    This CLE will discuss U.S. v. Reynolds,in which the U.S. Suoreme Court firstrecognized the states secrets privilege,as well as litigation that sought to reopenthe case 50 years after the fact; the gov-ernment's recent invocation of Reynoldsin civil Cases to defeat claims based onalleged governmental wrongdoing; andjudicial and legislative responses to theexecutive branch's increased reliance onthe state secrets doctrine.

    Bruce Bellingham is this year's recipientof the Philadelphia Volunteer Lawyersfor the Arts Volunteer of the Year awardfrom the Arts & Business ,'Cguncil
