions in new Companies and, above all, in environmentally
sensitive areas. Often there is a lack of technological know-
how in small and medium-sized companies, in particular.
Therefore, the analysis of technological and energy relat-
ed problems, the proposal of suitable measures and a con-
sulting are to support both Beginners and Club Compa-
nies in intensifying the implementation.

The establishment of a working waste logistics is particularly
important for the Beginners. Waste logistics means that the
Companies have to deal with numerous legal and organiza-
tional requirements (suitable waste containers, container size,
number of containers, location, disposal interval, colored mark-
ing and labelling). The previous project years have shown
clearly that the Companies need an additional consulting and
consolidation for the implementation of their possibilities of
waste avoidance.

• Use of CO Post-Combustion: Energy
saving of appr. 4 500 MWh.
• Due to the installation of a descaling at
the outlet of the pusher furnace, the
scale will be removed at the outlet and
will no longer be transported off with
the rinsing water (50% less scale in the
cooling water circuit). Due to this
measure, the acquisition of a new
cooling tower was no longer necessary.
• The control of the pusher furnace
optimizes the natural gas supply for
heating the billet: energy saving of
370 000 m³ natural gas.
For 1997, an intensified utilization of waste
heat as well as a “Hot Rolling Mill” are
planned. As for the hot rolling mill, it is a
question of putting the billet into the
pusher furnace in its hot state (up to now,
this has only been done after it had cooled
down). These measures help to save
360 000 kW of energy and to considerably
increase the output.
The transport of the blast coal will be
transformed: from the previous delivery in
one-way packages to silo delivery or multi-
way packages.

In this context, we would like to point out quite proudly
that ÖKOPROFIT Graz internationally is the own Cleaner
Production Program of that kind that has already been
under way for more than five years. The fact that as
many as 70% of the Companies have decided to contin-
ue ÖKOPROFIT is still another evidence of the success
of this project.
An own Module Continuation, which has existed since
the project year 1994/95, was used by altogether 19
Companies this year. The continued supervision of the
Companies in an own module seems useful because ex-
perience has shown that the in-company activities
would considerably decrease without a continued
coaching from outside.
In the sense of continuous active environmental pro-
tection, the City of Graz has decided to fund this con-
tinuation module as well. This guarantees that the Com-
panies continue to work on and extend the principles of
preventive environmental protection and keep in con-
tact with one another.
This informal network between the ÖKOPROFIT Com-
panies also is an important step towards sustainable
urban development.
The essential targets of the continuation module can
be formulated as follows:
• Implementation of the elaborated projects
• Being presented the ÖKOPROFIT Award again
• Being led to aiming at further targets, sucha as Eco-
Audit and Ecological Product Design

On the whole, 6 workshops were offered, two of which
could be attended optionally. In contrast to last year ’s
subsequent supervision, the duration of each informa-
tion workshop was extended to one day, which meant a
further improvement in the offer for Club Companies.
It was also in view of the composition of the teams that
the module was interesting:
From the 19 Club Companies, nine Companies have par-
ticipated in ÖKOPROFIT since the first Basic Program
93/94 and thus applied for the award for the third time.
Ten of the Companies participated for the first time in
1995.
However, this also means that only one Company tak-
ing part for the first time in 1995 has not availed of the
continuation module, which definitely can be consid-
ered as being a great success.
The different starting position of the Club Companies
that have completed the second or third ÖKOPROFIT
Year has also resulted in different requirements for the
Award. Whereas the Companies applying for the Award
for the second time were appraised by the Commission
at their sites, the decision on the Companies applying
for the third time was taken in a meeting of the Commis-
sion.

This was sort of intermediate check because the award
was presented for three years in accordance with the
EU Decree 1835/93 (EMAS) in 1995: Whereas, however,
ECO-AUDIT Companies only are subjected to a new
Environmental Audit after three years, ÖKOPROFIT
Companies are inspected every year.
The Intermediate Check, at which the Environmental
Achievements and Program were checked, a sample was
taken of the activities constantly updating Waste Man-
agement Concept and the legal situation was inspected,
was very satisfactory and positive for the Companies.

In the course of ÖKOPROFIT 1996, two common Com-
pany visits, to which all “old” and “new” ÖKOPROFIT
Companies were invited, were offered again.
Such meetings on unofficial occasions reinforce the
Club Idea and informal network character that are be-
hind ÖKOPROFIT.
On this occasion, two Beginners presented their Com-
panies. The Steel and Rolling Mill of the “Marienhütte”
and the Newspaper Printers Styria were visited on June
4th and September 26th respectively, an interesting in-
sight into these two fields of business and the single
process steps themselves being offered.
At the subsequent comfortable reunion, the represent-
atives of the individual Beginners and Club Companies
were given ample opportunity to better get to know one
another and to exchange experience.

created. This database gives exact
information on the kind and hazardous-
ness of the 500 materials currently used
(R Sets).
This database is generally accessible.
• As a new paintshop has been taken into
operation, the entire color and paint
system has been transformed to the use
of paints containing low amounts of
solvents (only 5-8% instead of 45-48%
of solvents).
• In 1997 a central sewage collection and
treatment system is to be implemented
by means of an own ultra-filtration
plant. This plant is to receive about 30-
40% of the industrial charges, which
currently amount to appr. 130 m³, so
that only the remaining rest has to be
disposed of.

• As the garden mold is delivered in
refillable Big Bags, the amount of
plastic packaging will be reduced by 13t
every year. This will reduce the price of
the garden mold by 7%.
• As the transport park has been trans-
ferred to a forwarding agency, it is also
possible to accept return freights and
thus increase the degree of utilization
from 70% to almost 100%.
• We intend to replace the peat in our
garden mold by raw materials growing
again fast, such as bark chips.
• Furthermore, we are still looking for
alternative raw materials that can
replace the plastics from which our pots
are made.
• Due to the installation of loading ramps
for loading the trucks, the sliding doors
don’t have to be opened any more.
Therefore, there will be no more heat
loss. This measure will be completed by
March 1997.

A rebuilding at the inlet of the packag-
ing machine allows the recycling of the
coat hangers returned by the custom-
ers. Due to this, the coat hangers,
which have been disposed of before,
can be recycled, and raw material or
waste of 2.5 t can be saved.

Due to the use of larger mailing bags
instead of certain cardboard boxes,
20.2 t of packaging weight have been
saved. Due to the thinner middle layer
of mailing bags, further 16.5 t

ing of the “New Bottling“, the heat

The ÖKOPROFIT Company Award in Graz has proved to
be a known and recognized “local” means to honor con-
servation-minded Companies. Further-more, the EU Decree
1835/93 (EMAS) and ISO 14001 are internationally recog-
nized instruments.
Therefore, we wanted to also give successful ÖKOPROF-
IT Companies the opportunity to aim at achieving EMAS
and ISO 14001 resp. in a similar common model for environ-
mental consulting. Due to the detailed preliminary work,
the carefully directed establishment of an Environmental
Management System causes considerably lower cost and
time expenditure than that for a comparable Company with-
out ÖKOPROFIT.
Establishment
In analogy to ÖKOPROFIT, the consulting activities con-
sist of two components:
• Common workshops for all Companies concerned with
working documents
In altogether five workshops, the general bases for the
establishment, inspection and appraisal of the Envi-
ronmental Management System are elaborated. In anal-
ogy to the ÖKOPROFIT Basic Program, corresponding
leaflets serve as documentation.
• Individual coaching of the Companies
This coaching consists of the instruction to the con-
crete implementation of the steps necessary, the moni-
toring of the project progress, support in establishing
the documentation, acting as leaders/moderators in
project groups, etc. The execution of an Environmental
Audit by internal or external auditors and the support
of the Company in this audit also are part of individual
coaching.
The preliminary work done in the ÖKOPROFIT Project, such
as the definition of Environmental Policy and Targets or the
establishment of an Environmental Program as well as of the
Waste Management Concept are adopted into the project and
oriented towards the EMAS Decree and ISO 14001 resp.
Altogether three Companies decided in February 1996 to
establish an Environmental Management System by being
supported by the Module From ÖKOPROFIT to ECO-
AUDIT . The intensive work has paid off for the Compa-
nies. Although the Companies had participated in ÖKO-
PROFIT several times, the extensive establishment of an
Environmental Management System helped to detect weak-
nesses. A central aspect is the integration of the preven-
tive environmental protection into the “classical” manage-
ment processes.
The current state of the project is encouraging: DI F. Robier
Co. was certified according to ISO 14001 in January 1997,
Leopold Pharma Co. was appraised and certified resp. in Feb-
ruary 1997. Bergland Milch reg. Gen.m.b.H. has - due to the
success of the Site Graz - decided to extend the establishment
of an Environmental Management System to all nine sites,
the certification being intended for late 1997. Once again the
example of Graz is a model for the rest of Austria.
Reports from the Companies
At Robier Co., the successful environmental work started
in ÖKOPROFIT was continued and deepened.
What is particularly worth mentioning is the striving of
the Company for consistently pursuing targets aiming at
the eco-design and analysis of the offered services: As
result of this strategic decision, the following services are
to be increasingly implemented in future:
• more work in Graz than elsewhere (reduction of transport)
• more renovation than new construction (utilization of
existing structures)
• “more ecological” renovation
Among other things, these strategic guidelines are also
reflected in the Environmental Program:
1. The renovating strategy has been recognized as es-
sential measure influencing the environment and has
been anchored in the Environmental Program by a cor-
responding lobbying with Authorities and Chambers.
As, however, this is not only a possibility to reduce
environmental impacts for Robier Co. but also for other
construction companies, this measure goes far beyond
the “traditional“ thinking in terms of sites.
2. In order to provide employees and customers with en-
vironmentally beneficial materials, an own Catalog for
Ecological Building Materials has been elaborated,
and its continuous updating has been fixed in the En-
vironmental Program.
In addition, it should be noted that the Environmental Man-
agement System does not only apply to the Headquarters
but that all building sites are integrated by corresponding
instructions. Besides the measures necessary for environ-
mental protection, these instructions also refer to the is-
sue safety on the building site.
From ÖKOPROFIT to ECO-AUDIT

At Leopold Pharma Co., a list of 70 measures for improve-
ment could be elaborated at the inspection even though
this Company had already successfully participated in
ÖKOPROFIT twice.
Some measures, in particular those relating to energy and water,
have already been started on. A new plant for washing bot-
tles requiring less hot water is being installed. Due to this, the
hot wash water will be reused, which will presumably help to
save 6 600 m³ of water 260 000 m³ of natural gas.
An essential target is the continuous improvement of the
production process. This will help Leopold Pharma to im-
prove the yield and reduce the loss of raw materials and
packaging materials. For example, pipes are rebuilt as to
make sure that the filling can be done until the last drop.
As a central part of the Environmental Management Sys-
tem the “Environmental Calendar” has been elaborated.
In this calendar, all environmentally relevant activities are
planned in advance and entered. Due to this, the estab-
lishment of the Environmental Program and the required
financial means are even known before the budget is made.
In order to constantly improve the employees’ conscious-
ness of environmental protection, there is already a notice
board shaped as “Ecological Tree” at the entrance. On
this board, the newest information relating to environment
are presented attractively and updated every second week.
In trainings potential environmental impacts of the respec-
tive activities of one employee are exactly analyzed, eco-
logical consciousness being created again.
The technical reporting system has been transformed to
an uniform EDP System. This allowed to link all the data
on line for the first time, which gives each person respon-
sible access to all the relevant data.
Bergland Milch reg.Gen.m.b.H. has already participated
in ÖKOPROFIT with its site in Graz twice. In 1996 it was
also the site in Klagenfurt that participated in ÖKOPROF-
IT. In 1996 Bergland Milch decided to strive for a certifica-
tion according to ISO 14001. After the elaboration of the
Environmental Policy, which is supported by the Manag-
ing Board of Bergland Milch, and the successful Environ-
mental Inspection at the site in Graz, the Managing Board
has decided to strive for a certification of Berglandmilch
according to ISO 14001 for all 9 sites. Therefore, the first
priority was to create a similar “environmental level” at all
sites. In order to achieve this with a justifiable expendi-
ture, the schedule was extended a little so that the certifi-
cation is intended for late 1997.
The Environmental Inspection resulted in 50 proposals for
improvement at the site in Graz alone.
What is of central interest for a Company with almost 1000
employees is the employees’ information and training.
Therefore, the direct information on the environmental is-
sue has been intensified from the beginning.
Furthermore, an input/output analysis for all sites is made.
In future the monthly balances of all sites are to be available to
each site in order to allow an in-company benchmarking.
Besides, the existing daily protocols are analyzed and extend-
ed by environmentally relevant data and indices so that the
data are available to all persons responsible.

Management System by the
participation in the Project
“ From ÖKOPROFIT to ECO-AUDIT”.
• Saving of 57 t of cardboard by the
conversion from cardboard trays to
multi-way trays.
• Reduction in NOx emissions to less
than the half by a new steam boiler
(from 140 mg/m³ to 57 mg/m³).
• Less depreciation of goods by avoiding
the exceeding of the date of expiration
by improving the planning and conclud-
ing better agreements with customers.
• A continuous improvement of the
production process in order to increase
the output and reduce raw material
losses as well as the further utilization
of hot water in order to reduce cost and
save natural gas and water.
• Due to the installation of a new
washing machine, 800 l/h of
distilled water are saved.

biologically decomposable materials
and acquisition of a filtering
installation.
• Saving of fuel by an improved organiza-
tion and new purchases.
Ecologically beneficial building as extensive
concept. This implies the completion of a
catalog of unrisky building materials, an
intensive training of the employees in envi-
ronmental matters, integration of the suppliers
and customers into the program, intensified
redevelopment instead of new buildings.
